December

On December 24, 2021, at 12:53 AM, officers arrested Troy D. Curtis (56), Monroe, following a traffic offense stop in the 2000 block of 16th Street. Curtis was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration and for non-registration of a vehicle. Curtis was later released to a responsible person pending a court appearance. On December 24, 2021, at 6:10 PM, officers were called to a business in the 300 block of 6th Avenue West for a shoplifting complaint. Julie R. Smith (60), Argyle, was cited with retail theft and released pending a court appearance.
On December 21, 2021, at 2:24 PM, officers arrested a Monroe woman following a traffic offense stop at 16th Street and 20th Avenue. Debra E. Hendrickson (66), Monroe, was charged with operating a motor vehicle while intoxicated-3rd offense, and was also cited for failure to stop at a stop sign. Hendrickson was released to a responsible person after posting cash bail, pending a court appearance.
On December 17, 2021, at 8:14 PM, officers were called to a two vehicle accident, with no reported injuries, at 17th Avenue and 16th Street. An investigation indicated that a vehicle operated by Matthew B. Austin (32), Monroe, was northbound on 17th Avenue when it rear-ended another northbound vehicle on 17th Avenue, operated by a 34 year old Monticello woman, which was stopped at the stop sign at 16th Avenue. Both vehicle sustained disabling damages and were towed. Austin was arrested and charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for inattentive driving. Austin was released to a responsible person pending a court appearance.
On December 16, 2021, at 4:10 PM, officers arrested William J. Schneider (66), Monroe, at a residence in the 200 block of 4th Avenue, on a warrant issued by the Monroe Police Department for two (2) counts of delivery of a narcotic substance. Schneider was confined in the Green County jail pending further proceedings.
On December 14, 2021, at 1:19 PM, officers continued an investigation into a series of forged check cases with the arrest of two individuals in the 300 block of 6th Avenue West. A traffic stop was conducted, and the driver, Daniel J. Thruman (38), Monroe was charged with operating without a valid driver's license. Thruman was also charged on an arrest warrant with being party to the crime of forgery. Officers also arrested the passenger, Jennifer K. Panos, (35), Monroe, on an arrest warrant with five counts of forgery. Both parties were confined in the Green County Jail pending a court appearance. The arrests stem from an investigation into forged checks allegedly passed at several Monroe businesses. Monroe Police are working with Freeport, IL Police on the case, as the checks were allegedly stolen there.
On December 13, 2021, at 12:43 PM, officers were called to a residence in the 400 block of 4th Avenue, for a report of a theft. Investigation led to the arrest of Riley R. Costa Spohn (25), Monroe, on a charge of theft, and also on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole, for a probation violation. Costa Spohn was confined in the Green County Jail pending further proceedings.
On December 12, 2021, at 2:32 AM, officers arrested Dustin J. Olson (32), Monroe, following a traffic offense stop in the 700 block of 21st Street. Olson was charged with operating without a valid driver's license-2nd offense, and released pending a court appearance.
On December 11, 2021, at 8:00 PM, officers arrested Timothy J. Decker (39), no permanent address, following an investigation into a suspicious vehicle being around businesses in the 900 block of 10th Avenue West. During the stop, officers observed controlled substances in the vehicle. Decker was charged with possession of methamphetamine, and was also taken into custody on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole for a probation violation. Decker was confined in the Green County Jail pending a court appearance. On December 11, 2021, at 10:34 PM, officers were called to a report of a motor vehicle and pedestrian accident at 9th Street and 15th Avenue. Investigation indicated that a vehicle operated by Laura A. Winters (52), Monroe, eastbound on 9th Street, struck the leg of a pedestrian, identified as Tina K. Fowler (71), Monroe, who was walking northbound crossing 9th Street. Fowler reported minor injury, was examined by EMS at the scene and declined transport. The vehicle operator was cooperative, and there were witnesses to the accident. No citations were issued.
On December 5, 2021, at 1:25 AM, officers arrested Leah R. Schiltz (30), of Monroe, following a traffic offense stop in the 600 block of West 8th Street. Schiltz was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for conducting an improper left turn and operating left of the center line. Schiltz was released to a responsible person pending a court appearance. On December 5, 2021, at 6:16 PM, officers arrested Olman A. Ortiz Rivera (34), following a traffic offense stop in the 800 block of 15th Avenue. Ortiz Rivera was charged with bail jumping due to a violation of bail conditions from a prior case which prohibited driving a motor vehicle, and was released pending a court appearance.
On December 4, 2021, at 2:05 AM, officers were called to a business in the 1300 block of 17th Street for a report of an unwanted person refusing to leave the premises. Investigation led to the arrest of Jeffrey A. Arneson (23), of Avoca, on a charge of disorderly conduct. Arneson was later released to a responsible person after posting cash bail, pending a court appearance.
On December 3, 2021, at 3:31 PM, officers were called to a report of a hit and run motor vehicle accident, where one of the vehicles left the scene. According to the investigation, a vehicle operated by Scott R. Neuenschwander (61), of Monroe, backed into a parked motor vehicle in the 1400 block of 17th Street. Neuenschwander then left the scene, but was located a short time later. Neuenschwander was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for hit and run to an unattended vehicle and unsafe backing. Neuenschwander was later released to a responsible person pending a court appearance.
