On December 30, 2019, at 3:57 PM, officers arrested Ted C. Henderson Jr. (53), Monroe, following a traffic stop of a vehicle in the 2500 block of 6th Street which Henderson was a passenger in. Henderson was wanted on a warrant from the Wisconsin Department of Corrections-Probation & Parole for a probation violation. Henderson was confined in the Green County Jail pending a court appearance.
On December 28, 2019, at 1:03 AM, officers arrested Heather N. Farringer (32), Freeport, IL, following a traffic offense stop in the 1700 block of STH 69. Farringer was charged with operating while intoxicated-1st offense, was cited and released to a responsible person pending a court appearance.
On December 27, 2019, at 9:42 AM, officers were called to an in-progress report of a person damaging property at an apartment building in the 200 block of 4th Avenue. The investigation resulted in the arrest of Brian A. Conkling (49), Monroe, on charges of disorderly conduct, criminal damage to property and resisting arrest. Conkling was booked and released after posting cash bail, pending a court appearance.
On December 23, 2019, at 4:54 AM, officers were called to a possible break in at Fuzzy’s Audio-Visual store, 141 West 7th Street. Investigation indicated that a group of persons unknown entered the business by damaging an outside door. The persons were inside the business for a very short time, and removed an undisclosed amount of cellular phones. The persons left on foot, but were believed to have also used some sort of getaway vehicle, which was a sedan. Police are seeking any information someone may have, and have posted photos from the incident on the Monroe Police Facebook page.
On December 26, 2019, at 8:55 AM, officers responded to a request to check the welfare of a person at a residence in the 2700 block of 8 ½ Street. The investigation resulted in the arrest of Bradley A. Miller (30), Monroe, on a warrant for failure to pay child support. Miller was confined in the Green County Jail pending a court appearance. On December 26, 2019, at 11:04 AM, officers were contacted by the Illinois Department of Corrections requesting officers locate and arrest a person wanted by them. Investigation led to the arrest of David A. Ethridge (54), Monroe, in the 2200 block of 5th Avenue, on the Illinois Department of Corrections warrant for a probation violation. Ethridge was confined in the Green County Jail pending extradition proceedings.
On December 23, 2019, at 10:03 AM, officers responded to a two vehicle accident with no reported injuries at 13th Avenue and 14th Street. Investigation indicated that a vehicle operated by Laura M. Dombrowski (59), Monroe, was west bound on 14th Street. While crossing 13th Avenue, Dombrowski caused a second vehicle operated by Demarie S. Baker (52), Monroe, which was south bound on 13th Avenue, to have to swerve to avoid a collision. The Baker vehicle left the roadway and struck a stop sign post. There was moderate damage to the Baker vehicle and the sign post. Dombrowski was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance. On December 23, 2019, at 4:12 PM, officers were called to a business in the 300 block of 6th Avenue West for a report of shoplifting, where the alleged offender left the scene prior to police arrival. Following an investigation, the alleged offender was contacted at a rural Brodhead residence by Green County Sheriff deputies, and asked to report to the Monroe Police Department. At 5:38 PM, the alleged offender met with officers at the Monroe Police Department and was identified as Alexis L. Furino (27), Brodhead. Furino was charged with retail theft. After being released on the retail theft charge, Furino was taken into custody on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole, on a probation violation, and was confined in the Green County Jail pending further action. On December 23, 2019, at 5:02 PM, officers were called to a vehicle versus bicycle accident at 8th Avenue and 8th Street. Investigation indicated that a vehicle operated by Allison K. Knouse (63), Dakota, IL, had been stopped at the stop sign for south bound 8th Avenue at 8th Street, waiting for traffic, saw a bicyclist on the 8th Street south sidewalk waiting to cross 8th Avenue, and thought that the bicyclist was waiting for Knouse to go first. Knouse proceeded forward to cross the crosswalk and collided with the bicycle. The bicyclist, Ralph A. Bradt (66), Monroe, was attempting to cross 8th Avenue in the crosswalk, and thought that Knouse was waiting on Bradt to go first, and was struck by Knouse. Bradt sustained minor injuries and was transported by Green County EMS. There were minor damages to the bicycle and no vehicle damages. Knouse was cited for failure to yield right of way to the bicyclist in the crosswalk, and released pending a court appearance.
On December 22, 2019, at 1:00 AM, officers stopped a vehicle in the 2200 block of 9th Street for traffic violations. Investigation resulted in the driver, Dixie R. Wettach (17), Monticello, being cited for a violation of absolute sobriety while driving. Wettach was released to a responsible person pending a court appearance. A passenger in the vehicle, a 17 year old Monroe male juvenile, was cited for possession of tetrahydrocannabinols (THC), for possession of drug paraphernalia, and for underage possession and consumption of alcohol. The 17 year old was released to a responsible person pending a court appearance. A second passenger, Jahir Valentin (18), Monroe, was also cited for underage possession and consumption of alcohol, and was released pending a court appearance.
On December 20, 2019, at 8:13 AM, officers were called to a two vehicle accident with no reported injuries in the 500 block of 8th Street. Investigation indicated that a vehicle operated by Patrick P. Bodell (39), Monroe, was west bound on 8th Street and rear-ended another west bound vehicle, operated by a 58 year old Monroe man, which had slowed to make a turn. There were moderate vehicle damages. Bodell was cited for following too closely and released pending a court appearance.
On December 15, 2019, at 12:07 AM, officers on another call at a business in the 1300 block of 17th Street observed a second person drinking that they knew to be underage. Officers escorted the person, identified as Samuel Joseph Thomas Hughes (19), Monroe, out of the business, and while doing so, Hughes fled on foot. Later, Hughes surrendered himself at the Monroe PD. Hughes was cited for underage consumption of alcohol and resisting officers. Hughes was released to a responsible person pending a court appearance.
On December 14, 2019, at 11:55 PM, officers arrested David J. Oliver III (19), Monroe, following a stop in the 1600 block of 14th Avenue by an officer checking a suspicious person. Oliver was cited for underage consumption of alcohol and was booked and released to a responsible person pending a court appearance.
On December 11, 2019, at 7:29 PM, officers arrested Aerial R. Altmann (19), Monroe, following a stop for a traffic offense in the 2100 block of 9th Street. Altmann was cited for operating a motor vehicle without a valid driver’s license, and was also cited for possession of tetrahydrocannabinols (THC), and underage possession of alcohol. Altmann was booked released pending court appearance.
On December 9, 2019, at 11:29 AM, officers were called to a two vehicle accident with no reported injuries in the 500 block of West 21st Street. Investigation indicated that a vehicle operated by Evelyn M. Mitchell (53), Monroe, turned on to West 21st Street from 4th Avenue West and collided with a vehicle on West 21st Street operated by a 77 year old Monroe woman. There were moderate vehicle damages. Mitchell was cited for failure to yield right of way from a stop sign and no vehicle insurance, and was released pending a court appearance. On December 9, 2019, at 2:29 PM, officers were called to a two vehicle accident with no reported injuries at 8th Street and 8th Avenue. Investigation indicated that a vehicle operated by Thomas D. Zielinski (67), Monroe, turned on to 8th Street from 8th Avenue and collided with a vehicle operated by Teagan A. Cornell (25), Wauzeka, which was west bound on 8th Street. There were minor vehicle damages. Zielinski was cited for failure to yield right of way from a stop sign, and was released pending a court appearance. Cornell was cited for no vehicle insurance, and was released pending a court appearance.
