The Monroe Police Department, in conjunction with the Monroe Street Department, reminds all persons that Calendar Parking regulations for the City of Monroe will begin at 12:01 AM on November 15, 2020, this Saturday night at midnight, and will continue through March 31, 2021. Persons must park on the even side of streets and avenues on even numbered dates and the odd side on odd numbered dates. The ordinance is enforced from 12:00 AM to 7:00 AM each day. Persons should park their vehicles at night on the side of the street or avenue that will be in effect after 12:00 AM. A quick method to determine if you live on the odd or even side is to look at your house address number, and then park accordingly. Citations for violation of the ordinance begin at $20.00 and increase for multiple offenses. Nearly all areas in the City are covered by these regulations, with the exception of the Downtown Square and two blocks in any direction of the Square. The City also has areas, in the downtown and in the Smoky Row area, which are snow routes. If there is a snowfall of more than two (2) inches, all vehicles must be removed from the street for snow removal. These areas are marked with signs indicating the snow route area. Finally, everyone is reminded that snow and ice must be removed from sidewalks as soon as possible following a snowfall, for safety purposes, and it is a violation of City ordinances to shovel, blow, throw or plow snow from private property into the street or onto the property of another. The Police and Street Departments ask for the cooperation and patience of everyone during this upcoming season, and point out that if everyone pays attention to parking and snow removal ordinances, it is much easier to remove snow.

Halloween for City of Monroe, WI The City of Monroe Common Council’s Public Safety Committee elected to set no hours nor formal Halloween plans for 2020, due to concerns over the coronavirus. There are no sanctioned activities planned. The Committee followed the guidelines/examples of the Center for Disease Control (CDC), the Green County Public Health Department, and many other communities in the region. The Committee recommended that persons follow those guidelines when deciding if they will allow their children to trick or treat door to door. If residents do not wish to take part in Trick or Treat, or hand out candies, etc., then they should not turn on their home porch lights. If they wish to, then leave the light on. Those persons that choose to trick or treat should only visit a small group of close, known persons, but if they choose to go door to door, they should only visit those locations with porch lights on. The City of Monroe wishes all persons a safe Halloween.

August

On August 2, 2020, at 12:25 AM, officers were alerted to watch for a vehicle that had been involved in an assault which had occurred just prior at Blackhawk Memorial Park, in rural Argyle, in Lafayette County. Officers, shortly after, located and stopped the vehicle in the 700 block of 21st Street. The driver was identified as Zachary R. Hamel (30), Dekalb, IL. Hamel was arrested for operating a motor vehicle while intoxicated-1st offense, and was later turned over to Lafayette County Sheriff’s deputies, pending a court appearance. On August 2, 2020, at 2:46 AM, officers arrested Nolan T. Solberger (30), Monroe, after being called to a domestic dispute at a residence in the 2500 block of 10th Street. Solberger was charged with battery and disorderly conduct under Wisconsin’s Domestic Violence laws, and was confined in the Green County Jail pending a court appearance. On August 2, 2020, at 2:47 AM, officers arrested Melissa L. Kuchenbecker (38), Blanchardville, following a traffic offense stop at 8th Street and 8th Avenue. Kuchenbecker was charged with operating a motor vehicle while intoxicated01st offense, and was also cited for operating with a prohibited alcohol concentration and operating without required headlamps. Kuchenbecker was released to a responsible person pending a court appearance.
On July 31, 2020, at 1:19 PM, officers arrested Cory A. Castellanos (27), Beloit, following a traffic offense stop in the W6000 block of STH 11. While conducting the traffic stop, officers detected the odor of marijuana coming from the interior of the vehicle. A K-9 unit was summoned and alerted on the vehicle and the vehicle was searched. An amount of marijuana was located, as were open intoxicants and a loaded pistol. Castellanos was charged with carrying a concealed weapon and was also cited for speeding. Castellanos was released pending a court appearance. A passenger in the vehicle, Michael P. Ward (29), Beloit, was charged with possession of tetrahydrocannabinols (marijuana), and was cited for open intoxicants in a motor vehicle. Ward was also released pending a court appearance. On July 31, 2020, at 11:52 PM, officers were called to a report of a domestic disturbance at a residence in the 1300 block of 9th Street. An investigation led to the arrest of Bruce D. Stiner (60), Monroe, on a charge of disorderly conduct under Wisconsin’s Domestic Violence laws. Stiner was released after posting cash bail, pending a court appearance.
On July 30, 2020, at 9:03 AM, officers cited Rose L. Brown (37), Darlington, with retail theft following a complaint at a business in the 300 block of 6th Avenue West. Brown was released pending a court appearance.

On July 25, 2020, at 4:18 PM, officers were called to a report of a domestic disturbance at a residence in the 2200 block of 11th Street. An investigation led to the arrest of Jamie L. Rowe (34), Monroe, on a charge of disorderly conduct under Wisconsin’s Domestic Violence laws. Rowe was booked and released after posting cash bail, pending a court appearance.
