December

On December 24, 2022, at 2:26 AM, officers on patrol located a one car motor vehicle accident with no persons around the scene in the 2200 block of 17th Street. An investigation led to the identification of the driver as Jacob M. Melland (19), Monroe. According to the investigation, the vehicle operated by Melland failed to negotiate a curve due to the snow and ice covered roadway and left the roadway, colliding with a utility pole guy wire. There were no reported injuries, and the vehicle sustained disabling damages, being towed from the scene. Melland was cited for failure to notify law enforcement of an accident, and was released pending a court appearance.
On December 22, 2022, at 11:39 AM, officers were called to a residence in the 1700 block of 11th Street for a report of an unwanted person. The investigation led to the arrest of Caleb J. McIntosh (18), Monroe, on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole. McIntosh was also charged with possession of THC (Marijuana), and was confined in the Green County Jail pending further proceedings.
On December 21, 2022, at 5:39 AM, officers were called to a two vehicle accident with no reported injuries at the intersection of 22nd Avenue and 8th Street. The investigation indicated that a vehicle operated by Yeferson Fernado Murillo Montoya (18), Monticello, was traveling west on 8th Street, stopped at the stop sign at 22nd Avebue, and collided with a vehicle which was southbound on 22nd Avenue, operated by a Monroe woman. The Murillo Montoya sustained heavy damages and was towed. The other vehicle sustained moderate damages and was drivable. Murillo Montoya was cited for failure to yield the right of way from a stop sign, operating without a valid driver's license and operating without motor vehicle insurance. Murillo Montoya was released pending a court appearance. On December 21, 2022, at 4:15 PM, officers were called to a business in the 300 block of 6th Avenue West for a shoplifting complaint. The investigation led to John W. Thompson (43), Monroe, being cited for retail theft, and being released pending a court appearance.
On December 20, 2022, at 7:42 AM, officers arrested Jeffery K. Norton (36), Monroe, following a complaint about a person violating bail conditions in the 2700 block of 8th Avenue. Norton was charged with two (2) counts of bail jumping due to a violation of bail conditions from prior cases prohibiting contact with a designated person. Norton was confined in the Green County Jail pending a court appearance. On December 20, 2022, at 4:27 PM, officers arrested Kole A. Figi (28), Monroe, in the 2000 block of 9th Street, on a warrant issued by the Lafayette County Sheriff's Office for failure to appear in court on a child support case. Figi was also arrested on a warrant from the Grant County Sheriff's office for obstructing an officer. Figi was confined in the Green County Jail pending transfer to the other counties or further proceedings.
On December 19, 2022, at 2:42 PM, officers were called to a two vehicle accident with one vehicle rolled over on its side, and with reported injuries, at the intersection of STH 69 and 8th Street. The investigation indicated that a sports utility vehicle operated by Guy E. Evans (48), Orangeville, IL, was northbound on STH 69, attempting to turn west on 8th Street while the traffic light was yellow, and collided with a sports utility vehicle, operated by Gildel Beltran Pedraza (42), Monroe, which was southbound on STH 69. Evans was extricated from the vehicle by the Monroe City Fire Department, and was transported by Green County EMS for reported minor injuries. The Evans vehicle sustained disabling damages and was towed. The Beltran Pedraza vehicle sustained substantial damages but was operable. Beltran Pedraza was cited for failing to have vehicle insurance and was released pending a court appearance.
On December 19, 2022, at 7:43 AM, officers were called to a two vehicle accident with no reported injuries in the 2100 block of 16th Avenue. An investigation indicated that a vehicle operated by Lynne A. Hardy (58), Monroe, was pulling on to 16th Avenue from a private drive, and collided with a vehicle which was on 16th Avenue, being operated by Yessy C. Ortiz Rivera (31), Monroe. There were minor to moderate vehicle damages, and both vehicles were operable. Hardy was cited for failure to yield the right of way from a driveway, and released pending court. Ortiz Rivera was cited for operating without a valid driver's license and released pending a court appearance.
On December 18, 2022, at 1:13 AM, officers were called to an in-progress physical altercation in the 2700 block of 6th Avenue. An investigation led to the arrest of Victor L. Driver (22), Freeport, IL, and Ethan E. Tregloan (22), Monroe. Driver was charged with disorderly conduct, resisting arrest and felony battery to a law enforcement officer. Driver was confined in the Green County Jail pending a court appearance. Tregloan was charged with disorderly conduct under Wisconsin's Domestic Violence laws, and was also placed on a probation hold by the Wisconsin Department of Corrections-Probation & Parole. Tregloan was also confined in the Green County Jail pending a court appearance. The incident remains under investigation, with further charges possible.
On December 16, 2022, at 9:15 AM, officers were called to a two vehicle accident with no reported injuries at STH 69 and 8th Street. The investigation indicated that a vehicle operated by Judy Ngo (33), Toronto, Canada, stopped at the red light for northbound STH 69, was struck from behind by a vehicle operated by Marcia A. David (65), Freeport, Il, which was also northbound on STH 69. Both vehicles sustained minor damages and were driven from the scene. David was cited for motor vehicle following too closely, and released pending a court appearance. On December 16, 2022, at 2:13 PM, officers were called to a two vehicle accident with no reported injuries in the 200 block of North 18th Avenue. The investigation indicated that a vehicle operated by Lynette A. Martin (70), Monroe, was exiting from the eastbound off ramp to turn north on North 18th Avenue, and collided with a vehicle operated by Walter A. Botteron (84), Monroe, which was southbound on North 18th Avenue. The Martin vehicle sustained disabling damages and was towed, The Botteron vehicle sustained moderate damages and was driven from the scene. Martin was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance. On December 16, 2022, at 9:37 PM, officers were called to a reported hit and run vehicle accident in the 2500 block of 9th Street. Then investigation indicated that a vehicle operated by Zachary M. D. Estep (16), Monroe, collided with a legally parked vehicle owned by Christine L. Heyden, Davis, IL, and then fled the scene. Estep was later located by officers. Both vehicles sustained minor to moderate damages. Estep was cited for hit and run to an attended vehicle and operating without a valid driver's license. Estep was released pending a court appearance.
On December 13, 2022, at 5:18 PM, officers were called to the intersection of 6th Avenue West and West 8th Street for a two vehicle accident with no reported injuries. The investigation indicated that a vehicle operated by Kimberly K. Nye (61), Freeport, IL, was traveling west on West 8th Street, and failed to stop at the stop sign at 6th Avenue West. A second vehicle, operated by Jayden J. Johnson (20), Argyle, was traveling north, and was struck by the Nye vehicle. The Nye vehicle sustained disabling damages and was towed. The Johnson vehicle sustained moderate damages, but was still operable. Nye was cited for failure to stop for a stop sign, and was released pending a court appearance.
On December 11, 2022, at 4:00 AM, officers arrested Jonathan G. Sayago (26), Elgin, IL, following a traffic offense stop at 4th Avenue and 2nd Street. Sayago was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration, operating without a valid driver's license, and having open intoxicants in a motor vehicle. Sayago was booked and released to a responsible person pending a court appearance.
On December 9, 2022, at 5:57 PM, officers were called to a report of a unwanted person banging on the door to a residence. An investigation led to the arrest of Brett C. Blankenhorn (31), Monroe, on a charge of misdemeanor bail jumping due to a violation of bail conditions on a prior case. Blankenhorn was also cited for operating without a valid driver's license-3rd offense, and having an expired vehicle registration. Blankenhorn was booked and later released after posting a cash bail, pending a court appearance.
On December 8, 2022, at 1:26 AM, officers conducting an accident investigation in the area of 11th Avenue and 19th Street, observed a non related vehicle northbound on 11th Avenue drive over the curb and leave the roadway. An investigation of this vehicle led to the driver of the vehicle, identified as Juan D. Chipahua Panzo (25), Monroe, being arrested on an active arrest warrant. Chipahua Panzo was also cited for operating without a valid driver's license, failure to maintain control of the vehicle, and for vehicle windows not being reasonably clean. Chipahua Panzo was confined in the Green County Jail pending a court appearance.
On December 6, 2022, at 10:35 PM, officers were called to a single vehicle accident with no reported injuries in the 300 block of West 17th Street. An investigation indicated that a vehicle operated by Melvin O. Garcia Espinoza (36), Monroe, was traveling eastbound on West 17th Street, when it crossed left of the centerline, exited the roadway to the north, and collided with a utility pole. The vehicle sustained disabling damages and was towed. Neither Garcia Espinoza, nor his passenger, reported injuries. Garcia Espinoza was arrested and charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating without a valid driver's license, operating without motor vehicle insurance, and failure to maintain control of a vehicle. Garcia Espinoza was initially taken to the Green County Jail, but was released later after a responsible person was located to take responsibility for him, pending a court appearance.
On December 3, 2022, at 1:32 AM, officers arrested Peter V. Cramer (36), Blue Mounds, at a business in the 1900 block of 10th Avenue, on a charge of bail jumping due to a violation of bail conditions for a prior case. Cramer was confined in the Green County Jail pending a court appearance.
On December 2, 2022, at 4;09 PM, officers arrested Justin W. Young (35), Juda, in the 900 block of 20th Avenue, on a warrant issued by the Wisconsin Department of Corrections-Probation & Parole, for a probation violation. Young was confined in the Green County Jail pending further proceedings. On December 2, 2022, at 11:49 PM, officers arrested Trevor R. Frie (31), Juda, in the 1500 block of 18th Street, on charges of disorderly conduct and resisting officers. Frie was confined in the Green County Jail pending a court appearance.

On November 29, 2022, at 3:06 PM, officers were dispatched to a residence in the 1700 block of 30th Street to assist the Wisconsin Department of Corrections-Probation & Parole. Officers subsequently arrested Courtney J. Jackson (25), Monroe, on an apprehension request from Probation & Parole for a probation violation. Jackson was confined in the Green County Jail pending further proceedings. On November 29, 2022, at 4;18 PM, officers conducted a traffic offense stop for unnecessary acceleration in the 500 block of 16th Avenue. The investigation led to the arrest of Matthew P. Baumgartner (31), Monroe, on a charge of operating a motor vehicle while intoxicated-3rd offense, possession of tetrahydrocannabinols (THC-marijuana), and on an arrest warrant for failure to appear in court. Baumgartner was also cited for operating after revocation-criminal. Baumgartner was confined in the Green County Jail pending a court appearance.
On November 26, 2022, at 2:14 AM, officers conducted a traffic offense stop for a traffic violation in the 700 block of 11th Street. The investigation led to the arrest of Seth A. Paulson (24), Gratiot, on a charge of operating a motor vehicle while intoxicated-2nd offense. Paulson was also cited for unnecessary acceleration, operating after revocation, and possession of open intoxicants in a motor vehicle-Driver. Paulson was confined in the Green County Jail, but later posted cash bail and was released pending a court appearance. On November 26, 2022, at 9:35 PM, officers responded to the 1400 block of 17th Street, for a report of a disorderly person refusing to leave a business. The investigation led to the arrest of Derek J. Larosh (35), Monroe, on a charge of felony bail jumping due to a violation of bail conditions from a prior case. Larosh was also held on an order from the Wisconsin Department of Corrections-Probation & Parole, for a probation violation, and confined in the Green County Jail pending further proceedings. On November 26, 2022, at 11:28 PM, officers were called to a complaint in the 500 block of West 21st Street. During that complaint investigation, officers were told of a second nearby incident. The second incident investigation led to the arrest of Shawn W. Boss (23), Monroe, on a charge of misdemeanor bail jumping due to a violation of bail conditions from a prior case. Boss was also placed on a probation hold by the Wisconsin Department of Corrections-Probation & Parole, and was confined in the Green County Jail pending further proceedings.
