December

On December 29, 2015, at 5:30 PM, officers were called to a report of a physical fight in the 500 block of West 21st Street.  Investigation into the incident led to the arrests of Emily M. Rush (32), South Wayne, and Serena A. Kapple (33), Monroe, on charges of battery and disorderly conduct under Wisconsin’s Domestic Violence laws.  Both were confined in the Green County jail pending court appearances.  The incident remains under investigation.

On December 26, 2015, at 2:41 AM, officers arrested Thomas E. Bolotnik (26), Waukegan, IL, following a traffic stop in the 600 block of STH 69.  Bolotnik was charged with operating a motor vehicle while intoxicated, and was also cited for operating with a prohibited alcohol concentration and non-registration of a motor vehicle.  Bolotnik was released to a responsible person pending a court appearance.

On December 25, 2015, at 7:03 PM, officers arrested Tamara L. Swanson (43), Orangeville, IL, while investigating another matter in the 1800 block of 12th Street, on an outstanding warrant from the Monroe Police Department for issuance of worthless checks.  Swanson was confined in the Green County jail pending further proceedings.

On December 24, 2015, at 9:47 AM, officers arrested Arnold L. Hansen (42), Brodhead, following a traffic stop in the 100 block of West 8th Street, on outstanding warrants from the Green and Sauk County Sheriff’s Offices.  Hansen was confined in the Green County jail pending further action.

On December 22, 2015, at 8:11 AM, officers arrested Brodie G. Flannery (23), Darlington, in the 2100 block of 16th Avenue on arrest warrants from the Green County Sheriff’s Office for child support, and the Argyle Police Department for failure to pay a traffic fine.  Flannery posted the required bond for the Argyle Police Department warrant, and was confined in the Green County Jail on the child support warrant.

On December 21, 2015, at 1:03 PM, officers arrested Erin E. Brown (25), Monroe, following a traffic stop in the 100 block of West 8th Street.  Brown was cited for operating a motor vehicle after revocation, and was also arrested on a warrant issued by the Lafayette County Sheriff’s Office for failure to appear in court on a prior traffic charge.  Brown was turned over to Lafayette County deputies.

On December 19, 2015, at 8:31 PM, officers investigating a domestic argument in the 1100 block of 16th Street arrested Alberto Pelaez Garcia (36), Monroe, on an arrest warrant issued by the Sauk County Sheriff’s Office.  Pelaez Garcia was confined in the Green County jail pending transfer to Sauk County.

On December 18, 2015, at 7:51 PM, officers were dispatched to the 100 block of 8th Street  for a two vehicle crash with minor injuries.  Reports indicated that a vehicle operated by Benjamin W. Seed (16), Edgerton, eastbound on 8th Street, rear ended an eastbound vehicle operated by Shaun L. Koss (34), Albany, which was stopped in traffic.  Both vehicles sustained minor to moderate damages.  Koss complained of a minor injury but declined medical transport.  Seed was cited for operating too fast for conditions, and was released pending a court appearance.  Koss was cited for no insurance, and was released pending a court appearance.

On December 17, 2015, at 2:24 PM, officers were dispatched to 8th Street and 1st Avenue for a two vehicle crash with no injuries.  Reports indicated that a vehicle operated by Dalyss Raab (20), Stockton, IL, collided with a vehicle operated by a 45 year old Monroe woman.  Both vehicles sustained moderate damages.  Raab was cited for failure to properly maintain vehicle brake equipment and was released pending a court appearance.

 

On December 17, 2015, at 8:42 PM, officers were dispatched to the 1700 block of 14th Street for a report of a motor vehicle theft.  No details are available and the case remains under investigation.

Monroe Police Department to crack down on drunken motorists during the “Drive Sober or Get Pulled Over” campaign

 

To combat drunken driving, the Monroe Police Department will join other law enforcement agencies throughout Wisconsin participating in the "Drive Sober or Get Pulled Over" national campaign from Dec. 18, 2015 to Jan.3, 2016.

 

"Although drunken driving is 100 percent preventable, on average someone is killed or injured in an alcohol-related crash in Wisconsin every three hours," says Chief Kelley. "  And while celebrating the holidays, people may be tempted to drive when they are impaired. During the Drive Sober or Get Pulled Over campaign, our officers will be out in force to arrest drunken drivers before they kill or injure themselves or an innocent victim."

 

Rather than risk a drunken driving arrest or crash, the Monroe Police Department urges you to follow these common sense suggestions:

 

  • Choose a sober designated driver before you start drinking
  • If you’re feeling buzzed, you likely are over the 0.08 BAC limit and should not drive
  • Take mass transit, a taxicab or ask a sober friend to drive you home
  • The Zero in Wisconsin traffic safety program has a free “Drive Sober” mobile app that can be downloaded by visiting zeroinwisconsin.gov
  • Some taverns and restaurants have programs to provide patrons with a safe ride home.  Visit www.tlw.org/ and click on Safe Ride
  • Report impaired drivers to law enforcement by calling 911

On December 12, 2015, at 2:34 PM, officers were dispatched to STH 11/81 and North 18th Avenue for a two vehicle crash with injuries.  Reports indicated that a vehicle operated by Harry L. Turner (86), Monticello, was leaving the stop sign on the eastbound off-ramp from STH 11/81 turning north on North 18th Avenue when it collided with a southbound vehicle on North 18th Avenue operated by a 21 year old Monroe woman.  Both drivers sustained injuries in the crash, Turner declined medical treatment and the 21 year old woman was transported to the Monroe Clinic emergency room by a private party.  Both vehicles sustained heavy damages and were towed.  Turner was cited for failure to yield right of way from a stop sign, and was released pending a court appearance.

On December 10, 2015, at 7:34 AM, officers were dispatched to the intersection of 12th Street and 23rd Avenue for a two vehicle crash with one reported minor injury.  Investigation indicated that a northbound vehicle on 23rd Avenue, operated by Patricia E. Teasdale (61), Monroe, pulled out from a stop sign into the path of a westbound vehicle on 12th Street operated by a 17 year old Monroe girl.  The 17 year old reported a minor injury.  Both vehicles sustained moderate damages and were towed.  Teasdale was cited for failure to yield right of way from a stop sign, and was released pending a court appearance.

 

On December 10, 2015, at 1:33 PM, officers were dispatched to West 10 ½ Street and 4th Avenue West for a two vehicle crash with no injuries.  Reports indicated that a westbound vehicle on West 10 ½ Street pulled out from a stop sign and collided with a southbound vehicle on 4th Avenue West operated by a 19 year old Monroe woman.  No injuries were reported.  Both vehicles sustained moderated damages and were towed.  Weiner was cited for failure to yield right of way from a stop sign and released pending a court appearance.

IRS PAYMENT PHONE SCAM

 

On December 9, 2015, the Monroe Police Department was contacted by a local citizen who was on the phone with a person claiming to be an Internal Revenue Service (IRS) representative.  This person advised the complainant that the complainant was behind in taxes and needed to send cash gift cards to the caller to take care of the debt.  This is yet another in a long line of similar types of phone scams.

 

First, the IRS is a government agency that would not use a phone call to collect a payment for an alleged violation.   Nor would they use a similar type of electronic mail.  Their investigators would contact an individual to set up an appointment, at which time they would show official identification.  The person being contacted would know ahead of time about any problems with their taxes.

 

Second, no official agency would ask someone to send cash gift cards.  This is clearly suspicious.

 

Once again, the department cautions citizens not to fall victim to these scams.  If you did not enter the Swedish Lottery, you are unlikely to have won it.  It is unlikely that the Prince of Nigeria would seek you out over everyone else in the world to safeguard that country’s assets in your bank account.  If you receive a call from a relative for bail money and it doesn’t quite sound like them, call the law enforcement’s agency number that you find in phone listings, or call the Monroe Police Department and we can do this for you.  Publisher’s Clearinghouse shows up at your door with a camera crew and would not want you to pay for handling fees.

 

Unfortunately, this holiday season brings more of these types of scams, and the department recommends extra scrutiny.

 

On December 9, 2015, at 6:19 AM, officers arrested Dustin J. Olson (26), Monroe, on a warrant issued by the Lafayette County Sheriff’s Office for failure to appear in court.  Olson was confined in the Green County jail pending transport to Lafayette County.

On December 8, 2015, at 1:17 AM, officers were called to a one vehicle crash with no injuries in the 500 block of 22nd Street.  Investigation indicated that a vehicle operated by Andrew J. Hughes (37), Monroe, collided with a legally parked vehicle.  Moderate vehicle damages were sustained.  Hughes was cited for inattentive driving and operating without insurance, and was released pending a court appearance.

On December 5, 2015, at 2:00 AM, officers arrested Eric J. Gruber (48), Monroe, in the 1300 block of 17th Street after Gruber was observed violating court ordered bail conditions prohibiting consuming alcohol and being in a tavern.  Gruber was charged with bail jumping and confined in the Green County jail pending further proceedings.

 

On December 5, 2015, at 11:16 PM, officers arrested Pamela A. Wyss (48), Monroe in the 400 block of 4th Avenue on a warrant issued by the Wisconsin Department of Corrections.  Wyss was confined in the Green County jail pending further proceedings.

On December 4, 2015, at 5:50 AM, officers were called to a one vehicle crash with no injuries at STH 69 and 8th Street.  Investigation indicated that a vehicle operated by Tracy A. Royalle (47), Monroe, was travelling south on STH 69 and attempted to turn east on to 8th Street when she struck the traffic signal.  It is believed that excess ice and frost on the windshield played a role in the crash.  Royalle was not injured, and her vehicle, which was towed from the scene, sustained moderate damages.  Royalle was cited for failure to adequately clear her windshield and failure to maintain control of a motor vehicle.  Royalle was released pending a court appearance.

On December 3, 2015, at 5:45 PM, officers were called to a traffic crash at 23rd Street and 14th Avenue involving a vehicle versus a tree.  It was found that the driver of the vehicle had left the scene on foot.  Shortly after, officers located the alleged driver of the vehicle, Gary D. Harris (66), Argyle, walking nearby.  Harris was arrested and charged with operating a motor vehicle while intoxicated – 2nd offense.  Harris was also cited for hit and run to property adjacent to a highway and for operating with a prohibited alcohol content.  Harris was released to a responsible person pending a court appearance.  There were moderate vehicle and property damages.

On December 2, 2015, at 8:01 AM, officers were called to a two vehicle crash with no injuries at North 18th Avenue and STH 11/81.  Investigation indicated that a vehicle operated by Michael L. Reasa (69), Monticello, southbound on North 18th Avenue attempted to turn across the path of a northbound vehicle operated by a 33 year old Monroe woman.  There were moderate damages to both vehicles.  Reasa was cited for failure to yield right of way while making a left turn.

 

On December 2, 2015, at 4:39 PM, officers were called to a business in the 500 block of 22nd Avenue for a disturbance.  Brandon S. Richardson (26),  Monroe was arrested and charged with disorderly conduct, and was confined in the Green County jail pending a court appearance.

On November 28, 2015, at 12:09 AM, officers arrested Kaylee J. Sager (17), Cedarville, IL following a traffic stop at 11th Street and 8th Avenue.  Sager was cited for possession of tetrahydrocannabinols (THC) and possession of drug paraphernalia, and was released pending a court appearance.

On November 26, 2015, at 12:28 AM, officers arrested Dylan K. Riggle (21), Dakota, IL, following a traffic stop in the 1500 block of 25th Street.  Riggle was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for unreasonable and imprudent speed, as well as operating with a prohibited alcohol content.  Riggles was released to a responsible person pending a court appearance.

On November 22, 2015, at 3:14 AM, officers were called to a business in the 1000 block of 9th Street to investigate a report of a male subject unconscious in a parked vehicle with the engine running.  Officers located the individual, who refused to identify himself after being contacted by officers.  Through investigation, officers were able to identify the individual as Philip D. Hoffman Jr. (31), Monroe.  Hoffman created a disturbance and was charged with disorderly conduct.  It was also learned that Hoffman was under multiple bail agreement conditions prohibiting alcohol consumption, so Hoffman was also charged with multiple counts of bail jumping, and was confined in the Green County jail pending further court proceedings.

On November 20, 2015, at 8:26 AM, officers were called to a two vehicle crash with reported minor injuries on the westbound off ramp from STH 11/81 to STH 69.  Investigation indicated that a westbound vehicle operated by Joshua P. Lapin (35), Monroe, on the off ramp from Highway 11 to Highway 69, collided with a vehicle operated by a 48 year old Brodhead woman, which was stopped in front of Lapin’s vehicle.  The Brodhead woman reported a possible injury, but declined medical transport.  Both vehicles sustained moderate damages.  Lapin was cited for inattentive driving and was released pending a court appearance.

 

On November 20, 2015, at 4:58 PM, officers were called to a two vehicle crash with no injuries in the 800 block of 1st Avenue.  Investigation indicated that a vehicle operated by Dario M. Mendez Gabriel (21), Monroe, southbound in the 800 block of 1st Avenue, collided with a stopped vehicle operated by a 41 year old South Wayne man.  There were no reported injuries and moderate vehicle damages.  Mendez Gabriel was cited for operating without a valid driver’s license, and released pending a court appearance.

On November 18, 2015, at 3:00 AM, officers were called to a hit and run motor vehicle crash in the 800 block of 20th Avenue.  Investigation revealed that a vehicle left the roadway and struck a power pole owned by Alliant Energy, and then fled the scene.  The alleged offending vehicle was located later parked unoccupied in the 2000 block of 8th Street.  No charges have been made at this time, and the accident remains under investigation.

The Monroe Police Department, in conjunction with the Monroe Street Department, reminds all persons that Calendar Parking regulations for the City of Monroe began at 12:01 AM on November 15, 2015 and will continue through March 31, 2016.

Persons must park on the even side of streets and avenues on even numbered dates and the odd side on odd numbered dates.  The ordinance is enforced from 12:00 AM to 7:00 AM each day.  Persons should park their vehicles at night on the side of the street or avenue that will be in effect after 12:00 AM.  A quick method to determine if you live on the odd or even side is to look at your house address number, and then park accordingly.  Citations for violation of the ordinance begin at $20.00 and increase for multiple offenses.  Nearly all areas in the City are covered by these regulations, with the exception of the Downtown Square and one-block in any direction of the Square.

The City also has areas, in the downtown and in the Smoky Row area, which are snow routes.  If there is a snowfall of more than two (2) inches, all vehicles must be removed from the street for snow removal.  These areas are marked with signs indicating the snow route area.

Finally, persons are also reminded that snow and ice must be removed from sidewalks as soon as possible following a snowfall, for safety purposes.  It is a violation of City ordinances to shovel, blow, throw or plow snow from private property into the street or onto the property of another.

 

The Police and Street Departments ask for the cooperation and patience of everyone during this upcoming season, and point out that if everyone pays attention to parking and snow removal ordinances, it is much easier to remove snow.

On November 14, 2015, at 3:52 PM, officers arrested Beth A. Maske (30), Hatfield, in the 500 block of 16th Avenue following a domestic disturbance.  Maske was charged with disorderly conduct under Wisconsin’s Domestic Violence law, and was confined in the Green County jail pending a court appearance.

 

On November 14, 2015, at 8:27 PM, Robyn N. Flannery (32), Monroe, was arrested in the 300 block of 6th Avenue West following a shoplifting complaint.  Flannery was charged with retail theft, and later released after posting a cash bail.

On November 13, 2015, at 12:45 PM, officers were called to a two vehicle crash with no injuries at 8th Street and 3rd Avenue.  Investigation indicated that a vehicle operated by Randall R. Babler (58), Monroe, collided with a vehicle operated by an 85 year old Brodhead woman.  Both vehicles sustained moderate damages.  Babler was cited for failure to yield right of way and released pending a court appearance.

On November 10, 2015, at 8:34 AM, officers were called to a two vehicle crash with no injuries near 8th Street and 6th Avenue.  Investigation indicated that a vehicle operated by Alice I. Binger (69), Rock City, IL, was entering 8th Street from a driveway when it collided with a vehicle operated by Robert A. Fanning (52), Madison, which was turning into the same driveway from 8th Street.  Both vehicles sustained moderate damages.  Binger was cited for failure to yield right of way while entering from an alley, and was released pending a court appearance.

On November 9, 2015, at 12:17 PM, officers were called to a two vehicle crash with minor injuries at the intersection of 8th Street and 7 ½ Street.  Investigation indicated that an eastbound vehicle operated by Jorge Columbie Perez (55), Beloit, collided with a vehicle operated by Eugene J. Hill (39), Monroe, which was stopped in traffic.  Hill reported a minor injury but declined treatment.  There were moderate damages to both vehicles.  Perez was cited for following too closely.