On July 23, 2020, at 3:30 PM, officers arrested Frederick S. Neuenschwander (54), Monroe, at a residence in the 1200 block of 12th Avenue, on a warrant issued by the Monroe Police Department for failure to appear in court for an OWI case. Neuenschwander was confined in the Green County Jail pending further proceedings. On July 23, 2020, at 5:52 PM, officers arrested Jeffrey W. Walters (61), Monroe, in the 900 block of 16th Avenue, on a warrant issued by the Green County Sheriff’s Office for failure to appear in court on a child support case. Walters was confined in the Green County Jail pending further proceedings.
On July 20, 2020, at 10:19 AM, officers were dispatched to a residence in the 500 block of West 21st Street for a report of a person there being wanted on a warrant. Officers located the person, identified as John Lyle Carothers Muszynski (28), of Albany, and found that Muszynski was wanted on a warrant from the Wisconsin Department of Corrections, and also wanted on warrants from the Green County Sheriff’s Office. Muszynski was confined in the Green County Jail pending further proceedings.
On July 14, 2020, at 11:39 PM, officers were called to a two-vehicle accident with no reported at STH 69 and 8th Street. Investigation indicated that a vehicle operated by Reesan R. J. Ruch (21), South Wayne, was westbound on 8th Street, and collided with a vehicle which was northbound on STH 69, operated by a 50-year-old Brodhead man. Both vehicles sustained severe damages and were towed. Ruch was cited for failure to yield the right of way from a flashing red signal, and was released pending a court appearance.
On July 13, 2020, at 4:39 AM, officers were called to a two-vehicle accident with no reported injuries at STH 69 and 8th Street. Investigation indicated that a vehicle operated by Jeffery C. Ritter (62), Monroe, was westbound on 8th Street and collided with a vehicle which was southbound on STH 69, operated by a 46-year-old Klondike, TX man. Ritter’s vehicle sustained moderate damages and the other vehicle sustained minor damage. Ritter was cited for failure to yield the right of way from a flashing red signal, and for operating without insurance. Ritter was released pending a court appearance. On July 13, 2020, at 11:29 PM, officers were called to a report of a vehicle, parked in the lane of traffic in the intersection of 11th Street and 18th Avenue. The investigation led to the arrest of Kevin H. Pryce (54), Monroe, on a charge of operating a motor vehicle while intoxicated-1st offense. Pryce was also cited for improper parking/standing of vehicle, and was confined in the Green County Jail pending further action.
On July 12, 2020, at 3:29 AM, officers arrested William R. Ellison (28), Monroe, following a domestic disturbance call at a residence in the 2000 block of 14th Street. Ellison was charged with disorderly conduct under Wisconsin’s Domestic Violence laws, and was also charged with felony bail jumping for violating bail conditions on a prior case. Ellison was confined in the Green County Jail pending a court appearance. On July 12, 2020, at 4:13 PM, officers arrested David Mendez (53), Monroe, at a residence in the 1600 block of 12th Street, on a warrant issued by the Wisconsin Department of Corrections-Probation & Parole. Mendez was confined in the Green County Jail pending further proceedings.
On July 11, 2020, at 1:28 AM, officers arrested Michael E. Hoffman (34), Shannon, IL, following a report of an unwanted person causing a disturbance at a business in the 1300 block of 17th Street. Hoffman was located a few blocks away on foot. Hoffman was detained and later charged with disorderly conduct as a result of the investigation. During the course of the arrest, Hoffman resisted officers, and was also charged with resisting arrest. Hoffman was also found to be wanted on a warrant from the State of Illinois for felony driving under the influence of intoxicants and was confined in the Green County Jail pending extradition proceedings.

On June 29, 2020, at 2:37 PM, officers arrested Jeffrey K. Norton (33), Monroe, at a residence in the 2800 block of 13th Street, on a warrant issued by the Wisconsin Department of Corrections-Probation & Parole. Norton was confined in the Green County Jail pending further proceedings.
On June 26, 2020, at 2:26 AM, officers arrested Julia A. Long (29), Leaf River, IL, following a traffic offense stop at 17th Street and 13th Avenue. Long was charged with operating a motor vehicle while intoxicated-1st Offense, and was also cited for operating with a prohibited alcohol concentration and improper stop at a stop sign. Long was released to a responsible person pending a court appearance. On June 26, 2020, at 8:19 PM, officers arrested Donald J. Alexander (28), Monroe, following a call to a domestic dispute at a residence in the 200 block of 4th Avenue. Alexander was charged with disorderly conduct under Wisconsin’s Domestic Violence laws, and was released after posting the required cash bail, pending a court appearance.
On June 18, 2020, at 7:38 PM, officers arrested Carla J. Mannino (49), Monroe, at a residence in the 2700 block of STH 69, following a domestic disturbance call. Mannino was charged with disorderly conduct under Wisconsin’s Domestic Violence laws, and was confined in the Green County Jail pending a court appearance.
On June 14, 2020, at 11:28 AM, officers were called to a two-vehicle crash with no reported injuries in the 800 block of STH 69. Investigation indicated that a vehicle operated by Heidi L. Thomann (38), Orangeville, IL, was northbound on STH 69, and collided with the rear of another northbound vehicle, operated by a 51-year-old Edmund man, which had been stopped for a red traffic light. There was minor damage to both vehicles. Thomann was cited for inattentive driving, and was released pending a court appearance.