On December 8, 2019, at 4:18 PM, officers were called to a residence in the 2100 block of 16th Avenue to check the welfare of an individual. Investigation led to the arrest of James W. Rupnow (72), Monroe, on a charge of bail jumping for violating court orders prohibiting consumption of alcohol. Rupnow was also charged with resisting arrest. Rupnow was confined in the Green County Jail pending a court appearance.
On December 7, 2019, at 2:33 AM, officers conducted a traffic offense stop in the 1100 block of 13th Avenue. The driver, a 21 year old Monroe woman, was issued a warning for having expired registration plates. A further investigation led to the arrest of a passenger, Noah L. Streicher (22), Stockton, IL, for possession of tetrahydrocannabinols (THC) and possession of drug paraphernalia. Streicher was booked and released pending a court appearance. A second passenger, J’Son J. Williamson (23), Freeport, IL, was cited for possession of drug paraphernalia and released pending a court appearance.
On December 6, 2019, at 12:41 AM, officers on patrol checking the welfare of a person in the 900 block of 16th Avenue, led to the arrest of a person for underage drinking. Samuel J.T. Hughes (19), Monroe, was charged with underage consumption of alcohol, and was booked and released pending a court appearance. On December 6, 2019, at 5:34 PM, officers were called to a traffic accident with no reported injuries in the 700 block of 8th Avenue. Investigation indicated that a vehicle operated by Barbara J. Burggraf (69), Monroe, leaving a business driveway and turning north, collided with a legally parked vehicle when her attention was diverted by a pet. Burggraf was cited for inattentive driving and released pending a court appearance.
On December 4, 2019, at 11:35 AM, officers were called to investigate a report that a vehicle had struck a light pole in the downtown area sometime prior. Investigation revealed that a vehicle operated by Elaine J. Lancaster (74), Monroe, while backing from a parking stall in the 1000 block of 16th Avenue, collided with a street light pole quite some time before police were notified. There were no injuries, the vehicle sustained severe damage and the pole was also damaged. Lancaster was cited for failure to notify police of an accident, and released pending a court appearance. On December 4, 2019, at 8:23 PM, officers arrested Peter J. Knutson (40), Monroe, in the 1300 block of 16th Street, on an arrest warrant issued by the Monroe Police Department. Knutson was confined in the Green County Jail pending a court appearance.
On December 3, 2019, at 2:46 AM, officers cited Krista L. Hille (25), Freeport, IL, following a stop for a traffic violation in the 600 block of 10th Street. Hille was charged with possession of tetrahydrocannabinols (THC) and possession of drug paraphernalia, and was released pending a court appearance.
On December 2, 2019, at 7:51 AM, Monroe PD officers and Green County EMS were called to a two vehicle traffic accident with reported injuries on North 18th Avenue at STH 11. Investigation indicated that a vehicle operated by Jamie L.M. Anderson (28), Stoughton, exited off of the eastbound off ramp from STH 11 on to North 18th Avenue, into the path of a vehicle operated by Felicia L. Lean (33), Albany, which was northbound on North 18th Avenue. Lean and a passenger in her vehicle, Taylor M. Snider (26), Monroe, reported injuries and were examined by EMS. Both declined transport and were transported by private vehicle to seek treatment. Anderson was also checked at the scene and declined transport. Both vehicles sustained severe disabling damages. Anderson was cited for operating while suspended, failure to yield the right of way from a stop sign, and operating without insurance, and was released pending a court appearance. On December 2, 2019, at 8:36 AM, officers arrested Taylor M. Snider 26), Monroe, in the 500 block of 22nd Avenue on two active warrants issued by the Lafayette County Sheriff’s Office for failure to pay fines. Snider was released after posting the required cash bail.
On December 1, 2019, at 1:32 PM, officers were called to a two vehicle traffic accident with no reported injuries in the 1000 block of 8th Street. Investigation indicated that an east bound vehicle on 8th Street, operated by Maureen Kay Shrier (75), Brodhead, made a left turn into a west bound vehicle operated by a 65 year old Lena, IL woman. There were moderate damages to the vehicles. Shrier was cited for failure to yield right of way while turning left, and was released pending a court appearance.
On November 30, 2019, at 1:51 AM, officers arrested Carlos Aguirre Avendano (21), Monroe, following a traffic stop at the intersection of 11th Street and 17th Street. Avendano was taken into custody for possession of marijuana and possession of drug paraphernalia. Avendano was booked and released to a responsible person pending a court appearance. On November 30, 2019, at 3:11 PM, officers were called to check the welfare of a person in the 1700 block of 17th Street. The investigation led to the arrest of Trenity J. Wright (29), Monroe, on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole for a probation violation. Wright was confined in the Green County Jail pending further proceedings.
On November 29, 2019, at 6:19 AM, officers were called to the Taco Bell restaurant, 606 West 8th Street, for a report of a possible burglary. Investigation indicated that sometime in the overnight hours, a person or persons unknown entered the business and removed an undetermined amount of US Currency from the business. The incident remains under investigation and anyone having any knowledge of this incident is encouraged to call the Monroe Police Department or Crimestoppers.
On November 28, 2019, at 2:26 AM, officers arrested Alfonso Leon-Lozano (32), Monroe, following a traffic violation stop in the 800 block of 8th Street. Leon-Lozano was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for speeding and operating without a valid driver’s license. Leon-Lozano was booked and released to a responsible person pending a court appearance.

On November 26, 2019, at 8:18 AM, officers conducted an investigation into an abandoned vehicle incident in the 100 block of 14th Avenue where the operator provided officers with a false name. Further investigation led to the identification and arrest of the operator, Corey J. Gilbert (23), Stanley, WI. Gilbert was taken into custody on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole on a probation violation for providing false information to law enforcement. Gilbert was confined in the Green County Jail pending further action.
On November 24, 2019, at 2:39 AM, officers arrested Jennifer E. Smith (42), Darlington, following a traffic violation stop in the 1400 block of 9th Avenue. Smith was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating without stop lamps and operating without a license. Smith was released to a responsible person pending a court appearance.
On November 15, 2019, at 1:43 PM, officers were called to the 2100 block of 16th Avenue for a disturbance in a residence. Investigation into the call led to the arrest of James W, Rupnow (72), Monroe, on a charge of bail jumping. It was determined that Rupnow had bail conditions from a prior case prohibiting the consumption of alcohol. Rupnow was confined in the Green County Jail pending a court appearance. On November 15, 2019, at 10:01 PM, officers arrested Evodio Fancisco-Lopez (48), Monroe, following a traffic stop in the 1000 block of 8th Street. Francisco-Lopez was cited for operating while suspended-8th offense. Francisco-Lopez was also arrested on a warrant issued by the Beloit Police Department for an operating while suspended case there. After posting bail, Francisco-Lopez was released pending a court appearance.