On November 8, 2015, at 3:04 AM, officers were dispatched to the 500 block of 10th Avenue on the report of a hit and run accident.  Investigation indicated that a vehicle left the roadway while turning north on 10th Avenue from 6th Street, striking a retaining wall and mailbox.  Officers located the offending vehicle a short distance away, and made contact with the driver, identified as Austin D. Colliers (18), Monroe, a short time later at a residence.  Colliers was cited for failure to maintain control of vehicle, hit and run to property adjacent to the roadway, and failure to notify police of an accident.  Colliers was also taken into custody on a probation and parole apprehension request, and was confined in the Green County jail pending further proceedings.

On November 6, 2015, at 8:02 AM, officers were called to a two vehicle motor vehicle crash with injuries at STH 11/81 and North 18th Avenue.  Investigation indicated that a vehicle operated by Kenneth C. Heimann (82), Gratiot, rear-ended a vehicle operated by Brandon G. Seffrood (29), Monroe, which was stopped for the stop sign on the eastbound off ramp at 18th Avenue.  Seffrood sustained non-life threatening injuries and was transported by EMS to the Monroe Clinic Hospital.  Both vehicles sustained moderate damages.  Heimann was cited for following too closely and was released pending a court appearance.

 

On November 6, 2015, at 11:08 PM, officers arrested Kortney L. Mason-Blankenhorn (21), Monroe, in the 600 block of 22nd Avenue on an arrest warrant issued by the Trempealau County Sheriff’s Office for contempt of court-failure to appear.  Mason-Blankenhorn was confined in the Green County jail pending further proceedings.

 

On November 6, 2015, at 11:12 PM, officer arrested Rory S. Privett (22), Monroe, in the 1600 block of 6th Street on an arrest warrant issued by the Trempealau County Sheriff’s Office for contempt of court-failure to appear.  Privett was confined in the Green County jail pending further proceedings.

On November 3, 2015, at 7:48 AM, officers were called to a motor vehicle versus bicyclist crash with minor injuries at STH 69 and 21st Street.  Investigation indicated that a vehicle operated by Michael L. Griffin (32), Monroe, was facing east on 21st Street, on the west side of the intersection, and was beginning to make a turn to go south on STH 69.  As Griffin began his turn, a bicycle, operated by a 12 year old Monroe boy, rolled into the crosswalk and collided with the right front side of Griffin’s vehicle.  The boy sustained very minor injuries and was able to ride off.  Griffin was cited for failure to have proof of insurance, and released pending a court appearance.

On November 1, 2015, at 1:33 AM, officers on routine patrol observed a person inside a licensed tavern establishment in the 1300 block of 17th Street, whom the officers knew was prohibited from being inside licensed taverns due to court ordered bail conditions.  Officers arrested Allen S. Bechtolt (31), Monroe, who was subsequently charged with felony bail jumping, disorderly conduct, resisting arrest and criminal damage to property.  During the arrest, Bechtolt intentionally stomped on a police body camera which was knocked off of an officer’s uniform during the struggle.  Bechtolt was confined in the Green County jail pending a court appearance.

On October 31, 2015, at 12:28 AM, officers were dispatched to a report of a suspicious vehicle in the 2500 block of 12th Street.  Officers observed a vehicle matching the description, and after a traffic stop in the 2000 block of 12th Street to investigate, cited three men for possession of marijuana.  Antoine Gibson (17), Los Angeles, CA, Austin T. Lawson (18, Freeport, IL, and Jamie L. Sabin (19), Freeport, IL were all cited and released pending a court appearance.

On October 29, 2015, at 4:47 AM, following a traffic stop in the 200 block of 10 ½ Street, officers arrested Rafael Herrara Flores (37), Monroe, on a warrant issued by the Albany Police Department for failure to pay a fine for operating without a valid driver’s license.  Herrara Flores was later released after posting the required bail.  Herrara Flores was also cited for operating a motor vehicle without a valid driver’s license and released pending a court appearance.

 

On October 29, 2015, at 3:05 PM, officers arrested Jamie A. B. Baxter (31), Monroe, in the 3000 block of 8 ½ Street on an outstanding warrant from the Green County Sheriff’s Office for failure to pay child support.  Baxter was confined in the Green County jail pending further proceedings.

On October 28, 2015, at 9:01 AM, officers arrested Erin E. Brown (25), Gratiot, in the 100 block of West 8th Street, on three outstanding warrants issued by the Darlington Police Department for failure to pay fines.  Brown was turned over to Green County Sheriff’s Office deputies, who transported Brown to the Lafayette County line, where Brown was turned over to Lafayette County Sheriff’s Office deputies.

On October 27, 2015, at 6:15 PM, officers were dispatched to a domestic disturbance complaint in the 700 block of 18th Avenue.  Following an investigation, officers arrested David C. Friedli (37), Monroe, in the 300 block of 4th Street, charging Friedli with disorderly conduct under Wisconsin’s Domestic Abuse Law, and with felony bail jumping, due to Friedli’s violation of court ordered bail conditions from an open case in Green County.  Friedli was confined in the Green County jail pending further proceedings.

On October 23, 2015, at 1:17 AM, officers arrested Jon S. Kinder (37), Nolenville, TN, in the 500 block of 22nd Avenue, following an unrelated investigation into another matter.  During the course of the investigation it was discovered that Kinder had an outstanding warrant from the Oconomowoc WI Township Police.  Kinder was able to post the required bail on the warrant and was released.

Halloween Trick or Treat hours for the City of Monroe will be on Saturday, October 31, 2015, from 5:00 PM to 8:00 PM.  The Halloween Parade is set for 4:30 PM in the Downtown area, and Trick or Treat starts immediately following the parade.

On October 19, 2015, at 9:45 AM, officers were called to a two vehicle crash with minor injuries at 4th Street and 18th Avenue.  Investigation indicated that a southbound vehicle on 18th Avenue, operated by Vincent R. Waelti (18), Monroe, collided with a second southbound vehicle on 18th Avenue, operated by a 57 year old Monroe female that was stopped waiting to turn.  A passenger in the Waelti vehicle reported a minor injury and was transported by private party.  Moderate to major vehicle damages, and one vehicle was towed from the scene.  Waelti was cited for inattentive driving and released pending a court appearance.

 

On October 19, 2015, at 3:05 PM, officers and Green County EMS were called to an apparent drug overdose in the 2200 block of Haven Lane.  Investigation resulted in the arrest of Daria L. Beutel (22), Monroe for possession of heroin and possession of drug paraphernalia.  Beutel was confined in the Green County jail pending further proceedings.

 

On October 19, 2015, at 11:37 PM, officers checking a suspicious vehicle parked at a closed business in the 700 block of 21st Street led to the arrest of two men.  During the contact, an officer detected a strong odor of the presence of a controlled substance, which subsequent investigation confirmed.  Ethan J. Kramer (20), New Glarus was charged with possession of tetrahydrocannabinols, possession of drug paraphernalia, and bail jumping for violating court ordered bail conditions.  Kramer was later released pending a court appearance after posting the required bail.  Chad A. Berger (20), Dodgeville, was cited for possession of drug paraphernalia and was released pending a court appearance.

On October 18, 2015, at 10:23 PM, officers were called to the 1200 block of 14th Avenue following a complaint about an extremely intoxicated male walking in that vicinity.  Officers made contact with the man who was creating a disturbance.  Eric J. Gruber (48), Monroe, was arrested at that location and charged with disorderly conduct.  Gruber was transported to the Monroe Clinic emergency room for a medical clearance prior to being taken to jail, and while at the emergency room created a second disturbance.  Gruber was then charged with a second count of disorderly conduct, and was eventually confined in the Green County jail pending a court appearance.

On October 17, 2015, at 4:56 PM, officers were called to a pharmacy in the 400 block of West 8th Street following a report of persons attempting to obtain prescription medications with a fraudulent prescription note.  Investigation indicated that two females attempted to obtain amoxicillin, an antibiotic, and promethazine with codeine, a narcotic cough syrup.  Pharmacy staff had discovered the fraud and had also been in contact with other local pharmacies where the persons had also attempted to obtain medication by fraud.  Officers located and arrested Patrice N. Brown (26), Chicago, and Laporshia M. Bolden (23), Chicago.  Both were initially charged with attempting to obtain a prescription by fraud and possession of tetrahydrocannabinols (THC), and both were confined in the Green County jail pending a court appearance.  Promethazine with codeine is an often abused street drug, known as “Purple Drank”, taken by drinking combined with soft drinks.

On October 16, 2015, at 9:45 AM, officers were called to a two vehicle traffic crash with injuries at 11th Street and 15th Avenue.  A northbound vehicle on 15th Avenue operated by Jaime L. Hendrickson (38), Blanchardville, collided with an eastbound vehicle on 11th Street operated by a 48 year old Monroe female.  The 48 year old Monroe female was transported to the Monroe Clinic emergency room with non-life threatening injuries.  There were moderate to major vehicle damages.  Hendrickson was cited for failure to yield right of way from a stop sign, and released pending a court appearance.

 

On October 16, 2015, at 3:20 PM, officers were called to a two vehicle traffic crash with no injuries at 21st Street and 13th Avenue.  An eastbound vehicle on 21st Street collided with a southbound vehicle operated by a 36 year old Monroe female.  There were minor to moderate vehicle damages.  Smith was cited for failure to yield right of way from a stop sign and was released pending a court appearance.

On October 15, 2015, at 9:15 PM, officers were called to a business in the 1100 block of 7th Street for a report of a fight between employees.  Shaleeia L. Dockery (19), Freeport, IL, and Victoria T. Booker (28), Freeport, IL, were both cited for disorderly conduct and released pending a court appearance.

On October 12, 2015, at 12:29 AM, officers investigating a suspicious vehicle parked in an alley to the rear of the 1600 block of 10th Street arrested Crystal A. Chalery (28), Monroe, on an arrest warrant issued by the Kenosha Police Department for failure to pay a forfeiture.  Chalery was able to post the required bail and was released.

On October 11, 2015, at 1:26 AM, officers patrolling the Badger State Trail during closed hours near 10th Avenue arrested Yaeger J. Syverson (20), Monroe.  Syverson was cited for underage consumption of alcohol, and was released to a responsible person pending a court appearance.

 

On October 11, 2015, at 2:42 AM, officers were called to a residence in the 1600 block of 17th Street to investigate a report of an unwanted person causing a disturbance.  Jason R. Wahl (27), Monticello, was cited for disorderly conduct and later released pending a court appearance.

 

On October 11, 2015, at 4:47 PM, officers investigating another incident in the 1600 block of 25th Avenue, arrested Seancody L. Anderson (21), Monroe, on an outstanding warrant from the Monroe Police Department for contempt of court.  Anderson was confined in the Green County jail pending further proceedings.

On October 10, 2015, at 10:47 AM, officers called to a report of harassment, cited a person for disorderly conduct in the 900 block of 19th Avenue.  Justin E. Bond (33), Monroe, was released pending a court appearance.

 

On October 10, 2015, at 3:18 PM, officers were called to 14th Avenue and 14th Street for a report of a motor vehicle accident with no injuries.  Investigation indicated that a vehicle operated by Brooklynn C. Thomas (19), Monroe, was southbound on 14th Avenue when it struck a legally parked vehicle.  Thomas was cited for failure to maintain control of a vehicle, and released pending a court appearance.  Both vehicle sustained minor damages.

 

On October 10, 2015, at 4:49 PM, officers arrested Tyler M. Chase (19), Argyle, and Makayla N. Schaitel (17), Browntown, after being called to investigate a shoplifting incident at a business in the 300 block of 6th Avenue West.  Both were cited for retail theft and released pending a court appearance.  Numerous items with a total value of less than $50.00 were taken, and recovered.

On October 8, 2015, at 6:05 PM, officers were called to a hit and run motor vehicle accident with no injuries at 25th Avenue and 10th Street, where the offending driver walked away from the scene, but left their vehicle at the scene.  Shortly after, officer located the driver of the offending vehicle, identified as Tammy L. Klapper-Kaderly (44), Monroe, in the 2500 block of 10th Street.  Klapper-Kaderly was arrested for operating a motor vehicle while intoxicated-5th offense, and was also cited for hit and run to an attended vehicle, operating a motor vehicle while suspended and bail jumping for violating court ordered bail conditions.  Klapper-Kaderly was confined in the Green County jail pending a court appearance.

On October 7, 2015, at 6:49 PM, officers arrested Matthew D. Gilbertson (32), Monroe, in the 500 block of West 21st Street following a call of a disturbance.  Gilbertson was charged with disorderly conduct while armed with a knife, and was later released pending a court appearance.

On October 6, 2015, at 8:55 AM, officers took a 16 year old Monroe male into custody in the 1600 block of 26th Street, following a complaint that a person smelled strongly of marijuana and possessed suspected marijuana.  Investigation indicated that the person did smell strongly of suspected marijuana, and did possess a small amount of suspected marijuana.  The 16 year old male was cited for possession of marijuana and was released to a parent, pending a court appearance.

On October 5, 2015, at 7:16 PM, officers arrested Randall S. Lincicum (34), Juda, Thomas R. Schmid (25), Monroe, and a 15 year old Monroe male following an investigation into a disturbance in the 500 block of West 21st Street.  All were cited for disorderly conduct and released pending a court appearance.

On October 4, 2015, at 10:10 PM, officers arrested Steven A. Vogel (26), Grinnell, IA, in the 1100 block of 16th Avenue on an outstanding warrant issued by the Story County, NV Sheriff’s Office for contempt of court.  Vogel was confined in the Green County jail pending further proceedings.  

On October 3, 2015, at 7:21 PM, officers arrested Ryan D. Hastings (29), Cedarville, IL, following a traffic stop in the 1800 block of 6th Street.  Hastings was charged with operating a motor vehicle while intoxicated-4th Offense, obstructing an officer, and operating a motor vehicle after revocation.  Hastings was confined in the Green County jail pending a court appearance.

 

On October 3, 2015, at 7:39 PM, Peter J. Bonlie (59), Albany, was arrested in the 500 block of West 21st Street after police were called to a disturbance.  Bonlie was charged with bail jumping for violating court ordered conditions of bail, and was confined in the Green County jail pending further proceedings.

On October 1, 2015, at 11:09 AM, officers arrested Alisa E. Ableman (30), Argyle, following a traffic stop in the 1700 block of 17th Street.  Ableman was cited for operating a motor vehicle while suspended, and following a K-9 search of her vehicle, was also arrested for possession of tetrahydrocannabinols, possession of drug paraphernalia, and six (6) counts of bail jumping for violating court ordered conditions of bail.  In addition, Ableman was charged with the theft of a credit card and credit card fraud, stemming from a September 29, 2015 incident where a credit card was stolen and fraudulently used.  Ableman was confined in the Green County jail pending further proceedings.

On September 30, 2015, at 11:11 AM, officers arrested Collin J. Emerson (44), Monroe, in the 1100 block of 11th Street on an outstanding warrant from the Rock County Sheriff’s Office for failure to appear in court.   Emerson was confined in the Green County jail pending further action.

On September 29, 2015, at 1:48 PM, officers were dispatched to 20th Avenue and 9th Street for a motor vehicle accident with no injuries, involving two vehicles.  A vehicle operated by Richard M. Reese (74), Brooklyn, collided with a vehicle operated by a 63 year old Monroe female.  Reese was cited for failure to yield right of way from a stop sign and released pending a court appearance.

On September 27, 2015, at 7:32 AM, officers arrested Charles Robert Bentayou (52), Monroe, following a complaint about an unknown male being found in an apartment by the resident.  There were no signs of forced entry, so Bentayou was cited for trespass to a dwelling and released pending a court appearance.

On September 26, 2015, at 7:41 PM, officers arrested Matthew Stanley Petrovich (26), Chicago, IL, in the 2600 block of 10th Street , following a complaint from event staff at a special event being held at that location about an out of control man.  Petrovich was charged with disorderly conduct and confined in the Green County jail pending a court appearance.

 

On September 26, 2015, at 8:22 PM, officers arrested Dennis K. Wild (63), Evansville, during a traffic stop in the 1600 block of 17th Avenue following a complaint about a possibly intoxicated driver.  Wild was charged with operating a motor vehicle while intoxicated-1st Offense, and was also cited for open intoxicants in a motor vehicle.  Wild was released to a responsible person pending a court appearance.

 

On September 26, 2015, at 9:10 PM, officers arrested Amanda J. Anderson (33), Albany, in the 400 block of West 8th Street following an investigation into an argument.  Anderson was found to be wanted on an outstanding warrant from the Lafayette County Sheriff’s Office, and was taken into custody.  Anderson was unable to post the required bail and was confined in the Green County jail pending further proceedings.