On November 25, 2022, at 7:18 PM, officers were dispatched to a theft complaint at a business in the 400 block of West 8th Street. During the initial stages of the investigation, the man attempted to run away from the officers across the parking lot, but was captured. The investigation ultimately led to the arrest of David L. Ellis (36), Rockford, IL, on charges of attempted theft and resisting arrest. Ellis was confined in the Green County Jail pending a court appearance.
On November 22, 2022, at 11:48 AM, officers were dispatched to a report of a vehicle versus parked unoccupied vehicle accident with no reported injuries, at the intersection of 16th Avenue and 10th Street. The driver of the vehicle was located near the scene. The investigation indicated that a vehicle operated by Lucinda A. Fahr (75), Winslow, IL, collided with a parked unoccupied vehicle, and that Fahr did not notify police, nor the owner of the vehicle as required. Fahr was cited for failure to notify police of an accident, and was released pending a court appearance. On November 22, 2022, at 3:58 PM, officers arrested Andres Cueyactle Tequiliquhua (31), Monroe, at a business in the 2900 block of 3rd Street North, on an arrest warrant issued by Monroe Police for failure to appear in court. Cueyactle Tequiliquihua was initially confined in the Green County Jail, but was later released after posting cash bail, pending a court appearance.
On November 20, 2022, at 1:45 PM, officers arrested Britt E. Gadd (55), Freeport, IL, following an investigation into a November 19, 2022 incident which occurred at a healthcare facility located in the 500 block of 22nd Avenue, where police were called for a combative person. Gadd was initially charged with felony battery to a healthcare provider and misdemeanor disorderly conduct, and was confined in the Green County Jail pending a court appearance.
On November 17, 2022, at 9:41 AM, officers were called to a two vehicle accident with no reported injuries, in the 1100 block of 16th Avenue. An investigation indicated that a vehicle operated by Alexandria S. Langkamp (24), Monroe, was conducting a backing maneuver from a parking stall, when it collided with a vehicle which was southbound on 16th Avenue, operated by a 39 year old Monroe woman. The vehicles sustained minor to moderate damages, with one being towed. Langkamp was cited for unsafe backing, and was released pending a court appearance.
On November 14, 2022, at 11:48 AM, officers were called to a two vehicle accident with no reported injuries at the intersection of 14th Avenue and 16th Street. An investigation indicated that a vehicle operated by Kristi A. Hudson (70), Monroe, entered the intersection eastbound on 16th Street after stopping, and collided with a vehicle which was northbound on 14th Avenue, operated by a 38 year old Monroe woman. Both vehicles sustained moderate damages and were towed. Hudson was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance. On November 14, 2022, at 7:44 PM, officers arrested Jeffery K. Norton (36), Monroe, at a residence in the 2700 block of 8th Avenue, following a disturbance call. Norton was charged with disorderly conduct. Norton was also charged with misdemeanor bail jumping due to a violation of bail conditions from a prior case, and was confined in the Green County Jail pending a court appearance.
On November 13, 2022, at 2:42 AM, officers arrested Brady S. Scheider (29), Scioto Mills, IL, following a traffic offense stop in the 700 block of 21st Street. Scheider was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for failure to yield the right of way to a passing vehicle. Scheider was released to a responsible person pending a court appearance.
On November 7, 2022, at 8:44 AM, officers were called to a two vehicle accident at the intersection of 14th Avenue and 7th Street, with no reported injuries. An investigation revealed that a vehicle operated by Yorling L. Herrera Rizo (26), Monroe, which was traveling south on 14th Avenue, attempted to pass a second vehicle, operated by Dan A. Sceberl (47), Madison, which was also southbound on 14th Avenue. This occurred on a curve in the roadway, and caused a collision. Both vehicles sustained minor to moderate damages, and there were no injuries. Herrera Rizo was cited for passing on a curve, operating without a valid driver's license and operating without required insurance, and was released pending a court appearance.
On November 2, 2022, at 3:21 PM, officers conducted a harassment investigation in the 1300 block of 17th Street. The investigation led to the arrest of Courtney J. Jackson (25), Monroe, on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole, for a violation of conditions of release. Jackson was confined in the Green County Jail pending further proceedings.

On October 29, 2022, at 7:35 PM, officers arrested Victor L. Driver (22), Freeport, IL, in the 700 block of 8th Avenue, following a report of an intoxicated person operating a motor vehicle. Driver was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration and open intoxicants in a motor vehicle. Driver was released to a responsible person pending a court appearance.
On October 28, 2022, at 4:16 PM, officers were called to a shoplifting complaint at a business in the 300 block of 6th Avenue West. An investigation led to the arrest of Joseph P. Foley (64), Juda, on a charge of retail theft. Foley was released pending a court appearance. On October 28, 2022, at 10:56 PM, officers arrested Timothy S. Miller (35), Monroe, following a domestic disturbance call to a residence in the 700 block of 12th Avenue. Miller was charged with disorderly conduct under Wisconsin's Domestic Violence laws, and was confined in the Green County Jail pending a court appearance.
On October 25, 2022, at 6:28 AM, officers arrested Candida L. Wiggins (51), South Carolina, after being called to a business in the 500 block of 8th Street for a complaint of a disorderly female refusing to leave. Wiggins was issued a misdemeanor citation for disorderly conduct and released pending a mandatory court appearance.
On October 23, 2022, at 7:46 PM, officers responded to a single vehicle accident in the 800 block of 17th Street, with no reported injuries. The investigation indicated that a vehicle operated by Juan P. Polanco Hernandez (23), Monroe, was traveling westbound in the 800 block of 17th Street, when Polanco Hernandez lost control of the vehicle, exiting the roadway and colliding with a power pole. Striking the power pole caused line damage and a neighborhood power outage. The vehicle sustained moderate damages, and there were no injuries. Alliant Energy responded and restored power in s short time. Polanco Hernandez was arrested on a charge of operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration greater then .15, and with operating without a valid driver's license-2nd offense. Polanco Hernandez was released to a responsible person pending a court appearance.
On October 22, 2022, at 6:39 PM, officers were called to a two vehicle accident at 17th Avenue and 12th Street, with no reported injuries. The investigation indicated that a vehicle operated by Curt T. Bahler (68), Monroe, entered the intersection after stopping for the stop sign, northbound on 17th Avenue. A second vehicle, operated by Andres Perez Viveros (29), Monroe, entered the intersection after stopping for the stop sign, westbound on 12th Street, and struck the first vehicle. Both vehicle sustained minor damage and were drivable. No injuries were reported. Perez Viveros was cited for failure to yield the right of way from a stop sign and having no valid driver's license, and was released pending a court appearance. On October 22, 2022, at 9:34 PM, officers were called to a domestic disturbance in the 1400 block of Mansion Drive. The investigation led to the arrest of Tony J. Gratz (45), Monroe, on a charge of disorderly conduct under Wisconsin's Domestic Violence laws. Gratz was released after posting cash bail pending a court appearance.
On October 21, 2022, at 8:03 AM, officers were called to a domestic disturbance at a residence in the 2700 block of 8th Avenue. The investigation led to the arrest of Jeffery K. Norton (36), Monroe, being arrested on a charge of disorderly conduct under Wisconsin's Domestic Violence laws. Norton was released after posting cash bail, pending a court appearance. On October 21, 2022, at 11:22 PM, officers conducted a traffic offense stop for speeding in the 2200 block of 6th Street. The investigation led to the arrest of Jacob J. Gumness (26) Monroe, on a charge of operating a motor vehicle while intoxicated-1st offense, and to Gumness being issued citations for unreasonable and imprudent speed, and possession of open intoxicants-driver. Gumness was released to a responsible person pending a court appearance.
On October 18, 2022, at 3:19 PM, officers were called to a report of a disturbance at a residence in the 1900 block of 11th Avenue. An investigation led to the arrest of Chelsey A. Voigt (28), Monroe, on a charge of disorderly conduct and intimidating a victim. Voigt was confined in the Green County Jail pending a court appearance.
On October 10, 2022, at 9:15 AM, officers arrested Bradley A. Miller (32), Monroe, in the 900 block of 16th Avenue, on a warrant issued by the Monroe Police Department for failure to appear in court for a prior operating a vehicle after revocation case. Miller was confined in the Green County Jail pending further proceedings.
On October 9, 2022, at 9:27 PM, officers arrested Dugan D. Henson (38), Monroe, at a residence in the 2200 block of Haven Lane, on a warrant issued by the Green County Sheriff's Office on a child support case. Henson was also taken into custody on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole for a probation violation. Henson was confined in the Green County Jail pending a court appearance.
On October 8, 2022, at 1:51 AM, officers conducted a traffic offense stop in the 2200 block of 6th Street. Investigation led to the arrest of Janet L. Reddick (42), Monroe, on a charge of operating a motor vehicle while intoxicated-1st offense, and was also cited for non-registration of a motor vehicle. Reddick was released to a responsible person pending a court appearance. On October 8, 2022, at 3:00 AM, officers conducted a traffic offense stop in the 700 block of 17th Street after observing a vehicle fail to stop at a flashing red light at STH 69 and 21st St. The investigation led to the arrest of Jarod N. Amacher (24), Monroe, on a charge of operating a motor vehicle while intoxicated-1st offense. Amacher was also cited for failure to stop for a flashing red signal, operating a motor vehicle without proof of insurance and possession of open intoxicants in a motor vehicle-driver. Amacher was released to a responsible person pending a court appearance. On October 8, 2022, at 3:16 PM, officers were called to a shoplifting complaint at a business in the 300 block of 6th Avenue West. An investigation led to the arrest of Kaci C Kuhlmeyer (24), Nora, IL, on a charge of felony retail theft, and contributing to the delinquency of a child. Kuhlmeyer was confined in the Green County Jail pending a court appearance.
On October 7, 2022, at 2:09 AM, while officers were handling a traffic offense stop in the 800 block of 9tjh Street, a third party, identified as Craig W. R. Thom (21), Monroe, pulled alongside the stop and parked in traffic blocking the roadway. After officers made contact with Thom, they determined that Thom appeared intoxicated, and Thom was subsequently arrested for operating a motor vehicle while intoxicated-and resisting officers. Thom was warned about the parking violation, and was released to a responsible person after posting cash bail, pending a court appearance.
On October 4, 2022, at 12:00 AM, officers arrested Ricky B. Lenning (49), Monroe, and Bobbie J. Hardin (47), Monroe, at a residence in the 1000 block of 4th Avenue West, on felony arrest warrants issued by the Green County Sheriff's Office. Lenning and Hardin were confined in the Green County Jail pending a court appearance.
On October 2, 2022, at 12:07 AM, officers were called to a report of a domestic disturbance at a residence in the 2400 block of 8th Street. An investigation led to the arrest of Kenia J. Mejia Martinez (32), Monroe, on a charge of disorderly conduct under Wisconsin's Domestic Violence laws. Mejia Martinez was confined in the Green County Jail pending a court appearance.