On November 30, 2021, at 4:12 AM, officers arrested Jamie W. Shaw (48), of Monroe, following a traffic offense stop in the 600 block of 2nd Street. Shaw was charged with operating a motor vehicle while under the influence of intoxicants or drugs-1st offense. Shaw was also cited for unreasonable and impudent speed, and unsafe lane deviation. Shaw was confined in the Green County Jail pending a court appearance. On November 30, 2021, at 9:24 PM, officers arrested Demetrius L. Martin (46), of Monroe, following a domestic disturbance call at a residence in the 1100 block of 30th Street. Martin was charged with battery, intimidating a victim and disorderly conduct under Wisconsin's Domestic Violence laws, and with resisting officers. Martin was confined in the Green County Jail pending a court appearance.

On November 27, 2021, at 1:38 AM, officers arrested Tyler L. Miller (28), of Monroe, following a traffic offense stop at 13th Avenue and 17th Street. Miller was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for failure to stop at a stop sign, operating with a prohibited alcohol concentration, and possessing open intoxicants in a motor vehicle. Miller was later released to a responsible person pending a court appearance.
On November 21, 2021, at 12:20 AM, officers arrested Troy S. Wedig (59), of Mukwonago, following a traffic offense stop in the 1000 block of 19th Street. Wedig was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration and fail to display a front license plate. Wedig was released to a responsible person pending a court appearance. On November 21, 2021, at 11:38 PM, officer responded to a hotel in the 500 block of 6th Street for a report of a person sleeping in the breakfast area, refusing to leave. After the investigation, officers arrested Riley R. Costa-Spohn (25), of Monroe. Costa-Spohn had an active warrant for his arrest through the Wisconsin Department of Corrections-Probation & Parole, and was also charged with bail jumping due to a violation of bail conditions from a prior case. Costa-Spohn was confined in the Green County Jail pending further proceedings.
On November 19, 2021, at 6:01 PM, officers arrested Joey A. Leu (57), of Monroe, following a traffic offense stop in the 100 block of North 18th Avenue. Leu was charged with bail jumping due to a violation of bail conditions from a prior case prohibiting the operation of a motor vehicle. Leu was confined in the Green County Jail pending further proceedings.
On November 18, 2021, at 4:07 PM, officers were called to a two vehicle accident with reported minor injuries at 6th Street and 8th Avenue. An investigation indicated that a vehicle operated by Salynne J. Pendergrass (18), of Albany, was southbound on 8th Avenue at 6th Street. Pendergrass left a stop sign at 6th Street, entered the intersection, and collided with a vehicle operated by a 49 year old Monroe man. Pendergrass and a passenger in the Pendergrass vehicle reported minor injuries but declined transport. Pendergrass's vehicle sustained moderate damages, the other vehicle sustained disabling damages and was towed. Pendergrass was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance.
On November 10, 2021, at 12:15 AM, officers arrested John R. W. Grzemski (24), of Madison, following a disturbance complaint at SSM Heatlh-Monroe Hospital emergency room. Grzemski was charged with disorderly conduct, and was confined in the Green County Jail pending a court appearance.
On November 9, 2021, at 2:37 PM, officers were called to a two vehicle accident with no reported injuries at 3rd Avenue and 8th Street on Monroe's west side. Investigation indicated that a vehicle operated by Vicki L. Kirchner (69), of Monroe, was northbound on 3rd Avenue at 8th Street, made a left turn across the path of, and collided with, a vehicle which was southbound on 3rd Avenue, operated by a 65 year old Brodhead man. There were moderate damages to both vehicles. Kirchner was cited for failure to yield the right of way while making a left turn, and was released pending a court appearance.
On November 7, 2021, at 10:18 PM, officers were called to a residence in the 2200 block of 1st Street for a possible mental health crisis. During the incident, officers detected a strong odor of suspected marijuana, and received information that marijuana was being grown in the residence. Officers stood by outside of the residence while a search warrant was obtained. At 12:41 AM, after obtaining a search warrant, the residence was searched. Officers and investigators located growing marijuana plants and grow equipment, along with additional other evidence. Based on the investigation, officers arrested Dylan S. Sims (28), of Monroe, and have initially charged Sims with manufacturing tetrahydrocannabinols (THC, marijuana), maintaining a drug trafficking place, and possession of drug paraphernalia. Sims was confined in the Green County Jail pending a court appearance.
On November 8, 2021, at 2:57 PM, officers were called to a two vehicle accident with no reported injuries at 17th Street and 9th Avenue. Investigation indicated that a vehicle operated by Cassandra J. Mott (60), of New Glarus, traveling east on 17th Street, was slowing down when a vehicle operated by Brandy L. Luebke (31), of Monroe, also traveling east, rear ended the Mott vehicle. There were moderate damages to the vehicles.
On October 31, 2021, at 2:32 AM, officers arrested Kaylin M. Eminger (23), of Monroe, following a traffic offense stop at 10th Avenue and 21st Street. Eminger was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration, open intoxicants in a motor vehicle, and for failure to stop for a stop sign. Eminger was released to a responsible person pending a court appearance.

October

On October 28, 2021, at 5:42 PM, officers were called to a two vehicle crash with reported injuries at 14th Avenue and 14th Street. Investigation indicated that a vehicle operated by Tina M. Vietmeyer (59), of Orangeville, IL, was traveling south on 14th Avenue at 14th Street. Vietmeyer reported that she sneezed and coughed, and while doing so passed through the intersection stop sign without stopping. Vietmeyer's vehicle collided with a vehicle operated by Julie A. Ames (49), of Monroe, which was westbound on 14th Street. Ames and a passenger reported minor injuries but declined EMS. Vietmeyer reported non life-threatening injuries and was transported by Green County EMS to SSM Health-Monroe Hospital. Both vehicle sustained functional damages. Vietmeyer was cited for failure to yield the right of way from a stop sign and was released pending a court appearance.