 

On September 26, 2015, at 11:56 PM, officers arrested Stephani Renee Larson (30), Albany in the 300 block of 6th Avenue West following a shoplifting complaint.  Larson was cited for retail theft.  During the investigation it was revealed that Larson was also wanted on an outstanding warrant from the Beloit Police Department for retail theft, and Larson was taken into custody on the warrant.  Larson was able to post the required bail and was released pending a court appearance.

SMALL EXPLOSION OF FIREWORKS TYPE DEVICE CAUSES MINOR DAMAGE TO EXTERIOR OF BUILDING IN MONROE

 

 

On September 26, 2015, at 9:53 PM, Monroe Police and Monroe Fire units were called to the 2800 block of 6th Avenue, on Monroe’s southwest side for reports of a loud explosion.  After an initial investigation, it was found that some sort of small explosive device exploded, which caused damage to the ground and also caused minor damage to the side of a residential housing unit.

 

Preliminary investigation seems to indicate some sort of fireworks type of device, rather than some other improvised device.

On September 24, 2015, at 12:05 AM, officers arrested Stuart M. Rogers (54), Freeport, IL, following a complaint about a person lying on the sidewalk near a business in the 1300 block of 17th Street.  During the investigation it was determined that the individual, Rogers, was wanted on two warrants issued by the Dane County Sheriff’s Office.  Rogers was taken into custody and confined in the Green County jail pending transport to Dane County.

 

On September 24, 2015, at 5:15 PM, officers arrested Peter J. Bonlie (59), Albany, after an officer on patrol observed a person lying on the terrace in the 1200 block of 19th Street.  Bonlie was charged with bail jumping for being in violation of court ordered bail conditions prohibiting his consuming alcohol.  Bonlie was confined in the Green County jail pending further proceedings.

On September 23, 2015, at 8:52 AM, officers arrested John Perry Reese (21), Monroe, following an investigation into a report of a man trespassing in a vacant residence in the 800 block of 22nd Avenue.  Reese was charged with trespassing and with bail jumping for violating court ordered bail conditions.  Reese was confined in the Green County jail pending further proceedings.

 

On September 23, 2015, at 10:39 AM, officers arrested Gabriel Alexia Hagen (20), Brodhead, in the 1800 block of 12th Street, on a warrant issued by the Brodhead Police Department for failure to pay a fine on an underage drinking charge.  Hagen was able to post the required bond and was released.

 

On September 23, 2015, at 8:26 PM, officers arrested Travis C. Henricks (33), Monroe, following a complaint that a person had damaged a free library box adjacent to the sidewalk in the 1100 block  of 19th Street.  Henricks was cited for malicious destruction of property and was released pending a court appearance.

On September 14, 2015, at 8:37 PM, officers arrested Thomas Allen McLean (27), Monroe, following a call about an unwanted intoxicated person at a facility in the 2000 block of 4th Street.  McLean was taken into custody on an apprehension request from the Wisconsin Department of Corrections, and was confined in the Green County jail pending further proceedings.

On September 13, 2015, at 1:45 AM, officers arrested Allen Scott Bechtolt (31), Monroe, in the 1300 block of 17th Street, after officers observed Bechtolt in a tavern in violation of court ordered conditions of bail.  Bechtolt was charged with felony bail jumping and confined in the Green County jail pending further proceedings.

 

On September 13, 2015, at 2:08 AM, officers arrested Thomas Christopher Krieger (41), Monroe, in the 1300 block of 17th Street following a complaint about a person allegedly smoking marijuana in a business.   Krieger was cited for possession of marijuana and released pending a court appearance.

On September 10, 2015, at 11:43 PM, officers arrested Corey Lee Coplien (38), Monroe, following a traffic stop in the 400 block of 21st Street.  Coplien was charged with operating a motor vehicle after revocation.  Coplien was also wanted on three outstanding warrants from the Green County Sheriff’s Office, and was confined in the Green County jail pending further proceedings.

On September 10, 2015, at 2:12 PM, officers arrested Taylor M. Yaun (19), Monroe, following a report of shoplifting at a business on the 300 block of 6th Avenue West.  Yaun was cited for retail theft and released pending a court appearance.  Clothing items and a video game accessory, total value of $67.66 were taken and were recovered.

On September 10, 2015, the Monroe Police Department had several complaints about phone calls where the caller claimed to be representing Publisher’s Clearing House, and that the person being called had won a large cash prize.  The caller was asking for a percentage of the prize, and claimed to be in a nearby town.  None of the persons called fell for this scam, and one even suggested the caller come over, so that they could talk with a law enforcement officer.  Research has indicated that this scam is called the Jamaican scam, likely originating there.  Persons receiving these calls should be wary of any contest prize that is offered, especially if the person called has not entered the contest.  Other than being responsible for taxes on a prize that is won, there is no percentage that should be due.  Persons should not call any numbers back as this could lead to phone bills for international calls.  If the offer sounds too good to be true, it likely is.  Call your local law enforcement agency.

On September 7, 2015, at 3:38 PM, officers arrested Kelsey L. Henning (23), Monroe, following a shoplifting complaint at a business in the 300 block of 6th Avenue West.  Henning was cited for retail theft and released pending a court appearance.

On September 6, 2015, at 2:36 AM, officer arrested Brandon A. Field (21), Monroe, in the 1300 block of 17th Street after an officer on foot patrol observed Field violating court ordered bail conditions prohibiting consuming alcohol.  Field was charged with bail jumping and was confined in the Green County jail pending further proceedings.

 

On September 6, 2015, at 9:42 AM, officers arrested Pamela A. Wyss (48), Monroe, in the 700 block of 12th Avenue on an apprehension request issued by the Wisconsin Department of Corrections.  Wyss was confined in the Green County jail pending further proceedings.

On September 5, 2015, at 6:30 PM, officers arrested Ashley J. Schoger (32), Winslow, IL, was arrested in the 1400 block of Mansion Drive following a traffic stop on a vehicle which had allegedly been involved in a disturbance near that location.  Schoger was charged with operating a motor vehicle while intoxicated-2nd offense, and also disorderly conduct from the reported incident.   Schoger was confined in the Green County jail pending further proceedings.

 

On September 5, 2015, at 8:39 PM, officers arrested Eric G. Leibold (49), Monroe, following an investigation into a disturbance at a residence in the 700 block of 12th Avenue.  Leibold was charged with disorderly conduct, bail jumping for violating conditions of bail set by the Court, and with expelling bodily fluids at a law enforcement officer after Leibold spit on an officer.  Leibold was confined in the Green County jail pending further proceedings.

On September 4, 2015, at 7:46 AM, officers were called to a motor vehicle crash at 19th Street and 17th Avenue.  Reports indicated that a vehicle operated by Flor De America Koller (44), Monroe, traveling west on 19th Street, collided with a vehicle traveling south on 17th Avenue.  There were no injuries and moderate damages to both vehicles.  Koller was cited for failure to yield right of way from a stop sign and released pending a court appearance.

 

On September 4, 2015, at 2:34 PM, officers arrested Oliver E. Thompson Jr. (31), Monroe, at a residence in the 1600 block of 6th Street, on an outstanding warrant from the Green County Sheriff’s Office for failure to pay child support.  Thompson was confined in the Green  County jail pending further proceedings.

 

Ono September 4, 2015, at 5:35 PM, officers arrested Martin D. Trone (51), Argyle, following a traffic stop in the 1100 block of STH 69.  During the stop, officers detected suspicious circumstances, and a K-9 search was conducted.  Trone was subsequently charged with possessing materials for manufacturing methamphetamine and possession of drug paraphernalia.  Trone was confined at the Green County jail pending further proceedings.

On September 3, 2015, at 11:16 AM, officers were called to a disturbance in the 1100 block of 30th Street.  Investigation indicated that one male resident of an apartment complex was complaining that another male had entered his apartment without consent.  Dennis S. Bates (53), Monroe, was cited for disorderly conduct and released pending a court appearance.

 

On September 3, 2015, at 3:37 PM, officers were dispatched to a motor vehicle vs pedestrian crash in the 1300 block of 2nd Street, on Monroe’s north side.  Initial investigation indicated that a vehicle operated by Sharon S. Zschernitz (57), Monroe, was eastbound on 2nd Street, when a young boy ran into the roadway at mid-block, at an area with no crosswalk.  Zschernitz was not able to stop, and the boy was struck by the vehicle.  The boy, Adre J. Bleiler (10), Monroe, sustained apparent non-life threatening injuries and was transported by Monroe EMS to the Monroe Clinic Hospital.  No citations were issued, and the incident remains under investigation.

On September 2, 2015, at 7:52 PM, officers arrested Steven S. Strossner (25), Monroe, following a 911 call regarding persons arguing in the 400 block of West 21st Street.  Strossner was found to be wanted on a warrant from the Lafayette County Sheriff’s Office for failure to pay fine, and was taken into custody.  Strossner was confined in the Green County jail pending further action.

On August 31, 2015, at 3:19 PM, officers arrested Curtis J. Gerber (31), Browntown, in the 1000 block of 12th Street following an altercation at a residence.  Gerber was cited for disorderly conduct and released pending a court appearance.

On August 30, 2015, at 9:02 PM, officers arrested Chad E. Pehl (41), Monroe, in the 400 block of West 21st Street, following a domestic disturbance call.  Pehl was charged with disorderly conduct, criminal damage to property and intimidation of a victim under Wisconsin’s domestic abuse laws, and was confined in the Green County jail pending further proceedings.

On August 29, 2015, at 9:59 PM, officers arrested Paul C. Coppess (25), Monroe, in the 1500 block of 14th Street, following a report of a man threatening another man with a knife in a residence.  Coppess was charged with disorderly conduct while armed, and was confined in the Green County jail pending further proceedings.

On August 28, 2015, at 4:40 PM, officers were dispatched to 22nd Avenue and 6th Street for a motor vehicle crash with no injuries.  Investigation indicated that a vehicle operated by Sylvia A. Blaser (55), Dakota, IL, collided with a vehicle operated by a 54 year old Monroe female.  Blaser was cited for inattentive driving and released pending a court appearance.

On August 26, 2015, at 5:33 AM, officers arrested Kevin P. Byrne (59), Monroe, following a stop for traffic violations occurring in the 2600 block of STH 69.  Byrne was charged with operating a motor vehicle while intoxicated, as well as being cited for speeding and operating with a prohibited alcohol concentration.  Byrne was released to a responsible person pending a court appearance.

 

On August 26, 2015, at 6:33 AM, officers arrested Amber M. Lentz (29), Janesville, in the 2500 block of 12th Street, following an investigation.  Lentz was arrested on a warrant from the Janesville Police Department for retail theft, and was confined in the Green County jail pending transfer to Rock County.  During the same incident, officers cited Dale J. Graff (51), Monroe for obstructing an officer, after Graff tried to conceal Lentz’s identity.  Graff was released pending a court appearance.

On August 21, 2015, at 11:26 PM, officers were dispatched to a facility in the 500 block of 22nd Avenue for a report of a disturbance.  Upon arrival, it was determined that two females had been involved in an altercation there.  Lisa M. Pernot (38), Monroe, and Shannon Y. Matthews (41), Madison, were both cited for disorderly conduct, and released pending a court appearance.

On August 23, 2015, at 12:28 AM, officers conducted a stop on a vehicle in the 2000 block of 9th Street that had been observed committing a traffic violation.  During the stop, officers detected suspicious circumstances and conducted a K-9 search of the vehicle.  Suspected marijuana was located and seized, along with drug paraphernalia.  The operator, Michael A. Mitchell (20), Panama City, FL, was cited for failure to stop at a stop sign, possession of marijuana and possession of drug paraphernalia.  A passenger, Isabella L. Martin (18), Panama City, FL, was cited for underage drinking, possession of marijuana and possession of drug paraphernalia.  Both were cited and released pending a court appearance.

 

On August 23, 2015, at 6:04 PM, officers were called to a residence in the 1800 block of 10th Street for a report of persons entering the residence without consent and removing items.  Following an investigation, officers took two 15 year old Monroe females into custody, charging them with burglary.  Both were released to parents pending a court appearance.  The incident remains under investigation.

 

On August 20, 2015, at 11:13 AM, officers conducted a traffic stop on a vehicle traveling the wrong way on a one way street in the 1000 block of 17th Avenue, which caused a traffic jam on the east side of Monroe’s Downtown Square.  During the stop, an officer detected suspicious circumstances, and a police K-9 was summoned to check the vehicle.  When the K-9 alerted on the vehicle, the vehicle was searched, and drug paraphernalia was located.  The incident remains under investigation at this time.  The driver of the vehicle, Steven Ray Thompson (25), Evansville, was cited for failure to obey a traffic sign (wrong way on one way street) and operating while suspended.  Thompson was released pending a court appearance.

 

On August 20, 2015, at 6:45 PM, officers were dispatched to the 700 block of 8th Avenue for a report that a motor vehicle had collided with the Walgreen’s building, at 717 8th Avenue, causing damages, and minor injuries to the vehicle operator.  The operator of the vehicle, Elaine A. Karls (80), Monroe, apparently stepped on the accelerator pedal rather than the brake pedal, causing the vehicle to strike the wall of the building, which deployed the vehicle’s air bag system.  Karls declined medical transport.  The vehicle was moderately damaged, and the building sustained structural damage.

On August 19, 2015, at 3:55 AM, officers arrested Jonathon M. Colin-Holt (21), Monroe, at 5th Street and 20th Avenue on two outstanding warrants, one from the Lafayette County Sheriff’s Office, the other from the Rock County Sheriff’s Office.  Colin-Holt was turned over to a Green County Sheriff’s deputy for transport to Lafayette County.

 

On August 19, 2015, at 8:37 PM, officers stopped a vehicle just west of Monroe on STH 81 at CTH N, which had been observed on radar speeding with city limits.  The operator of the vehicle, Lena M. Graff (44), Monroe, was cited for speeding and open intoxicants in a vehicle, and was also arrested and charged with operating a motor vehicle while intoxicated-1st offense.  Graff was released to a responsible person pending a court appearance.  The incident remains under investigation with possible charges pending on a passenger in the vehicle.

 

On August 19, 2015, at 10:07 PM, officers were dispatched to the 1500 block of 14th Avenue, for a report of a hit and run motor vehicle crash, where the offending vehicle had left the scene.  At 10:13 PM, police were contacted by the owner of the alleged offending vehicle reporting that the owner’s 13 year old daughter had been the driver of the vehicle involved in the reported hit and run incident, and that the daughter had returned home.  Officers made contact with the 13 year old daughter, also in the 1500 block of 14th Avenue, and the incident remains under investigation with likely charges pending, either by referral to juvenile authorities or in the form of traffic citations.  The 13 year old was released to the parent.  There were moderate damages to both vehicles, and no injuries.

On August 18, 2015, at 9:33 AM, Monroe Police obtained a court order and warrant from the Green County Circuit Court, and seized two pit bull breed dogs at a residence in the 2400 block of 7th Street.  These two dogs had been involved in an incident on August 17, 2015 in the 2400 block of 7th Street, where the dogs got loose and attacked a smaller dog which was being walked on the public sidewalk by its owner.  The small dog, Buddy, a male Shih Tzu mixed breed dog, died from its injuries.  The same two dogs had been involved in a prior similar incident, injuring another dog in August of 2013 in the 1000 block of 11th Street.  The owner of the pit bulls was cited for allowing the dogs to run at large at that time.  There was another incident in October of 2012 where the pit bulls were at large and went after another dog.  In that incident, the other dog was not injured and the owner of that dog did not wish to pursue charges.  The two pit bull dogs will be confined at the Green County Humane Society in Monroe until a court hearing to determine the outcome of this last incident.  At this time, the last incident remains under investigation, with further legal action being reviewed.

On August 17, 2015, at 3:16 PM, officers arrested Amber L. Bell (20), Monroe in the 300 block of 6th Avenue West, following an investigation into the theft of over $800.00 in cash from a business over a period of time.  Bell was charged with seventeen (17) counts of employee theft, and was released pending a court appearance.

 

On August 17, 2015, at 4:53 PM, officers were dispatched to a two vehicle motor vehicle crash without injuries at the intersection of 8th Street and 7 ½ Street.  Investigation indicated that a vehicle operated by Paul H. Marheine (75), Monroe, collided with a vehicle operated by a 34 year old Juda woman, after Marheine exited a business drive on to 8th Street into the path of the other vehicle, which was west bound on 8th Street.  Marheine was cited for failure to yield right of way and non-registration of a motor vehicle.  Marheine was released pending a court appearance.