On September 18, 2022, at 12:45 AM, officers arrested Mitchell L. Christen (33), Monroe, following a traffic offense stop at 9th Street and 20th Avenue. Christen was charged with operating a motor vehicle while intoxicated-2nd offense, and was also cited for failure to stop for a stop sign. Christen was released to a responsible person pending a court appearance. On September 18, 2022, at 2:27 AM, officers arrested Jacob S. Elmer (23), Albany, following a traffic offense stop in the 1400 block of 20th Street. Elmer was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating without required headlamps, operating without proof of insurance, and operating with a prohibited alcohol concentration. Elmer was released to a responsible person pending a court appearance. On September 18, 2022, at 8:06 AM, officers were called to a report of an assault that had occurred at a residence in the 1100 block of 13th Avenue. An investigation led to the arrest of Chad A. Johnson (40), Monroe, on a charge of disorderly conduct, battery, intimidating a witness and false imprisonment. Johnson was confined in the Green County Jail pending a court appearance. On September 18, 2022, at 2:22 PM, officers arrested Michael R. Patterson (42), Monroe, following a domestic disturbance investigation in the 1500 block of 11th Street. Patterson was charged with disorderly conduct under Wisconsin's Domestic Violence laws, and was booked and released pending a court appearance.
On September 15, 2022, at 1:48 AM, officers arrested Kathleen B. Bernet (38), Monroe, following a traffic offense stop in the 1400 block of 14th Avenue. Bernet was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for failure to stop for a stop sign and operating with a prohibited alcohol concentration. Bernet was released to a responsible person pending a court appearance. On September 15, 2022, at 10:28 AM, officers responded to a two vehicle accident with no reported injuries at 9th Street and 15th Avenue. An investigation indicated that a vehicle operated by Cole F. Brunner (40), Brodhead, was southbound on 15th Avenue, and rear-ended another southbound vehicle, operated by a 33 year old Monroe woman. Brunner then left the scene, but was located by responding officers. Brunner was charged with operating a motor vehicle while intoxicated-3rd offense, and was also cited for hit and run to an attended vehicle, failure to stop for a stop sign, failure to maintain control of a motor vehicle and reckless driving. There was moderate damage to the vehicles. Brunner was confined in the Green County Jail pending a court appearance.
On September 13, 2022, at 5:13 AM, officers arrested Amy M. Holst (33), Monroe, in the 800 bock of 31st Avenue, on a warrant issued by the Wisconsin Department of Corrections-Probation & Parole. Holst was confined in the Green County Jail pending further proceedings.
On September 11, 2022, at 2:49 AM, officers were called to a disturbance in the 1400 block of 21st Street. An investigation led to the arrest of Luis R. Munoz Garcia (18), Monroe, on charges of underage possession/consumption of alcohol and open intoxicants in a motor vehicle-driver. Munoz Garcia was booked at the Police Department, cited and released on the offenses pending a court appearance.
On September 10, 2022, at 2:32 AM, officers arrested an Argyle man subsequent to a traffic offense stop near STH 69 and 30th Street. Scot M. Menquin (36), Argyle, was charged with operating a motor vehicle while intoxicated-4th offense, and was also cited for operating without an ignition interlock device, operating after revocation-alcohol related conviction, and improper left turn. Menequin was confined in the Green County Jail pending a court appearance. On September 10, 2022, at 4;11 AM, officers were called to a disturbance in the 700 block of 8th Avenue. The investigation led to the arrest of Kiley C. J. Flynn (25), McConnell, IL, on a charge of disorderly conduct. Flynn was taken to the Green County Jail, and later was released after posting cash bail pending a court appearance. On September 10, 2022, at 7:23 PM, officers were called to a domestic disturbance in the 2100 block of 15th Street. An investigation resulted I the arrest of Dennis E. Beutel (52), Monroe, on charges of battery and disorderly conduct under Wisconsin's Domestic Violence laws, battery to a law enforcement officer, and felony bail jumping due to a violation of bail conditions from a prior case. Beutel was confined in the Green County Jail pending a court appearance.
On September 7, 2022, at 3;15 PM, officers arrested Travis L. Murray (38), Monroe, following a traffic offense stop in the 2500 block of 9th Street. Murray was cited for operating a motor vehicle with a suspended driver's license. Murray was also found to be on bail from a prior case that prohibited operating a motor vehicle without a valid driver's license, and was subsequently arrested for felony bail jumping. Murray was confined in the Green County Jail pending a court appearance.
On September 4, 2022, at 1:55 AM, officers were called to a motor vehicle versus parked motor vehicle accident with no reported injuries in the 2500 block of 9th Street. An investigation indicated that a vehicle operated by Brandon A. Field (28), Monroe, was westbound on 9th Street, when it collided with a legally parked and unoccupied motor vehicle, rolled, and came to rest on its roof. The parked vehicle, after being struck by the Field vehicle, then collided with a third motor vehicle, which was also legally parked and unoccupied. Field's vehicle was severely damaged and was towed. The second vehicle sustained moderate damages and was also towed. The third vehicle sustained minor damages. Field was arrested and charged with operating a motor vehicle while intoxicated-2nd offense, and was also cited for failure to maintain control of a motor vehicle. Field was released to a responsible person pending a court appearance. On September 4, 2022, at 5:40 PM, officers cited Shayna N. Krebs (25), South Wayne, with retail theft following a shoplifting complaint at a business in the 300 block of 6th Avenue West. Krebs was released pending a court appearance.
On September 2, 2022, at 1:13 AM, officers arrested Jacob A Setterstrom (21), Monroe, following a traffic offense stop in the 300 block of 18th Avenue. Setterstrom was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration, improper display of license plate, and open intoxicants in a motor vehicle. Setterstrom was released to a responsible person pending a court appearance. On September 2, 2022, at 3:20 PM, officers arrested Shawn W. Boss (22), Monroe, at a business in the 1600 block of 9th Street, on three (3) separate apprehension requests. These included a warrant issued by the Green County Sheriff's Office for failure to appear in court on a misdemeanor bail jumping case, a warrant issued by the Adams County Sheriff's Office for failure to appear in court on an operating a motor vehicle while intoxicated case, and an apprehension request from the Wisconsin Department of Corrections-Probation & Parole for a probation violation. Boss was confined in the Green County Jail pending further proceedings.
On August 31, 2022, at 9:48 AM, officers were called to a two vehicle accident with reported injuries, at the intersection of 25th Avenue and 9th Street. An investigation indicated that a vehicle operated by Diane L. Schlafli (39), Monroe, stopped at the stop sign at 25th Avenue, eastbound on 9th Street. Schlafli proceeded into the intersection and collided with a vehicle operated by Vicki A. Miller-Share (68), Monroe, which was traveling north on 25th Avenue. Schlafli was transported by Green County EMS to the SSM Monroe Hospital. Both vehicles sustained disabling damages and were towed. Schlafli was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance.

On August 29, 2022, at 12:44 AM, officers arrested Carter J. Trolinger (18), Brodhead, following a traffic offense stop in the 2400 block of 12th Street. Trolinger was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for non-registration of a motor vehicle, possession of drug paraphernalia, and underage possession of alcohol. Trolinger was released to a responsible person pending a court appearance.
On August 28, 2022, at 2:56 AM, officers were called to a single vehicle versus tree accident, with reported injuries, in the 3000 block of 8 1/2 Street. An investigation indicated that a vehicle operated by Jonathan Alanis (21), Monroe, was traveling north on 31st Avenue, when the vehicle left the roadway and collided with a tree. Alanis was transported by Green County EMS to the SSM Monroe Hospital with non-life threatening injuries. The vehicle sustained severe damages and was towed. The tree also sustained damage. Alanis was arrested and charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for unreasonable and imprudent speed, along with an unsafe lane deviation. Alanis was released to a responsible person pending a court appearance. On August 28, at 11:47 AM, officers were called to a two vehicle accident with no reported injuries, at the intersection of 8th Avenue and 6th Street. An investigation indicated that a vehicle operated by Evelyn B. Cipri (84), Monticello, was southbound on 8th Avenue, entered the intersection with 6th Street, and collided with a vehicle which was eastbound on 6th Street, operated by a 54 year old Monroe woman. There was moderate damage to both vehicles, and Cipri's vehicle was towed. Cipri was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance.
On August 25, 2022, at 8:31 AM, officers arrested Caleb J. McIntosh (18), Monroe, in the 1100 block of 16th Avenue, on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole. McIntosh was confined in the Green County Jail pending further proceedings.
On August 21, 2022, at 12:56 AM, officers conducted a traffic offense stop in the 900 block of 16th Avenue. The investigation led to the arrest of Luis A. Mora Ortiz (18), Monroe, on a charge of operating a motor vehicle in violation of absolute sobriety. Mora Ortiz was also cited for speeding and operating without a valid driver's license, and was released pending a court appearance.
On August 18, 2022, at 8:00 PM, officers were called to a report of a domestic disturbance at a residence in the 2200 block of 8th Avenue. The investigation led to the arrest of Kylie T Swaziek (18), Monroe, on a charge of disorderly conduct under Wisconsin's Domestic Violence laws. Swaziek was later released after posting case bail, pending a court appearance.
On August 15, 2022, at 5:43 PM, officers arrested Toneisa L. Readus (54), Freeport, IL, following a shoplifting complaint from a business in the 300 Block of 6th Avenue West. Readus was charged with retail theft and was confined in the Green County Jail pending further proceedings.
On August 14, 2022, at 2:21 AM, officers conducted a traffic offense stop in the 1000 block of 19th Street. The investigation resulted in the arrest of Seth A. Paulson (24), Gratiot, on charges of operating a motor vehicle while intoxicated-1st offense, and operating with a prohibited alcohol concentration-1st offense. Paulson was also cited for non-registration of vehicle, and was later released to a responsible person, pending a court appearance.
On August 13, 2022, at 9:29 PM, officers arrested a motorist for intoxicated driving after the motorist approached them while the officers were completing a call in the 300 block of 21st Street. A investigation led to the arrest of Patricia J. Baker (41), Freeport, IL, on a charge of operating a motor vehicle while intoxicated-2nd offense. Baker was also cited for operating without a valid driver's license and possession of open intoxicants in a motor vehicle-driver. Baker was confined in the Green County Jail, where she was later released after the mandatory time passage, pending a court appearance.
On August 11, 2022, at 3:24 PM, officers were called to a report of possible bail conditions being violated. The investigation resulted in the arrest of Mark A. Zakula (69), Monroe, on a charge of bail jumping. Zakula was also detained on a Wisconsin Department of Corrections- Probation & Parole probation violation, and was confined in the Green County Jail pending further proceedings.
On August 10, 2022, at 11:44 AM, officers were called to a two vehicle accident with no reported injuries, at 8th Street and STH 69. An investigation indicated that a vehicle operated by Ruth C. Crandall (92), Monroe, was eastbound on 8th Street, attempted to turn right on to STH 69, and collided with a westbound vehicle operated by a 59 year old Monroe woman, which was turning left on to STH 69. Both vehicles sustained moderate damages. Crandall was cited for making an improper right turn, and was released pending a court appearance.
On August 9, 2022, at 6:31 PM, officers arrested one man on an arrest warrant at a residence in the 900 block of 8th Street. Jerry V. Coplien (31), Monroe, was arrested on a warrant issued by the Monroe Police Department for a prior drug case. Coplien was confined in the Green County Jail pending further proceedings.