The City of Monroe Halloween Trick or Treat hours and activities are as follows: Monroe Main Street’s Trunk or Treat Event will be held in the downtown area. Some of the inside lanes on the Downtown Square are involved and closed from 2:00 PM to 4:30 PM on Halloween Day, October 31, 2021. Motorists should be aware that there will be traffic and pedestrian congestion in that area. City wide Trick or Treat hours will be from 4:30 PM to 7:30 PM on Halloween Day. The City of Monroe wishes all persons a safe Halloween, please watch out for the multitude of costumed characters that will be on the move.
On October 26, 2021, at 8:24 PM, officers were called to a domestic disturbance at a residence in the 500 block of 26th Street, which led to the arrest of one person. Following an investigation, Matthew J. Murray (39), of Monroe, was arrested and charged with disorderly conduct under Wisconsin's Domestic Violence laws, and was confined in the Green County Jail pending a court appearance.
On October 25, 2021, at 6:17 AM, officers were called to a two vehicle accident with no reported injuries at STH 69 and 11th Street. An investigation indicated that a vehicle operated by Jennifer J. Patterson (55), of Lena, IL, was turning west from STH 69 on to 11th Street, when she collided with a vehicle eastbound on 11th Street, operated by a 27 year old Monroe woman. Neither operator reported injuries, and both vehicle were towed with disabling damages. Patterson was cited for an improper left turn and was released pending a court appearance.
On October 23, 2021, at 11:54 PM, officers arrested Benjamin M. Chicker (31), of Monticello, following a traffic offense stop in the 700 block of 11th Street. Chicker was also cited for operating without a valid driver's license, and was later released to a responsible person pending a court appearance.
On October 20, 2021, at 1:53 PM, officers arrested a man on a probation violation warrant issued by the Wisconsin Department of Corrections-Probation & Parole, in the 300 block of 6th Avenue West. Nicholas W. Johnson (28), of Monroe, was confined in the Green County jail pending further proceedings.
An investigation into a child pornography complaint led to the execution of a search warrant this morning at a residence on Monroe’s near south side. At 7:30 AM, on October 14, 2021, Monroe detectives and officers, assisted by agents of the Wisconsin Department of Justice-Division of Criminal investigation, executed the search warrant at a residence in the 1400 block of 14th Street. During the search warrant execution child pornography evidence was located and seized. Detectives and agents arrested Kyler E. S. Wilkinson (17), of Monroe, and charged him with possession of child pornography. Wilkinson was confined in the Green County Jail pending a court appearance.
On October 13, 2021, at 12:10 PM, officers were called to a two vehicle accident with reported injuries at West 8th Street and 4th Avenue West, where one vehicle was reported to have fled the scene. A investigation indicated that a vehicle operated by Sara R. Baase (44), of Winslow, IL, was traveling west on West 8th Street, when a second vehicle pulled out from 4th Avenue West and collided with Baase's vehicle. Baase reported a minor injury but declined transport. The second vehicle left the scene, however Baase obtained a photo of the other driver and license plates. Officers located the second vehicle a few minutes later in the 300 block of 4th Street, and the second driver about thirty (30) minutes later in the 500 block of 1st Avenue, identifying him as Donald J. Alexander (29) of Monroe. Alexander was cited for hit and run to an attended vehicle, operating a motor vehicle after suspension, failure to yield the right of way during a left turn and operating without insurance. Alexander was also taken into custody on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole for a probation violation, and confined in the Green County Jail pending further proceedings.
On October 11, 2021, at 5:29 PM, officers were called to a two vehicle accident with injuries at STH 69 and 2nd Street. The investigation indicated that Nancy L. Brown (66), of Monroe, was stopped on 2nd Street at the STH 69 stop sign, and proceeded east across the intersection, colliding with another vehicle. The second vehicle, operated by Tina M. Moulton (63), of Albany, was northbound on STH 69. Moulton was transported to the SSM Monroe Hospital by Green County EMS with non life-threatening injuries. Both vehicle sustained disabling damages and were towed. Brown was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance.
On October 10, 2021, at 12:31 AM, a traffic offense stop at 8th Street and 3rd Avenue led to the arrest of a Monroe man. Bruce M. Trimble (30), of Monroe, was arrested and charged with operating a motor vehicle while intoxicated-3rd offense. Trimble was also cited for failure to follow the indicated traffic light and operating without insurance. Trimble was later released to a responsible person after posting cash bail, pending a court appearance.
On October 9, 2021, at 3:33 AM, officers stopped a vehicle for a traffic offense in the 1800 block of 17th Avenue, which led to the arrest of the driver and two passengers. Officers arrested the driver, Austin M. Coulthard (19), of Monroe, and charged Coulthard with operating a motor vehicle while intoxicated-1st offense, possession of tetrahydrocannabinols (THC-marijuana), possession of drug paraphernalia, and bail jumping due to a violation of bail conditions from a prior case. Coulthard was also cited for failure to stop for a stop sign and operating with an expired driver's license, and was released to a responsible person pending a court appearance. A passenger, Trent J. Baker (18), of Monroe, was arrested and charged with bail jumping due to a violation of bail conditions from a prior case. Baker was also cited for possession of tetrahydrocannabinols (THC-marijuana) and underage consumption of alcohol, and was released pending a court appearance. A second passenger, Marcus B. Wenger (19), of Monroe, was also cited for underage consumption of alcohol and was released pending a court appearance.