 

On August 17, 2015, at 7:59 AM, officers were dispatched to the 2400 block of 7th Street for a report of two large dogs severely injuring a smaller dog.  Initial investigation indicates that a smaller Shi Tzu dog (weighing about 18 pounds) was being walked on a leash, on the sidewalk, by its owner, when two unrestrained larger pit bull breed dogs (weighing about 90 pounds each) ran up from a nearby yard and attacked the smaller dog unprovoked.  The injured dog was immediately transported to a veterinarian, but could not be saved.  The two attacking dogs were secured at the residence of their owner.  Monroe Police are currently consulting with the City Attorney’s office to decide the next step.  According to police records, in August 2013, these same dogs appear to have attacked another dog off their property, causing non-fatal injuries.  At that time, the owner of the dogs was cited for allowing the dogs to run at large.  Today’s attack is more severe, so legal action is likely, which could include a citation for allowing the dogs to be at large, or could include a referral to the Circuit Court under State Law for allowing the dogs to injure another dog while off of their property, or could even include an order from the Court for the destruction of the dogs.  The case remains under investigation.

On August 14, 2015, at 6:01 PM, officers were dispatched to a two vehicle motor vehicle crash with minor reported injuries at 15th Avenue and 11th Street.  Investigation revealed that a vehicle operated by Karl L. Byerley (77), Freeport, IL, collided with a vehicle operated by a 58 year old Monroe man.  Byerley was cited for failure to yield right of way from a stop sign.  Both vehicle sustained moderate damages.

On August 12, 2015, at 11:04 AM, officers arrested Bobbi J. Foster (34), New Glarus, in the 1000 block of 9th Street on an apprehension request from the Wisconsin Department of Corrections.  Foster was also cited for possession of drug paraphernalia, and was confined in the Green County jail pending further proceedings.

On August 7, 2015, at 2:40 PM, Monroe Police and agents from the State Line Area Narcotics Team (SLANT), conducted a drug search warrant at a residence in the 2000 block of Haven Lane, on Monroe’s north side.  Adam J. Douglas (52), Monroe, was arrested at the scene and initially has been charged with manufacturing tetrahydrocannabinols (THC), possession of THC with intent to deliver, and maintaining a drug house.  Douglas was confined in the Green County jail pending further proceedings.  During the warrant execution, a suspected marijuana growing operation was located.  Seized in the search warrant were six (6) grown marijuana plants, lights and equipment used for growing illegal marijuana, approximately 950 grams of processed THC, scales and packaging material, and an assault rifle with ammunition.  The search warrant comes as part of ongoing drug investigations in the state line area.  The State Line Area Narcotics Task Force consists of agents from the Illinois State Police, the Green County WI Sheriff’s Office, Ogle County IL Sheriff’s Office, Freeport, IL Police Department, Loves Park, IL Police Department and the Monroe WI Police Department.

On August 9, 2015, at 2:07 AM, officers arrested Tina M. Hull (30), Freeport, IL, in the 1300 block of 16th Street, after being observed by an officer violating condition of court ordered bail.  Hull was charged with bail jumping-2 counts, and was confined at the Green County jail pending further proceedings.

On August 8, 2015, at 12:57 PM, officers were called to a single vehicle crash with minor injuries in the 3000 block of STH 69.  Investigation indicated that the vehicle, operated by Ashley M. Douglas (16), Brodhead, was traveling north on STH 69 when she collided with a light pole.  Douglas reported a minor injury and declined EMS transport after being checked out.  An 18 year old passenger in the vehicle was not injured.  There were moderate vehicle damages, and the vehicle was towed from the scene.  Douglas was cited for motor vehicle windows not reasonably clean (fogged inside) and a violation of graduated driver’s license restrictions.  She was released pending a court appearance.

 

On August 8, 2015, at 1:16 AM, officers arrested McKenzie L. Tropp (19), Beloit, on an outstanding warrant from the Beloit Police Department for obstructing an officer.  Tropp was released after posting a cash bond.

 

On August 8, 2015, at 3:44 PM, officers were dispatched to a 911 emergency call of a disturbance in the 100 block of West 8th Street.    Investigation indicated that Josue D. Cruz (19), Blanchardville, had allegedly caused a disturbance in a business at that location after being refused a sale of tobacco.  Cruz was arrested and charged with disorderly conduct, and underage drinking.  Cruz was later released after posting a cash bond.

 

On August 8, 2015, at 6:44 PM, officers arrested Elvia I. Edler (29), Monroe, in the 500 block of 22nd Avenue, on an outstanding arrest warrant from the Beloit Police Department for failure to pay a fine.  Edler was confined at the Green County jail pending further proceedings.

On August 7, 2015, at 1:50 AM, officers arrested Randall J. Marks (41), Monroe, in the 200 block of 8th Street on an outstanding warrant from the Monroe Police Department.  Marks was confined in the Green County jail pending further proceedings.

 

On August 7, 2015, at 9:45 PM, officers arrested Jamie L. Splinter (29), Monroe, in the 500 block of 22nd Avenue on outstanding warrants from the Green County Sheriff’s Office and the Monroe Police Department.  Splinter was confined in the Green County jail pending further proceedings.

On August 6, 2015, at 1:52 PM, officers arrested Pamela A. Wyss (48), Monroe, in the 700 block of 12th Avenue on a probation apprehension request issued by the Wisconsin Department of Corrections.  Wyss was confined in the Green County jail.

 

On August 6, 2015, at 8:37 PM, officers arrested Tyler L. Blumer (21), Monroe, after a traffic stop in the 800 block of 21st Street.  Blumer was charged with operating a motor vehicle while intoxicated-2nd offense, unreasonable and imprudent speed, open intoxicants in a motor vehicle, no seatbelt and no proof of insurance.  Blumer was released to a responsible person pending a court appearance.

On August 5, 2015, at 12:02 AM, officers arrested Joanna B. Prine (30), Mount Horeb, following a traffic stop at 13th Avenue and 11th Street.  Prine was charged with operating a motor vehicle while intoxicated-2nd Offense, and was also arrested on an outstanding warrant from the Dane County Sheriff’s Office.  Prine was confined in the Green County jail.

 

On August 5, 2015, at 4:58 PM, officers were dispatched to a motor vehicle crash with no injuries at 10th Street and 19th Avenue.  Investigation indicated that a vehicle operated by Gavin D. Wels (24), Monroe, collided with a vehicle operated by Jose Luis Chacon Salas (48), Monroe.  Both vehicles sustained severe damage.  Wels was cited for failure to yield right of way from a stop sign.  Chacon Salas was cited for operating without a valid driver’s license-2nd offense.  Both were released pending a court appearance.

On July 31, 2015, at 9:56 AM, officers arrested Adam D. Deininger (29), Monroe, in the 300 block of West 6th Avenue following a retail theft complaint.  Deininger was cited for retail theft and released pending a court appearance.

 

On July 31, 2015, at 7:46 PM, officers arrested Laverne J. Richards (48), Browntown, WI, after contact by officers in the 300 block of West 6th Avenue, on an arrest warrant through the Monroe Police Department for failure to appear in court on a prior charge.  Richards was confined in the Green County jail pending further proceedings.

 

On July 31, 2015, at 11:56 PM, officers arrested Jeramy J. Calow (33), after Calow was observed violating conditions of court ordered bond, in a tavern in the 1900 block of 10th Avenue.  Calow was charged with bail jumping and was confined in the Green County jail pending further proceedings.

On July 30, 2015, at 3:44 PM, officers arrested Albert L. Crockett (18), Freeport, IL, on charges of retail theft and obstructing an officer, following an investigation into a shoplifting incident at a business in the 400 block of West 8th Street.  During the investigation, Crockett attempted to use a false name. Merchandise valued at about $27.00 was stolen and was recovered.  Crockett was confined in the Green County jail pending further proceedings.

 

On July 30, 2015, at 3:53 PM, officers arrested David C. Friedli (37), Monroe, following an investigation into a July 29, 2015 domestic dispute in the 1500 block of 23rd Avenue.  Friedli was charged with battery, strangulation and false imprisonment, and was confined in the Green County jail pending further proceedings.  The incident remains under investigation.

UPDATE TO JULY 22, 2015 HOMICIDE IN MONROE

 

On July 22, 2015, at 7:15 PM, Monroe Police were called to a trailer at 702 17th Street in Monroe for a shooting.  Officers found that one man was fatally shot and another wounded.  That deceased victim was earlier identified as Samuel Primeno Nunez (40), who was a resident of the trailer.

 

The wounded man, now identified as Elias Perez-Barrios (32), Monroe, was transported by EMS to the local hospital, and then later med-flighted to UW Hospital in Madison.   Perez-Barrios is no longer receiving in patient care.

 

The homicide remains under investigation by Monroe Police, who are being assisted by agents from the Wisconsin Department of Justice and the Wisconsin Crime Lab.

 

Initial investigation indicates that all of the men were apparently acquainted with each other, and the shooting stemmed from an argument.

 

The alleged shooting suspect was later found about 8 blocks from the homicide scene, and was killed when he allegedly pointed a handgun at responding officers.  That officer involved death is being investigated by agents from the Wisconsin Department of Justice.  This man’s name has not yet been released.

 

Again, there is no danger to the public, as investigation has revealed that the suspect shot by law enforcement was the person who shot the other men.

On July 29, 2015, at 10:01 PM, officers were dispatched to the 2200 block of Ridgeway Road for a one vehicle traffic crash.  Investigation revealed that a vehicle operated by Timothy C. Moore (58), Madison, traveling east on Ridgeway Road, failed to stop at the dead end of the street, continuing into a small creek.  Moore was arrested for operating a motor vehicle while intoxicated-1st offense, and bail jumping for violating conditions of court ordered bail.  Moore was also cited for failure to maintain control of vehicle, non-registration of a vehicle, and open intoxicants in a vehicle.  Moore was confined in the Green County jail pending further proceedings.  The vehicle sustained moderate damages and was towed from the scene.

On July 28, 2015, at 10:39 AM, officers arrested Kristine R. Johnson (23), Belleville, in the 500 block of 22nd Avenue on an outstanding felony warrant for dangerous drugs issued by the Stephenson County, IL Sheriff’s Office.  Johnson was confined in the Green County jail pending extradition proceedings.

On July 25, 2015, at 1:09 AM, officers were dispatched to a report of a fight in progress in the 1300 block of 17th Street.  Upon arrival, officers found a large disturbance, and subsequently arrested Susan M. Broderick-Buell (27), Monroe on charges of disorderly conduct and substantial battery, after Broderick-Buell was alleged to have struck another person with a bottle.  A 22 year old Oregon, WI female sustained minor injuries requiring medical treatment, and was transported to the Monroe Clinic Hospital by EMS.  In the same incident, Kevin W. Haffele (26), Monroe, was arrested and charged with disorderly conduct and obstructing/resisting an officer.  Haffele allegedly tried to flee from an officer attempting to detain Haffele while investigating the fight call.  Haffele was later released after posting cash bail.

 

UPDATE TO HOMICIDE AND OFFICER INVOLVED SHOOTING IN MONROE

 

On July 22, 2015, at 7:15 PM, Monroe Police were called to a trailer at 702 17th Street in Monroe for a homicide.  Officers found that a 40 year old Hispanic male from Monroe was fatally shot.  A 32 year old Hispanic male had been seriously wounded by gunfire.  A suspect was identified and a description given.  At 7:36 PM, a call was received of a man covered by blood carrying a handgun being seen near 1007 12th Street, about 7 blocks from the homicide scene.

 

Monroe officers and Green County Sheriff deputies responded to the location, and located a man at this location, who besides matching the description from this call, also matched the description from the homicide call.  The man was confronted by deputies and ordered to drop the handgun.  The man pointed the handgun at the deputies, and deputies opened fire, hitting the man.  The man was taken by EMS to the Monroe Clinic Hospital, and pronounced dead.  The man, a 25 year old Hispanic male, was also from Monroe.

 

As is standard protocol, the Wisconsin Department of Justice, Division of Criminal Investigation was contacted and responded to investigate the officer involved shooting.   That investigation continues.

 

The homicide that began the incidents remains under investigation by Monroe Police, who are being assisted by agents from the Wisconsin Department of Justice and the Wisconsin Crime Lab.

 

Some persons were displaced during the initial parts of the investigation, and some were given hotel rooms.  At this time, those persons have all been allowed back to the crime scene at 1007 12th Street, which has been released.  The crime scene at 702 17th Street is still being isolated, but no residents are displaced at this location.

HOMICIDE AND OFFICER INVOLVED SHOOTING IN MONROE

 

On July 22, 2015, at 7:15 PM, Monroe Police were called to a trailer at 720 17th Street on Monroe’s near west side for a report of two people being shot.  The first officers on the scene found two Hispanic males shot in a trailer at that location.  One male was believed shot fatally, which was later confirmed, the other seriously wounded.  The wounded male was taken to the Monroe Clinic Hospital.  The person who had done the shooting was described as also a Hispanic male, who fled on foot from the scene.

 

Monroe officers, assisted by Green County Sheriff deputies, began a search for the shooting suspect.  At 7:36 PM, a call was received by the Monroe PD reporting that a male covered in blood and carrying a handgun was seen near a residence at 1007 12th Street, located about 8 blocks from the first shooting.

 

Several officers arrived at that location and spotted the person, who was a Hispanic male, matching the description of the man wanted from the earlier incident.  Officers confronted the man, who was carrying a handgun.  The man was told to drop the handgun, but instead pointed it at officers.

 

Multiple shots were fired by Green County Sheriff deputies, who were the first to confront the man, and the man was hit by the shots fired.  The officers on the scene gave first aid to the man, and EMS was summoned.  The man was transported to the Monroe Clinic Hospital, and was later pronounced dead.

 

As is standard protocol, the Wisconsin Department of Justice, Division of Criminal Investigation was contacted and responded to investigate the officer involved shooting.  The Green County Sheriff’s Office will be following their standard procedures for the involved deputies.

 

Initial investigation indicates that all of the men were apparently acquainted with each other, and the shooting may have stemmed from an argument.  The incidents remain under investigation by Monroe Police, assisted by DOJ agents and the Wisconsin Crime Lab.  There is no further danger to the public.

On July 21, 2015, at 2:30 AM, officers were dispatched to a disturbance in the 600 block of 30th Street.  As a result, Joseph R. Berger Jr. (40), Monroe, was arrested on a charge of bail jumping due to a violation of non-alcohol conditions.  Berger was confined in the Green County jail pending further proceedings.

On July 19, 2015, at 12:14 AM, officers arrested Dennis E. Carpenter (22), Gratiot, in the 1300 block of 17th Street on an outstanding warrant from the Green County Sheriff’s Office for unpaid child support and bail jumping.  Carpenter was confined in the Green County jail pending further proceedings.

 

On July 19, 2015, at 4:23 PM, officers arrested Brandy A. Busjahn (33), Mt. Horeb, in the 1600 block of 8th Street on an outstanding warrant from the Iowa County Sheriff’s Office for issuance of worthless checks.  Busjahn was confined in the Green County jail pending further action.

On July 18, 2015, at 3:22 AM, officers arrested Kaleb S. Ellis (24), Troy, IL, following a traffic stop in the 1000 block of STH 69.  Ellis was charged with an unsafe lane deviation, operating a motor vehicle while intoxicated and open intoxicants in a motor vehicle.  Ellis was confined in the Green County jail pending further action.

On July 17, 2015, at 5:54 PM, officers arrested Brooke L. Nipple (23), Argyle, following an investigation into a motor vehicle crash in the 1200 block of 19th Street, where a vehicle backed into a parked vehicle and left the scene.  There were minor damages to the vehicles.  Nipple was charged with hit and run, unsafe backing, and operating a motor vehicle while intoxicated.  Nipple was released to a responsible person pending a court appearance.

 

On July 17, 2015, at 11:56 PM, officers arrested Jessie L. Hanson (34), Monroe, following a domestic dispute in the 2600 block of 8th Avenue.  Hanson was charged with battery and disorderly conduct under Wisconsin’s Domestic Abuse Law, and was confined to the Green County jail pending further proceedings.  There were minor injuries to a 62 year old Monroe male during the incident, who declined medical attention.

On July 16, 2015, at 6:06 PM, officers were dispatched to the 500 block of 20th Avenue for a motor vehicle crash with no injuries.  Investigation indicates that a vehicle operated by Jessie L. Hanson (34), Monroe, collided with a legally parked vehicle.  Hanson was cited for operating a motor vehicle after suspension and inattentive driving, and was released pending a court appearance.

 

On July 16, 2015, at 6:18 PM, officers arrested Jenifer L. Kitelinger (32), Monroe, in the 1000 block of 17th Street following an investigation into a domestic dispute.   Kitelinger was charged with disorderly conduct under Wisconsin’s Domestic Abuse Law, and was later released after posting a cash bond, pending a court appearance.