On August 6, 2022, at 12:12 AM, officers were called to a complaint that a person was violating bail conditions at a business in the 1900 block of 10th Street. An investigation led to the arrest of Gavin B. Vance (23), Monroe, on two (2) counts of bail jumping due to violations of bail conditions on two prior cases prohibiting alcohol consumption and being in a place which sells alcohol. During the arrest, officers discovered marijuana on his person, so Vance was also charged with possession of tetrahydrocannabinols (THC)-2nd offense. Vance was also wanted on a warrant issued by the Sheboygan Police Department for failure to appear in court for disorderly conduct and possession of drug paraphernalia cases. Vance was confined in the Green County Jail pending further proceedings. On August 6, 2022, at 2:44 AM, officers conducted a traffic offense stop at 8th Avenue and 8th Street. The investigation led to the arrest of Dakota C. J. Lorenz (29), Chilton, on a charge of operating a motor vehicle while intoxicated-4th offense, and a charge of possession of tetrahydrocannabinols (THC)-marijuana. Lorenz was also cited for improper stop at a stop sign and open intoxicants in a motor vehicle. Lorenz was confined in the Green County Jail pending a court appearance.
On August 5, 2022, at 12:19 AM, officers were called to a disturbance at a residence in the 2400 block of 6th Avenue. The investigation resulted in the arrest of Bryan W. Holland (52), Monroe, on a charge of disorderly conduct. Holland was confined in the Green County Jail pending a court appearance. On August 5, 2022, at 12:05 PM, officers were called to a two vehicle motor vehicle accident with no reported injuries, at 20th Avenue and 6th Street. The investigation indicated that a vehicle northbound on 20th Avenue, driven by a 50 year old Monroe woman, left the stop sign at 6th Street and collided with a vehicle driven by Karen J. Frauchiger (79), Monroe, turning on to 20th Avenue from 6th Street, which did not yield from a stop sign. Frauchiger was cited for failure to yield from a stop sign, and was released pending a court appearance. There were minor vehicle damages.
On August 3, 2022, at 5:48 PM, officers were called to the N3100 Block of Aebly Road for a motor vehicle accident, where a vehicle struck a power pole and allegedly fled the scene. The investigation indicated that a vehicle operated by Todd S. Patterson (45), Monroe, was southbound on Aebly Road when he failed to negotiate the curve in the road to the East. Patterson's vehicle left the roadway and collided with a power pole. Patterson then allegedly drove away from the scene. Acting on information received, Patterson was located at his residence, and was contacted by officers, along with Green County Sheriff deputies, where Patterson was arrested. Patterson sustained non-life threatening injuries in the incident and the vehicle sustained severe damages. Patterson was charged with operating a motor vehicle while intoxicated-5th offense, and was also cited for hit and run to property adjacent to a highway, failure to notify law enforcement of an accident, and unreasonable and imprudent speed. Patterson was later released for medical care, pending a court appearance.
On July 31, 2022, at 3:59 AM, officers charged two persons with several minor offenses following a traffic offense stop in the W5400 block of STH 11. Caryn M. Langarica (21), Freeport, IL, was cited with speeding in excess of 20 mph over the limit, possession of open intoxicants in a motor vehicle-driver, possession of tetrahydrocannabinols (marijuana) and possession of drug paraphernalia. Savannah H. Dailey (20), Freeport, IL was cited for possession of open intoxicants in a motor vehicle-passenger, and underage possession of alcohol. Both were released to responsible persons pending a court appearance.
On July 30, 2022, at 1:44 AM, officers arrested Alex R. Nipple (22), Monroe, following a traffic offense stop in the 1000 block of 8th Street. Nipple was charged with operating a motor vehicle while intoxicated-2nd offense, and was also cited for operating left of the center line. Nipple was released to a responsible person pending a court appearance.

On July 23, 2022, at 12:58 AM, officers were called to a report of a fight in progress at a business in the 1900 block of 10th Avenue. An investigation led to the arrest of Cory L. Rodebaugh (38), Blanchardville, on a charge of disorderly conduct. Rodebaugh was released after posting cash bail, pending a court appearance. On July 23, 2022, at 9:48 PM, officers arrested Dennis L. Mann (49), Monroe, following a report of a disturbance in the 800 block of 22nd Avenue. Mann was charged with operating a motor vehicle while intoxicated-1st offense. Mann was released to a responsible person pending a court appearance.
On July 22, 2022, at 2:00 AM, officers arrested Jacob E. Johnson (27), Brodhead, following a traffic offense stop at 6th Avenue and 21st Street. Johnson was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating while suspended and open intoxicants in a motor vehicle. Johnson was released to a responsible person pending a court appearance. On July 22, 2022, at 5:18 PM, officers arrested Christopher P. Graves (48), Monroe, at a residence in the 600 block of 17th Avenue, on a warrant issued by the Monroe Police Department for failure to appear in court for a domestic abuse case. Graves was confined in the Green County Jail pending further proceedings. On July 22, 2022, at 11:56 PM, officers observed a physical domestic altercation occurring in the 2600 block of 10th Street. An investigation led to the arrest of Erica R. Obrien (37), Darlington, on charges of battery and disorderly conduct under Wisconsin's Domestic Violence laws. Obrien was released after posting cash bail, pending a court appearance.
On July 19, 2022, at 9:13 AM, officers arrested Caleb J. McIntosh (18), Monroe, following an investigation into a person damaging vehicle windows of other persons in the downtown area by throwing rocks. McIntosh was charged with criminal damage to property, and was confined in the Green County Jail pending a court appearance. The incident remains under investigation.
On July 12, 2022, at 1:25 PM, officers were called to a single vehicle versus a light pole accident with no reported injuries in the 1100 block of 9th Street. The investigation indicated that a vehicle operated by Michaela V. Foht (24), Monroe, was traveling west on 9th Street, when the vehicle left the roadway and collided with a light pole. The vehicle sustained disabling damages and was towed. Foht was cited for inattentive driving and released pending a court appearance.
On July 9, 2022, at 11:05 PM, officers arrested Ronell G. Haynes (41), Monroe, as a result of a domestic disturbance call at a residence in the 2200 block of 11th Street. Haynes was charged with battery and disorderly conduct under Wisconsin's Domestic Violence laws, and was later released from jail after posting bail, pending a court appearance.
On July 2, 2022, at 4:57 AM, officers arrested Vincent J. Buholzer (25), Monroe, following a traffic offense stop in the W5400 block of STH 11. Buholzer was cited for operating after revocation, and issued a warning for speeding. Buholzer was also arrested and charged with bail jumping due to a violation of bail conditions from a prior case, and released after posting bail, pending a court appearance.
Every year, the Police Department receives tons of questions regarding the sale, possession or use of fireworks in the City of Monroe. Wisconsin Statute 167.10 defines and regulates fireworks. Fireworks are defined as anything manufactured, processed or packaged for exploding, emitting sparks or combustion, which does not have another common use. This definition does not include the following: • Fuel or lubricants • Cartridges or shells • Signal flares • Matches, cigarette lighters, furnaces, heaters, etc. • Caps containing no more than ¼ grain of explosive mixture, if for use in a device which prevents direct bodily contact • Toy snakes that contain no mercury • Model rocket engines • Tobacco products • Sparklers less than 36 inches long designed to produce audible or visual effects • Party-poppers that spray confetti with less than ¼ grain of explosive material • Fuseless devices designed to produce audible or visual effects containing less than ¼ grain of explosive materials • Devices designed primarily to burn pyrotechnic smoke-producing mixtures, such as smoke-bombs Basically, if the item is designed to fly into the air, explode or shoot out objects other than showers of sparks, it is an illegal firework. Any other device than those already listed would be considered to be illegal fireworks. No person may sell or possess with the intent to sell fireworks, unless they have a permit from the mayor of a city, a village president, a town chair or their designee to be used specifically in that municipality. No person may possess or use fireworks unless they have obtained such a permit, unless they are transporting the fireworks through a city, village or town. Wisconsin residents can’t buy and use fireworks. Out of State residents can buy fireworks in Wisconsin, and can transport them out of state. Out of State residents can’t use the fireworks in Wisconsin. The City of Monroe has its own ordinance, City Code 9-4-16, which adopts the state statute. The City of Monroe chooses not to issue general permits for fireworks or fireworks sales. The City never has issued these permits, and there are no plans to do so this year. As such, it is unlawful to sell or possess to sell fireworks in Monroe, and it is unlawful to possess or use fireworks in Monroe. Because of complaints and confusion, the Police Department does inspect fireworks stands in the City to insure that no fireworks, other than those listed prior, are being sold to Wisconsin residents. Persons possessing or using illegal fireworks face fines of $175.00 for violation of the City Ordinance. In addition, according to state statute, parents who allow the use of illegal fireworks by their child face potential fines of up to $1000, and face liability for any damages caused by their child’s use of fireworks. Each year, a few violations occur. It is also prohibited by state statute and city ordinance, to take any of the items listed earlier, such as sparklers, party-poppers, cones, fountains, etc., to fireworks displays. This becomes a safety issue. Do not bring these items to the fireworks display in Twining Park on July 4. Local officials realize that with fireworks comes fun. However, it is often that the fun turns into tragedy when fireworks explode in some unpredicted manner. It is because of these incidents that the State of Wisconsin has created these laws, and it is to prevent these incidents that the City of Monroe chooses not to issue these permits. Use of the allowed items, smoke bombs, sparklers, cones and fountains, should also be in a careful environment. Parents should supervise to insure there are no unexpected explosions, no accidents with matches or lighters, and that hot wires from used sparklers are not handled improperly. Some of these are still hundreds of degrees hot immediately after use. Hopefully, this information will gain some understanding of the law, and will bring compliance that may avoid injury, or a hefty fine.
On June 30, 2022, at 7:07 AM, Monroe Police, along with Green County Sheriff Deputies and Wisconsin Department of Justice-Division of Criminal Investigation Agents, executed a search warrant at a residence in the 700 block of 10th Avenue. The search warrant resulted in the seizure of child pornography and the arrest of Juan Carlos Martinez Rodriquez (33), Monroe, on a charge of possession of child pornography. Martinez Rodriquez was confined in the Green County Jail pending a court appearance. On June 30, 2022, at 1:27 PM, an investigation into thefts of grave memorial items from the Calvary Cemetery, 2901 19th Street, and Greenwood Cemetery, 1907 29th Avenue, led to the execution of a search warrant at a residence in the 2600 block of 8th Avenue. As a result of the search warrant, Carrie A. Thompson (46), Monroe, was arrested on a charge of theft and was booked and released after posting cash bail, pending a court appearance. The case remains under investigation.

June

On June 23, 2022, at 5:17 PM, officers were dispatched to a two vehicle accident in the 1500 block of 9th Street. Investigation indicated that a vehicle operated by Darrell G. Scace (50), Monroe, was stopped eastbound on 9th Street at a red traffic signal at 16th Avenue. A vehicle operated by Colton J. Nolty (18), Monroe, also eastbound on 9th Street, rear-ended the Scace vehicle. Nolty told officers that he did not see the stopped vehicle. Both operators reported minor injuries but declined EMS. Both vehicles sustained minor damages. Nolty was cited for inattentive driving and released pending a court appearance.
On June 21, 2022, at 2:38 AM, an unknown trouble 911 call to a residence in the 1100 block of 16th Avenue led to the arrest of one person. Investigation revealed that the incident was a domestic disturbance, and led to the arrest of Eduardo Eli DeLeon Morales (35), Monroe, on charges of battery and disorderly conduct under Wisconsin's Domestic Violence laws. De Leon Morales was also charged with felony bail jumping due to a violation of bail conditions on a prior domestic violence case from June 11, 2022. De Leon Morales was confined in the Green County Jail pending a court appearance. On June 21, 2022, at 9:33 PM, officers conducted a traffic offense stop in the 1400 block of 17th Avenue. The stop led to the arrest of Miguel R. Alonso (50), Monroe, on a charge of operating a motor vehicle while intoxicated-4th offense. Alonso was confined in the Green County Jail pending a court appearance.