On October 8, 2021, at 1:04 PM, officers arrested Mark A. Zakula (68), of Monroe, following a disturbance call in the 1600 block of 11th Street. Zakula was charged with bail jumping due to violation of bail conditions from prior court cases. Zakula was confined in the Green County Jail pending further proceedings.
On October 7, 2021, at 10:35 AM, officers arrested Jamie A. B. Baxter (37, of Monroe, at a residence in the 700 block of 12th Avenue, on a warrant issued by the Green County Sheriff's Office for failure to pay child support. Baxter was confined in the Green County Jail pending further proceedings.
On October 6, 2021, at 12:51 PM, officers arrested Travis J. Runke (49), of Monroe, in the 100 block of West 8th Street, following a disturbance complaint at a business. Runke was charged with bail jumping due to a violation of bail conditions from a prior case prohibiting alcohol consumption, and was confined in the Green County Jail pending further proceedings.
On October 4, 2021, at 11:35 AM, officers arrested Matthew P. Baumgartner (30), of Monroe, in the 300 block of 8th Street, on two(2) warrants issued by the Monroe Police Department for failure to pay fines on prior prohibited alcohol concentration and operating after revocation convictions. Baumgartner was also arrested on a warrant issued by the Green County Sheriff's Office for failure to pay a fine on a separate prohibited alcohol concentration conviction. Baumgartner was confined in the Green County Jail pending further proceedings.
On October 3, 2021, at 2:18 AM, a traffic offense stop for a defective tail light and improper display of registration in the 800 block of 18th Avenue led to the arrest of Bo W. Bahler (18), of Madison, on charges of possession of tetrahydrocannabinols (marijuana) and possession of drug paraphernalia. Bahler was also cited for the defective tail light and non-registration. Bahler was booked and released pending a court appearance. On October 3, 2021, at 2:58 AM, officers were called to a hit and run accident where one driver left the scene in the 400 block of 22nd Avenue. The other driver followed the driver who had left the scene to the 2000 block of Edgeview Drive, and awaited police. When officers arrived, they found the driver of the offending vehicle still behind the wheel, and identified him as Jose Guadalupe Garcia Martinez (22), of Monroe. Investigation indicated that Garcia Martinez was operating a vehicle northbound on 22nd Avenue in the 400 block, when he deviated left of the center line and collided with a southbound vehicle operated by Jayden E. Johnson (18), of New Glarus. Garcia Martinez did not stop at the scene. There were no reported injuries, and minor vehicle damages. Garcia Martinez was subsequently arrested for operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration greater than .15%, unsafe lane deviation, hit and run to an attended vehicle, operating without a valid driver's license, and operating without insurance. Garcia Martinez was released to a responsible person pending a mandatory court appearance.

September

On September 28, 2021, at 7:54 AM, officers were called to a two vehicle accident with no reported injuries at 21st Street and 14th Avenue. Investigation indicated that a vehicle operated by Cassie J. Evonovich (42), of Monroe, northbound on 14th Avenue, collided with a vehicle operated by a 48 year old Monroe man which was eastbound on 21st Street. Both vehicles sustained disabling damages and were parked for future removal. Evonovich was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance.
On September 27, 2021, at 9:00 PM, officers arrested Ricky B. Lenning (48), of Monroe, at 10 1/2 Street and 1st Avenue, on a warrant issued by the Boone County, IL, Sheriff's Office for possession of a controlled substance (cocaine). Lenning was also cited for possession of drug paraphernalia. Lenning was released after posting the required bail, pending a court appearance.
On September 26, 2021, at 1:38 AM, officers were called to the 1300 block of 17th Street for the report of a motor vehicle versus parked vehicle accident. Upon arrival, witnesses pointed out the driver of the vehicle coming out of a tavern across from the accident scene. The driver was identified as Mark W. Scott (63), of Monroe, and Scott confirmed that he was the driver of the vehicle involved. Further investigation led to the arrest of Scott on a charge of operating a motor vehicle while intoxicated-3rd offense, and to a citation for failure to maintain control of a vehicle. In addition, Scott was further charged with two (2) counts of misdemeanor bail jumping for violation of court ordered bail conditions prohibiting drinking on two prior misdemeanor cases. Scott was confined in the Green County Jail pending a court appearance.
On September 21, 2021, at 10:32 PM, officers arrested Laura G. Gonzalez (22), of Monroe, in the 2700 block of STH 69, on a warrant issued by the Green County Sheriff's office for failure to appear in court on a previous operating without a valid driver's license charge. Gonzalez was confined in the Green County Jail pending further proceedings.