On June 13, 2020, at 9:24 PM, officers arrested Tyler D. Bevins (25), Monroe, following a traffic offense stop in the 500 block of West 21st Street. Bevins was charged with possession of tetrahydrocannabinol (marijuana), and was cited and released pending a court appearance.
On June 12, 2020, at 9:13 PM, officers arrested Charles W. Anderson (41), Monroe, at STH 11 and STH 69, following a traffic offense stop. Anderson was charged with operating a motor vehicle while intoxicated-2nd offense, and was booked and released to a responsible person pending a court appearance.
On June 7, 2020, at 12:31 AM, officers arrested Darwin D. Williams (62), Monroe, following a traffic offense stop in the 1300 block of 17th Street. Williams was charged with operating a motor vehicle while intoxicated-1st offense and operating without headlights. Williams was released to a responsible person pending a court appearance. On June 7, 2020, at 2;37 AM, officers arrested Bryce M. Messerli (26), Monroe, following a traffic offense stop in the 1800 block of 16th Avenue. Messerli was charged with operating a motor vehicle while intoxicated-2nd offense, and was also cited for operating after revocation, possession of tetrahydrocannabinols (marijuana) and possession of drug paraphernalia. Messerli was released to a responsible person pending a court appearance.
On June 4, 2020, at 8:37 PM, officers arrested Jayden J.G. Rodriguez (18), Monroe, at a residence in the 1200 block of 9th Street, on a warrant issued by the Green County Sheriff’s Office. Rodriguez was confined in the Green County Jail pending a court appearance.
On June 1, 2020, at 2:27 AM, officers arrested Andrew A. Mudgett (32), Monroe, after being called to a domestic disturbance at a residence in the 1900 block of 11th Street. Mudgett was charged with disorderly conduct under Wisconsin’s Domestic Violence laws, and was later released after posting the required bail, pending a court appearance.
On May 31, 2020, at 2:11 AM, officers arrested Michael S. Teal (50), Monroe, after being called to assist a person locked out of a residence. An investigation revealed that Teal was intoxicated, and had been drinking in a tavern, which was in violation of bail conditions from a prior case, prohibiting consuming alcohol. Teal was confined in the Green County Jail pending a court appearance. On May 31, 2020, at 2:20 AM, officers arrested Nakiah S. Hokanson (25), Orfordville, following a traffic stop for an equipment violation in the 2900 block of 13th Street. Further investigation led to charges for possession of marijuana, and possession of drug paraphernalia. Hokanson was also charged with carrying a concealed weapon after officers located a pistol in her purse without a carry permit. Hokanson was booked and released pending a court appearance. On May 31, 2020, at 3:27 AM, officers arrested Jacob H. Raetz (23), Orangeville, IL, after being called to a disturbance at a facility in the 2000 block of 4th Street. Raetz was charged with disorderly conduct and confined in the Green County Jail pending a court appearance.

May

On May 27, 2020, at 9:40 AM, officers were called to a semi tractor-trailer unit versus a traffic signal pole accident with no reported injuries, at STH 69 and 8th Street. Investigation indicated that the semi tractor-trailer, operated by Catherine P. Behrens (21), Pecatonica, IL, was turning west on to 8th Street from southbound STH 69, when the unit struck and knocked down a traffic signal light pole unit. There were heavy damages to the signal light unit and minor damage to the semi’s trailer. Behrens was cited for operating while suspended and released pending a court appearance.
On May 26, 2020, at 5:33 PM, officers were called to a two-vehicle accident with reported minor injuries at 10th Street and 22nd Avenue. Investigation indicated that an eastbound vehicle on 10th Street, operated by Carla A. Hartwig (82), Monroe, left the stop sign at 22nd Avenue and collided with a vehicle which was northbound on 22nd Avenue, operated by Andrea M. Fernandes (32), Brodhead. Fernandes and a passenger in Fernandes’s vehicle, Owen A. Fernandes (6), reported minor injuries and declined immediate medical attention. Both vehicles sustained moderate to severe damages, and the Fernandes vehicle was towed. Hartwig was cited for failure to yield the right of way from a stop sign and was released pending a court appearance. Fernandes was cited for operating with a suspended driver’s license, and was also released pending a court appearance.
On May 23, 2020, at 12:03 AM, officers conducted a traffic stop in the 2100 block of STH 69 on a vehicle which had been stopped blocking traffic lanes. The investigation led to the arrest of Keaton T. Korosec (25), Freeport, IL, on a charge of operating while intoxicated-1st offense. Korosec was booked and released to a responsible person pending a court appearance.
On May 22, 2020, at 2:54 AM, officers arrested Alton L. Bellows (37), Monroe, after being called to a domestic disturbance at a residence in the 1500 block of 16th Street. Bellows was charged with disorderly conduct and strangulation/suffocation under Wisconsin’s Domestic Violence Laws. Bellows was also charged with bail jumping after violating bail conditions from a prior case, prohibiting alcohol consumption. Bellows was confined in the Green County Jail pending a court appearance.