On June 19, 2022, at 2:39 AM, officers took one person into custody following a traffic offenses stop in the 700 block of 8th Street. Many J. Mboge (40), Monticello, was arrested and charged with operating a motor vehicle while intoxicated-1st offense, and also cited for an improper left turn and possession of open intoxicants in a motor vehicle-driver. Mboge was further cited for possession of tetrahydrocannabinols (marijuana) and possession of drug paraphernalia. Mboge was released to a responsible person pending a court appearance. On June 19, 2022, at 9:41 PM, officers were called to a vehicle versus light pole accident at 21st Street and STH 69. The investigation indicated that a vehicle operated by Sergio A. Rodriguez Salais (21), Dodgeville, was southbound on STH 69, and attempted to make a U-turn at 21st Street. While attempting the turn, the vehicle collided with a light pole, knocking the pole down and blocking the northbound lanes of traffic on STH 69. There was moderate vehicle damage, and the light pole was damaged severely. Rodriguez Salais was cited for an unlawful U-turn and released pending a court appearance. The Monroe Street Department assisted with clearing the lanes.
On June 18, 2022, at 12:31 AM, officers arrested Heidi K. Schmoldt (54), Monroe, following a traffic offense stop in the 1300 block of 17th Street. Schmoldt was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for a defective headlight. Schmoldt was released to a responsible person pending a court appearance.
On June 16, 2022, at 8:17 PM, officers were called to a residence in the 1500 block of 11th Avenue on a complaint about a person violating their bail. The investigation led to the arrest of Kelly A. Guzman (35), of Monroe. Guzman was found to be wanted on three outstanding arrest warrants issued by the Rock County Sheriff's Office for failure to appear on child support cases. Guzman was also charged with two counts of felony bail jumping due to violations of bail conditions prohibiting alcohol consumption from two prior felony cases. Guzman was confined in the Green County Jail pending a court appearance.
On June 15, 2022, at 4;30 PM, officers arrested Tina R. Ubersox (34), Monroe, at a residence in the 1900 block of 10th Street, on an active warrant issued by the Lafayette County Sheriff's Office for failure to appear in court on a child support case. Ubersox was confined in the Green County Jail pending transfer.
On June 12, 2022, at 1:07 AM, officers were called to an unknown trouble call in the 1700 block of 12th Street. Upon arrival, it was determined that the call was actually a domestic disturbance incident. Investigation into the incident led to the arrest of Eduardo Eli De Leon Morales (35), Monroe, on charges of battery, strangulation, false imprisonment and disorderly conduct, all under Wisconsin's Domestic Violence laws. On June 3, 2022, at 8:33 PM officers were called to a domestic disturbance in the 300 block of 4th Street. The investigation led to the arrest of Cesar I. Garcia Lopez (28), Monroe, on charges of battery and disorderly conduct under Wisconsin's Domestic Violence laws. Garcia Lopez was released after posting cask bail, pending a court appearance.
On June 1, 2022, at 3:49 AM, officers were called to the 800 block of 6th Street on a report of the possible indecent exposure of a person's genitals, and a report of possible drug use. The investigation resulted in the arrest of Todd M. Beyersdorf (59), no permanent address, on charges of lewd and lascivious behavior, disorderly conduct, possession of methamphetamine, possession of drug paraphernalia, bail jumping due to a violation of bail conditions on a prior case, and several outstanding warrants. A second person, Maeghan M. Bouressa (30), Tigerton, was arrested and charged with lewd and lascivious behavior, and disorderly conduct. Bouressa was confined in the Green County Jail pending a court appearance or bail. Beyesdorf was confined I the Green County Jail pending a court appearance. On June 1, 2022, at 4:29 PM, officers arrested Rene Castellanos Avila (38), Monroe, in the 2000 block of Edgeview Drive, on a warrant for physical abuse of a child. Castellanos Avila was confined in the Green County Jail pending a court appearance. On June 1, 2022, at 4:42 PM, officers were called to a two vehicle accident with injuries at STH 69 and 30th Street. Investigation indicated that a vehicle operated by Kaylee A. M. Lovett (17), Monroe, was westbound on 30th Street, failed to stop at a stop sign, and collided with a vehicle operated by Wayne P. Rose (67), Monroe, which was southbound on STH 69. Rose reported injuries and was transported by Green County EMS to the SSM-Monroe Hospital. Both vehicle sustained disabling damages and were towed. Lovett was cited for failure to stop at a stop sign, and was released pending a court appearance.

On May 30, 2022, at 4:17 PM, officers arrested Stephan P. Shambrook (28), Monroe, at a residence in the 300 block of 3rd Street, on an arrest warrant issued by the Sauk County Sheriff's office for child support. Shambrook was confined in the Green Cou8nty Jail pending further action.
On May 29, 2022, at 12:16 AM, officers were called to a disturbance in the 600 block of 30th Street. The investigation led to the arrest of Dean C. Fuchs (56), Monroe, for operating a motor vehicle while intoxicated-3rd offense. Fuchs was also cited for possession of Tetrahydrocannabinols-THC (marijuana) and for having open intoxicants in a motor vehicle. Fuchs was booked and released to a responsible person after posting cash bail, pending a court appearance.
On May 28, 2022 at 6:50 AM, officers arrested Roger M. Blum (53), Monroe, following a 911 call response to a residence in the 500 block of West 21st Street. Blum was charged with misdemeanor bail jumping due to violation of bail conditions on a prior case which prohibited contact with a designated person. Blum was confined in the Green County Jail pending a court appearance.
On May 25, 2022, at 11:48 AM, officers were called to a two vehicle accident with no reported injuries at 1st Avenue and West 8th Street. Investigation indicated that a vehicle operated by Robert L. Vickerman (80), Monroe, was traveling east on West 8th Street, failed to stop for a red traffic signal light, and collided with a vehicle that was traveling south on 1st Avenue, operated by Kenneth J. Haffele (62), Monroe. Both vehicles sustained moderated damages, but were operable. Vickerman was cited for failure to stop for a red traffic signal, and was released pending a court appearance.
On May 23, 2022, at 3:50 PM, officers were called to a domestic disturbance in the 2500 block of 12th Street. Investigation indicated that a storm door was damaged, and a couch was slashed with a knife. The investigation led to the arrest of Tyler M. Schwartz (30), Monroe, on charges of criminal damage to property and criminal damage to property with a dangerous weapon. Schwartz posted cash bail and was released pending a court appearance.
On May 22, 2022, at 6:27 PM, officers arrested Patricia L. Gille (63), Apache Junction, AZ, following a traffic offense stop in the 600 block of STH 69. Gille was charged with operating a motor vehicle while intoxicated-1st Offense, and was also cited for an improper right turn. Gille was later released to a responsible person pending a court appearance. On May 22, 2022, at 11:46 PM, officers arrested Ronell G. Haynes (41), Monroe, following a traffic offense stop in the 1700 block of 11th Street. Haynes was charged with operating a motor vehicle while intoxicated-1st offense and was also cited for improper parking on a roadway. Haynes was later released to a responsible person pending a court appearance.
On May 19, 2022, at 2:38 AM< officers were called to a three vehicle accident with no reported injuries in the 1400 block of 17th Avenue. Investigation indicated that a vehicle operated by Ashlyn R. Sheafor (22), Monroe, was southbound on 17th Avenue, and collided with a legally parked and unoccupied vehicle. The second vehicle was then propelled into a third legally parked and unoccupied vehicle. The offending vehicle then fled from the scene without stopping. Sheafor's vehicle, and the second vehicle both sustained severe damages, and the third vehicle had minor damages. Officers followed the trail of fluids leaking from the offending vehicle, and located the vehicle in the 2300 block of 17th Avenue. Sheafor was located and arrested. Sheafor was charged with operating a motor vehicle while intoxicatyed-2nd offense, and was also cited for hit and run to an unattended vehicle, operating after revocation, operating with no insurance, inattentive driving, and failure to notify police of an accident. In addition, Sheafor was charged with three (3) counts of bail jumping due to violations of court ordered bail conditions from prior cases. Sheafor was confined in the Green County Jail pending a court appearance. On May 19, 2022, at 5:51 PM, officers were called to a shoplifting complaint at a business in the 1600 block of 9th Street. The investigation led to the arrest of Chad E. Pehl (48), Monroe, on a charge of retail theft. Pehl was also subsequently arrested on a hold issued by the Wisconsin Department of Corrections-Probation & Parole, for a violation of probation terms. Pehl was confined in the Green County Jail pending further proceedings.
On May 15, 2022, at 2:37 AM, officers were called to a vehicle versus parked vehicle accident with no reported injuries in the 500 block of 20th Avenue. Investigation indicated that a vehicle northbound on 20th Avenue, operated by Jeffrey W. Seidel (57), Monroe, crossed the centerline and collided with a legally parked unoccupied vehicle. Both vehicles sustained disabling damages and were towed. Seidel was arrested and charged with operating a motor vehicle while intoxicated-3rd offense, and was also cited for failure to have the vehicle under control. Seidel later posted cash bail, and was released to a responsible person pending a court appearance.
On May 14, 2022, at 2:25 AM, officers arrested Andres Cueyactle Tequiliquihua (30), Monroe, following a traffic offense stop in the 900 block of 16th Avenue. Cueyactle Tequiliquihua was charged with operating a motor vehicle while intoxicated-1st offense, with a passenger under age of 16, and was also cited for operating without a valid driver's license. Cueyactle Tequiliquihua was later released after posting cash bond pending a court appearance.
On May 11, 2022, at 5;26 PM, officers arrested John L. Carothers Muszynski (30), Monroe, in the 700 block of 12th Avenue, on a warrant issued by the Monroe Police Department from a prior domestic disturbance case. Carothers Muszynski was confined in the Green County Jail pending further proceedings.
On May 8, 2022, at 1:15 AM, officers arrested Brian J. Backus (58), Albany, following a traffic offense stop in the 900 block of 20th Avenue. Backus was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for failure to stop for a stop sign. Backus was confined in the Green County Jail pending time passage, release to a responsible person or a court appearance.
On May 7, 2022, at 4:05 PM, officers arrested Travis J. Runke (49), Juda, in the 800 block of 8th Avenue West, on an active apprehension request from the Wisconsin Department of Corrections-Probation & Parole. Runke was confined in the Green County Jail pending further proceedings.
On May 5, 2022, at 12:57 AM, officers were called to a domestic disturbance at a residence in the 2200 block of 1st Avenue. Investigation resulted in the arrest of Reina Ortega Garcia (43), Monroe, on charges of battery, disorderly conduct and criminal damage to property under Wisconsin's Domestic Violence laws. Ortega Garcia was confined in the Green County Jail pending a court appearance.
On May 3, 2022, at 12:50 AM, officers arrested Teri A Bredeson (37), Monroe, in the 800 block of 8th Street, after a routine check revealed that Bredeson was wanted on an active arrest warrant issued by the Lafayette County Sheriff's Office for failure to appear in court for a previous case. Bredeson was confined in the Green County Jail pending a court appearance.
On April 29, 2022, at 2:49 AM, officers were called to a domestic disturbance in the 1700 block of 16th Street. The investigation led to the arrest of Scott M. White (36), Monroe, on a charge of disorderly conduct, battery, false imprisonment and intimidation of a victim, all under Wisconsin's Domestic Violence laws. White was confined in the Green County Jail pending a court appearance. On April 29, 2022, at 3:39 PM, officers were called to a two vehicle accident with reported minor injuries at 10th Street and 13th Avenue. Investigation indicated that a vehicle operated by Donnamarie Fiorini (73), Monroe, was westbound on 10th Street, attempted to cross 13th Avenue and collided with a vehicle which was southbound on 13th Avenue at 10th Street, operated by Jacob H. Kasten (29), Monroe. Kasten later reported minor injuries. Fiorini"s vehicle sustained moderate damages and the Kasten vehicle sustained disabling damages and was towed. Fiorini was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance.