On September 18, at 1:59 AM, Monroe Police were called to the 2700 block of 8th Avenue, on Monroe’s far south side, for a report of a disturbance. Within minutes three (3) other calls came in regarding the same disturbance and a report that windows were broken out in some residences. Arriving officers found an uncooperative female with no shirt, covered in blood. It was quickly ascertained that the female was intoxicated, the blood came from a laceration to the female’s hand, and that the female was the source of the disturbance. The female was identified as Brittany A. Hanson (32), of Monroe. Green County EMS was called, and Hanson was transported to the emergency room. It was found that several windows had been broken out of a mobile home in the 2700 block of 8th Avenue, which is the residence of Hanson. A separate window was broken out of the porch of another person. Several vehicles belonging to other persons were ransacked, and personal property from the vehicles was thrown out on to the ground. After being medically cleared, Hanson was arrested and charged with three (3) counts of criminal damage to property, one count of felony bail jumping due to a violation of court ordered bail conditions on a prior felony case, and one count of misdemeanor bail jumping from a prior misdemeanor case. Hanson was also taken into custody on a Wisconsin Department of Corrections-Probation & Parole probation violation apprehension request. Hanson was confined in the Green County Jail pending further proceedings.
On September 19, 2021, at 1:13 AM, officers arrested Payton A. Flannery (19), of Argyle, following a traffic offense stop at 21st Street and 9th Avenue. Flannery was charged with operating a motor vehicle while intoxicated-2nd offense, and was also cited for improper stop at a stop sign, improper right turn, and open intoxicants in a motor vehicle. Flannery was released to a responsible person pending a court appearance. On September 19, 2021, at 7:02 PM, officers arrested Jared A. Jones (38, of Darlington, following a traffic offense stop in the 400 block of West 8th Street. Jones was charged with operating a motor vehicle while intoxicated-3rd offense, and was also cited for operating a motor vehicle after revocation-OWI related, and for failure to install an ignition interlock device. Jones was confined in the Green County Jail pending a court appearance.
On September 17, 2021, at 6:50 AM, officers were called to a shoplifting complaint at a business in the 700 block of 8th Avenue. An investigation led to the arrest of Travis J. Runke (49), of Monroe, on two (2) charges of retail theft. Runke was also charged with bail jumping due to violating court ordered bail conditions from prior cases, and with obstructing an officer. Runke was confined in the Green County Jail pending a court appearance.
On September 16, 2021, at 3:45 PM, officers were called to a two vehicle accident with reported minor injuries in the intersection of 21st Avenue and 16th Street. The investigation indicated that a northbound vehicle on 21st Avenue, operated by Angela C. Loniello (72), of Middleton, collided with an eastbound vehicle on 16th Street, operated by Benjamin B. Beek (41), of Monroe. Loniello, Beek, and a passenger in Beek's vehicle, Brendin B. Beek (11), all reported minor injuries but declined EMS transport. Both vehicle sustained severe damages and were towed. Loniello was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance.
On September 12, 2021, at 3:31 AM, officers arrested Kelsey T. E. Vavra (27), of Monroe, following a traffic offense stop at 11th Avenue and 19th Street. Vavra was charged with operating a motor vehicle while intoxicated-2nd offense, and was also charged with bail jumping due to a violation of bail conditions from a prior case prohibiting driving without a valid driver's license. Vavra was also cited for operating after revocation and having open intoxicants in a motor vehicle. Vavra was released to a responsible person pending a court appearance.
On September 9, 2021, at 10:34 AM, officers arrested Erin K. Tollefson (51), of Monroe, in the 1800 block of 12th Street, after being involved in a series of disturbances during the early morning hours. Tollefson was charged with disorderly conduct, and was released after posting cash bail, pending a court appearance. On September 9, 2021, at 1:28 PM, officers arrested Donald J. Stenberg (51), of Monroe, in the 1300 block of 10th Street, on a warrant issued by the Beloit Police Department for a prior battery case. Stenberg was confined in the Green County Jail pending further action.
On September 5, 2021, at 6:09 PM, officers were called to a domestic disturbance at a residence in the 2500 block of 10th Street. An investigation into the matter led to the arrest of Hunter S. Santoro (18), of Monroe, on charges of disorderly conduct and criminal damage to property under Wisconsin's Domestic Violence Laws. Santoro was booked and released after posting cash bail, pending a mandatory court appearance.
On September 4, 2021, at 2:31 AM, officers arrested Daniel A. Kubly (40), of Monticello, following a traffic offense stop in the 1300 block of 19th Street. Kubly was charged with operating a motor vehicle while intoxicated-1st offense, and was also charged with possession of drug paraphernalia. Kubly was booked and released to a responsible person after posting a cash bail, pending a court appearance. On September 4, 2021, at 2:14 PM, officers arrested Misael Olmos Garcia (24), of Monroe, in the 2700 block of STH 69, on a warrant issued by the Green County Sheriff's Office, for failure to appear in court on a previous operating without a valid driver's license charge. Olmos Garcia was confined in the Green County Jail pending further proceedings. On September 4, 2021, at 4:16 PM, officers arrested William R. Ellison (29), of Monroe, in the 700 block of 8th Street, on a warrant issued by the Wisconsin Department of Corrections-Probation & Parole for a probation violation. Ellison was confined in the Green County Jail pending further proceedings.
On September 3, 2021, at 2:41 AM, officers arrested Devon L. Seitz (29), of Brodhead, following a traffic offense stop in the 1700 block of 16th Street. Seitz was charged with operating a motor vehicle while intoxicated-2nd offense, and was also cited for failure to stop for a stop sign. Seitz was released to a responsible person pending a court appearance.