On May 16, 2020, at 3:49 AM, officers arrested Aiden J. Roesslein (19), Monroe, at a residence in the 800 block of 6th Street. Roesslein was wanted on an apprehension request issued by the Wisconsin Department of Corrections-Probation & Parole for a felony probation violation. Roesslein was confined in the Green County Jail pending further proceedings.
On May 14, 2020, at 6:39 PM, officers were called to the 1600 block of 4th Avenue West by a subject wishing to turn himself into law enforcement. An investigation led to the arrest of Matthew W. Schmid (40), Albany, on an apprehension warrant from the Wisconsin Department of Corrections-Probation & Parole for a probation violation. Schmid was confined in the Green County Jail pending further proceedings.
On May 13, 2020, at 6:25 PM, officers were called to a report of an intoxicated person in the 2000 block of 4th Street. An investigation led to the arrest of Jeanne E. Gebhardt (58), Monroe, who was taken into custody on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole, for a probation violation. Gebhardt was confined in the Green County Jail pending further proceedings.
On May 9, 2020, at 3:51 AM, an officer on patrol observed a suspicious vehicle behind a closed business in the 700 block of 21st Street. An investigation led to the arrest of Tyrone S.W. Turner Jr. (22) Madison, on arrest warrants issued by the Dane County Sheriff’s Office for disorderly conduct and for child support. During the arrest, officers located an amount of suspected marijuana and packaging in the vehicle, and charged Turner with felony possession of marijuana with the intent to deliver and possession of drug paraphernalia. In addition, Turner was taken into custody on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole for a probation violation. Turner was confined in the Green County Jail pending further proceedings.
On May 8, 2020, at 5:04 PM, officers were called to a three vehicle crash with minor injuries in the 700 block of 8th Street. Investigation indicated that a vehicle operated by Monte J. Liphart (55), Browntown, was westbound on 8th Street, and rear-ended another westbound vehicle on 8th Street, operated by a 33 year old Monroe woman, which was stopped in traffic. The second vehicle then collided with a third vehicle, which was also westbound on 8th Street and stopped in traffic, operated by a 58 year old Monroe man. The 33 year old Monroe woman reported possible minor injury and reported she would seek her own medical treatment. There was moderate damage to vehicles #1 and #2, and minor damage to vehicle #3. Liphart was cited for inattentive driving, and released pending a court appearance.
On May 3, 2020, at 3:05 PM, officers were called to a two vehicle crash with no reported injuries in the 1700 block of 17th Street. Investigation indicated that a vehicle operated by Tierra S. Marty (31), Monroe, was westbound on 17th Street, and collided with a legally parked and unoccupied vehicle. There was moderate damage to both vehicles, and Marty’s vehicle was towed. Marty was cited for operating without insurance, and released pending a court appearance.
On May 2, 2020, at 1:54 AM, officers arrested Steven M.K. Futch (26), Monroe, following an investigation into a domestic dispute that had occurred in the 600 block of 30th Street. Futch was charged with battery under Wisconsin’s Domestic Violence laws, and was booked and released after posting cash bail, pending a court appearance.
On April 30, 2020, at 6:03 AM, officers arrested Courtney J. Jackson (23), Monroe, in the 1000 block of 7th Avenue, on an apprehension warrant from the Wisconsin Department of Corrections-Probation & Parole, and on a warrant from the Monroe Police Department for felony bail jumping. Jackson was confined in the Green County Jail pending a court appearance.

April

On April 24, 2020, at 2:13 AM, officers arrested William R. Ellison (28), Monroe, in the 900 block of 20th Avenue, while conducting an investigation into suspicious activity. When the officer arrived to check on the complaint, Ellison was observed coming out from behind some trees in a yard. While talking to Ellison, he attempted to flee on foot, but was apprehended. Ellison was charged with resisting/obstructing officers, carrying a concealed weapon without a permit, possession of a firearm by a felon, and the theft of the firearm. A 9MM pistol was recovered. Ellison was confined in the Green County Jail pending a court appearance.
On April 22, 2020, at 10:20 PM, officers were called to a domestic disturbance at a residence in the 300 block of 5th Street. Investigation led to the arrest of Bradley A. Armitage (35), Monroe, on a charge of battery, disorderly conduct and criminal damage to property under Wisconsin’s Domestic Violence laws. Armitage was also arrested on a warrant issued by the Lafayette County Sheriff’s Office for failure to appear in court for a child support case. Armitage was confined in the Green County Jail pending a court appearance.
On April 16, 2020, at 1:38 PM, officers were called to a vehicle versus power pole with no reported injuries in the 1300 block of 9th Street. Witnesses reported that the driver of the vehicle had left the scene on foot, and provided a description. The driver, later identified as Benjamin W. Grossen (32), Monroe, was located by one of the responding officers at 19th Avenue and 9th Street. There were moderate damages to the vehicle, and the pole was repaired by Alliant Energy. The accident caused the 1300 block of 9th Street to be closed for several hours. The accident appears to be related to a medical issue, and remains under investigation.
On April 1, 2020, at 1:05 AM, officers were called to a domestic disturbance at a residence in the 2200 block of 1st Street. Investigation led to the arrest of Kayla M. Kenney (24), Monroe, on a charge of disorderly conduct under Wisconsin’s Domestic Violence laws. Kenney was booked and released after posting the required bail, pending a court appearance.