On April 27, 2022, at 7:50 AM, officers were called to a two vehicle accident at 13th Avenue and 20th Street. Investigation indicated that a vehicle operated by Jose L. Torres (53), Monroe, was westbound on 20th Street, entered the intersection with 13th Avenue and collided with a vehicle which was southbound on 13th Avenue, operated by Alexis K. Stoychoff (18), Monroe. The Stoychoff vehicle sustained disabling damages and was towed. The Torres vehicle sustained moderate damages. Torres was cited for failure to yield the right of way from a yield sign, and was released pending a court appearance.
On April 26, 2022, at 12:02 PM, officers were called to a two vehicle accident with reported injuries at STH 69 and 6th Street. Investigation indicated that a vehicle operated by Diane L. Kohl (68), Monroe, was southbound on STH 69, attempted to turn left on to 6th Street, and collided with a vehicle which was northbound on STH 69, operated by Riley W. Niedermeier (19), Dakota, IL. A passenger in the Niedermeier vehicle reported a non-life threatening injury and was transported to the SSM Health-Monroe Hospital by Green County EMS. The Kohl vehicle sustained moderate damages, the Niedermeier vehicle sustained disabling damages and was towed. Kohl was cited for failure to yield the right of way while making a left turn, and was released pending a court appearance.
On April 24, 2022, at 12:27 AM, officers were called to a report of a domestic disturbance at a residence in the 2700 block of 8 1/2 Street. An investigation led to the arrest of Corey L. Seffrood (41), Monroe, on a charge of disorderly conduct under Wisconsin's Domestic Violence laws, and was also charged with two (2) counts of felony bail jumping due to violations of bail conditions on prior cases. Seffrood was confined in the Green County Jail pending a court appearance. On April 24, 2022, at 4:49 AM, officers were called to a two vehicle accident with reported injuries at STH 69 and 8th Street. Investigation indicated that a vehicle operated by Brian J. Indergand (60), Monroe, was eastbound on 8th Street, proceeded through the flashing red traffic signal and collided with a vehicle northbound in STH 69 with a flashing yellow traffic signal, operated by Eric G. Peterson (56), Monroe. Indergand was transported to the SSM Health-Monroe Hospital by Green County EMS with non-life threatening injuries. Indergand's vehicle sustained severe damages and was towed, The other vehicle sustained moderate damages. Indergand was cited for failing to stop for the flashing read traffic signal, and was released pending a court appearance.
On April 23, 2022, at 2:47 AM, officers were called to a three vehicle accident with no reported injuries in the 2500 block of 13th Street. Investigation indicates that a vehicle operated by Mario I. Perez Barrios (36), Monroe, was westbound on 13th Street when it collided with a legally parked unoccupied vehicle. The parked vehicle was then propelled into a second legally parked unoccupied vehicle. The Perez Barrios vehicle and the first parked vehicle both sustained severe damages and were towed. The second parked vehicle sustained minor damages. Perez Barrios was arrested and charged with operating a motor vehicle while intoxicated-2nd offense, and was also cited for operating without a valid driver's license, inattentive driving, unsafe lane deviation, and failure to install an ignition interlock device. Perez Barrios was confined in the Green County Jail pending a court appearance.
On April 21, 2022, at 12:45 AM, officers arrested Matthew T. Tousignant (35), Monroe, following a unsafe lane deviation traffic offense stop in the 600 block of STH 69. Tousignant was charged with operating a motor vehicle while intoxicated-2nd offense, and was also cited for unsafe lane deviation and having no proof of insurance. Tousignant was later released to a responsible person pending a court appearance.
On April 21, 2022, at 5:24 PM, officers arrested Robert W. Allen (40), Monroe, in the 500 block of 6th Street, on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole, for a parole violation. Allen was confined in the Green County Jail pending further proceedings.
On April 22, 2022, at 3:39 PM, officers arrested Derek J. Grinnell (32), Monroe, in the 1300 block of 17th Street, on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole. Grinnell was confined in the Green County Jail pending further proceedings. On April 22, 2022, at 5:44 PM, officers were called to a domestic disturbance in the 100 block of North 18th Avenue. Investigation led to the arrest of Christopher C. Buske (27), Monroe, on a charge of disorderly conduct under Wisconsin's Domestic Violence laws. Buske posted cash bail and was released pending a court appearance.
On April 16, 2022, at 2:27 AM, officers arrested Peter C. Cramer (35), Monroe, following repeated calls to a business about a person allegedly armed with a knife who was causing a disturbance and making threats to other patrons. After several calls and warnings had gone unheeded, Cramer was charged with disorderly conduct and confined in the Green County Jail pending a court appearance. No knife was found.
On April 15, 2022, at 2:16 AM, officers arrested Trevor L. Aebly (23), South Wayne, following a traffic offense stop in the 800 block of 20th Avenue. Aebly was charged with operating a motor vehicle while intoxicated-1st offense, possession of cocaine, unauthorized concealed weapon, and going armed with a firearm while intoxicated. Aebly was also cited for exceeding posted speed zone 11-15 mph, and improper left turn. Aebly was jailed, but later released after posting cash bail, pending a court appearance.
On April 14, 2022, at 5:33 AM, Monroe Police were called to a residence in the 900 block of 24th Street for a report that a 29 year old Monroe man had allegedly attacked his 63 year old mother with a knife. A second son, 32, had intervened in the attack, and the assailant had fled in a vehicle. The mother sustained life-threatening injuries and was transported to the SSM Health-Monroe Hospital by Green County EMS. The second son sustained minor injuries, was treated and released. The assailant, identified as Ryan Gregory Lewis (29), Monroe, was located in his vehicle by Green County Sheriff Deputies a few blocks away at 6:01 AM. Lewis was taken into custody, and has been confined in the Green County Jail with an initial charge of substantial battery with a knife under Wisconsin’s Domestic Violence laws. Monroe Police are confident that this is an isolated incident and the community is safe. The incident remains under investigation at this time.
On April 12, 2022, at 12:20 AM, officers were called t6 a disturbance complaint at a residence in the 400 block of 4th Avenue. The investigation led to the arrest of Graham A. Randall (31), Janesville. Randall was charged with disorderly conduct and possession of tetrahydrocannabinols (marijuana) and was confined in the Green County Jail pending a court appearance. On April 12, 2022, at 10:45 AM, officers were called to a report of a theft at a business in the 200 block of 8th Street. The investigation led to the arrest of Joanne M. Halverson (59), Darlington. Halverson was issued a misdemeanor citation for theft and released pending a court appearance.
On April 11, 2022, at 3:41 PM, officers were called to a shoplifting complaint in the 300 block of 6th Avenue West. The investigation led to the arrest of Brittany J. Collins (32), Juda, on a charge of retail theft. Collins was released pending a court appearance.
On April 10, 2022, at 2:46 AM, officers arrested Luis F. Hernandez Ramos (21), Darlington, following a traffic offense stop in the W5400 block of STH 11 in the City of Monroe. Hernandez Ramos was charged with operating a motor vehicle while intoxicated-1st offense, operating with a prohibited alcohol concentration, speeding 11-15 miles per hour over posted limits, and operating without a valid driver's license-2nd offense. Hernandez Ramos was released to a responsible person pending a court appearance.
On April 9, 2022, at 2:36 AM, officers arrested Benjamin M. Chicker (31), Monticello, following a traffic offense stop in the 1100 block of 13th Avenue. Chicker was charged with operating a motor vehicle while intoxicated-1st offense, operating with a prohibited alcohol concentration greater than .15%, operating while suspended, non-registration of a vehicle and unauthorized display of registration. Chicker was released to a responsible person pending a court appearance. On April 9, 2022, at 8:00 PM, officers were sent to a report of illegal burning in the 500 block of West 21st Street. The investigation led to the arrest of Shawn W. Boss (22), Monroe, on three (3) counts of bail jumping due to violations of bail conditions set from cases in Richland County WI Circuit Court. Boss was confined in the Green County Jail pending a court appearance or cash bail.
On April 8, 2022, at 11:44 PM, officers arrested Robert B. Pasker (20), Monroe, following a traffic offense stop in the 2500 block of 13th Street. Pasker was charged with operating a motor vehicle while intoxicated-1st offense, operating with a prohibited alcohol concentration, operating without two required headlights, and underage drinking. Pasker was released to a responsible person pending a court appearance.
On April 1, 2022, at 7:57 PM, officers arrested Christina M. Allen (29), Freeport, following a complaint in the 1300 block of 17th Street. Allen was arrested on a warrant from Carroll County, IL, for failure to appear on a felony case there. Allen was confined in the Green County Jail pending further proceedings. On April 1, 2022, at 9:42 PM, officers were called to the 1900 block of 10th Avenue for a complaint of damaged property. The investigation led to the arrest of Riley R. Costa Spohn (26), Monroe. Costa Spohn was charged with four (4) counts of misdemeanor bail jumping due to violations of bail conditions on prior cases, and with obstructing an officer. Costa Spohn was also taken into custody on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole on a probation violation, and confined in the Green County Jail pending further proceedings.

On March 30, 2022, at 4:16 PM, officers were called to a two vehicle accident with reported minor injuries at 16th Street and 16th Avenue. Investigation indicated that a vehicle operated by Emma Sanchez Chipahua (21), Monroe, westbound on 16th Street, left the stop sign to cross 16th Avenue and collided with a vehicle which was northbound on 16th Avenue, operated by Kaitlyn L. Hendrickson (31), New Glarus. A 2 year old male passenger in the Hendrickson vehicle sustained minor injuries, but EMS was declined. There were severe vehicle damages to the Hendrickson vehicle and minor damages to the Chipahua vehicle. Chipahua was cited for failure to yield the right of way from a stop sign and operating without a valid driver's license, and was released pending a court appearance.
On March 28, 2022, at 11:07 AM, officers arrested Bryan K. Waddell (55), Monroe, at a residence in the 300 block of 4th Street, on a warrant issued by the Wisconsin Department of Corrections-Probation & Parole. Waddell was confined in the Green County Jail pending further proceeedings.
On March 26, 2022, at 1:28 AM, officers arrested Ashlyn R. Sheafor (22), Monroe, following a traffic offense stop in the 1100 block of 21st Street. Sheafor was cited for operating after revocation and operating without insurance. Sheafor was additionally charged with bail jumping due to a violation of court ordered bail conditions prohibiting operating a motor vehicle without a valid driver's license. Sheafor was booked and released after posting cash bail, pending a court appearance. On March 26, 2022, at 2:56 PM, officers cited Timothy D. Kennedy (40), Monroe, with retail theft, following a shoplifting complaint at a business in the 300 block of 6th Avenue West. Kennedy was released pending a court appearance. On March 26, 2022, at 9:23 PM, officers cited Emily A. Yanke (29), Monticello, with retail theft following a shoplifting complaint at a business in the 300 block of 6th Avenue West. Yanke was released pending a court appearance.
On March 23, 2022, at 1:59 PM, officers arrested Jamie L. Churchill (42), Monroe, in the 1800 block of 12th Street, on an active arrest warrant issued by the Lafayette County Sheriff's Office for an operating after revocation charge. Churchill was transported to the Lafayette County line and transferred to Lafayette County deputies without incident.