On July 14, 2015, at 1:59 AM, officers arrested Samantha J, Guinter (24), Albany, following an incident in the 2000 block of 4th Street, where Monroe officers were requested to assist an Albany Police officer with a combative person.  During the incident, Guinter allegedly kicked an officer in the face causing a minor injury.  Guinter was charged with disorderly conduct, resisting arrest and battery to a police officer.  Guinter was confined in the Green County jail pending further proceedings.

 

On July 14, 2015, at 3:17 PM, officers arrested Cody A. Young (22), Argyle, at a residence in the 2000 block of Haven Lane on an outstanding warrant issued by the Wisconsin Department of Corrections.  Young was confined in the Green County jail pending further proceedings.

 

On July 14, 2015, at 11:01 PM, officers arrested Linda A. Kuoppala (38), Monroe, in the 1600 block of 11th Street following an investigation into a complaint about a person causing a disturbance and breaking a bottle in the street.  Kuoppala was cited for disorderly conduct and littering, and was released pending a court appearance.

 

On July 13, 2015, at 8:11 AM, officers arrested Michale A. Cook (52), Monroe, at 21st Street and 4th Avenue West on an arrest warrant from the Monroe Police Department for failure to pay fine.  Cook was confined in the Green County jail pending further proceedings.

On July 12, 2015, officers arrested Cecilia Zepeda in the 2200 block of 11th Street on a warrant issued by the Wisconsin Department of Corrections.  Zepeda was confined in the Green County jail pending further action.

On July 10, 2015, at 1:58 AM, officers arrested Randall J. Marks (41), Monroe, following a traffic stop in the 300 block of 8th Street.  Marks was charged with operating a motor vehicle after revocation and bail jumping, and was confined in the Green County jail pending a court appearance.

 

On July 10, 2015, at 7:07 PM, officers were dispatched to a two vehicle crash at STH 69 and 2nd Street with injuries.  Initial investigation indicated that a vehicle operated by Ruth Schrade (82), Monroe, collided with a vehicle operated by a 20 year old Freeport, IL female.  Both drivers were transported by EMS to the hospital for non-life threatening injuries.  There were moderate vehicle damages.  Schrade was cited for failure to yield right of way from a stop sign, causing injury.

On July 9, 2015, at 8:37 PM, officers were called to the Monroe Clinic Hospital emergency room to assist the Monticello Police Department with a person in their custody that was combative with one of their officers, while a medical clearance for jail incarceration was being obtained.  Annabelle B. Canady (50), Monticello, was charged by Monroe officers with disorderly conduct due to the disturbance in the facility, resisting officers, and with battery to the Monticello Police officer.  The officer sustained minor injuries.  Canady also faces the original charges by the Monticello Police Department, as well as other additional charges.  Canady was confined in the Green County jail pending a court appearance.

On July 7, 2015, at 11:21 PM, officers arrested Brandon A. Field (21), Monroe, following a 911 call to a residence in the 2100 block of 13th Street.  Field was charged with disorderly conduct under Wisconsin’s Domestic Abuse laws, and was confined in the Green County jail.

On July 6, 2015, at 4:45 PM, officers arrested Tyler P. McCabe (27), Monroe, following a traffic stop in the 800 block of 19th Avenue.  McCabe was arrested on a warrant issued by the Monroe Police Department and was also charged with operating a motor vehicle after revocation.   McCabe was confined in the Green County jail pending a court appearance.  A passenger in the vehicle, Jillian A. Gowen (28), Browntown, was also arrested on a probation apprehension request issued by the Wisconsin Department of Corrections, and confined in the Green County jail pending further proceedings.

On July 5, 2015, officers arrested Jeffrey W. Walters (56), Monroe, in the 1600 block of 11th Street on a Green County Sheriff’s office warrant for failure to pay child support.  Walters was confined in the Green County jail.

 

On July 4, 2015, at 2:51 AM, officers were called to a moped crash in the 2100 block of 12th Street.  Investigation revealed that a moped operated by Mackenzie John Bunker (22), Monroe, lost control of the moped he was operating and crashed.  Bunker was injured and transported to the hospital.  Bunker was cited for operating a motor vehicle while intoxicated-2nd offense, operating after revocation and failure to maintain control of a motor vehicle.  Bunker was released to a responsible party pending a court appearance.

On June 27, 2015, at 4:43 AM, officers arrested Garrett A. Wyss (24), Monroe, following a complaint about a vehicle being operating without the consent of the owner in the 800 block of 11th Street.  Wyss was charged with operating a motor vehicle while intoxicated, and with operating a motor vehicle without the owner’s consent.  The vehicle was recovered parked in that location with no damages.  Wyss was released pending a court appearance.

On June 26, 2015, at 3:50 PM, officers were dispatched to a motor vehicle crash with minor injuries at 9th Avenue and 16th Street.  A vehicle operated by David M. Bance (26), Monroe, collided with a vehicle operated by a 34 year old Winslow, IL male.  Bance sustained minor injuries and declined medical treatment.  There were moderate vehicle damages.  Bance was cited for failure to yield right of way.

 

On June 26, 2015, at 11:23 PM, officers arrested Rhandee H. Wenger (22), Browntown, after a traffic stop at 13th Street and 16th Avenue.  Wenger was charged with operating a motor vehicle after suspension, operating with suspended vehicle registration, disorderly conduct, possession of drug paraphernalia and resisting arrest.  Wenger was confined in the Green County jail pending a court appearance.

On June 24, 2015, at 11:48 PM, officers arrested Nathan J. Schreck (27), Monroe, in the 1700 block of 30th Avenue on a warrant issued by the Monroe Police Department for failure to appear in court on a previous domestic abuse disorderly conduct charge.  Schreck was confined in the Green County jail.

On June 23, 2015, at 8:44 AM, officers arrested Justin D. Nyman (23), Monroe, following a domestic incident in the 1500 block of 11th Street.  Nyman was charged with disorderly conduct and battery under Wisconsin’s Domestic Violence Law, as well as a probation violation from the Wisconsin Department of Corrections.  Nyman was confined in the Green County jail.  A 21 year old Monroe female sustained minor injuries in the incident.

 

On June 23, 2015, at 6:34 PM, Joshua R. Wentz (27), Lancaster, was arrested in the 300 block of 8th Street, following a traffic stop, where Wentz was a passenger in the vehicle.  It was discovered that Wentz was wanted on a warrant from the Grant County Sheriff’s Office, and Wentz was arrested and confined in the Green County jail.

 

On June 23, 2015, at 8:04 PM, officers arrested Timothy M. Mau (40), Darlington, in the 500 block of West 21st Street on a probation warrant issued by the Wisconsin Department of Corrections, and a child abuse warrant issued by the Adams County Sheriff’s Office.  Mau was confined in the Green County jail.

On June 22, 2015, at 7:21 AM, officers were dispatched to a motor vehicle crash with no injuries in the 2500 block of 12th Street.  Investigation indicated that a vehicle operated by Sara J. Scace (26), Monroe, collided with a legally parked vehicle, causing moderate damage to both vehicles.  Scace was cited for unsafe backing and released pending a court appearance.

 

On June 22, 2015, at 4:11 PM, officers were dispatched to a motor vehicle crash with no injuries at 4th Avenue West and 10 ½ Street.  Investigation indicated that a vehicle operated by Nola J. Haldiman (64), Monroe, collided with a vehicle operated by a 20 year old Monroe male.  Haldiman was cited for failure to yield right of way from a stop sign, and was released pending a court appearance.

On June 20, 2015, at 7:50 PM, officers arrested Jose Alberto Garcia (35), Monroe, following a call to a fight at an apartment complex in the 300 block of 4th Street.  Alberto Garcia was charged with disorderly conduct and criminal trespass, and was confined in the Green County jail pending a court appearance.  The incident remains under investigation, and other charges could be pending.

On June 19, 2015, at 10:16 AM, officers arrested Charles D. Polus(60), Monroe, in the 1600 block of 19th Street, following a retail theft investigation.  Polus was charged with retail theft, and was released pending a court appearance.

On June 14, 2015, at 10:38 AM, officers arrested Steven L. Moon (51), Monroe, in the 1000 block of 5th Avenue subsequent to a warrant issued by the Green County Sheriff’s Office for outstanding child support.  Moon was also charged with obstructing an officer based on an attempt to conceal his identity.  Moon was confined in the Green County jail pending a court appearance.

 

On June 14, 2015, at 12:14 PM, officers arrested Danielle M. Valentino (25), Monroe, following an investigation into a domestic disturbance in the 1400 block of 21st Avenue.  Valentino was charged with disorderly conduct under Wisconsin’s domestic violence law, and was later released after posting bail, pending a court appearance.

On June 13, 2015, at 1:54 AM, officers arrested Gary T. Metz (30), Monroe, in the 1400 block of 17th Street, after Metz was observed violating court ordered conditions of bail prohibiting being in licensed alcohol premises and consuming alcohol.  Metz was charged with bail jumping, and was later released after posting a cash bail, pending a court appearance.

 

On June 13, 2015, at 8:24 AM, officers arrested Chelsea R. Knell (25), Monroe, after a traffic stop in the 2100 block of 11th Street.  Knell was cited for operating a motor vehicle while suspended.  During the stop, a K-9 alerted on the vehicle, and subsequent to a search of the vehicle drug paraphernalia was located.  Knell was charged with possession of drug paraphernalia, and violating conditions of probation.  Knell was confined in the Green County jail pending a court appearance.

 

On June 13, 2015, at 11:17 PM, officers arrested Jeramy J. Calow (32), Monroe, in the 1900 block of 11th Street, on an arrest warrant issued by the Monroe Police Department for operating a motor vehicle while intoxicated.  Calow was confined in the Green County jail pending a court appearance.

On June 10, 2015, Monroe Police began an investigation into reports that counterfeit twenty dollar ($20.00) bills of US Currency have been passed in at least two locations in Monroe, apparently during the evening hours of June 9, 2015.

A person of interest is being sought, described as a white male, 30’s, with dark hair and facial stubble.  The person was last seen wearing a blue sleeveless shirt.

A possible vehicle involved is a gray or silver Chevrolet S-10 pickup truck, with a black tonneau cover on the back.

On June 10, 2015, at 11:10 AM, officers were dispatched to a motor vehicle crash at 8th Street and 3rd Avenue with no injuries.  Initial investigation indicates that a vehicle operated by Tess E. Zettle (22), Juda, collided with a vehicle operated by a 75 year old Scales Mound, IL, female.  Both vehicle sustained moderate damages.  Zettle was cited for failure to yield right of way while making a left turn, and was released pending a court appearance.

On June 8, 2015, at 9:57 AM, officers arrested Thomas C. Smith (63), Monroe, in the 2700 block of 8 ½ Street, on warrants issued by the Monroe Police Department and Green County Sheriff’s Office.  Smith was confined in the Green County jail.

On June 7, 2015, at 5:28 PM, following a traffic stop in the 2200 block of 8th Avenue, officers arrested Connar S. Koch (19), Monroe.  Koch was cited with unreasonable and imprudent speed, and failure to wear seatbelt.  After a K-9 alerted to his vehicle, Koch was also charged with two counts of felony possession of marijuana, four counts of possession of drug paraphernalia and one count of felony bail jumping for violation of court ordered bond conditions..  Koch was confined in the Green County jail pending a court appearance.

 

On June 7, 2015, at 5:58 PM, officers arrested Amy M. Maaske (36), Monroe, for disorderly conduct and battery under Wisconsin’s Domestic Violence Laws, following a domestic disturbance call in the 2400 block of 10th Avenue.  Maaske was released after posting the required bail pending a court appearance.

On June 5, 2015, at 4:40 PM, officers arrested Nancy L. Pfaff (47), Monroe, following a traffic stop in the 1500 block of 23rd Avenue, on a warrant issued by the Monroe Police Department for failure to appear in court on a previous operating after revocation charge.  Pfaff was confined in the Green County jail pending a court appearance.

 

On June 5, 2015, at 5:56 PM, officers arrested Randall S. Zuber (37), Monroe, in the 2400 block of 4th Street, on a warrant issued by the Wisconsin Department of Corrections.  Zuber was confined in the Green County jail.

On June 4, 2015, at 3:08 PM, officers took a 15 year old Monroe female and a 16 year old Monroe male into custody following a shoplifting complaint at a business in the 400 block of West 8th Street.  Both were cited for retail theft and released pending a court appearance.

 

On June 4, at 10:16 PM, officers were called to a two vehicle crash with no injuries at 15th Avenue and 11th Street.  Initial investigation indicates that a vehicle operated by Troy L. Ludwig (51), Monroe, collided with a vehicle operated by a 19 year old Monroe male.  There was moderate to severe damage to both vehicles.  Ludgwig was cited for failure to yield right of way from a stop sign.

 

On June 1, 2015, at 8:00 PM, officers cited two individuals in the 400 block of West 8th Street following a retail theft investigation.  Brandi L. Schroeder (19), Monticello, and Bronwyn E. Dziak (18), Evansville were both cited for retail theft and released pending a court appearance.

 

On June 1, 2015, at 10:08 PM, officers arrested Ricky T. Olson (19), New Glarus, following an investigation into an altercation in the 2200 block of 11th Street.  Olson was charged with disorderly conduct and felony bail jumping due to violating court ordered bail conditions prohibiting contact with a specific individual.  Olson was confined in the Green County jail.

On May 31, 2015, at 3:23 AM, officers arrested Ryan L. Bergemann (39), Monroe, in the 2700 block of 6th Avenue, on a warrant from the Brodhead Police Department for disorderly conduct.  Bergemann was confined in the Green County jail.

 

On May 31, 2015, at 11:24 PM, officers investigating a report of a theft at a residence in the 2400 block of 2nd Street cited several individuals for underage possession or consumption of alcohol.  Tyler J. Williams (18), Monroe, and Terri J. Holmes (18), Monroe, were cited for underage consumption-2nd offense.  Ryan L. Sandlin (18), Monroe, and Ethan J. Kramer (20), Monroe, were cited for underage consumption-1st offense.  All were released pending court appearances.

On May 30, 2015, at 4:37 AM, officers arrested Ryan J. Brooten (26), Rice Lake, for operating a motor vehicle while intoxicated-2nd offense and driving the wrong way on a one-way street, following a traffic stop in the 1100 block of 17th Avenue.  Brooten was released to a responsible person pending a court appearance.

On May 29, 2015, at 4:34 PM, officers were dispatched to a motor vehicle crash with minor reported injuries at STH 69 and 8th Street.  Initial investigation indicated that a vehicle operated by Amber F. Cobb (29), Orangeville, IL, was southbound and collided with the rear of a vehicle operated by a 44 year old Monroe female, which was stopped waiting to make a turn.  All of the occupants of the stopped vehicle reported minor injuries, but did not seek immediate medical treatment.  There were moderate vehicle damages.  Amber Cobb was cited for inattentive driving and released pending a court appearance.

 

On May 29, 2015, at 9:14 PM, officers arrested Kendra L. Bunnell (21), Browntown, for operating a motor vehicle while intoxicated-2nd offense, and with a penalty enhancer of having a passenger under 16, following a traffic stop in the 2000 block of 14th Street.  Bunnell was also cited with operating after an OWI related revocation, operating without headlamps lighted and also possession of marijuana.  Bunnell was released to a responsible person pending a court appearance.

On May 28, 2015, at 2:30 PM, officers arrested Sarah Jean Roesslein (37), Monroe, in the 400 block of West 21st Street on a warrant issued by the Green County District Attorney, charging Roesslein with two counts of delivering methylphenidate, a schedule II stimulant, and one count of delivering amphetamine.  The warrant culminates a multiple month long investigation into illegal drug sales by agents of the State Line Area Narcotics Team (SLANT).  Roesslein was confined in the Green County jail pending a court appearance.

On May 26, 2015, at 7:02 PM, officers arrested Nicholas A. Pieper (30), Monroe, in the 1700 block of 14th Avenue on a felony warrant issued by the Freeport, IL Police Department.  Pieper was confined in the Green County jail pending further court action.

On May 24, 2015, at 12:50 PM, officers investigated a report of a gas drive off, valued at $53.00, in the 2900 block of 13th Street.  The incident remains under investigation.

 

On May 24, 2015, at 8:25 PM, officers were dispatched to the 1300 block of 17th Street on the report of a motor vehicle versus a pedestrian accident.  Initial investigation indicates that a vehicle operated by Larry R. Sommers (63), Monroe, struck a pedestrian, Steven R. Stettler (60), Brodhead, who was crossing the street mid-block.  Stettler sustained injuries and was transported to the Monroe Clinic Hospital by EMS.  Sommers was arrested and charged with causing injury by intoxicated use of a motor vehicle, and was later released pending a court appearance after posting a cash bond.