On March 31, 2020, at 3:08 PM, officers were called to a two-vehicle accident with no reported injuries in the 400 block of 8th Street. The investigation indicated that a vehicle operated by Hannah E. Obert (20), Lena, IL, pulled on to 8th Street from a business driveway, and collided with a west bound vehicle on 8th Street, operated by a 21 year old Evansville man. No injuries were reported and there were moderate to minor vehicle damages respectively. Obert was cited for failure to yield the right of way while emerging from a non-highway access, and was released pending a court appearance.

On March 29, 2020, at 7:59 PM, officers were called to a domestic disturbance which had occurred in a business in the 300 block of 6th Avenue West. Investigation of the incident led to the arrest of Michael A. Rothenbuehler (28), South Wayne, at a residence in the 2400 block of 10th Avenue. Rothenbuehler was charged with disorderly conduct under Wisconsin’s Domestic Violence laws, and was later released after posting the required cash bail, pending a court appearance.
On March 15, 2020, at 12:51 AM, officers conducting a traffic stop on a vehicle with an equipment violation on 6th Avenue West at West 7th Street, led to the arrest of Kaitlin M. Whiteaker (23), Monroe, on a charge of operating while intoxicated-1st offense. Whiteaker was also cited for operating while suspended, open intoxicants in a vehicle, and possession of drug paraphernalia. In addition, Whiteaker was charged with misdemeanor bail jumping for a prior case which prohibited the consumption of alcohol. Whiteaker was confined in the Green County Jail pending a court appearance.
On March 14, 2020, at 3:16 AM, officers arrested Thomas R. Schmid (30), Monroe, in the 1100 block of 19th Street following a traffic stop. Schmid was observed violating bail conditions from a prior felony case which prohibited contact with a designated person. Schmid was charged with felony bail jumping and was confined in the Green County Jail pending a court appearance. On March 14, 2020, at 6:33 PM, officers were called to check a suspicious person at a business in the 700 block of 10th Avenue Court. The investigation led to the arrest of Karol R. Schulz (55), Warren, IL, on a warrant issued by the Green County Sheriff’s Office for failure to appear in court on a previous operating without a valid driver’s license charge. Schulz was confined in the Green County Jail pending a court appearance.
On March 9, 2020, at 4:42 PM, officers received a report of a vehicle which had left the roadway, near West 10 ½ Street and 10th Avenue West, ending up in a field. There were no reported injuries and no damages were reported. Investigation resulted in the arrest of Zachary W. Schliem (20), Albany, on a charge of operating a motor vehicle while under the influence-1st offense. Schliem was also cited for possession of tetrahydrocannabinols and possession of drug paraphernalia. Schliem was released to a responsible person pending a court appearance.
On March 7, 2020, at 2:12 AM, officers arrested William H. Helfvogt Jr. (41), Monroe, following a traffic offense stop on STH 69 near 16th Street. Helfvogt was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration, unsafe lane deviation and open intoxicants in a motor vehicle. Helfvogt was confined in the Green County Jail pending a court appearance. On March 7, 2020, at 8:53 PM, officers were called to a two vehicle accident with no reported injuries, at 16th Street and 17th Avenue. Investigation indicated that a vehicle operated by Dy Anne L. Holverson (59), Monroe, was northbound on 17th Avenue at 16th Street, entered the intersection with 16th Street, and collided with a westbound vehicle on 16th Street operated by Francisco Garcia Gutierrez (26), Monroe. Holverson’s vehicle sustained moderate damage, and Gutierrez’s vehicle sustained disabling damages and was towed. Holverson was cited for failure to yield the right of way from a stop sign, while Gutierrez was cited for operating without a valid driver’s license. Holverson and Gutierrez were both released pending a court appearance. On March 7, 2020, at 10:42 PM, officers were called to a domestic disturbance at a residence in the 700 block of 20th Street. Investigation led to the arrest of Marques D. Hicks (35), Monroe, on a charge of disorderly conduct under Wisconsin’s Domestic Violence laws. Hicks was released after posting cash bail pending a court appearance.
On March 6, 2020, at 9:15 PM, officers arrested Angela S. Coulthard (37), Monroe, at the Police Department, following an investigation into an incident which occurred on March 4, 2020 in the 500 block of 8th Street. Coulthard was charged with disorderly conduct under Wisconsin’s Domestic Violence laws, and was released after posting the required bail pending a court appearance.
On March 1, 2020, at 12:08 AM, officers arrested Daniel J. Kundert (29), Monroe, following a complaint about a person violating bail conditions in the 1300 block of 17th Street. Kundert was charged with two (2) counts of bail jumping due to violations of bail conditions from prior cases prohibiting alcohol consumption and being in a place which sells alcohol. Kundert was confined in the Green County Jail pending a court appearance. On March 1, 2020, at 3:01 AM, officers were called to a report of an intoxicated person entering the residence of a stranger in the 1200 block of 19th Street. Investigation led to the arrest of Dennis E. Beutel (49), Monroe, on an arrest warrant issued by the Wisconsin Department of Corrections for a probation violation. Beutel was additionally charged with disorderly conduct and resisting an officer after Beutel attempted to kick staff at the Monroe Clinic Hospital. Beutel was confined in the Green County Jail pending a court appearance.