On November 13, 2019, at 5:46 PM, officers arrested Brendon D. Collins (29), New Glarus, on the on ramp to STH 11 from 6th Avenue West, following a traffic stop. Collins was cited for operating after revocation. Collins was also arrested on three outstanding warrants, one from the Rock County Sheriff’s Office for felony bail jumping, one from the Janesville Police Department for operating while intoxicated-5th offense, and one from the Wisconsin Department of Corrections-Probation & Parole for a probation violation. Collins was confined in the Green County Jail pending further action.
On November 12, 2019, at 7:35 PM, officers arrested Lucas S. Roesslein (40), Monroe, in the 800 block of 19th Avenue, following a request for a welfare check of an individual. Roesslein was wanted on a child support warrant issued by the Green County Sheriff’s Office, and was confined in the Green County Jail pending further action.
On November 10, 2019, at 1:20 AM, officers arrested Shawn M. Hopkins (29), Monroe, after being asked to check on the welfare of an individual in a business in the 1300 block of 17th Street. Hopkins was found to be violating conditions of bail prohibiting alcohol consumption, on prior cases, and was charged with one count of misdemeanor bail jumping, and one count of felony bail jumping. Hopkins was confined in the Green County Jail pending a court appearance. On November 10, 2019, at 5:28 AM, officers arrested Victor Hugo Martinez-Rosales (33), Monroe, following a traffic stop in the 1600 block of 4th Avenue West. Martinez-Rosales was cited for operating with a suspended driver’s license. Martinez-Rosales was also charged with misdemeanor bail jumping due to a violation of bail conditions from a prior case prohibiting driving without a valid license, and also arrested on a warrant issued by the Green County Sheriff’s Office for failure to appear on a prior case for driving without a license. Martinez-Rosales was confined in the Green County Jail pending a court appearance. On November 10, 2019, at 9:58 PM, officers arrested Dustin R. Egger (31), Monroe, following a domestic disturbance call in the 700 block of 16th Avenue. Egger was charged with disorderly conduct under Wisconsin’s Domestic Violence laws, and was booked and released pending a court appearance.
On November 8, 2019, at 9:32 PM, officers arrested Micki F. Nafzger (25), Monroe, on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole, for a probation violation. Nafzger was confined in the Green County Jail pending further action. On November 8, 2019, at 11:11 PM, officers were called to a disturbance in an apartment complex in the 1000 block of 4th Avenue West. The investigation resulted in the arrest of Brandon S. Richardson (30), Monroe, on a charge of disorderly conduct. Richards was booked and later released after posting bail, pending a court appearance.
On November 6, 2019, at 4:30 PM, officers arrested Kole A. Figi (25), Monroe, at a residence in the 400 block of West 21st Street, on a child support warrant issued by the Lafayette County Sheriff’s Office. Figi was confined in the Green County Jail pending further action.
On November 5, 2019, at 8:11 AM, officers were called to a two vehicle accident with reported injuries at 18th Avenue and 7th Street. Investigation indicated that a vehicle operated by Gwendolyn J. Weber (29), South Wayne, was traveling east on 7th Street and collided with a southbound vehicle on 18th Avenue, operated by a 38 year old Monroe woman. The other driver was transported by Green County EMS with non-life threatening injuries. Both vehicles sustained moderate damages and one vehicle was towed. Weber was cited for failure to obey a yield sign, and released pending a court appearance.
On November 4, 2019, at 10:52 AM, Russell A. Kershaw (32), Austin, TX, turned himself in at the Police Department lobby for a warrant issued by the Monroe Police Department for failure to appear on a 2016 incident charge of making a computer threat message to injure or harm. Kershaw was confined in the Green County Jail pending a court appearance. On November 4, 2019, at 2:45 PM, officers were called to report of a man causing a disturbance on the sidewalk at 17th Avenue and 12th Street in Monroe’s downtown. Investigation resulted in the arrest of Peter J. Knutson (40), Monroe, on a charge of disorderly conduct. In addition, Knutson was also charged with misdemeanor bail jumping and felony bail jumping after officers determined that Knutson was on bail for previous cases, both of which bail conditions prohibited committing additional offenses. Knutson was confined in the Green County Jail pending a court appearance.
On November 3, 2019, at 1:46 AM, officers were called to check the welfare of a person behaving abnormally at a residence in the 1700 block of 16th Street. Investigation resulted in the arrest of Justin D. Nyman (27), Monroe, on an apprehension request from the Wisconsin Department of Corrections-Probation and Parole, for a probation violation. Nyman was confined in the Green County Jail pending a court appearance.
On November 2, 2019, at 8:47 AM, officers were called to a two vehicle accident with no reported injuries at 12th Avenue and 19th Street. Investigation indicated that a vehicle operated by Pedro Josue Colunga Munoz (35), Madison, pulled out on to 19th Street from 12th Avenue and collided with a vehicle operated by a 44 year old Monroe man. Both vehicle sustained severe damages and were towed. Colunga Munoz was cited for failure to yield right of way from a stop sign, and was released pending a court appearance. On November 2, 2019, at 8:47 AM, officers arrested Pedro Josue Colunga Munoz (35), Madison, when during the investigation of another matter in the 1200 block of 19th Street, it was determined that Colunga Munoz was wanted on a warrant for his arrest from Dane County for failure to appear in court on a prior operating without a license charge. Colunga Munoz was confined in the Green County Jail pending further action. On November 2, 2019, at 7:19 PM, officers were called to a complaint of a single vehicle versus a sign accident with no reported injuries in the 1000 block of 8th Street. Investigation indicated that a vehicle operated by Moises Lara Cruz (42), Monroe, traveling west on 9th Street, left the roadway in the curve of the roadway from 9th Street to 8th Street in the 1000 block and collided with a sign post. The vehicle then parked in a gravel lot off of the 1000 block of 8th Street, where it was located by officers with one person behind the wheel and the engine running. Lara Cruz was cited for operating a motor vehicle while intoxicated-1st offense, operating with a prohibited alcohol concentration, and with operating without a valid license-3rd offense. Lara Cruz was released to a responsible person pending a court appearance.
On November 1, 2019, at 9:57 PM, officers were called to a vehicle vs parked vehicle accident with no reported injuries in the 2300 block of 18th Avenue. The offending vehicle was eventually located at a business east of Monroe on CTH KK. Investigation indicated that the offending vehicle was operated by Brandon R. Welsch (44), Monroe, and was traveling north on 18th Avenue in the 2300 block when it veered to the right and struck the rear driver side of a parked vehicle. Welsch left the scene without contacting the victim vehicle owner or police. Both vehicle sustained severe damages. Welsch was cited for hit and run to an unoccupied vehicle, failure to report an accident, and failure to maintain control of a vehicle. Welsch was released pending a court appearance.