On March 20, 2022, at 12:33 AM, officers arrested Wendy J. Saxby Bansley (47), Monroe, following a traffic offense stop at West 8th Street and 6th Avenue West. Saxby Bansley was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating without two headlights, and was released to a responsible person pending a court appearance. On March 20, 2022, at 2:01 AM, officers were called to a single vehicle accident where the vehicle left the scene of the crash at 20th Street and 13th Avenue. Officers searched the area and were able to locate the offending vehicle and operator in the 1300 block of 20th Street. Investigation indicated that a vehicle operated by Julio Vazquez Garcia (20), Monroe, was operating westbound on 20th Street when Vazquez Garcia lost control of the vehicle, left the roadway to the north, collided with a street sign, and finally fled the scene. No injuries were reported, and there were moderate vehicle damages. Vazquez Garcia was arrested and charged with operating a motor vehicle while intoxicated-2nd offense, and was also cited for failure to maintain control of vehicle, operating without a valid driver's license, failure to notify police of an accident, hit and run to property adjacent to the roadway, operating without insurance and operating without an ignition interlock system. Vazquez Garcia was released to a responsible person pending a court appearance.
On March 19, 2022, at 12:50 AM, officers arrested Maureen A. Dunn (40), Monroe, following a traffic offense stop in the 1700 block of STH 69. Dunn was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for non-registration of a vehicle and unsafe lane deviation. Dunn was confined in the Green County Jail pending a court appearance. On March 19, 2022, at 11:31 AM, officers were called to a single vehicle accident with reported injuries in the 700 block of 19th Street. Investigation indicated that a vehicle operated by Sandra L. Gobeli (71), Monroe, traveling west on 19th Street, drove through the non paved verge at the dead end, crossed the northbound lanes of STH 69, crossed the center median, crossed the south bound lanes of STH 69, jumped the curb on the west side of the highway, then left the roadway and came to rest in a parking lot. Gobeli was transported by Green County EMS for non life threatening injuries. There were moderate vehicle damages. Gobeli was cited for illegal crossing of a divided highway and failure to maintain control of a motor vehicle, and was release pending a court appearance.
On March 13, 2022, at 12:54 AM, officers arrested Humberto Hernandez (22), Freeport, IL, following a traffic offense stop in the 1700 block of 13th Avenue. Hernandez was cited for operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration, failure to stop for a stop sign, and driver in possession of open intoxicants in a motor vehicle. Hernandez was released to a responsible person pending a court appearance. On March 13, 2022, at 2:57 PM, officers were called to a two vehicle accident with reported minor injuries at 6th Avenue West and West 7th Street. Investigation indicated that a vehicle operated by Garnet L. Obenchain (78), Freeport, IL, was southbound on 6th Avenue West, when it failed to stop at a red traffic signal at West 7th Street, and collided with a vehicle which was turning south on 6th Avenue West from West 7th Street, operated by Jessica M. Walker (39), Dubuque, IA. A passenger in the Walker vehicle reported a minor injury but declined EMS transport. Both vehicles sustained moderate to heavy damages. Obenchain was cited for failure to obey a traffic signal, and was released pending a court appearance.
On March 12, 2022, at 9:38 AM, officers were called to a two vehicle accident with no reported injuries at the intersection of 17th Street and STH 69. Investigation indicated that a vehicle operated by Larry W. Van Horn (81), Monroe, was eastbound on 17th Street, crossing STH 69 from the stop sign on 17th Street, when it collided with a vehicle operated by Valerie S. Burington (61), Orangeville, IL, which was southbound on STH 69. There were moderate vehicle damages. Scheider was released to a responsible person pending a court appearance. On March 11, 2022, at 2:56 PM, officers arrested Julian A. Todd (55), Freeport, IL, following a shoplifting complaint at a business in the 300 block of 6th Avenue West. Todd was charged with retail theft and released pending a court appearance. On March 11, 2022, at 4:24 PM, officers cited Jennifer R. Michael (49), Orangeville, IL, for retail theft, following a shoplifting complaint at a business in the 300 block of 6th Avenue West. Michael was released pending a court appearance.
On March 10, 2022, officers arrested Kurt M. Fuchs (61), Monroe, in the 700 block of 8th Street, on six (6) outstanding arrest warrants. Fuchs was confined in the Green County Jail pending a court appearance.
On March 9, 2022, at 1:11 AM, officers arrested Maurice D. King (51), Monroe, in the 300 block of 3rd Street, on an arrest warrant issued by the Green County Sheriff's Office for failure to appear in court on an operating without a valid driver's license case. King was confined in the Green County Jail pending a court appearance. On March 9, 2022, at 8:40 AM, officers arrested Jonathon D. Grossen (40), Darlington, in the 1200 block of 14th Avenue, following an investigation into a fraud complaint at a business. Grossen was charged with forgery and unauthorized use of an individual's personally identifying information, and was confined in the Green County Jail pending a court appearance.
On March 7, 2022, at 3:20 PM, officers arrested Tyler W. Brumfield (24), Monroe, at a residence in the 2700 block of STH 69, on an arrest warrant issued by the Monroe Police Department for a prior assault case. Brumfield was confined in the Green County Jail pending a court appearance.
On March 6, 2022, at 12:29 PM, officers cited Olivia J. Erickson (31), Blanchardville, with retail theft, following a shoplifting complaint at a business in the 300 block of 6th Avenue West. Erickson was released pending a court appearance.
On March 5, 2022, at 3:19 AM, officers were called to a domestic disturbance with reported physical fighting in the 600 block of 17th Avenue, where the suspect had fled on foot. Investigation led to the apprehension of the suspect, identified as Christopher P. Graves (48), Monroe, who was charged with battery and disorderly conduct under Wisconsin's Domestic Violence laws. Graves was also taken into custody on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole for a probation violation, and confined in the Green County Jail pending proceedings. On March 5, 2022, at 9:02 AM, officers were called to a two vehicle accident with no reported injuries at the intersection of 8th Avenue and 8th Street. Investigation indicated that a vehicle operated by Justin E. Bond (40), Monroe, was turning left out of the driveway to the Kwik Trip store, and collided with a vehicle operated by George J. Goldsworthy (89), Monroe, which was southbound in the 700 block of 8th Avenue. Both vehicles sustained moderate damages. Bond was cited for failure to yield the right of way while making a left turn, and was released pending a court appearance.
On March 2, 2022, at 8:45 PM, officers arrested Jacob D. Arnold (28), Monroe, in the 600 block of 30th Street, on two active arrest warrants issued by the Lafayette County Sheriff's Office for failure to pay a fine and for child support. Arnold was turned over to Lafayette County authorities.
On February 26, 2022, at 2:15 AM, officers arrested Brogan E. Engelkens (29), Orangeville, IL, following a traffic offense stop in the 700 block of 8th Avenue. Engelkens was cited for operating without a valid driver's license, and was also charged with misdemeanor bail jumping due to a violation of bail conditions from a prior case prohibiting operating without a valid license. Engelkens was released after posting cash bail, pending a court appearance. On February 26, 2022, at 6:22 PM, officers responded to a two vehicle accident with no reported injuries, at 6th Street and 22nd Avenue. Investigation indicated that a vehicle operated by Forrest P. Evans (28), Stoughton, was eastbound on 6th Street, and collided with the rear of another eastbound vehicle, operated by a 48 year old Waunakee woman, which had been stopped for a stop sign at 22nd Avenue. Both vehicles sustained severe damages and were towed. Evans was cited for inattentive driving, and was released pending a court appearance.
On February 25, 2022, at 1:34 PM, officers responded to a business in the 300 block of 6th Avenue West for a shoplifting complaint. The investigation led to the arrest of Stephanie A. Husom (30), Monroe, on a charge of retail theft. Husom was also taken into custody on a hold issued by the Wisconsin Department of Corrections-Probation & Parole, for a probation violation, and confined in the Green County Jail pending further proceedings. On February 25, 2022, at 5:55 PM, officers cited Brittany N. Sloan (34), Freeport, IL, with retail theft following a shoplifting complaint at a business in the 300 block of 6th Avenue West. Sloan was released pending a court appearance.

On February 24, 2022, at 12:35 AM, officers arrested Teri A. Bredeson (37), Monroe, in the 1900 block of 10th Avenue, on two arrest warrants issued by the Lafayette County Sheriff's Office. Bredeson was turned over to Lafayette County authorities.
On February 22, 2022, at 1:05 AM, officers responded to an unknown trouble call at a residence in the 2100 block of 15th Street. The investigation led to the arrest of Dennis E. Beutel (51), Monroe, on two counts of felony bail jumping due to a violation of bail conditions from prior cases. Beutel was confined in the Green County Jail pending a court appearance.
On February 19, 2022, at 11;07 PM, officers were called to a domestic disturbance at a residence in the 2400 block of 10th Avenue. As a result of the investigation, officers arrested Josue J. Herrera Hernandez (28), Monroe, on charges of battery and disorderly conduct under Wisconsin's Domestic Violence Laws. Herrera Hernandez was confined in the Green County Jail pending a court appearance.
On February 18, 2022, at 3:05 PM, officers were called to a two vehicle accident with no reported injuries in the 2200 block of 4th Avenue West. Investigation indicated that a vehicle operated by Ryan N. Klassy (41), Monroe, was conducting a backing maneuver in the lane of traffic, and collided with a vehicle operated by a 43 year old Monroe woman, who was backing out of a driveway. There were minor damages to both vehicles. Klassy was cited for unsafe backing and released pending a court appearance.
On February 18, 2022, at 5:33 AM, a Monroe Police Department patrol vehicle was struck by another vehicle in the intersection of 13th Avenue and 17th Street, on Monroe’s near south side. A vehicle operated by Carlos Enrique Sarceno Aguilar (33), Monroe, left the stop sign eastbound on 17th Street at 13th Avenue, and ran into the driver’s side of a Monroe Police patrol vehicle operated by Jacob J. Allen (39), which was northbound on 13th Avenue traveling through the intersection. The accident resulted in no injuries, but severe vehicle damages. The accident was investigated by deputies from the Green County Sheriff’s Office. Sarceno Aguilar was cited for failure to yield the right of way from a stop sign, operating with no valid driver’s license and operating without insurance, and was released pending a court appearance.
On February 16, 2022, at 8:12 PM, officers were called to a domestic disturbance at a residence in the 1400 block of 10th Street. The investigation led to the arrest of Tessa D. Passmore (35), Monroe, on a charge of disorderly conduct under Wisconsin's Domestic Violence law. Tessa was taken to jail and later released on cash bond, pending a court appearance.
On February 14, 2022, at 5:38 PM, officers responded to a call of an unwanted person causing a disturbance in the 900 block of 20th Avenue. The investigation resulted in the arrest of Mark A. Zakula (68), Monroe, on a charge of felony bail jumping, due to a violation of bail conditions for a prior case. Zakula was also held on a probation violation from the Wisconsin Department of Corrrections-Probation & Parole, and was confined in the Green County Jail pending a court appearance.
On February 11, 2022, at 12:22 PM, officers were called to a two vehicle accident with no reported injuries at 8th Avenue and 6th Street. Investigation indicated that a vehicle operated by Darlene A. Lancaster (80), Monroe, left the stop sign at 6th Street and 8th Avenue, southbound on 8th Avenue, and collided with an eastbound vehicle on 6th Street, operated by a 16 year old Monroe female. Both vehicle sustained moderated damages. Lancaster was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance.