On February 28, 2020, at 1:08 PM, officers were called to a two-vehicle accident with injuries in the 600 block of 8th Street. Investigation indicated that a vehicle west bound on 8th Street, operated by Thomas R. Schmid (30), Monroe, collided with another west bound vehicle which was stopped in traffic, operated by Richard L. Scott (55), Monroe. A passenger in the Scott vehicle, Jacob D. Kubly (15), Monroe, sustained non-life-threatening injuries and was transported by Green County EMS. There were moderate vehicle damages. Schmid was cited for operating while suspended and operating without proof of insurance, and was released pending a court appearance. On February 28, 2020, at 9:06 PM, officers were called to a report of an unresponsive person in the driver’s seat of a vehicle in the 700 block of 8th Street. Investigation led to the arrest of Cody J. Vavra (29), Monroe, on a charge of operating under the influence-1st offense. Vavra was also cited for operating without a valid driver’s license. Vavra was released to a responsible person pending a court appearance.

On February 27, 2020, at 7:48 AM, officers arrested Frederick S. Neuenschwander (53), Monroe, following a call for a person causing a disturbance at a business in the 1600 block of 9th Street. Neuenschwander was charged with bail jumping due to a violation of bail conditions from prior cases prohibiting intoxication in a public place, and was confined in the Green County Jail pending a court appearance.
On February 23, 2020, at 2:57 PM, officers were called to a one vehicle versus power pole accident, with reported injuries, in the 2900 block of 11th Avenue. Investigation indicated that a vehicle operated by Cory A. Fritzenmeier (31), Monroe, was travelling north on 11th Avenue, when the vehicle left the roadway and stuck a power pole. A 10 year old passenger in the vehicle was transported by Green County EMS with non-life threatening injuries. The vehicle sustained heavy damages and was towed. Fritzenmeier was cited for inattentive driving, and was released pending a court appearance.
On February 21, 2020, at 3:35 PM, officers arrested Christopher L. Sibley (34), Des Moines, IA, in the 100 block of North 20th Avenue, on a warrant issued by the Green County Sheriff’s Office for child support. Sibley was released after the required outstanding support was posted. On February 21, 2020, at 8:31 PM, officers were called to the 2500 block of 9th Avenue for a report of a disturbance. The investigation led to the arrest of Philip S. Tackett (57), Monroe, on a charge of disorderly conduct under Wisconsin’s Domestic Violence Law. Tackett posted the required bail and was released pending a court appearance.
On February 20, 2020, at 9:55 PM, officers arrested Daniel J. Kundert (29), Monroe, in the 1400 block of 17th Street, after a call was received complaining of a person violating bail conditions. Kundert was charged with bail jumping due to a violation of bail conditions from a prior case, prohibiting alcohol consumption and being in a prohibited place. Kundert posted the required bail and was released pending a court appearance.
On February 18, 2020, at 9:03 PM, officers were called to a report of a fight in progress at a business in the 500 block of 6th Street. Investigation led to the arrest of Tempton B.J. Land (19), Somerville, TN, for charges of disorderly conduct and possession of drug paraphernalia. Also arrested was Logan W. Kirby (18), Bartlett, TN, on charges of disorderly conduct, resisting arrest and possession of a schedule IV narcotic (suspected Xanax). Both were confined in the Green County Jail pending a court appearance.
On February 17, 2020, at 7:54 AM, officers were called to a two vehicle accident with no reported injuries at 13th Avenue and 19th Street. Investigation indicated that a vehicle operated by Carter P. Steinmann (16), Monroe, left the stop sign at 19th Street southbound on 13th Avenue, and collided with a vehicle eastbound on 19th Street, operated by Ronald C. Camron (70), Monroe. There were moderate vehicle damages. Steinmann was cited for failure to yield right of way from a stop sign, and was released pending a court appearance.
On February 16, 2020, at 4:14 PM, officers arrested Frederick S. Neuenschwander (53), Monroe, after being called to check the welfare of a person at a residence in the 1200 block of 12th Avenue. Neuenschwander was charged with bail jumping due to a violation of court ordered bail conditions prohibiting alcohol consumption. Neuenschwander was confined in the Green County Jail pending a court appearance.
On February 14, 2020, at 12:49 AM, officers were called to a disturbance at a business in the 1900 block of 10th Avenue, and upon arrival, found that the persons involved had left. A person matching the description of a person involved was found walking in the 500 block of 21st Street. Further investigation led to the arrest of Shawn M. Hopkins (29), Monroe, who was charged with four (4) counts of bail jumping. The charges stemmed from Hopkins being on court ordered bail conditions from prior open cases which prohibited the consumption of alcohol. Hopkins was confined in the Green County Jail pending a court appearance. On February 14, 2020, at 5:51 PM, officers were called to a shoplifting complaint in the 300 block of 6th Avenue West. The investigation led to the arrest of Travis C. Edmunds (18), Monticello, on a charge of retail theft. Edmunds was also cited for underage possession of alcohol. Edmunds was released pending a court appearance.