On October 31, 2019, at 8:54 AM, officers were called to a two vehicle accident with no reported injuries on 11th Avenue at 5th Street. Investigation indicated that a vehicle operated by Paul M. Anderson (32), South Wayne, southbound on 11th Avenue, attempted to make a turn west on to 5th Street, and collided with an oncoming vehicle operated by an 87 year old Monroe woman. Both vehicle sustained minor damages and were drivable. Anderson was cited for operating too fast for conditions and released pending a court appearance. On October 31, 2019, at 8:33 PM, officers arrested Richard C. Peterson (59), Monroe, in the 1100 block of 10th Street, on a warrant issued by the Monroe Police Department for issuance of worthless checks (3 counts). Peterson was confined in the Green County Jail pending a court appearance. On October 31, 2019, at 9:25 PM, officers were called to a domestic disturbance in the 2100 block of 11th Street. Investigation led to the arrest of Robert J. Witt Jr. (45), Monroe, on a charge of disorderly conduct under Wisconsin’s Domestic Violence laws. In addition, Witt was also cited for possession of tetrahydrocannabinols and possession of drug paraphernalia. Witt was later released after posting bail, pending a court appearance.

On October 30, 2019, at 6:14 AM, officers arrested Robert L. Terrell (29), Monroe, on a warrant issued by the Wisconsin Department of Corrections-Probation and Parole. Terrell was confined in the Green County Jail pending further proceedings.

On October 27, 2019, at 2:20 AM, officers were called to a business in the 1300 block of 17th Street to assist with a highly intoxicated person. During the investigation the person became combative and was arrested. Kyle R. Johnson (32), Brodhead, was charged with disorderly conduct and resisting arrest, and was confined in the Green County Jail pending a court appearance.
On October 26, 2019, at 12:41 PM, officers were called to a two vehicle accident with no reported injuries on the eastbound off ramp from STH 11 at 6th Avenue West. A vehicle towing a trailer operated by Stuart E. Rogers (61), Brodhead, began to turn on to 6th Avenue West and was rear ended by a vehicle operated by a 23 year old Juda man. There were no injuries and minor damages. Rogers was cited for non-registration of the trailer, and released pending a court appearance. On October 26, 2019, at 11:21 PM, officers found a vehicle stuck on the active railroad tracks between 13th Avenue and 14th Avenue in the 1700 block. Investigation resulted in the arrest of Michael S. Teal (49), Monroe, on charges of operating a motor vehicle while intoxicated-3rd offense, and reckless driving on or across a railroad crossing. Teal was confined in the Green County Jail pending a court appearance.
On October 17, 2019, at 12:42 PM, Monroe Police were called to the scene of a two vehicle crash with minor injuries and a knocked over traffic light, at 1st Avenue and West 8th Street, on Monroe’s far west side. Investigation indicated that an eastbound vehicle on West 8th Street, operated by Amgalan Nanzad Roth (69), Orangeville, IL, collided with a southbound vehicle on 1st Avenue, operated by Sandra L. Powell (37), Browntown, WI. Both drivers had minor injuries and were transported to the Monroe Clinic by Green County EMS. Both vehicles sustained disabling damages. Roth was cited for failing to stop for a red traffic light, and was released pending a court appearance.
On October 19, 2019, at 2:00 AM, officers arrested John D. Trolinger (45), Monroe, following a stop for a traffic offense in the 900 block of 12th Avenue. Trolinger was charged with operating a motor vehicle while intoxicated-4th offense, and was confined in the Green County Jail pending a court appearance. On October 19, 2019, at 8:50 PM, officers were called to a public order disturbance in a residential neighborhood in the 500 block of West 21st Street. While investigating that incident, officers had contact with, and cited, Shawn W. Boss (19), Monroe, for underage consumption of alcohol-6th offense. Boss was released to a responsible person pending a court appearance.
On October 16, 2019, at 1:24 PM, officers were called to a two vehicle accident with no reported injuries in the 400 block of 8th Street. Investigation indicated that a vehicle operated by Courtney (NMI) Germain (24), Freeport, IL, turned from a private drive and collided with a west bound vehicle on 8th Street, operated by a 78 year old Monroe man. Both vehicles sustained minor damages. Germain was cited for making an improper right turn, and was released pending a court appearance. On October 16, 2019, at 6:36 PM, officers were called to a disturbance at an apartment in the 2700 block of 8 ½ Street. As a result of the investigation, officers arrested Zachery T. Hennessy (18), Monroe, on an apprehension request from the Wisconsin Department of Corrections-Probation and Parole, for a probation violation. Hennessy was confined in the Green County Jail pending further proceedings.
On October 13, 2019, at 5:05 AM, officers cited Casey S. Arnsmeier (25), Monroe, following a stop for a traffic offense in the 800 block of 20th Avenue. Ansmeier was cited for speeding in the 1700 block of 9th Street. Ansmeier was also cited for possession of tetrahydrocannabinols and possession of drug paraphernalia, and was released pending a court appearance. On October 13, 2019, at 7:56 PM, officers were called to a one vehicle accident on West 7th Street, west of 6th Avenue West. Investigation indicated that a vehicle operated by Keith A. Ginner (77), Monroe, traveling east on West 7th Street, left the roadway before colliding with a fence and a tree. Ginner was transported in a private vehicle to the Monroe Clinic emergency room for minor injuries. The vehicle sustained severe damages and was towed. Ginner was charged with operating a motor vehicle while intoxicated-1st offense, and was released to a responsible person pending a court appearance.
On October 11, 2019, at 2:18 AM, officers arrested Gregory G. Grunewald (38), New Glarus, after an officer checking a closed business in the 100 block of North 18th Avenue made contact with a running, occupied vehicle. Grunewald was charged with operating a motor vehicle while intoxicated-3rd offense, and was also cited for having open intoxicants in a motor vehicle. Grunewald was processed and released to a responsible person after posting bail, pending a court appearance. On October 11, 2019, at 9:01 AM, officers and Green County EMS responded to a two vehicle accident with reported injuries at 21st Street and 14th Avenue. Investigation indicated that a delivery vehicle operated by Michael M. Robinson (34), Winslow, IL, traveling north on 14th Avenue, collided with a second vehicle, operated by an 18 year old Monroe man, which was east bound on 21st Street. A passenger in the second vehicle, a 17 year old Monroe female, reported injuries and was transported by EMS. Both vehicles sustained disabling damages and were towed. Robinson was cited for failure to yield from a stop sign, and released pending a court appearance. On October 11, 2019, at 8:00 PM, officers were called to a two vehicle accident with no reported injuries at 9th Street and 17th Avenue. Investigation indicated that a northbound vehicle operated by Alex L. Siedschlag (32), Monroe, pulled into the intersection and collided with a westbound vehicle on 9th Street, operated by Brooklynn C. Thomas (23), Monroe. Both vehicles sustained disabling damages and had to be removed from the scene. Siedschlag was charged with operating a motor vehicle while intoxicated-1st offense, operating with a prohibited alcohol concentration and failure to yield from a stop sign, and was released to a responsible person pending a court appearance. Thomas was cited for operating while suspended and failure to carry vehicle insurance documentation, and was also released pending a court appearance.