On February 10, 2022, at 5:05 AM, agents of the State Line Area Narcotics Team (SLANT) Task Force, along with Monroe Police officers, executed a search warrant at a residence in the 500 block of 21st Street, on Monroe’s southwest side. The search warrant and subsequent arrests were the culmination of a long-term investigation. During the search warrant, law enforcement located a suspected marijuana growing operation, along with a suspected psilocybin mushroom growing operation, and also seized a substantial amount of controlled substances: Over 17,000 grams of suspected marijuana, over 200 suspected tetrahydrocannabinol cartridges, 16 marijuana plants, over 140 grams of psilocybin mushrooms, over 50 grams of suspected cocaine, 2.84 grams of suspected heroin. A pistol was seized, a large amount of ammunition, along with US currency and drug paraphernalia. Three individuals were arrested at the scene: Mark D. McCoy (47), Monroe, charged with maintaining a drug trafficking place, manufacturing tetrahydrocannabinols, manufacturing psilocybin, possession of cocaine with intent to deliver, felon in possession of a firearm, felony bail jumping, and possession of drug paraphernalia. McCoy was confined in the Green County Jail pending a court appearance. Tiffany J. Turner (40), Monroe, charged with maintaining a drug trafficking place, manufacturing tetrahydrocannabinols, manufacturing psilocybin, possession of cocaine with intent to deliver, felon in possession of a firearm, and possession of drug paraphernalia. Turner was confined in the Green County Jail pending a court appearance. Dwayne E. Sandress (56), Monroe, charged with possession of drug paraphernalia. Sandress was confined in the Green County Jail pending a court appearance. The search warrant and arrests were conducted with no injuries and with no incident. On February 10, 2022, at 11;59 PM, officers arrested Carolina M. Bartosik (22), Monroe, in the 1300 block of 12th Avenue, on an apprehension request issued by the Wisconsin Department of Corrections-Probation & Parole for a probation violation. Bartosik was confined in the Green County Jail pending further proceedings.
On February 9, 2022, at 7:50 AM, officers were called to a two vehicle accident with no reported injuries in the 1100 block of 13th Avenue. An investigation indicated that a vehicle operated by Andrew C. Breuer (26), Monroe, was conducting a backing maneuver and collided with a vehicle operated by a 39 year old Monroe woman. Breuer was cited for unsafe backing, and was released pending a court appearance.
On February 8, 2022, at 11:42 AM, officers arrested William R. Ellison (29), Monroe, in the 900 block of 16th Avenue, on an apprehension warrant from the Wisconsin Department of Corrections-Probation & Parole for a probation violation. Ellison was confined in the Green County Jail pending a court appearance. On February 8, 2022, at 3:54 PM, officers were called to a two vehicle accident with no reported injuries at 19th Street and 16th Avenue. An investigation indicated that a vehicle operated by Daniel W Fenn (70), Monroe, left the stop sign on 19th Street at 16th Avenue, and collided with a vehicle operated by a 26 year old Monroe woman. There were moderate vehicle damages. Fenn was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance.
On February 7, 2022, at 1:33 AM, a noise disturbance complaint in the 200 block of 4th Avenue led to a municipal citation. Officers cited Bradley W. Deary (24), Monroe, for possession of tetrahydrocannabinols (THC-marijuana), and possession of drug paraphernalia after an officer observed them while handling the original complaint. Deary was released pending a court appearance.
On February 6, 2022, at 2:14 PM< officers arrested Rustin J. Alton (27), Monroe, following a traffic offense stop in the 100 block of North 18th Avenue. Alton was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration and operating without a valid driver's license. Alton was released to a responsible person pending a court appearance. On February 6, 2022, at 3:17 PM, officers responded to a two vehicle accident with no reported injuries at the intersection of 8th Avenue and 8th Street. Investigation indicated that a vehicle operated by Sherril A. Hawkins (64), Monroe, entered the intersection to turn east on 8th Street from 8th Avenue when it collided with a vehicle which was westbound on 8th Street, operated by Eric S. Scace (48), Monroe. Hawkins was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance. Both vehicle sustained moderate to severe damages, with the Scace vehicle being towed.
On February 3, 2022, at 1:08 AM, officers arrested Narlin A. Umanzor Perez (34), Monroe, following an investigation into a vehicle parked in the lane of traffic at the intersection of 8th Street and STH 69. Umanzor Perez was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration greater than .15 and with operating without a valid driver's license. Umanzor Perez was released to a responsible person pending a court appearance.

On January 29, 2022, at 3:15 AM, a police pursuit occurred after police were called to a report of an occupied vehicle stopped in the middle of the street in the 1900 block of 10th Avenue. When police arrived on the scene and attempted to talk to the operator, the vehicle fled. Officers pursued the vehicle for a short distance in the city and out on to town roads south of Monroe, at which point the operator drove into a field and fled on foot. Later, a Green County Sheriff's Deputy located the alleged driver of the vehicle walking down a county road on foot. The operator, identified as Levi N. Andes (39), Monroe, was arrested and charged with felony knowingly fleeing an officer and bail jumping, due to a violation of court ordered bail conditions from a prior case. Andes was also cited for hit and run to property adjacent to a highway, unreasonable and imprudent speed, operating left of the centerline, failure to maintain control of a vehicle, and improper parking on a roadway. Andes was confined in the Green County Jail pending further proceedings. On January 29, 2022, at 1:02 PM, officers cited Nathanael T. Stubbs (43), Monroe, with retail theft, following a shoplifting complaint at a business in the 300 block of 6th Avenue West. Stubbs was released pending a court appearance.
On January 28, 2022, at 2:55 PM, officers arrested Lucas A. Noble (24), Monroe, in the 500 block of West 21st Street, on an active arrest warrant issued by the Wisconsin Department of Corrections-Probation & Parole. Noble was confined in the Green County Jail pending further action.
On January 27, 2022, at 6:17 PM, officers were called to a residence in the 2500 block of 13th Avenue on a report of a wanted person being there. The investigation led to the arrest of Thomas A. McLean (34), Monroe, on a warrant issued by the Wisconsin Department of Corrections-Probation & Parole. The warrant arrest also led to charges of resisting arrest and disorderly conduct. McLean was confined in the Green County Jail pending further proceedings. On January 27, 2022, at 7:55 PM, officers were called to a facility in the 2000 block of 4th Street for a trespassing complaint. The investigation led to the arrest of Roger M. Blum (52), Monroe, on a charge of criminal trespass to a medical facility. Blum was confined in the Green County Jail pending a court appearance.
On January 26, 2022, at 10:59 AM, officers responded to the intersection of 17th Avenue and 9th Street for a two vehicle accident with no reported injuries. Investigation indicated that a vehicle operated by Arthur G. Whipple (89), Monroe, was northbound on 17th Avenue, and entered the intersection colliding with a motor vehicle operated by Robert J. Lestrange (69), Monroe, which was eastbound on 9th Street. Both vehicles sustained moderate damages. Whipple was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance.
On January 23, 2022, at 8:22 AM, an officer on patrol discovered a single vehicle accident with no reported injuries, which had occurred in the 1000 block of 4th Avenue West. An investigation indicated that a vehicle operated by Dennis E. Beutel (51), Monroe, had lost control and left the roadway. Beutel was charged with operating a motor vehicle while intoxicated-4th offense, and with bail jumping due to a violation of court ordered bail conditions from a prior case prohibiting consuming alcohol. Beutel was also cited for failing to install an ignition interlock device. Beutel was confined in the Green County Jail pending a court appearance.
On January 22, 2022, at 2:33 AM, officers arrested Brandon R. Welsch (46), Monroe, following a traffic offense stop in the 1900 block of 11th Street. Welsch was charged with operating while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration. Welsch was released to a responsible person pending a court appearance.
On January 21, 2022, at 1:48 PM, officers arrested Mchardy M. Way (42), Temple, TX, following a traffic offense stop in the 600 block of STH 69. Way was charged with operating while intoxicated-1st offense, and was also cited for unreasonable and imprudent speed, along with unnecessary acceleration. Way was released to a responsible person pending a court appearance.
On January 17, 2022, at 7:17 PM, officers were called to a report of a disorderly person at a business in the 500 block of 6th Street. Investigation resulted in the arrest of Ryan C. Pachal (60), Monroe, on a charge of disorderly conduct. Paschal was confined in the Green County Jail pending a court appearance.
On January 1, 2022, at 3:28 AM, officers were called for a disturbance in the 1300 block of 23rd Street. Investigation led to the arrest of Brian S. Lafferty (34), Monroe, on a charges of disorderly conduct while armed, disorderly conduct, and criminal damage to property, all under Wisconsin's Domestic Violence Laws. Lafferty was jailed and later released after posting cash bail, pending a court appearance. On January 1, 2022, at 7:16 AM, officers were called to a single motor vehicle accident with reported injuries at 11th Avenue and 30th Street. Investigation indicated that a vehicle operated by Wesley J. Vokes (54), West Allis, WI, was traveling south on 11th Avenue when the operator apparently fell asleep. The vehicle continued through the intersection at 30th Street, where it left the roadway and collided with a sign. The vehicle sustained disabling damage and air bag deployment, and had to be towed. Vokes reported on life-threatening injuries, and was transported to the SSM Monroe Clinic hospital. Vokes was later arrested and charged with operating while intoxicated-4th offense, and was also cited for inattentive driving. Vokes was confined in the Green County Jail pending a court appearance.
On January 9, 2022, at 4:03 AM, officers arrested Isauro Alberto Xalamihua Quiahua (22), Monroe, following a traffic offense stop in the 1100 block of 17th Avenue. Xalamihua Quiahua was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration greater than .15-1st offense, operating without a valid driver's license, and operating the wrong way on a one way street. Xalamihua Quiahua was released to s responsible person pending a court appearance. On January 9, 2022, at 3:56 PM, officers investigated a report of one person following another in a vehicle in the 1800 block of 12th Street. The investigation led to the arrest of Bryan K. Waddell (55), Monroe, on a charge of misdemeanor bail jumping due to a violation of bail conditions from a prior case prohibiting driving a motor vehicle. Waddell was also cited for operating after revocation, and operating w vehicle without an ignition interlock device as required. Waddell was also arrested on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole, for a probation violation, and was confined in the Green County Jail pending further proceedings.
On January 8, 2022, at 1:17 PM, officers arrested Riley R. Costa-Spohn (25), Monroe, in the 800 block of 30th Street, on warrants issued by the Monroe Police Department and the Wisconsin Department of Corrections-Probation & Parole. Costa-Spohn was confined in the Green County Jail pending further proceedings. On January 8, 2022, at 3:11 PM, officers were called to a residence in the 50 block of West 21st Street for a domestic disturbance. Investigation resulted in the arrest of Roger M. Blum (52), Monroe, on a charge of disorderly conduct under Wisconsin's Domestic Violence laws. Blum was confined in the Green County Jail pending a court appearance. On January 8, 2022, at 9:39 PM, officers were called to a motor vehicle accident with no reported injuries in the 1000 block of 4th Avenue West. Investigation indicated that a vehicle operated by Dennis E. Beutel (51), Monroe, operating in a parking area, slid on an icy surface and collided with two unoccupied parked vehicles. Beutel reported no injuries, and there were moderate vehicle damages. Beutel was subsequently arrested and charged with operating a motor vehicle while intoxicated0-4th offense, and was also cited for reckless driving. Beutel was also arrested for disorderly conduct and resisting arreste, and was confined in the Green County Jail pending a court appearance.