On February 13, 2020, at 3:43 PM, officers responded to a vehicle versus stop sign traffic accident at 13th Avenue and 13th Street, where the suspect vehicle left the scene. Officers located the suspect vehicle shortly after in the 1200 block of 12th Avenue. The operator of the vehicle at the time of the accident was identified as Frederick S. Neuenschwander (53), Monroe. Neuenschwander was cited for operating without a valid operator’s license and failure to maintain control of a motor vehicle, and was released pending a court appearance. On February 13, 2020, at 4:57 PM, officers observed a vehicle in the 700 block of 8th Avenue that had been involved in an accident just over an hour prior, at which time the operator was at home intoxicated, and was warned not to operate a motor vehicle further. When the same driver got behind the wheel and started to operate the vehicle, officers stopped the vehicle in the 700 block of 8th Avenue. Frederick S. Neuenschwander (53), Monroe, was arrested and charged with operating while intoxicated-4th offense. Neuenschwander was confined in the Green County Jail pending a court appearance.
On February 11, 2020, at 7:40 AM, officers responded to a two vehicle traffic accident with no reported injuries at 20th Avenue and 9th Street. Investigation indicated that a westbound vehicle on 9th Street, operated by Kari R. Rosenstiel (29), Monroe, collided with a northbound vehicle on 20th Avenue, operated by a 20 year old Orangeville, IL woman. Both vehicle sustained moderate damages. Rosenstiel was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance. On February 11, 2020, at 3:27 PM, officers arrested Dale J. Graff Jr. (56), Monroe, following a traffic offense stop in the 1800 block of 9th Street. Graff was cited for having an expired registration, and for operating with a suspended driver’s license. It was discovered that Graff was on bail from a prior case, and prohibited from operating a motor vehicle without a valid driver’s license. Graff was subsequently arrested for bail jumping, and confined in the Green County Jail pending a court appearance.
On February 8, 2020, at 5:24 AM, officers arrested the operator of a vehicle in the 200 block of 18th Avenue following a traffic stop for traffic violations. Larry L. Crawford (61), Madison, was cited for unreasonable and imprudent speed, and operating while suspended. Crawford was also arrested on a warrant from the Wisconsin Department of Corrections-Probation & Parole for probation violations. Crawford was additionally charged with possession of cocaine and possession of drug paraphernalia. Crawford was confined in the Green County Jail pending further proceedings.
On February 7, 2020, at 8:35 PM, officers were called to a reported hit and run traffic accident in the 1300 block of 17th Street, where the offending vehicle left the scene, partially disabled with a tire missing. The offending vehicle was located minutes later in the 700 block of 17th Street. Investigation indicated that a westbound vehicle operated by Israel Gonzalez-Ojeda (37), Monroe, crossed the center line in the 1300 block of 17th Street and sideswiped an eastbound vehicle operated by a 33 year old Monroe man, leaving the scene without stopping. There were no reported injuries, and severe vehicle damages. Gonzalez-Ojeda was arrested and charged with operating a motor vehicle while intoxicated-2nd offense. Gonzalez-Ojeda was also cited for operating after revocation, hit and run to an attended vehicle, operating left of the center line, and operating with no insurance. Gonzalez-Ojeda was booked and released to a responsible person pending a court appearance.
On February 6, 2020, at 5:47 PM, officers arrested Scott W. Bartosik (61), Monroe, at a residence in the 500 block of West 21st Street, on a warrant issued by the Wisconsin Department of Corrections-Probation & Parole. Bartosik was confined in the Green County Jail pending further action. On February 6, 2020, at 10:28 PM, officers arrested David Mendez (52), Monroe, at a residence in the 1600 block of 12th Street, on a warrant issued by the Wisconsin Department of Corrections-Probation & Parole. Mendez was confined in the Green County Jail pending further action.

January

On January 29, 2020, at 10:59 PM, officers were called to a hit and run traffic crash which occurred in the 700 block of 18th Avenue. Investigation indicated that a vehicle traveling south on 18th Avenue struck a legally parked vehicle, causing substantial damage, after which the offending vehicle left. While officers were still investigating, the driver of the offending vehicle, Thomas C. Krieger (46), Monroe, returned to the scene on foot. Krieger was arrested on a charge of operating while under the influence-1st offense, and was also cited for inattentive driving and hit & run to an unattended vehicle. Krieger was released to a responsible person pending a court appearance.
On January 27, 2020, at 1:28 AM, officers arrested Shawna L. Osbaugh (37), Monroe, after an officer checking on improper vehicle registration in the 700 block of 8th Avenue discovered that Osbaugh was wanted on an arrest warrant. The warrant was issued by the Green County Circuit Court for failure to appear on a prior Monroe Police charge in a truancy case. Osbaugh was able to post the required bail and was released pending a court appearance.
On January 26, 2020, at 6:34 PM, officers arrested Aidan J. Roesslein (18), Monroe, following a traffic offense stop in the 400 block of 8th Street. Roesslein was cited for operating while suspended. Roesslein was also taken into custody on a warrant from the Wisconsin Department of Corrections-Probation & Parole, for a probation violation, and was confined in the Green County Jail pending further proceedings.