On October 10, 2019, at 12:57 AM, officers arrested Aaron C. Bernet (40), Monroe, after a check into a complaint of a person walking on the Badger Trail at a late hour. Investigation indicated that Bernet was wanted on a warrant issued by the Lafayette County Sheriff’s Office for failure to pay a fine on a charge in Lafayette County. Bernet was unable to post bail and was turned over to Lafayette County authorities.
On October 8, 2019 at about 3:02 PM, Monroe Police were called to a traffic accident, reported as a vehicle versus a traffic signal light pole, at the intersection of 6th Avenue West and West 7th Street, on Monroe’s far west side. Investigation indicated that a sedan operated by Dorothy A. Schlapbach (90), Albany, left the roadway and collided with a traffic signal light pole on the southwest corner of the intersection, knocking the pole and signal light over. Schlapbach was transported by Green County EMS with non-life threatening injuries. There was major damage to the vehicle. The accident remains under investigation. The intersection is open and the remaining signal lights are adequate for traffic safety and control.
On October 3, 2019, at 3:54 PM, officers were called to a two vehicle crash with no reported injuries at 17th Avenue and 9th Street. Investigation indicated that a vehicle operated by Mary L. Stuessy (83), Monroe, west bound on 9th Street, attempted to turn right on to 17th Avenue from the center left turn lane, and collided with a west bound vehicle operated by a 53 year old Monroe woman, which was also turning right on to 17th Avenue from the proper lane. Stuessy was cited for making an improper right turn and released pending a court appearance. There were moderate damages.
On October 1, 2019, at 9:13 AM, officers were called to a two vehicle accident with no reported injuries at West 7th Street and 6th Avenue West. Investigation indicated that a vehicle operated by Louise E. Bauman (80), Monroe, collided with a vehicle operated by a 34 year old Milwaukee man during a turning maneuver. Bauman was cited for making an improper left hand turn and was released pending court.
On September 30, 2019, at 9:44 AM, officers were called to a two vehicle crash with no reported injuries at 15th Avenue and 10th Street. Investigation indicated that a vehicle operated by Jeremy A. Moore (37), Oregon, WI, collided with another vehicle in the intersection. Moore was cited for operating after revocation-4th offense, failure to yield right of way from a stop sign, having no insurance, displaying registration for a different vehicle and having expired registration. Moore was cited and released pending a court appearance. There were minor damages.

On September 29, 2019, at 1:55 AM, officers were called to a domestic related disturbance at a residence in the 500 block of West 21st Street. Investigation led to the arrest of Roger M. Blum (50), Monroe. Blum was charged with disorderly conduct under Wisconsin’s Domestic Violence Laws, and was also taken into custody on a apprehension order from the Wisconsin Department of Corrections-Probation & Parole. Blum was confined in the Green County Jail pending a court appearance.
On September 28, 2019, at 2:15 AM, officers arrested Harley J. Paynter (24), Monroe, following a complaint of a disorderly person at a residence in the 400 block of West 21st Street. Paynter was charged with disorderly conduct and confined in the Green County Jail pending a court appearance. On September 28, 2019, at 5:15 PM, officers arrested Daniel A. Smiley (37, Monroe, following a traffic stop in the 1000 block of 8th Avenue. Smiley was found to be wanted on a warrant from the Lafayette County Sheriff’s Office, and was transported to the Police Department, where Smiley posted bail and was released.
On September 27, 2019, at 12:03 AM, officers arrested Steven W. West (28), Juda, following a report of a disturbance involving several individuals in the 1000 block of 16th Avenue. West was charged with disorderly conduct and reckless use of a weapon, after it was determined that West pointed a firearm at other persons. West was confined in the Green County Jail pending a court appearance. On September 27, 2019, at 8:15 PM, officers arrested Darwin L. Seneca (50), Monroe, at a residence in the 200 block of 4th Avenue, on an arrest warrant issued by Kenosha County Joint Services. Seneca was released after posting the required bail. On September 27, 2019, at 11:45 PM, officers were called to a report of a fight at a business in the 500 block of 6th Avenue. Investigation led to the arrest of Toby A. Stanley (22), Carthage, MO, on a charge of disorderly conduct. Stanley was confined in the Green County Jail pending a court appearance.
On September 22, 2019, at 2:25 AM, an officer on patrol found a one vehicle accident with no injuries in the 700 block of 6th Avenue West. Investigation indicated that the vehicle, operated by Cortney D. Johnson (25), Blanchardville, was turning on to 6th Avenue West from West 8th Street, when the vehicle collided with the curb of the median, causing disabling damage to the vehicle. Johnson was subsequently arrested and charged with operating while intoxicated-1st offense, and also was cited for operating with a prohibited alcohol concentration. Johnson was released to a responsible person pending a court appearance.
On September 21, 2019, at 8:22 AM, officers were called to a two vehicle crash with reported minor injuries in the 400 block of 8th Street. Investigation indicated that a vehicle operated by Kyle K. Johnson (18), Itasca, IL, west bound on 8th Street, rear-ended a west bound vehicle operated by a 56 year old Argyle man which was turning into a business driveway. Both vehicle sustained moderate damages. The Argyle man reported a minor injury but declined transport. Johnson was cited for following too closely and released pending a court appearance.
On September 20, 2019, at 5:45 AM, officers arrested Tina Y. Dammen (30), Argyle, following a traffic stop of a vehicle that persons had complained about the operation of, at West 7th Street and 6th Avenue West. Dammen was charged with operating with a prohibited alcohol concentration higher than .15-2nd offense. Dammen was also cited for an unsafe lane deviation. Dammen was released to a responsible person pending a court appearance.
On September 18, 2019, at 11:00 AM, officers were called to a two vehicle crash with no reported injuries at the intersection of 4th Avenue West and West 8th Street. Investigation indicated that an east bound vehicle on West 8th Street, operated by Mina L. Davis (53), Argyle, made a left turn across the path of a west bound vehicle on West 8th Street operated by a 68 year old Orangeville, IL woman. There were moderate damages to both vehicles. Davis was cited for failure to yield the right of way while making a left turn, and was released pending a court appearance.
On September 18, 2019, the Monroe Police Department was informed of a local scam involving cellular phone texting. This particular scam involved the recipient receiving a text message from their church leader, asking the recipient to buy ITunes cash cards to help another church member who needs medical care. The church leader never sent the messages, and the recipients were asked to just provide the numbers from the back of the cash card so that the cash value can be redeemed. The Police Department again cautions everyone that if you receive an abnormal text message or call, for example, from your local church, check into this before buying cash or gift cards, sending Western Union or certainly before giving out the card PIN numbers. Unfortunately, this scam is just a variation of other scams attempting to trick people or take advantage of the charity of others. If you experience something that seems suspicious, you can always contact your local law enforcement agency and are encouraged to do so before sending money.
On September 17, 2019, at 4;07 AM, officers arrested Jonathan D. D. Sole (27), Monroe, following a traffic stop on North 18th Avenue at STH 11/81. Sole was found to be wanted on a warrant issued by the Dane County Sheriff’s Office for failing to appear in court on a disorderly conduct case there. Sole was also cited for operating while suspended and for no proof of insurance. Sole was confined in the Green County Jail on the warrant and given a court date on the citations.