On September 1, 2021, at 6:21 PM, officers arrested Maurice D. King (51), of Monroe, at a residence in the 300 block of 3rd Street. King was wanted on an arrest warrant issued by the Monroe Police Department for failure to pay a fine on a prior disorderly conduct case. King was confined in the Green County Jail pending further proceedings.
On August 31, 2021, at 1:51 PM, police were called to the 1200 block of 31st Avenue on a report of a possible crime occurring with a suspicious vehicle and occupants. An officer saw a vehicle matching the description leaving the area and followed the vehicle. When the operator of the vehicle committed a traffic offense, the officer stopped the vehicle at STH 11 and CTH DR. Based upon the report, along with a strong odor of a controlled substance emanating from the vehicle, the vehicle was searched. The passenger, Miguel (NMI) Steward (26), of Madison, was charged with possession of tetrahydrocannabinols (marijuana)-2nd Offense (felony), and was confined in the Green County Jail pending a court appearance. The driver, Zaqwelleus N. Jones (22), of Sun Prairie, was cited for failure to follow an indicated turn, and was released pending a court appearance.

August

On August 29, 2021, at 3:36 PM, police were called to a two vehicle accident with no reported injuries at the intersection of 17th Avenue and 9th Street. The report indicated that one vehicle had left the scene. The investigation indicated that a vehicle operated by Juliann M. Baertschi (23), Albany, collided with a vehicle operated by Sonia Alejandra Lara Vargas (44), Monroe. The Vargas vehicle left the scene without exchanging information with the other driver as required by law. Vargas was located a short time later at a residence in the 900 block of 8th Street. Vargas was cited for hit and run to an attended vehicle, and operating a motor vehicle without insurance. Vargas was released pending a mandatory court appearance. There were no injuries and minor vehicle damages.
On August 28, 2021, at 12:12 AM, police were called to a business in the 1300 block of 17th Street for a report of a disorderly patron. The investigation led to the arrest of Jonathan J. M. Ibarra (26), Freeport, IL, on charges of battery and disorderly conduct. Ibarra was later released after posting cash bail, pending a mandatory court appearance.
On August 24, 2021, at 8:08 PM, officers were called to a two vehicle accident with no reported injuries at 15th Avenue and 16th Street. Investigation indicated that a vehicle operated by Thomas G. Leuenberger (59), Monroe, collided with a vehicle operated by a 38 year old Monroe woman. Both vehicles sustained minor to moderate damages. Leuenberger was cited for failure to yield right of way from a stop sign, and was released pending a court appearance.
On August 21, 2021, at 7:51 AM, officers were called to the 1900 block of 12th Street for a report that large tree limbs had fallen on a parked vehicle and across power lines. The Monroe Fire Department and Alliant Energy were contacted and secured the area. A power outage occurred for a short time which included several blocks. Repairs were made to the power lines, and power was restored in a short time. There were minor damages to the parked vehicle. No one was injured, and only one block of street was closed for any length of time. On August 21, 2021, at 6:14 PM, officers were called to check on an unconscious person near 6th Avenue West and West 8th Street. Investigation led to the arrest of Travis L. Runke for retail theft that had occurred earlier at a business in the 300 block of 6th Avenue West. Runke was confined in the Green County Jail pending a court appearance.
On August 19, 2021, at 5:31 AM, officers were called to the intersection of STH 69 and 8th Street for a two vehicle accident with no reported injuries. Investigation indicated that a vehicle operated by Michael G. Myers (44), Monroe, collided with a vehicle operated by Curtis R. Riese (62), Monroe. Both vehicles sustained severe damages. Myers was cited for failure to yield the right of way from a flashing red signal, and was released pending a court appearance. On August 19, 2021, at 2:35 PM, officers were called to a two vehicle accident with reported injuries in the 1600 block of 9th Street. Investigation indicated that a vehicle operated by Gael E. Renosa (16), Monroe, rear-ended a vehicle operated by Laurel L. Teasdale (50), Monroe, which was stopped to make a left turn. Teasdale reported injuries but declined transport. Minor vehicle damages. Renosa was cited for operating a motor vehicle as a permittee without a parent, and was released pending a court appearance. On August 19, 2021, at 4:36 PM, officers were called to a shoplifting complaint at a business in the 400 block of West 8th Street. The investigation led to the arrest of Travis J. Runke (49), Monroe on a charge of retail theft. Runke was cited and released pending a court appearance. On August 19, 2021, at 8:15 PM, officers were called to the intersection of 12th Street and 16th Avenue for a report of a pedestrian struck by a vehicle. Investigation indicated that a south bound vehicle on 16th Avenue, operated by Richard L. Newcomer (90), Monroe, struck a 71 year old Monroe female pedestrian, who was walking east on 12th Street, crossing 16th Avenue in the crosswalk. The female sustained injuries and was transported by Green County EMS. Newcomer had remained at the scene and was cooperative. The incident remains under investigation at this time.
On August 14, 2021, at about 9:00 PM, Monroe officers were called to a report of a suspicious male allegedly harassing a 13 year old girl in the 1700 block of 16th Street. According to the complaint, the young girl had seen a suspicious man in a vehicle over the last few weeks in various locations, and that the man had made contact with her before. When the man stopped on the street by her again, she had run to a neighbor’s house, who called police. The witnesses’ identification led to the stop of a vehicle in the 2000 block of 10th Street, after it drove by the scene of the complaint, and officers identified the driver as Chad Owen Osbaugh (38), Monticello. Osbaugh was identified as being a registered sex offender. Osbaugh was taken into custody and has been initially charged with felony stalking, and was also taken into custody at the request of the Wisconsin Department of Corrections-Probation & Parole for a probation & parole violation. Osbaugh was confined in the Green County Jail pending a court appearance.