On May 22, 2015, at 12:21 AM, officers arrested Edward D. Hille (20), Monroe, in the 900 block of 12th Avenue in conjunction with a stop for a traffic offense.  Hille was cited for possession of marijuana and possession of drug paraphernalia.  A passenger in the vehicle, Ty C. Danielson (20), Fond du Lac, was also cited for possession of marijuana and possession of drug paraphernalia.  Both were released pending a court appearance.

 

On May 22, 2015, at 6:53 PM, Police arrested Sheryl A. Vincent (49), Monroe, after a traffic stop in the 500 block of 22nd Avenue.  Vincent was charged with operating a motor vehicle while intoxicated-4th offense.  Vincent posted the required bond and was released to a responsible person pending a court appearance.

On May 21, 2015, at 8:10 AM, officers charged Michael A. Chase (25), Monroe, with bail jumping after an investigation into a complaint that Chase had contact with a person that Chase was prohibited by court ordered conditions of bond to have contact with in the 1600 block of 9th Street.  Chase was released pending a court appearance.

RESIDENTS NOT TO MOW OR DEPOSIT GRASS CLIPPINGS IN STREET

 

The Monroe Police Department is reminding residents that it is unlawful to blow or mow grass clippings or other materials into the street, and not clean them up.  This material ends up in the gutter and eventually into storm sewers.  This can cause the sewers to be blocked.  City Code 11-1-10 prohibits this activity, and violation could result in not only a citation but also could result in the Department of Public Works cleaning up the material and billing the person responsible, in addition to a citation.

 

With the yard maintenance season now upon us, a little effort to avoid grass clippings being blown into the street can go a long way to avoiding other problems later.

 

On May 17, 2015, at 1:34 AM, officers arrested Tina M. Hull (30), Monroe, as a result of a traffic stop in the 1300 block of 16th Street.  Hull was charged with bail jumping after officers discovered Hull had violated court ordered bond conditions prohibiting the use of alcohol.  Hull was confined in the Green County jail pending a court appearance.

 

On May 17, 2015, at 2:01 AM, officers arrested Mikael A. Gillen (21), Stockton, IL, as the result of a disturbance in the 1300 block of 17th Street.  Gillen was charged with disorderly conduct and confined in the Green County jail pending a court appearance.

 

On May 17, 2015, at 10:58 PM, officers were dispatched to a criminal damage to property complaint in the 1900 block of 9th Street.  Investigation indicates that the rear window of a vehicle traveling on 9th Street was broken out, apparently by a BB gun.  Officers are currently working on leads and the case remains under investigation.

On May 16, 2015, at 9:17 AM, officers arrested Matthew J. Teasdale (41), Monroe, as the result of a domestic disturbance in the 2100 block of 16th Avenue.  Teasdale was charged with disorderly conduct and battery under Wisconsin’s Domestic Abuse law, and was later released after posting a cash bond.  A 44 year old Monroe female reported an injury but did not request medical treatment.

On May 15, 2015, at 2:53 PM, officers were dispatched to a single car crash with no injuries in the 100 block of North 18th Avenue.  A vehicle operated by Larissa B. Humphrey (25), Monroe, collided with a vehicle operated by a 57 year old Monroe female.  Humphrey was cited for failure to yield right of way.

On May 12, 2015, at 2:32 PM, officers arrested Justin D. Nyman (23), Monroe, in the 100 block of North 18th Avenue, after it was discovered during a traffic stop that Nyman was wanted on a Wisconsin Department of Corrections warrant.  Nyman was confined in the Green County jail.

On May 12, 2015, at 2:32 PM, officers were dispatched to the Monroe High School, in the 1600 block of 26th Street on the report of a physical altercation between two fifteen (15) year old female students.  School authorities had controlled the disturbance prior to the arrival of the officers.  Officers took a fifteen (15) year old female into physical custody, charging the juvenile with disorderly conduct and battery.  The juvenile was later released to a parent and referred to juvenile authorities.  The other student sustained minor injuries and was taken for medical treatment by a parent.

On May 10, 2015, at 3:44 AM, an officer on patrol checking suspicious persons in the 1000 block of 15th Avenue cited two individuals.  Tyler J. Williams (18), Monroe, was cited for underage consumption of alcohol and released pending a court appearance.  Bryce W. Harmon (17), Monroe, was cited for possession of drug paraphernalia and released pending a court appearance.  A third person was released without charges.

On May 9, 2015, at 3:16 AM, officers cited a 16 year old Monroe female for underage consumption of alcohol following a traffic stop in the 600 block of 21st Street, on a vehicle involved in a complaint.  The female was released to a responsible party pending a court appearance.

 

On May 9, 2015, at 6:10 AM, officers arrested Saisamorn A. Luangaram (18), Monroe, at a residence in the 2600 block of 8th Avenue, on an arrest warrant from the Rock County Sheriff’s Office for failure to pay a fine.  Luangaram was confined in the Green County jail.

 

On May 9, 2015, at 3:09 PM, officers were dispatched to a retail theft complaint at a business in the 400 block of West 8th Street.  Richard A. Johnson (38), Albany, was cited for retail theft and released pending a court appearance.  DVDs valued at approximately $80.00 were taken and recovered nearby.

On May 7, 2015, at 7:13 AM, officers were dispatched to a motor vehicle crash involving a motor vehicle and a pedestrian at 12th Street and 17th Avenue.  Initial investigation indicated that a vehicle operated by a 33 year old Monroe female collided with a 74 year old Monroe female who was crossing the street in the crosswalk.  The pedestrian sustained non-life threatening injuries and was transported to the Monroe Clinic Hospital by EMS.  The incident remains under investigation.

On May 4, 2015, at 5.29 AM, officers arrested Anthony R. Floerke  (22), Monroe, as the result of an investigation into a disturbance in the 500 block of 21st Street.  Floerke was charged with disorderly conduct, and was released pending a court appearance.

 

On May 4, 2015, a bicycle was found near 12th Street and 13th Avenue, and may be identified and claimed at the Police Department.

 

On May 4, 2015, a lunch tote found in Recreation Park may be identified and claimed at the Police Department.

On May 4, 2015, the Monroe Police Department provided a notice to the community of a registered sex offender being released.  Gary Gene Moffitt (68) was released from the Illinois Department of Corrections on April 30, 2015, after serving a 10 year sentence for the sexual assault of a 4 year old child.  Moffitt has served his entire sentence and will no longer be under supervision, other than reporting to the Sex Offender Registry.  Moffitt will be living at 1318 11th Street in Monroe.  The Police Department provided information and flyers to the neighborhood surrounding this residence, as well as to schools and the local media.  The notice is able to be provided to inform the community, not to further traumatize any victims, nor further punish the offender.

On May 2, 2015, at 11:56 PM, officers were called to a domestic disturbance in the 1700 block of 30th Avenue.  Nathan J. Schreck (27), Monroe, was arrested and charged with disorderly conduct under Wisconsin’s Domestic Abuse law.  Schreck later posted a cash bond and was released pending a court appearance.

On May 1, 2015, at 5.29 AM, officers were called to a single vehicle crash at West 8th Street and 6th Avenue West.  Investigation indicates that Shawn C. Schneider (35), Monroe, attempted to merge from West 8th Street on to 6th Avenue West, and lost control of the vehicle.  As a result, the vehicle overturned, causing severe damage.  Schneider reported minor injuries, and the vehicle was towed.  Schneider was cited for failure to maintain control of a motor vehicle, and was released pending a court appearance.

 

On May 1, 2015, at 9:39 PM, officers arrested Diane L. Albright (54), Monroe, following a traffic stop in the 2200 block of 15th Street.  Albright was charged with operating a motor vehicle while intoxicated-1st offense, and was released to a responsible party pending a court appearance.

 

On May 1, 2015, at 11:21 PM, officers arrested Lauren M. Isely (25), Waunakee, following a traffic stop in the 1200 block of 15th Street.  Isely was charged with operating a motor vehicle while intoxicated-1st offense, operating a motor vehicle with expired registration and an open container in a motor vehicle.  Isely was released to a responsible party pending a court appearance.

On April 28, 2015, at 10:46 PM, officers arrested Scott K. Wright (54), Monroe, in the 1200 block of 9th Street after being called to a domestic disturbance.  Wright was charged with bail jumping after officers observed that he had violated court ordered bail conditions by consuming alcohol.  Wright was confined in the Green County jail pending a court appearance.

On April 28, 2015, the Monroe Police Department completed an investigation into a complaint that one of their officers had parked a marked squad car in a handicapped parking stall at a local convenience store.  The squad car parked in the handicapped stall was photographed by a citizen, and the photo was posted on the social media site, Facebook.  Based on the Facebook posting, the Police Department and City Hall also received phone complaints.  The Police Department’s investigation has found that the officer in this instance was in the store following up on a call, but parking in the handicapped stall was contrary to policy.  The process has led to the officer that parked the squad car in the handicapped stall being reprimanded and also being issued a parking ticket for parking in a handicapped stall, the same parking ticket that would have been issued to anyone else that had parked in a handicapped stall without handicapped status.

On April 28, 2015, at 10:46 PM, officers arrested Heather L. Gower (23), Monroe, and Matthew P. Baumgartner (23), Monroe, in a residential parking lot in the 1000 block of 4th Avenue West.  Officers had been called to a disturbance at this location, and detected suspected controlled substances while talking to persons in a parked vehicle.  Baumgartner was charged with felony second offense possession of marijuana and possession of drug paraphernalia, and was confined in the Green County jail.  Gower was cited for possession of marijuana and possession of drug paraphernalia, and was released pending a court appearance.  A small amount of marijuana and a smoking device were seized.

On April 26, 2015, at 12:55 AM, officers arrested Steven A. Johnson (45), Monroe, in the 1900 block of 10th Avenue for bail jumping, after Johnson was observed by officers violating court ordered bond conditions.  Johnson was confined in the Green County jail pending a court appearance.

On April 23, 2015, at 6:25 AM, officers arrested Jason T. Hurd (26), Monroe, after a traffic stop in the 2900 block of 13th Street.  Hurd was cited for operating a motor vehicle after revocation, and was also arrested for bail jumping due to violating court ordered conditions of bail prohibiting driving without a valid driver’s license.  Hurd was confined in the Green County jail.

On April 21, 2015, at 3:53 PM, officers responded to a motor vehicle crash with no injuries at 8th Avenue and 21st Street.  Initial investigation indicates that a vehicle operated by Linda A. Helland (59), Monroe, collided with a vehicle operated by Matthew A. Torkelson-Boeck (17), Monroe.  The Helland vehicle sustained major damages and was towed.  The Torkelson-Boeck vehicle sustained moderate damages.  The crash remains under investigation and citations are pending.

Due to numerous complaints about speeding, and traffic accidents, the Monroe Police Department will be concentrating on speed enforcement in certain areas of the City of Monroe for the next few weeks.  Six areas have been identified:

6th Avenue West from West 8th Street north to STH 11

8th Street from STH 69 west to 6th Avenue West

15th Avenue from 21st Street south to the Monroe High School

17th Street from 13th Avenue west to STH 69

6th Street from 22nd Avenue east to STH 11/81

Monroe officers will be working concentrated enforcement patrols in these areas, using radar and laser devices.  Those motorists who travel in these areas are encouraged to follow the speed limits or risk citations.

On April 20, 2015, at 3:40 PM, officers responded to a motor vehicle crash with no injuries at STH 69 and 21st Street.  Investigation indicates that a vehicle operated by Diane M. Belk (62), Freeport, IL, collided with a vehicle operated by a 65 year old Browntown female.  Belk was cited for failure to yield right of way.  There were moderate vehicle damages.

 

On April 20, 2015, at 3:55 PM, officers responded to a motor vehicle crash with no injuries in the 400 block of 8th Street.  Investigation indicates that a vehicle operated by Donna M. Anderson (79), Argyle, collided with a vehicle operated by a 31 year old Monroe female.  Both vehicles sustained moderate damages.  Anderson was cited for an improper right turn.

 

On April 20, 2015, at 11:20 PM, officers arrested Alisa E. Ableman (29), Monroe, after a traffic stop in the 400 block of 8th Street.  Ableman was charged with operating a motor vehicle while suspended and possession of drug paraphernalia, and was released pending a court appearance.  A passenger in Ableman’s vehicle, Kelsey A. Wuethrich (24), Monroe, was arrested for possession of marijuana, and possession of drug paraphernalia.  Wuethrich was also charged with bail jumping when it was found that she was on bail from another case.  Wuethrich was confined in the Green County jail pending a court appearance.

 

A ring was found in the 1300 block of 17th Street.  The owner may identify and claim the ring at the Monroe Police Department.

 

On April 19, 2015, at 1:19 AM, officers arrested Lori M. Scott (41), Monroe, after a traffic stop in the 600 block of STH 69.  Scott was charged with operating a motor vehicle while intoxicated-3rd offense, possession of marijuana and possession of drug paraphernalia.  Scott posted a cash bond and was released pending a court appearance.

 

On April 19, 2015, at 2:05 AM, officers arrested George D. Mosley (27), Monroe, in the 2300 block of 5th Avenue as a result of the investigation of a domestic dispute.  Mosley was charged with battery and disorderly conduct under Wisconsin’s Domestic Violence Law, and also bail jumping based on violating court ordered bail conditions from a separate case.  Mosley was confined in the Green County jail pending a court appearance.

On April 18, 2015, at 2:27 AM, officers arrested Jamie C. Barreau (33), Monroe, in the 600 block of 19th Avenue, after Barreau was observed by an officer violating conditions of court ordered bail.  Barreau was charged with bail jumping, and was later released for a future court appearance after posting a cash bond.

On April 16, 2015, at 11:37 PM, officers arrested Garrett J. Haffele (28), Monroe, in the 1800 block of 10th Street after an officer observed Haffele violating conditions of bail prohibiting the use of alcohol or being in taverns.  Haffele was charged with bail jumping and was confined in the Green County jail.

 

On April 15, 2015, at 6:37 PM, officers were called to a motor vehicle crash with injuries at 8th Street and 1st Avenue.  Investigation revealed that the driver of one vehicle, Ryan L. Sandlin (18), Monroe, rear-ended a second vehicle.  Sandlin was cited for inattentive driving, and released pending a court appearance.  The injured party refused medical treatment and transport at the scene.  Sandlin’s vehicle sustained heavy damage and was towed.  The second vehicle sustained moderate damage and was removed by private party.

On April 14, 2015, at 7:03 PM, officers were called to investigate a disturbance at a residence in the 900 block of 11th Street.  While investigating the other matter, officers arrested Nathan R. M. Sweet (22), Monroe, on a warrant issued by the Wisconsin Department of Corrections.  Sweet was confined in the Green County jail.

On April 13, 2015, at 5:21 PM, officers were called to a physical altercation at a residence in the 1800 block of 27th Street.  Investigation resulted in the arrest of Ricky T. Olson (19), New Glarus, for two (2) counts of physical abuse to a child, two (2) counts of substantial battery, and one count of disorderly conduct.  Olson was confined in the Green County jail pending a court appearance.

 

On April 11, 2015, at 11:53 AM, officers were dispatched to a motor vehicle crash with no injuries at 16th Street and 21st Avenue.  Investigation indicates that a vehicle operated by Gary J. Hendrickson (610, Monroe, collided with a vehicle operated by a 56 year old Monroe female.  There were moderate vehicle damages.  Hendrickson was cited for failure to yield right of way from a stop sign.

On April 10, 2015, at 11:57 AM, officers investigating another matter in the 1000 block of 4th Avenue West, arrested McKenzie J. Greene (17), Freeport, IL, on an outstanding warrant for theft from the Rock County Sheriff’s Office.  Greene was confined in the Green County jail.

 

On April 10, 2015, at 5:51 PM, officers were dispatched to the 2600 block of 8th Street for a motor vehicle crash with no injuries.  Investigation indicates that a vehicle operated by Daniel J. Smiley (32), Monroe, collided with a legally parked vehicle.  Smiley was cited for operating a motor vehicle while suspended-3rd offense.  There was moderate vehicle damage.

On April 6, 2015, at 2:32 AM, officers arrested Nicholas D. Siegel (21), Monroe, on an outstanding warrant issued by the Wisconsin Department of Corrections, after an officer observed a person acting suspiciously in the rear yard of a residence.  Siegel was confined in the Green County jail.

 

On April 6, 2015, at 9:34 PM, officers arrested Chad C. Green (30), Monroe, after being called to a domestic disturbance in the 2000 block of 1st Street.  Green was charged with disorderly conduct and criminal damage to property under the Wisconsin Domestic Violence law.  Green later posted the required bond and was released pending a court appearance.

 

On April 5, 2015, at 1:02 AM, officers cited Jordan D. Halvorsen (19), Monroe, with underage consumption of alcohol, after being observed by officers in the 1400 block of 17th Street.  Halvorson was released to a responsible party pending a court appearance.