On September 14, 2019, at 12:29 AM, officers arrested Raymond R. Kasper (27), Monroe, following a traffic stop in the 600 block of 26th Street. Kasper was charged with possession of tetrahydrocannabinols (THC)(marijuana) and possession of drug paraphernalia. Kasper was booked and released pending a court appearance. On September 14, 2019, at 6:27 AM, officer arrested Jeremy A. Rutledge (40), Monroe, at a residence in the 2000 block of 15th Avenue, after being called to the residence on another matter. While investigating the other matter, officers determined that Rutledge had violated conditions of bail from a prior case unrelated to this one. Rutledge was charged with felony bail jumping due to violating the prohibition for consuming alcohol, and was confined in the Green County Jail pending a court appearance. On September14, 2019, at 5:11 PM, officers were called to a minor two vehicle traffic accident with no reported injuries in a parking lot in the 1000 block of 4th Avenue West. Investigation indicated that a vehicle operated by Dakota C. J. Lorenz (26), Monroe, backed from a parking stall into another parked vehicle. The investigation led to the arrest of Lorenz on a charge of operating a motor vehicle while intoxicated-2nd offense. After a blood sample was obtained, Lorenz was booked and released to a responsible person pending a court appearance. On September 14, 2019, at 6:27 PM, officers arrested Charles A. Sulzer (61), Monroe, following an investigation into a shoplifting complaint at a business in the 200 block of 8th Street. Sulzer had been stopped on an unrelated traffic offense in the 1000 block of 12th Avenue, and the investigating officer from the earlier shoplifting complaint interviewed Sulzer at the traffic stop location. Subsequent to the shoplifting investigation, Sulzer was charged with retail theft, and was released pending a court appearance. Subsequent to the traffic offense investigation, Sulzer was cited for operating while suspended and having no proof of insurance, and was released pending a court appearance.
On September 11, 2019, at 3:49 PM, officers were called to a vehicle versus bicycle accident with reported injuries at the intersection of 9th Street and 15th Avenue. Investigation indicated that a vehicle operated by Betty J. Monahan (60), Shullsburg, westbound on 9th Street, went around another which was stopped in traffic, and struck a bicyclist crossing in the crosswalk. The bicyclist, a 15 year old Monroe boy, sustained non-life threatening injuries and was transported by private vehicle. The bicycle also sustained minor damages. Monahan was cited for failure to yield the right of way to a pedestrian or bicyclist in the crosswalk and also cited for passing a vehicle stopped to yield to a pedestrian or bicyclist in the crosswalk. She was released pending a court appearance.
On September 10, 2019, at 3:15 PM, officers were called to a two vehicle accident with reported injuries at West 8th Street and 1st Avenue. Investigation indicated that a vehicle operated by Raymond T. Marschang (29), Freeport, IL, eastbound on West 8th Street, collided in the intersection with a vehicle operated by Patsy L. LaBorde (75), Monroe, which was northbound on 1st Avenue. LaBorde reported non-life threatening injuries and was transported by Green County EMS. Both vehicle sustained severe damages and were towed. Marschang was cited for a violation of a red traffic signal.
On September 9, 2019, at 1:40 AM, officers were called to a domestic disturbance at a residence in the 2700 block of 8 ½ Street. Investigation led to the arrest of Tommy R. Goebel (50), Monroe, on charges of battery and disorderly conduct under Wisconsin’s Domestic Violence laws. Goebel was confined in the Green County Jail pending a court appearance.
On September 8, 2019, at 2:53 PM, officers arrested Janelle L. Koehler (34), Monroe, following an investigation into a domestic disturbance in the 2000 block of 7th Street. Koehler was charged with disorderly conduct under Wisconsin’s Domestic Violence laws, and was booked and released pending a court appearance.
On September 7, 2019, at 11:50 AM, officers were called to a two vehicle accident with no reported injuries at 8th Street and 8th Avenue. Investigation indicated that a vehicle operated by Jodi L. Johnson (34), Monroe, turned east on to 8th Street from 8th Avenue, into the path of a vehicle west bound on 8th Street, operated by Daniel L. Ritschard (55), Monroe. There were moderate damages to both vehicles. Johnson was cited for failure to yield the right of way from a stop sign, and released pending a court appearance. Ritschard was cited for expired vehicle registration and also released pending a court appearance.
On September 5, 2019, at 4:49 AM, officers responded to a 911 call for an unknown issue at a residence in the 1000 block of 4th Avenue West. Investigation resulted in the arrest of Kayla R. Solberger (33), Monroe. Solberger was charged with possession of cocaine and possession of drug paraphernalia, and was confined in the Green County Jail pending a court appearance.
On September 5, 2019, Monroe Police received several complaints from residents who have received phone calls alleging to be from the Social Security Administration, advising the recipient that their Social Security Number has been suspended due to suspicious activity. If the recipient calls back or follows the caller’s instructions, the caller wants them to tell the caller the recipient’s Social Security Number. These calls are false scam calls. First, the Social Security Administration would not call in such a manner, you would receive mail from them. Second, they would already know your Social Security Number, so they should be able to tell you what it is to confirm, not ask you for it. No one should call the number back, and no one should ever give their Social Security Number to someone on the phone, nor any other sensitive numbers such as a bank account. Any of these entities would most likely contact you by mail, and certainly would ask you to come to their office for business. Credit card numbers should only be given out when you’ve generated the call. Residents can find more information about these nationwide scams by searching on the internet. The actual number for the Social Security Administration is (1-800-772-1213). If you receive one of these suspicious calls, you can hang up, wait a few minutes, and then call that actual number. Anyone can also call their local law enforcement agency to seek information or to report these calls. Unfortunately, these calls are difficult to investigate locally, because they are likely calls originating from outside of the country. Even Federal agencies have difficulty because often these countries do not have agreements with the US to investigate these crimes. Really the safest method is to never trust phone calls like this, don’t ever give out your Social Security Number nor bank account or credit cards numbers unless you generated the call to begin with. You can hang up and call your local law enforcement agency, and certainly should do so if you’ve given out a sensitive number.
On August 25, 2019, at 1:18 AM, officers were called to a complaint of a disturbance outside of a business in the 1400 block of 17th Street. Investigation indicated that an altercation had occurred where one person allegedly punched another, and a female was nearly struck by a vehicle which left the area prior to the arrival of police. A few hours later, the vehicle and occupants were located at a residence in the 2300 block of 12th Street, where officers arrested Angel M. Lopez Sanchez (33), Argyle in connection with the incident. Lopez Sanchez was charged with disorderly conduct and confined in the Green County Jail pending a court appearance. The incident remains under investigation with possible further charges being reviewed by the District Attorney.

August

On August 24, 2019, at 4:38 PM, officers arrested Gary L. Wagner II (35), Lodi, at a residence in the 2200 block of 1st Street, after Wagner was located by officers there. Wagner was wanted on a felony arrest warrant from the Dane County Sheriff’s Office, and was confined in the Green County Jail pending further action.