On January 25, 2020, at 1:28 AM, officers arrested Bryce M. Messerli (25), Monroe, following a traffic offense stop in the 1200 block of 14th Avenue. Messerli was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration and operating without headlights. Messerli was released to a responsible person pending a court appearance.
On January 23, 2020, at 7:57 AM, officers were called to a report of a person having threatened another with a knife outside of a residence in the 900 block of 10th Street. Investigation indicated that incident involved two persons acquainted with each other. James F. Von Arx (66), Monroe, was arrested and charged with disorderly conduct while armed. A knife was recovered at the scene. Von Arx was booked and released pending a court appearance.
On January 22, 2020, at 8:58 PM, officers were called to a disturbance in an apartment in the 700 block of 10th Avenue Court. The investigation led to the arrest of Stephanie R. Scott (31), Monroe, on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole for a probation violation. Scott was confined in the Green County Jail pending further action.
On January 19, 2020, at 6:42 PM, officers cited the passenger, and the driver, of a vehicle following a traffic stop in the 1100 block of STH 69. The driver, Jamie Anna Beth Wood (36), Monroe, was cited for operating while suspended and operating a motor vehicle without insurance, and was released pending a court appearance. Following a K-9 search of the vehicle, the passenger, Deserie C. Holst (29), Brodhead, was cited for possession of tetrahydrocannabinols (marijuana), and possession of drug paraphernalia, and was released pending a court appearance. On January 19, 2020, at 9:17 PM, officers were called to a business in the 1600 block of 9th Street for a report of an unruly customer. Investigation led to the arrest of John E. Cate (46), Fox Lake, IL, on a warrant issued by the Menominee County WI Sheriff’s Office for failure to appear in court on charges of battery, disorderly conduct and obstructing an officer. Cate was confined in the Green County Jail pending further action.
On January 15, 2020, at 6:22 PM, officers were called to a report of a two vehicle accident, with injuries, at 8th Avenue and 6th Street. Investigation indicated that a vehicle operated by Luke R. Kuberski (17), Monroe, southbound on 8th Avenue, entered the intersection with 6th Street and collided with an eastbound vehicle on 6th Street, operated by Tina L. Gibson (45), Monroe. Gibson was transported to the Monroe Clinic Hospital by Green County EMS with non-life threatening injuries. Both vehicle sustained moderate vehicle damages and were towed. Kuberski was cited for failure to stop for a stop sign and released pending a court appearance.
On January 13, 2020, at 3:14 AM, officers were called to check the welfare of a person at a residence in the 2100 block of 16th Avenue. The investigation resulted in the arrest of James W. Rupnow (72), Monroe, on four (4) counts of bail jumping, due to a violation of court ordered bail conditions on prior cases which prohibited consuming alcohol. Rupnow was confined in the Green County Jail pending a court appearance. On January 13, 2020, at 10:40 PM, officers were called to a report of a one vehicle versus a power pole accident, with no reported injuries, in the 1600 block of 22nd Avenue. Investigation indicated that a vehicle operated by Dale J. Graff Jr. (56), Monroe, left the roadway and struck a power pole. There were moderate vehicle damages. Graff was arrested and charged with operating a motor vehicle while intoxicated-4th Offense with a passenger under 16 years old along. Graff was also cited for operating while suspended, unreasonable and imprudent speed, and operating with suspended vehicle registration. Graff was confined in the Green County Jail pending a court appearance.
On January 10, 2020, at 7:47 AM, while investigating another matter, officers arrested Jama R. Alexander (24), Milwaukee, in the 600 block of 8th Street, on two active warrants through Kenosha County for contempt of court. Alexander was released after posting the required cash bail.
On January 6, 2020, at 7:48 PM, officers arrested Jeffrey W. Kees (41), Juda, following an investigation into a report of a vehicle striking garbage carts in the 2300 block of 15th Street and leaving the scene. The vehicle was followed and stopped at 18th Street and CTH K, and Kees was found to be the driver. Kees was charged with operating a motor vehicle while intoxicated-1st offense, and was later released to a responsible person pending a court appearance.
On January 4, 2020, at 1:15 AM, officers initiated a traffic stop on a vehicle with fresh accident damages near STH 69 and 21st Street. Investigation indicated that the vehicle operator, identified as Kyle L. Gilbertson (18), Argyle, had been involved in a traffic accident a short time prior and had left the scene without reporting the accident. Gilbertson was cited for violating absolute sobriety, hit and run to property adjacent to a roadway, non-registration of a motor vehicle, and with unreasonable and imprudent speed. Gilbertson was taken into custody on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole for a probation violation, and was confined in the Green County Jail pending further proceedings.
On January 2, 2020, at 11:28 PM, officers arrested James W. Rupnow (72), Monroe, following a call to check the welfare of a person at a residence in the 2100 block of 16th Avenue. Investigation led to Rupnow being charged with four (4) counts of bail jumping for violating court ordered bail conditions from prior cases, all of which prohibited alcohol consumption. Rupnow was confined in the Green County Jail pending a court appearance.