On August 12, 2021, at 11:54 AM, officers arrested Robyn N. Flannery (37), Monroe, at a residence in the 2600 block of 8th Avenue, on an arrest warrant for theft from the Monroe Police Department. Flannery was confined in the Green County Jail pending a court appearance.
On August 11, 2021, at 2:06 AM, officers were called to check on a suspicious vehicle and person knocking on the reporting person's door in the 1300 block of 16 1/2 Street. The subsequent investigation led to the arrest of three individuals. Jade A. McQuitter (36), Delavan, was charged with possession of drug paraphernalia and two counts of misdemeanor bail jumping due to a violation of bail conditions on two other charges. McQuitter was confined in the Green County Jail pending a court appearance. Lindsey N. Lan (25), Beloit, was charged with possession of drug paraphernalia and misdemeanor bail jumping, and was also confined in the Green County Jail pending a court appearance. Tora N. Chroninger (32), Janesville, was charged with possession of drug paraphernalia. Chroninger was also confined in the Green County Jail, but later posted cash bail and was released pending a court appearance.
On August 7, 2021, at 12:28 PM, officers were called to a two vehicle accident with no reported injuries in the 1000 block of STH 69. The initial investigation indicated that a vehicle operated by John H. Burggraf (74), Janesville, which was southbound on STH 69, rear-ended another southbound vehicle, operated by a 36 year old Monroe woman, which had slowed to make a turn. There was moderate damage to Burggraf's vehicle and minor damage to the other vehicle. Burggraf was cited for following too closely and was released pending a court appearance. On August 7, 2021, at 8:39 PM, officers arrested William R. Ellison (29), Monroe, at a residence in the 1300 block of 17th Street, on an arrest warrant issued by the Wisconsin Department of Corrections-Probation & Parole, for a probation violation. Ellison was confined in the Green County Jail pending further proceedings.
On August 6, 2021, at 4:55 PM, officers arrested Austin M. Coulthard (18), Monroe, in the 1800 block of 12th Street, on a warrant issued by the Monroe Police Department. The warrant stemmed from a harassment restraining order violation. Coulthard was confined in the Green County Jail pending a court appearance.
Monroe Police On Scene of Utility Lines Pulled Down in Residential Neighborhood On August 5, 2021, at 11:05 AM, Monroe Police were notified of, and are currently on the scene of, a situation in a residential neighborhood on Monroe’s east side, where a number of utility lines and poles have been pulled down by a semi tractor/trailer unit. Initial responding units found a grid of about four (4) square blocks to be affected, within the perimeter of 7th and 8th Streets, and 21st and 22nd Avenues. The Monroe Fire Department is in control of the scene and has checked on the safety of all persons within the area. No injuries have been reported, and no fires found at this time. Alliant Energy has responded, and at this point, it appears that about thirty residences may be without power. Other utilities are also responding. Numerous lines and poles are down. Police are still looking at how the vehicle hooked the lines to begin with, and the incident remains under investigation. Persons are asked to avoid this area due to the lines and poles down.
On August 4, 2021, at 2:33 AM, while officers conducted a stop on a vehicle for a traffic offense in the 800 block of 30th Street, a passenger was found to be wanted on multiple arrest warrants. Jason P. Briand (40), Brodhead, was arrested on three active arrest warrants, one from the Green County Sheriff's Office, one from Brodhead Police, and one from the Wisconsin Department of Corrections. Briand was confined in the Green County Jail pending further proceedings.
On August 3, 2021, at 8:52 PM, officers were called to a report of a motor vehicle accident in the 2700 block of 8 1/2 Street. Investigation indicated that a vehicle operated by Ashlyn R. Sheafor (21), Monroe, collided with a legally parked vehicle on 8 1/2 Street. Sheafor was charged with operating a motor vehicle while intoxicated-1st offense, and operating with a prohibited alcohol concentration-1st offense. Sheafor was also cited for having open intoxicants in a motor vehicle and with making an improper right hand turn. Sheafor was later released to a responsible person pending a mandatory court appearance. On August 3, 2021, at 9:28 PM, officers were called to a report of an intoxicated driver in the 100 block of North 18th Avenue. An investigation led to the arrest of Jennie L. Cowan (64), Stockton, IL, on a charge of operating a motor vehicle while intoxicated-1st offense. Cowan was also charged with resisting officers, and was confined in the Green County Jail pending a court appearance.
On July 31, 2021, at 9:25 PM, officers were called to the 200 block of 8th Street for a report of a person violating a restraining order. The investigation led to the arrest of Kurt M. Fuchs (60), Monroe. Fuchs was confined in the Green County Jail pending a court appearance, or the posting of cash bail.
On July 30, 2021, at 4:04 PM, officers acting on a tip that a person with warrants was parked in a vehicle in the 700 block of 8th Avenue, arrested Cody A. Young (28), Argyle, on arrest warrant issued by the Monroe Police Department. Young was confined in the Green County Jail pending a court appearance. On July 30, 2021, at 11:32 PM, officers arrested Trevor A. Smith (22), Orfordville, following a traffic stop in the 1300 block of 16th Street. Smith was charged with felony possession of tetrahydrocannabinols (THC)/marijuana, possession of drug paraphernalia, and was cited for operating while suspended. Smith was confined in the Green County Jail pending a court appearance.