On August 22, 2019, at 5:45 PM, officers were called to a two vehicle accident with no reported injuries in the 700 block of 17th Street, where one of the vehicles left the scene. The suspect vehicle was located a few minutes later in the 1100 block of 16th Street. The driver of the suspect vehicle was identified as Alyssa D. Fisher (29), Monroe. Investigation indicated that Fisher’s vehicle was south bound on STH 69, and turned east bound on to 17th Street. During the turn, Fisher’s vehicle collided with a vehicle operated by a 30 year old Monroe man, which was stopped at the stop sign facing west on 17th Street. Both vehicles sustained moderate damages. Fisher was cited for operating left of the centerline, hit and run to an attended vehicle, failure to notify the police of an accident and operating while suspended. Fisher was released pending a court appearance.
On August 21, 2019, at 3:04 PM, officers were called to a two vehicle accident with no reported injuries at 12th Avenue and 17th Street. Investigation indicated that a vehicle operated by Samantha J. Meyer (19), Monroe, south bound on 12th Avenue, turned on to 17th Street into the path of a vehicle, operated by a 38 year old Monroe man which was west bound. There were no reported injuries. Meyer’s vehicle sustained moderate damages and was towed, the other vehicle had minor damages and was operable. Meyer was cited for failure to yield right of way from a stop sign, and was released pending a court appearance. On August 21, 2019, at 6:09 PM, officers arrested Peter P. Belletiere (36), Monroe, following a call for a domestic disturbance at a residence in the 900 block of 12th Street. Belletiere was charged with disorderly conduct and criminal damage to property under Wisconsin’s Domestic Violence laws, and was confined in the Green County Jail pending a court appearance.
On August 17, 2019, at 4:49 AM, officers were called to a report of a hit and run accident in the parking lot of a business. Investigation indicated that the suspect vehicle struck a shelving unit next to the business building, damaging the unit and some products. Officers located the suspect vehicle shortly after in the 2500 block of 8th Street, and identified the driver as Brittany N. Ethridge (28), Monroe. Ethridge was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for hit and run to property adjacent to a highway. Ethridge was booked and released to a responsible person pending a court appearance. On August 17, 2019, at 10:07 PM, officers arrested Kayla R. Solberger (33), Monroe, following a traffic offense in the 1000 block of 4th Avenue West. Solberger was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration and with unreasonable and imprudent speed. Solberger was booked and released to a responsible person pending a court appearance.
On August 16, 2019, at 7:34 PM, officers arrested Aiden J. Roesslein (18), Freeport, IL, following a traffic stop in the 1300 block of 14th Avenue. Roesslein was found to be wanted on a Wisconsin Department of Corrections-Probation & Parole warrant, and was confined in the Green County Jail pending further proceedings.
On August 15, 2019, at 9:28 PM, officers arrested Devery Shanowat (50), Milwaukee, following a traffic stop at 3rd Avenue and 7th Street. Shanowat was found to be wanted on a felony Wisconsin Department of Corrections-Probation & Parole warrant, and was confined in the Green County Jail pending further proceedings.
On August 13, 2019, at 5:25 AM, officers were called to a 911 disturbance incident in the 1300 block of 16th Street. Investigation led to the arrest of Christopher L. Sibley (33), Monroe on a charge of disorderly conduct. Sibley was cited on the disorderly conduct charge, but was taken into custody on an apprehension request from the Wisconsin Department of Corrections-Probation & Parole, and confined in the Green County Jail pending further proceedings. On August 13, 2019, at 3:40 PM, officers arrested Kaitlin M. Whiteaker (22), Monroe, at a residence in the 1000 block of 4th Avenue West, on a warrant issued by the Monroe Police Department for failure to appear in court on a prior case. Whiteaker was confined in the Green County Jail pending a court appearance.
On August 12, 2019, at 10:11 PM, officers arrested Andrew J. Voss (22), Plainfield, IL, after a stop for a traffic offense in the 700 block of 8th Avenue. Voss was charged with possession of tetrahydrocannabinols and possession of drug paraphernalia, and was booked and released pending a court appearance.
On August 11, 2019, at 12:46 AM, officers arrested Danielle J. Zimmerman (37), Monroe, after an officer on patrol observed Zimmerman violating conditions of bail on a prior felony charge in the 1300 block of 17th Street. Zimmerman was charged with bail jumping-felony and an additional apprehension request from the Wisconsin Department of Corrections-Probation & Parole, and was confined in the Green County Jail pending a court appearance. On August 11, 2019, at 2:15 AM, officers arrested Hector M. Guerra (46, Monroe, following a check by an officer of a person in a closed business lot. Guerra was found to be wanted on a felony warrant for non-support issued by the Green County Sheriff’s Office, and a misdemeanor warrant on a battery charge from the Rock County Sheriff’s Office. During the contact, Guerra provided a false name to officers and was additionally charged with obstructing an officer. During the arrest officers discovered marijuana and drug paraphernalia, so Guerra was also charged with possession of tetrahydrocannabinols-2nd offense, a felony, and possession of drug paraphernalia. Guerra was confined in the Green County Jail pending further proceedings.
On August 10, 2019, at 2:32 AM, officers arrested Jessica L. Bystry (36), Monroe, following a traffic stop in the 800 block of 18th Avenue. Bystry was charged with operating while intoxicated-2nd offense, and was later booked and released to a responsible person pending a court appearance.
On August 9, 2019, at 2:57 AM, officers were called to the 2200 block of 14th Avenue for a report of a hit and run traffic accident to a parked vehicle. The suspect vehicle was located a short distance away in the 1300 block of 20th Street, where it had become involved in a second accident, this time with a utility pole. This second accident caused a power outage to residences for a full block. Officers identified the driver as Aaron J. Koch (23), Monroe. Koch was arrested and charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration, hit and run, and open intoxicants in a motor vehicle. Koch was booked and released to a responsible person pending a court appearance. Alliant Energy reinstated power in a short period of time. On August 9, 2019, at 7:13 PM, officers arrested James W. Rupnow (72), Monroe, in the 2100 block of 16th Avenue, following a call from a person admitting to stealing liquor. Rupnow was charged with bail jumping due to a violation of court ordered conditions of bail prohibiting possessing or consuming alcohol. Rupnow was confined in the Green County Jail pending a court appearance.
On August 8, 2019, at 1:50 AM, officers were called to the 1000 block of 17th Avenue for a report of a hit and run traffic accident. The alleged vehicle was located a short distance away. Officers identified the driver as Jacob D. Lincicum (28), Monroe. Lincicum was arrested and charged with operating a motor vehicle while intoxicated-3rd offense, and was also cited for hit and run, failure to notify police of an accident, and operating with no insurance. Lincicum was confined in the Green County Jail pending a court appearance. On August 8, 2019, at 5:53 PM, officers arrested Jason K. Coy (31), Monroe, in the 700 block of 17th Street, on a warrant issued by the Green County Sheriff’s Office for failing to appear in court for a possession of tetrahydrocannabinols (THC) charge. Coy was confined in the Green County Jail pending a court appearance.