 

On April 5, 2015, at 2:32 AM, officers arrested Silverio Perez Berrios (33), Monroe, for operating a motor vehicle while intoxicated after a traffic stop at 17th Street and 11th Avenue.  Perez Berrios was released pending a court appearance.

 

On April 5, 2015, at 10:57 PM, officers arrested Michael A. Chase (25), Monroe, for disorderly conduct under the Wisconsin Domestic Violence law, following the investigation of a domestic disturbance in the 2700 block of 8 ½ Street.  Chase was confined in the Green County jail.

On April 4, 2015, at 12:23 AM, officers arrested Jace M. Johnsrud (21), Monroe, for operating a motor vehicle while intoxicated-2nd offense after a traffic stop in the 1700 block of 15th Avenue.  Johnsrud was also cited for operating with a prohibited alcohol concentration-2nd offense and improper stop at a stop sign, and was released pending a court appearance.

 

On April 4, 2015, at 1:16 AM, officers arrested Justin D. Nyman (23), Monroe , was arrested in the 1300 block of 17th Street on a probation and parole apprehension request.  Nyman was observed violating rules of probation.  Nyman was confined in the Green County jail.

 

On April 4, 2015, at 4:34 PM, officers arrested Randall S. Zuber (37), Monroe, in the 900 block of 9th Street, after an officer observed Zuber violating conditions of his court ordered bail.  Zuber was charged with five (5) counts of bail jumping, and was confined in the Green County jail.

 

On April 4, 2015, at 7:59 PM, officers arrested Matthew P. Vincent (57), Monroe, after investigating a 911 emergency call in the 2500 block of 10th Street.  Vincent was charged with disorderly conduct and battery under the Wisconsin Domestic Violence law, and was confined in the Green County jail.

COMPLAINTS REGARDING DOGS IN MONROE PARKS AND CLEANING UP AFTER YOUR PET ISSUES

 

The City of Monroe annually receives numerous complaints about persons being irresponsible about handling their pets in public.

 

These complaints often lead to regulation, and the City of Monroe does, in fact, have several ordinances about responsible pet handling, all brought about from irresponsible control of pets.

 

Monroe City Code prohibits dogs from being brought into all city parks at all times, with the exception of Forest Prairie Park, which is located near the airport.  The rest of the parks have the prohibition, whether the dog is on a leash or not.  There are signs at the entrances to the parks, or in prominent locations.  It is best to not bring your pet to the park.  Unfortunately, this ordinance was caused by persons not cleaning up after their pets, and because not everyone wants to share the space with other people’s pets.

 

Monroe City Code also requires all persons to clean up after their pets immediately when in public, or if on the property of another person without their permission.  So, when you walk your dog, you are required to clean up after the dog immediately.

 

When off your property, your dog must be on a leash or be immediately under your control.  Otherwise, the dog is at large.  If tied on your property, the dog should not be able to reach the public sidewalk, so as not to make contact with pedestrians.

 

These are just some reminders that hopefully, will help to avoid complaints, and citations starting at about $180.

On April 2, 2015, at 12:04 AM, officers arrested Skylar W. Gerke (24), Monroe, for operating a motor vehicle while intoxicated after a traffic stop in the 900 block of 16th Avenue.  Gerke was released pending a court appearance.

 

On April 2, 2015, at 5:32 AM, officers arrested Robin M. Bislew (58), Monroe, for operating a motor vehicle while intoxicated, after being called to a motor vehicle crash in the 1000 block of 21st Street, where a vehicle reportedly collided with a parked vehicle.  Bislew was also cited for hit and run to an unattended vehicle, failure to notify police of an accident, inattentive driving and open intoxicants in a vehicle.  Bislew was released pending a court appearance.

 

On April 2, 2015, at 11:16 AM, officers were dispatched to a motor vehicle crash with no injuries in the 1000 block of STH 69.  Investigation indicated that a vehicle operated by Kenneth E. Guse (62), Monroe, collided with a vehicle operated by a 70 year old Monroe female.  Both vehicles sustained moderate damage.  Guse was cited for an unsafe lane deviation, and was released pending a court appearance.

On April 2, 2015, at 8:00 AM, officers of the Monroe PD, along with agents from the State Line Area Narcotics Task Force, executed a search warrant at an apartment in the 300 block of 4th Avenue West.  A minor amount of marijuana and a large amount of drug paraphernalia were seized.  Officers arrested Kallee A. Nybroten (21), Monroe, and Adrian I. Ugalde-Chapman (20), Monroe, on charges of possession of marijuana and possession of drug paraphernalia.  Both were booked and released pending a court appearance.  Charges are also pending on a third person who was not present for the search warrant execution.  The State Line Area Narcotics Task Force consists of agents from the Monroe WI Police Department, Green County WI Sheriff’s Office, Freeport IL Police Department, Loves Park IL Police Department, Rockford IL Police Department, Ogle County IL Sheriff’s Office and the Illinois State Police.

On April 1, 2015, at 12:49 AM, officers arrested Jenifer L. Kitelinger (32), Monroe, Tarrah G. Drain (20), Monroe, and a 16 year old Monroe female, after being called to a disturbance at a residence in the 500 block of West 21st Street.  The door to the residence received minor damage and entry was made without permission of the resident.  Kitelinger was charged with criminal trespass to a dwelling and disorderly conduct.  Drain was charged with criminal trespass to a dwelling and underage drinking.  The 16 year old female was charged with criminal damage to property and criminal trespass to a dwelling.  Kitelinger and Drain were released pending a court appearance.  The 16 year old female was released to family and referred to juvenile authorities.

 

On April 1, 2015, at 7:04 PM, a damaged I-Pod device found in the 400 block of 14th Avenue was turned in to the Police Department, where it may be identified and claimed.

On March 28, 2015, at 2:20 AM, officer arrested Eric A. Erickson (35), Monroe, for operating a motor vehicle while intoxicated-3rd offense following a  traffic stop in the 900 block of 17th Street.  Erickson was confined in the Green County jail pending a court appearance.

 

On March 28, 2015, at 9:41 AM, officers placed a 16 year old Monroe female in physical custody following a disturbance in the 500 block of West 21st Street.  The juvenile was referred to juvenile authorities for a charge of disorderly conduct and was placed in secure detention in a juvenile holding facility pending further action.

On March 27, 2015, at 12:53 AM, officers arrested Mark A. Lang (27), Orangeville, IL, after a disturbance in a business in the 1300 block of 17th Street.  Lang was charged with disorderly conduct and bail jumping, and was confined in the Green County jail pending a court appearance.

 

On March 27, 2015, officers placed a 9 year old Monroe male in custody following a complaint about damages caused to a vehicle window in a parking lot in the 1300 block of 2nd Street.  The juvenile was referred to juvenile authorities on charges of criminal damage to property and disorderly conduct, and was released to a guardian.

On March 26, 2015, at 2:40 PM, officers were called to investigate a report of trespassing in a vacant property in the 1900 block of 13th Avenue.  Three 15 year old Monroe males were taken into custody and referred to juvenile authorities for trespassing charges.  All were released to parents pending further action.

On March 23, 2015, at 3:22 PM, officers were dispatched to a motor vehicle accident at 10th Avenue and 8th Street.  Investigation indicated that a vehicle operated by Emmanuel Luengas Roman (26), Monroe, collided with a vehicle operated by a 20 year old Brodhead female.  There were no injuries and moderate damages to both vehicles.  Luengas Roman was cited for failure to yield right of way from a stop sign.

On March 22, 2015, at 2:33 AM, officers arrested David L. Webb (22), Monroe, after a traffic stop in the 1000 block of 7th Avenue.  Webb was charged with operating a motor vehicle while intoxicated-2nd offense, and operating after revocation.  Webb was released to a responsible person pending a court appearance.

On March 19, 2015, at 5:38 PM, officers were called to a residence in the 2200 block of 1st Street to investigate a complaint.  During the investigation, officers made contact with an individual, who was determined to be wanted on an unrelated warrant.  Cody D. D. Sweet (26), Janesville, was arrested on the warrant issued by the Green County Sheriff’s Office for failure to pay a fine.  Sweet was confined in the Green County jail.

 

On March 19, 2015, at 9:24 PM, officers from Monroe Police, and agents from the State Line Area Narcotics Team (SLANT), executed a search warrant at a residence in the 2200 block of 1st Street.  The search warrant stemmed from an officer detecting the presence of illegal controlled substances in the residence while investigating an earlier unrelated complaint.  During the execution of the search warrant, suspected illegal controlled substances were located and seized.  Andrew J. Martin (34), Monroe, was arrested and charged with possession of marijuana, possession of cocaine, and possession of drug paraphernalia.  Alana M. Olson (29), Monroe, was also arrested and charged with possession of marijuana and possession of drug paraphernalia.  Martin and Olson were both confined in the Green County jail pending a court appearance.  The State Line Area Narcotics Team is a task force consisting of agents from the Illinois State Police, the Ogle County IL Sheriff’s Office, the Rockford, Freeport and Loves Park IL Police Departments, the Green County WI Sheriff’s Office and the Monroe WI Police Department.

On March 18, 2015, at 2:25 PM, officers were called to a single vehicle accident on 16th Avenue at 23rd Street, involving a vehicle striking a fire hydrant.  Dustin W. Smith (29), Browntown, was arrested for operating a motor vehicle while intoxicated.  Smith was also cited for open intoxicants in a motor vehicle, failure to maintain control of a vehicle and improper right turn, and was released to a responsible person pending a court appearance.  No injuries were reported, moderate vehicle damage, and moderate damage to the hydrant with no water being released.

 

On March 18, 2015, at 11:06 PM, Dale L. Robey (38), Monroe, was arrested in the 1900 block of 10th Avenue on three warrants from the Green and Dane County Sheriff’s Offices for failure to pay child support.  Robey was confined in the Green County jail.

On March 17, 2015, at 2:49 PM, officers arrested Megan K. Olson (17), Monroe, following a retail theft complaint in the 400 block of West 8th Street.  Approximately $75 in value of merchandise was taken and recovered.  Olson was cited and released pending a court appearance.

On March 15, 2015, officers arrested Michael L. Heidenriech (27), Monroe, in the 700 block of 12th Avenue, after officers were called to a disturbance.  Heidenreich was charged with battery, disorderly conduct, criminal damage to property and strangulation, and was confined in the Green County jail pending a court appearance.

On March 14, 2015, at 2:07 AM, officers arrested Jerome E. Bass Jr. (22), Beloit, in the 1300 block of 17th Street on an outstanding warrant issued by the Rock County Sheriff’s Office.  Bass was confined in the Green County jail, where he later posted bond and was released.

On March 13, 2015, at 2:53 PM, officers were dispatched to the 2000 block of 18th Avenue for a reported one vehicle accident.  Investigation resulted in Tyler J. Swedlund (17), Browntown, being cited for reckless driving after Swedlund caused an 11 year old juvenile to fall from the vehicle during a backing maneuver.  Minor injuries were sustained.

At 1:30 AM Justin C Segner (42) of Monroe was arrested for Operating a Motor Vehicle While Under the Influence in the 500 block of 18th Avenue following a traffic stop.  Segner was also cited for Operating with a Prohibited Alcohol Concentration and for not having illuminated taillights on a vehicle at night.     Segner was released with a mandatory court date.  

 

At 5:29 PM Officers responded to 25th Avenue and 2nd Street for a two vehicle traffic accident.   A vehicle driven by Karla A Vansmith (50) of Monroe Collided with a vehicle driven by a 23 year old male of Monroe.  Vansmith was cited for Failure to Yield the Right of Way from a Stop Sign.  Both vehicles sustained severe damage and one was towed from the scene.   Minor injuries were reported but medical attention was declined.   

 

At 1:01 PM officers arrested Trevor R Frie (24) of Monroe in the 700 block of 8th Street on a warrant issued by the Monroe Police Department for failing to appear on a previous possession of marijuana charge.  Frie was arrested without incident and jailed at the Green County Jail.   

At 1:56 AM Benjamin R Normington (29) of Monroe was stopped and cited for Operating a Motor Vehicle After Suspension and Non-Registered Vehicle in the 700 block of 17th Street.  Normington was also arrested and jailed on a hold issued by Probation & Parole.  

At 5:22 PM officers responded to W 8th Street and 6th Avenue W for a two vehicle accident with injuries.  Investigation of the accident resulted in one driver, Fernando J. Valdes (22) of Freeport, IL being cited for Operating Without a Valid Drivers License.  The other driver, Zachariah J. Staver (24) of Scales Mound, IL was arrested for Operating While Under the Influence - Causing Injury.  Staver was also cited for Failure to Yield the Right of Way from a stop sign.  Staver was released pending court.  Six individuals involved were treated at the scene by EMS and one was transported to a hospital.  

At 8:33 PM Officers stopped a vehicle in the 1900 block of 11th Street for operating without headlights or tail lights.   Patrick N Clairday (49) Monroe, was arrested and charged with Operating While Under the Influence of Intoxicants, Operating Without Required Lamps, Operating Without Insurance and Possession of Marijuana.  Clairday was released pending court.     

At 3:44 PM, Police were dispatched to the 200 block of 8th Street for a motor vehicle accident.   A vehicle operated by Aaron R. McDermott, (18) Browntown, collided with a vehicle operated by a 45 year old female from Davis IL.   McDermott was cited for following to close.  

On March 4, 2015, at 1:15 AM, officers arrested Tina M. Hull (30), Monroe, after a traffic stop in the 400 block of West 21st Street.  Hull was charged with operating a motor vehicle while intoxicated-2nd offense, and operating a motor vehicle after revocation.  Hull was released to a responsible person pending a court appearance.

On March 2, 2015, at 5:51 PM, officers arrested Kole A. Figi (20), Argyle, on an outstanding warrant issued by the Lafayette County Sheriff’s Office, after a stop in the 1300 block of 14th Avenue.  Figi was confined in the Green County jail.

On March 1, 2015, at 3:25 AM, officers, while conducting a traffic stop in the 800 block of 10th Avenue arrested Justin D. Kainz (23), Monroe, on charges of operating a motor vehicle while under the influence of intoxicants, possession of drug paraphernalia and a probation violation.  Kainz was confined in the Green County jail.

On February 28, 2015, at 1:23 AM, officers conducting a traffic stop arrested Randall S. Zuber (37), Monroe, in the 1500 block of 11th Street.  Zuber, a passenger in a vehicle being stopped, was charged with one count of resisting an officer after he fled from the vehicle and had to be captured, and three counts of bail jumping after it was determined Zuber was still on an active bail, one for the resisting charge, one for consuming intoxicants after being court ordered not to, and one for being in the presence of a person that Zuber was court ordered to stay away from.   Zuber was confined in the Green County jail.  The identified driver of the vehicle also fled, and charges are pending against them.

 

On February 28, 2015, at 2:07 AM, officers responded with a report of a vehicle stuck in snow on 22nd Avenue at Ridgeway Road.  The driver, Ashley R. Neuenschwander (18), Monroe, was arrested and cited for operating a motor vehicle while intoxicated, operating a motor vehicle with a prohibited alcohol concentration, failure to keep vehicle under control, operating a motor vehicle after suspension and underage drinking.  Neuenschwander was released pending a court appearance and the vehicle was towed from the scene.

On February 27, 2015, at 8:19 PM, officers responded to a vehicle stuck in snow on 13th Street at 31st Avenue.  Investigation resulted in the driver, Taja Y. Iwnow (33), Monroe, being arrested for operating a motor vehicle while under the influence of drugs, possession of drug paraphernalia and bail jumping.  Iwnow posted bond and was released with a court date.

A tool belt with tools was found and turned into the Police Department on February 16, 2015.  The owner can identify and claim the items at the Police Department.

On February 25, 2015, at 11:15 AM, officers arrested Alex J. Meives (30), Monroe, in the 1100 block of 16th Avenue on an apprehension request from the Wisconsin Department of Corrections.  Meives was confined in the Green County jail.

MONROE HOTELS CONTACTED BY TELEPHONE SCAMMERS

On February 21, 2015, at least two Monroe hotels were contacted via telephone by persons representing themselves as employees of the Water Department.  The callers told the hotel representatives that the hotel was in arrears on its water utility bill, and requested a credit card payment.

Neither of the hotels fell victim to the phone scam.

The Police Department wants to assure citizens and businesses that neither the local Water Utility, nor any other utility, would contact them by phone and ask for a credit card payment.  The normal practice would be to send a mailing first, advising the customer to contact the utility.

No one should ever give someone on the phone their credit card information, social security number, nor any other personally identifiable information, that they had not contacted first themselves.

 

On February 23, 2015, at 10:49 AM, officers cited Anthony B. Nicoletti (53), Monroe, for disorderly conduct as a result of an earlier incident in the 800 block of 13th Avenue.  Nicoletti  was released pending a court appearance.