On July 29, 2021, at about 7:30 AM, Monroe Police Detectives and Agents of the Wisconsin Department of Justice-Division of Criminal Investigation executed a knock and announce search warrant for child pornography at a residence in the 1000 block of 19th Avenue, on Monroe’s near east side. An electronic communication device was seized in conjunction with the search. As a result of this action, a 15 year old Monroe male is being referred to Juvenile Authorities for further action. There was, and remains to be, no danger to the public from this operation.
On July 24, 2021, at 5:44 PM, officers arrested Philip S. Tackett (59), Monroe, on an arrest warrant issued by the Monroe Police Department, for failure to appear in court on a disorderly conduct case. Tackett was later released after posting the required cash bail pending another court appearance. On July 24, 2021, at 10:30 PM, officers were called to a two vehicle accident with no reported injuries at STH 69 and 17th Street. An initial investigation indicated that a vehicle operated by Richard E. Manring (50), Monroe, was turning north on to STH 69 from 17th Street, and collided with a vehicle which was northbound on STH 69, operated by a 21 year old McFarland woman. Manring's vehicle sustained minor damage, while the other vehicle sustained moderate damages. Manring was arrested and charged with operating a motor vehicle while intoxicated-3rd offense. Manring was also cited for operating after revocation and for an unsafe lane deviation, and was confined in the Green County Jail pending a court appearance.
On July 23, 2021, at 12:52 AM, officers cited Chase A. R. Sloniker (19), Evansville, after an investigation into individuals in Honey Creek City Park after hours. Sloniker was cited for underage drinking-2nd offense, and warned for being in the park after hours. Sloniker was released to a responsible person pending a court appearance. On July 23, 2021, at 10;36 AM, officers were called for a shoplifting complaint at a business in the 300 block of 6th Avenue West. John T. Wandrey (39), Baraboo, was shortly after located in the 2600 block of 10th Street and arrested for retail theft. Wandrey was later released after posting cash bail, pending a court appearance. On July 23, 2021, at 11:51 PM, officers arrested Thomas E. Deyo (32), North Freedom, in the 2600 block of 10th Street on a body only arrest warrant issued by the Sauk County Sheriff's Office. Thomas was incarcerated at the Green County Jail pending a court appearance.
On July 23, 2021, at 5:28 PM, officers arrested Jerome W. Cherney Jr. (65), Monroe, following an investigation into a domestic disturbance in the 2200 block of 2nd Avenue West. Cherney was charged with disorderly conduct under Wisconsin's Domestic Violence Laws, and after posting a cash bail, was released pending a court appearance.
On July 19, 2021, at about 4:35 PM, officers were called to a two vehicle accident with reported injuries at 17th Avenue and 12th Street. The initial investigation indicated a vehicle northbound on 17th Avenue, operated by Patricia Aguilar Araujo (25), Monroe, entered the intersection with 12th Street and collided with a vehicle eastbound on 12th Street, operated by a 25 year old Juda woman. The 25 year old Juda woman reported minor injuries and was transported by private vehicle to seek medical treatment. Aguilar Araujo's vehicle sustained minor damages, and the other vehicle sustained moderate damages and was towed. Aguilar Araujo was cited for inattentive driving and operating without a valid driver's license, and was released pending a court appearance.
ON July 17, 2021, at about 1:41 AM, officers were called to a domestic disturbance at a residence in the 1200 block of 25th Street. An investigation led to the arrest of Luke R. Dubach (18), Monroe, on a charge of disorderly conduct under Wisconsin's Domestic Violence laws. Dubach was additionally charged with resisting/obstructing officers, misdemeanor bail jumping due to a violation of bail conditions from a prior criminal case, and with felony bail jumping due to violation of bail conditions from a separate prior criminal case. Dubach was confined in the Green County Jail pending further proceedings.
On July 16, 2021, at about 4:18 PM, officers were called to a report of a suspicious person in the 600 block of 3rd Avenue. An investigation led to the arrest of Austin D. Flood (25), Monroe, on charges of intentionally abusing a hazardous inhalant substance and resisting officers. Flood was also subsequently arrested on a warrant issued by the Wisconsin Department of Corrections-Probation and Parole, for violation of probation terms. Flood was confined in the Green County Jail pending further proceedings.
On July 8, 2021, at 7:05 PM, officers were dispatched to a one-vehicle accident with reported injuries at Mansion Drive and 18th Avenue. Initial investigation indicated that a vehicle operated by Mark W. Scott (63), Monroe, was eastbound on Mansion Drive when it traveled through the intersection of Mansion Drive and 18th Avenue without stopping. The vehicle crossed 18th Avenue, left the roadway and came to rest in the east ditch line. Scott reported non life-threatening injuries, was checked at the scene by Green County EMS, but declined transport. Scott's vehicle sustained severe damages and was towed. Scott was cited for inattentive driving and was released pending a court appearance.
On July 6, 2021, at about 9:44 PM, officers arrested Kevin M. Repa (32), Monroe, following a stop in the 1900 block of 6th Street for a one way street traffic violation on Twining Park Road. Repa was charged with Operating a Motor Vehicle with a Prohibited Alcohol Concentration-1st Offense, and was also cited for Driving the Wrong Way on a One Way Street. Repa was later released to a responsible person pending a later court appearance.