On February 22, 2015, at 2:41 AM, officers arrested Philip D. Hoffman (30), Dakota, IL, in the 1600 block of 16th Street, after officers observed Hoffman violating conditions of bail.  Hoffman was charged with bail jumping, and was confined in the Green County jail.

On February 19, 2015, at 3:46 PM, officers arrested Seancody L. Anderson (20), Monroe, as the result of an investigation into a reported harassment incident in the 1400 block of 22nd Avenue, which occurred on February 18, 2015.  Anderson was charged with disorderly conduct, illegal use of computerized communication system and bail jumping, and was confined in the Green County jail.

On February 17, 2015, at 10:32 AM, officers were called to a two vehicle crash at 11th Street and 20th Avenue.  Sheila M. Baker (30), Orangeville, IL, was cited for failure to yield right of way from a stop sign.  Both vehicles sustained moderate damages and no injuries were reported.

On Sunday, February 15, 2015, at 8:23 AM, officers arrested Jasmine M. Lyons (20), Monroe, in the 2000 block of 4th Street, on an outstanding warrant from the Green County Sheriff’s Office for failure to pay child support.  Lyons was confined in the Green County jail.

On Saturday, February 14, 2015, at 12:45 AM, officers took a 14 year old Monroe female into custody following a traffic stop in the 1500 block of 15th Street.  The 14 year old was charged with operating a motor vehicle without a valid driver’s license, obstructing an officer, possession of marijuana and possession of drug paraphernalia, and was released to a parent pending a court appearance.

 

On Saturday, February 14, 2015, at 2:37 AM, officers arrested Garrett D. Wyss (23), Monroe, for operating a motor vehicle while intoxicated, following a traffic stop in the 500 block of 8th Avenue.  Wyss was released pending a court appearance.

On Friday, February 13, 2015, at 12:23 AM, officers investigating an alleged break-in at a residence in the 1500 block of 6th Avenue, cited Adrian S. Schutte (31), Monroe, for possession of marijuana and possession of drug paraphernalia.  Schutte was released with a court appearance.

On February 11, 2015, at 1:07 AM, officers arrested Steven S. Strossner (24), Monroe, in the 1300 block of 17th Street, on an outstanding warrant from the Lafayette County Sheriff’s Office for failure to pay a fine.  Strossner was able to post the required bond and was released.

On February 9, 2015, at 8:28 AM, officers conducted a traffic stop in the 1300 block of 9th Street.  Subsequent to investigation, Eric R. West (31), Monroe, was cited for operating a motor vehicle after revocation and bail jumping.  West was confined in the Green County jail on the bail jumping charge.

On February 9, 2015, at 8:28 AM, officers were dispatched to North 18th Avenue at the STH 11 ramps for a two vehicle crash.  Investigation of the crash indicates that a vehicle operated by Lisa A. Kammes (42), Monroe, collided with a vehicle operated by a 49 year old Monroe female.  There were moderate to severe damages to the vehicles and no injuries reported.  One vehicle was towed from the scene.  Kammes was cited for failure to yield right of way from a stop sign.

On February 8, 2015, at 8:07 AM, officers were called to a motor vehicle crash in the 2800 block of 13th Street.  A vehicle operated by Sarah E. Baker (33), Monroe, collided with a parked unoccupied vehicle.  Both vehicles sustained severe damage and were towed from the scene.  There were no injuries reported.  Baker was cited for inattentive driving.

 

On February 8, 2015, at 8:24 AM, officers were called to the 1000 block of 23rd Street for a vehicle break-in.  Entry was gained, but nothing is reported missing at this time.

 

On February 8, 2015, at 6:46 PM, officers were called to a two vehicle crash on STH 69 at 6th Street.  Initial investigation indicates that a vehicle operated by Darla M. Liimatainen (51), Cloquet, MN, collided with a vehicle operated by a 72 year old Monroe female.  The 72 year old female sustained injuries and was transported to the Monroe Clinic ER.  The other vehicle left the scene by backing 2 blocks south, but was located by officers shortly after near STH 69 and 21st Street.   Liimatainen was cited for hit and run causing injury, failure to notify police of an accident, and failure to obey traffic signal.  Both vehicles received severe damage, and one vehicle was towed from the scene.

On February 7, 2015, at 11:19 PM, officers arrested Kip A. Bear (52), Monroe, in the 300 block of 4th Street, in conjunction with an apprehension request from the Wisconsin Department of Corrections due to a probation violation.  Bear was confined in the Green County jail.

On February 6, 2015, at 12:37 PM, officers arrested David A. Burgos (24), Monroe, in the 700 block of 8th Street, in conjunction with an apprehension warrant issued by the Wisconsin Department of Corrections.  Burgos was confined in the Green County jail.

On February 5, 2015, at 3:49 PM, officers were called to a motor vehicle accident in the parking lot of a business in the 200 block of 8th Street.  A vehicle operated by Lucas M. Leu (24), Monroe, collided with a light pole in the lot, after the driver’s foot apparently became entangled with the accelerator pedal.  There was severe damage to the vehicle, which was towed from the scene, and minor damage to the pole foundation.  No reported injuries.

On February 3, 2015, at 4:44 AM, officers were called to a disturbance at a residence in the 100 block of North 20th Avenue.  During the investigation, officers cited Felisha N. Fuchs (20), Monroe, for the underage consumption of an alcohol beverage.  Fuchs was released pending a court appearance.

 

On February 3, 2015, at 10:47 AM, officers were dispatched to the intersection of 9th Street and 17th Avenue for a non-injury motor vehicle accident.  A vehicle operated by Kenneth C. Anderson (48), Monroe, collided with a vehicle operated by a 33 year old Monroe female.  Anderson was cited for failure to yield the right of way from a stop sign.  There were moderate vehicle damages.

 

On February 3, 2015, at 4:34 PM, officers were dispatched to the intersection of 8th Avenue and 6th Street for a non-injury motor vehicle accident.  A vehicle operated by Michelle L. Benzschawel (45), Monroe, collided with a vehicle operated by a 31 year old Monroe male.  Moderate damages were sustained by the vehicles.  Benzschawel was cited for failure to obey a stop sign.

On February 1, 2015, at 12:40 AM, officers arrested Chad L. Miskimon (29), Winslow, IL, in the 1300 block of 17th Street for a charge of disorderly conduct following a disturbance.  Miskimon was also wanted on warrants from the Dane County Sheriff’s Office for failure to appear in court.  Miskimon was confined in the Green County jail.

 

On February 1, 2015, at 2:18 AM, officers were called to a business in the 1300 block of 17th Street for an unwanted person on premises.  Garrett J. Haffele (27), Monroe, was subsequently arrested and charged with four counts of disorderly conduct, one count of resisting arrest, and one count of discharging bodily fluids at public safety workers.  Haffele was confined in the Green County jail pending a court appearance.

On January 31, 2015, at 8:03 PM, officers were called to investigate a trespassing complaint at a vacant building in the 1400 block of Mansion Drive.  During the investigation, two 17 year old Monroe females, two 14 year old Monroe males, and a 15 year old Monroe male were taken into custody.  All were referred for charges to the District Attorney and juvenile authorities for trespass and criminal damage to property.  The two females were also referred for contributing to the delinquency of minors, and one 14 year old male was also referred for obstructing officers.  All were released pending further action.

On January 30, 2015 at 1:17 AM, officers arrested Jordan J. Know (25), Monroe, in the 100 block of West 8th Street, on a probation apprehension request from the Wisconsin Department of Corrections.  Knox was confined in the Green County jail.

 

On January 30, 2015, at 10:38 PM, officers were dispatched to a motor vehicle accident in the intersection of West 6th Avenue and West 10 ½ Street.  The initial investigation indicates that a vehicle operated by Taylor J. P. Teasdale (18), Monroe, collided with a vehicle operated by Travis C. Henricks (32), Monroe.  Teasdale was cited for failure to yield the right of way from a stop sign.  Henricks was cited for operating a motor vehicle while intoxicated-2nd offense.  There were moderate damages to both vehicles, which were towed.  No injuries were reported.

On January 29, 2015 at 10:59 AM, officers arrested Todd J. Plantikow (45), Monroe, at a residence in the 1700 block of 8th Avenue, as a result of investigating a domestic dispute.  Plantikow was charged with battery, disorderly conduct and intimidation of a victim, and was confined in the Green County jail pending a court appearance.

On January 27, 2015, at 11:58 AM, Monroe officers, along with the Monroe Fire Department, were dispatched to the Monroe Senior High School for a fire discovered in a restroom.  The fire, confined to a soap dispenser, was extinguished by firefighters.  There was moderate damage to the restroom and no injuries.  The fire was contained to this restroom.  Subsequent investigation indicated that the fire was intentionally set by a 14 year old Monroe male student.  The 14 year old has initially been charged with arson, and was released to a parent pending referral to juvenile authorities.

On January 26, 2015 at 4:48 PM, officers were dispatched to a motor vehicle accident at STH 69 and 30th Street.  A vehicle operated by Major C. Rood (35), Monroe, collided with a vehicle operated by a 68 year old Monroe female.  Rood was cited for failure to keep vehicle under control.

On Thursday, January 22, 2015, at 11:59 PM, officers arrested Trevor R. Frie (24), Monroe, in the 1700 block of 17th Street on an apprehension request from the Wisconsin Department of Corrections-Probation and Parole.  Frie was additionally charged with possession of marijuana.  Frie was confined in the Green County jail.

On Wednesday, January 21, 2015, at 2:14 AM, officers arrested Edgar Fernan Alverez-Recillas (26), Monroe, on a warrant from the Whitewater Police Department, following a traffic stop in the 1300 block of 15th Avenue.  Alverez-Recillas was also cited for operating after suspension, and was released after posting bail.

 

On Wednesday, January 21, 2015, at 12:02 PM, officers were dispatched to a two vehicle accident in the 200 block of 8th Street.  A vehicle operated by Bradley K. McDannald (41), Monticello, collided with a vehicle operated by Julian L. Boss (52), Monroe.  McDannald was cited for operating after revocation, no insurance, improper left turn, failure to maintain control of vehicle, and open intoxicants in a motor vehicle.  Boss was cited for no insurance.  A passenger reported a minor injury, but declined transport.  There was severe damage to both vehicles.

On Tuesday, January 20, 2015, at 4:24 PM, officers were dispatched to North 18th Avenue and STH 11/81 for a motor vehicle accident with injuries.  A vehicle operated by Ronald J. Neuenschwander (53), Monroe, collided with a vehicle operated by a 49 year old Browntown female.  A 16 year old female passenger in the female’s vehicle was transported by EMS to the Monroe Clinic ER for non-life threatening injuries.  Neuenschwander was cited for following too closely.  Severe to moderate vehicle damages, one vehicle towed.

 

On Tuesday, January 20, 2015, at 5:41 PM, officers were called to a domestic disturbance at a residence in the 300 block of 3rd Street.  Officers arrested Justin D. Brown (31), Monroe on a charge of domestic abuse disorderly conduct as a result.  Brown was confined in the Green County jail pending a court appearance.

 

On Tuesday, Janaury 20, 2015, at 10:41 PM, officers were called to a report of suspicious persons around a closed building in the 200 block of Old Argyle Road.  Officers arrested Donnie G. Hughes (26), (Claims Homeless), and Trevor S. Tillman (25), Broken Arrow, OK, on a charge of possession of drug paraphernalia.  Both were confined in the Green County jail pending a court appearance.

On Monday, January 19, 2015, at 6:24 AM, officers arrested Jason T. Hurd (26), Monroe, during a routine traffic stop at 13th Street and 29th Avenue.  Hurd was cited for operating a motor vehicle after suspension, and was arrested for bail jumping after it was found that Hurd had conditions of bond that prohibited operating a motor vehicle without a valid driver’s license.  Hurd was transported to the Green County jail pending a court appearance.

 

On Monday, January 19, 2015, at 11:53 AM, officers were dispatched to North 18th Avenue and STH 11/81 for a motor vehicle accident with injuries.  A vehicle operated by Rosella C. Langenson (86), Blanchardville, collided with a vehicle operated by a 28 year old Portage male.  Langenson declined medical treatment for minor injuries and was cited for failure to yield right of way from a stop sign.  There was moderate damage to both vehicles.

On Sunday, January 18, 2015, at 2:16 AM, officers arrested Aaron F. Hartwig (22), Browntown, in the 800 block of 8th Street, following a traffic stop.  Hartwig was charged with operating a motor vehicle while intoxicated-1st offense, and was released pending a court appearance.

On Saturday, January 17, 2015, at 8:56 PM, officers were dispatched to a residence in the 1900 block of 10th Street for a reported disturbance involving an injured person.  The initial investigation indicates that several persons were told to leave by one of the residents of an apartment building and then allegedly assaulted the resident.  During the subsequent assault, the 48 year old Monroe man sustained minor injuries, and was later treated and released from the local emergency room.  Officers arrested Brittany L. Mashaw (19), Freeport, IL, and Alex L. Dandridge (21), Freeport, IL a short time later at a residence in the 2500 block of 12th Street, charging both initially with disorderly conduct, stemming from the earlier incident.  Both were later released on bond pending a court appearance.  The incident remains under investigation.

On Friday, January 16, 2015 at 1:32 PM, Police were dispatched to the 100 block of 7 ½ Street for a motor vehicle accident with minor injuries reported.  A vehicle operated by Susan R. Facklam (44), Browntown, collided with a vehicle operated by a 27 year old Monroe female.  Medical treatment was declined.  Facklam was cited for failure to yield right of way while making a left turn.

On Friday, January 16, 2015, at 7:59 PM, officers were dispatched to 15th Avenue and 11th Street for a motor vehicle accident.  A vehicle operated by Daniel L. Tinoco (17), Monroe, collided with a vehicle operated by a 54 year old Monroe male.  Tinoco was cited for failure to stop for a stop sign.

On Monday, January 12, 2015, at 3:15 PM, Monroe officers arrested Nancy L. Pfaff (47), Monroe, at a residence in the 1400 block of 14th Street, on an arrest warrant, issued by Monroe Police for failure to appear in court.  Pfaff was confined in the Green County Jail pending a court appearance.

On Saturday, January 10, 2015, at 2:00 PM, officers were dispatched to the intersection of 17th Street and State Highway 69, for a two vehicle collision.  A vehicle driven by Caryl K. Plantikow (72), Monroe, was travelling east on 17th Street, failed to yield right of way from a stop sign, and collided with a north bound vehicle.  No injuries were reported and there was severe damage to both vehicles.  Plantikow was cited for failure to yield right of way from a stop sign.

On Sunday, January 11, 2015, at 2:12 AM, officers arrested Ryan A. Johnson (23), South Wayne, at 17th Street and 11th Street, for operating  a motor vehicle while intoxicated.  Johnson was released pending a court appearance.

On Sunday, January 11, 2015, at 2:45 AM, officers arrested Reginald T. Cox (37), Monroe, in the 1300 block of 17th Street for bail jumping.  Cox was confined in the Green County Jail pending a court appearance.

On Sunday, January 11, 2015, at 7:56 PM, officers were dispatched to a motor vehicle accident in the 1700 block of 17th Avenue.  A vehicle operated by Alex M. Capesius (22), Monroe, collided with a legally parked vehicle.  Both vehicles sustained severe damages.  Capesius was cited for failure to keep vehicle under control.

On January 12, 2015, the Monroe Police Department announced that it has revamped its website, which has some new features.  In addition to general information pages, the new website will now be used as a source for press releases.  Part of the function allows for anyone to subscribe to the press release page.  Subscribing will allow for the subscriber to be notified via e-mail of new press releases being added to the site.

The subscription area is located at the bottom of the home page, and anyone interested should merely follow the user friendly directions on how to sign up.

The Police Department is confident that this new feature will be popular, especially for the media.

The new website also has some new information and graphics, and is hoped to be a continuing asset in the Department’s communication with the public.

MONROE MAN ARRESTED ON DRUG RELATED CHARGES

 

At 9:45 AM, on January 5, 2015, Monroe Police assisted agents of the State Line Area Narcotics Task Force in the execution of a search warrant at a residence in the 2300 block of 16th Avenue, on Monroe’s south side.  The search warrant was the culmination of a several months’ long investigation into alleged illegal drug activity.

James L. Cowell (28), Monroe, was arrested at the scene, and has been tentatively charged with two (2) counts of felony delivery of cocaine, two (2) counts of felony delivery of a lookalike substance, and four (4) felony counts of bail jumping.  Cowell is being held in the Green County jail, pending a future court appearance.

The State Line Area Narcotics Task Force is a multi-agency task force which includes agents from the Illinois State Police, Rockford, Freeport and Loves Park, Illinois Police Departments, the Green County WI Sheriff’s Department and the Monroe, WI Police Department.