On August 7, 2019, at 6:22 PM, officers were called to the 2600 block of 10th Street to check the welfare of a man possibly in distress. The man was found to be extremely intoxicated. During a medical check process, the man, identified as Peter J. Bonlie (63), Monroe, created a physical disturbance in the emergency room, and was arrested. Bonlie was charged with disorderly conduct and resisting officers, and was confined in the Green County Jail pending a court appearance.
On August 3, 2019, at 10:38 AM, Monroe Police were sent to Monroe Powersports, 2820 CTH DR for a report of a possible burglary. Investigation indicated that between 11:00 PM and 11:45 PM on August 2, 2019, five (5) persons unknown stole a 2019 Polaris Outlaw 50 youth ATV (all- terrain vehicle) from an enclosed area at the business. These persons also removed a full sized ATV which was located in the N3300 block of STH 59, a short distance from the business. It was also found that six (6) other ATVs and utility terrain vehicles (UTV) had damages to wiring in an apparent attempt to take them also. Police are following leads in this case. On August 5, 2019, at 1:19 AM, officers arrested Jeremy S. Eberle (30), Monroe, following an investigation into domestic disturbances over a two day period at a residence in the 1000 block of 24th Street. The investigation alleges that Eberle and a 27 year old female had domestic related incidents during which the female was restrained and sustained injuries. Eberle has been initially charged with disorderly conduct, battery, strangulation and false imprisonment, all under Wisconsin Domestic Violence laws. Eberle was confined in the Green County Jail pending a court appearance. On August 5, 2019, at 9:00 PM, officers arrested Clayton A. Ostby (56), Monroe, at a residence in the 500 block of West 21st Street. Ostby was wanted on a warrant issued by the Wisconsin Department of Corrections-Probation and Parole for a probation violation. Ostby was confined in the Green County Jail pending a court appearance.
On August 4, 2019, at 1:15 AM, officers arrested Eric R. Johnson (42), Monroe, following a traffic stop at 9th Street and 13th Avenue. Johnson was charged with operating a motor vehicle while intoxicated-1st offense, and was booked and released to a responsible person pending a court appearance.
On August 2, 2019, at 8:42 PM, officers arrested Samone N. Miller (29), Madison, at the Monroe Police Department, on a body only warrant issued by the Iowa County Sheriff’s Office. Miller was at the police department on another matter. The warrant was for failure to appear in court for a prior operating after revocation charge in Iowa County. Miller was confined in the Green County Jail pending further action.
On August 1, 2019, at 4:04 PM, officers arrested Douglas B. Scace (48), Browntown, in the 800 block of 19th Street, following an investigation by law enforcement and Green County Human Services into a child abuse complaint. Complaint alleged minor injury to a 15 year old child. Scace was charged with physical abuse of a child, was booked and released pending a court appearance. On August 1, 2019, at 4:51 PM, Monroe Police, Monroe Fire and Green County EMS were called to a two vehicle accident with reported minor injuries on 6th Avenue West at West 7th Street. Investigation indicated that a vehicle operated by Dawn M. Skattum (62), Argyle, which was southbound on 6th Avenue West, collided with a vehicle operated by a 79 year old Monroe woman, which was turning left on to 6th Avenue West from West 7th Street. The impact caused Skattum’s vehicle to overturn on 6th Avenue West. Skattum was extricated from the vehicle by the Fire Department, and transported to the hospital by EMS for non-life threatening injuries. Skattum’s vehicle was severely damaged, and the other vehicle sustained minor damages. Skattum was cited for failure to obey a traffic signal (red light).

July

On July 31, 2019, shortly after 9:00 A.M., the Monroe Police Department was notified of a burglary to a business located in the 400 Block of West 8th Street, on Monroe’s west side. Investigation at the scene indicated that the business was forcibly entered. Once inside a safe was entered and an undetermined amount of U.S. Currency was taken. The burglary occurred between 1:30 A.M. and 2:10 A.M. on the morning of July 31st. At this point in the investigation, police are seeking a person of interest described as a while male, wearing a hooded sweatshirt and baseball type cap.
On July 29, 2019, at 11:56 AM, officers arrested Jason R. Quintero (46), Monroe, in the 300 block of 6th Avenue West, on a warrant issued by the Wisconsin Department of Corrections-Probation & Parole, for a probation violation. Quintero was additionally charged with misdemeanor theft based upon an investigation into an incident on July 28, 2019, where Quintero was identified as taking money out of a tip jar at a business in the 1000 block of 16th Avenue. Quintero was confined in the Green County Jail pending a court appearance.
On July 28, 2019, at 12:03 AM, officers were called to a report of a missing person in the 1700 block of 16th Street. Investigation found that the alleged missing subject had fled on foot from that location following a physical domestic altercation. The missing person, identified as Tonya T. Kinney (41), Monroe, was located in the W4100 block of STH 11, and arrested on a charge of disorderly conduct under Wisconsin’s Domestic Violence Law, and was confined in the Green County Jail pending a court appearance. On July 28, 2019, at 2:50 AM, officers arrested Christian Aponte (30), Monroe, following a traffic stop in the 1600 block of STH 69. Aponte was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration. Aponte was confined in the Green County Jail until release to a responsible person or the passage of time according to Wisconsin Law. On July 28, 2019, at 10:21 PM, officers arrested Justin D. Nyman (27), Monroe, in the 1700 block of 16th Street on a warrant issued by the Wisconsin Department of Corrections-Probation & Parole, alleging a probation violation. Nyman was confined in the Green County jail pending a court appearance.
On July 26, 2019, at 6:15 PM, officers were called to a report of a domestic disturbance in the 600 block of 8th Avenue where no disturbance was found. Further investigation revealed that the disturbance had actually occurred a few minutes prior at a residence in the 100 block of North 20th Avenue, and the parties had returned there. Officers went to the location, and subsequently arrested Hailey M. Thompson (18), Monroe, and Curtis A. Fussell (19), Monroe in the 100 block of North 20th Avenue. Thompson was charged with disorderly conduct and battery under Wisconsin’s Domestic Violence Law, and was confined in the Green County Jail pending a court appearance. Fussell was charged with disorderly conduct and criminal damage to property under Wisconsin’s Domestic Violence Law, and felony bail jumping due to a violation of bail conditions from a prior case. Fussell was confined in the Green County Jail pending a court appearance.
On July 21, 2019, at 12:03 AM, officers arrested Robert L. Johnson (49), Monroe, following a check of an intoxicated person in the 900 block of 25th Avenue. Johnson was charged with disorderly conduct and was booked and released to a responsible person pending a court appearance. On July 21, 2019, at 1:39 AM, officers arrested Dennis E. Beutel (48), Monroe, in the 1300 block of 17th Street, on an arrest warrant issued by the Wisconsin Department of Corrections-Probation and Parole for a probation violation. Beutel was confined in the Green County Jail pending a court appearance. On July 21, 2019, at 1:42 AM, officers arrested Jaron D. Neuenschwander-Luebke (26), Monroe, following an officer observing a person acting suspiciously near a business in the 1300 block of 17th Street. Investigation led to the arrest of Neuenschwander-Luebke for felony bail jumping due to a violation of bail conditions from prior cases prohibiting the consumption of alcohol. Neuenschwander-Luebke was confined in the Green County Jail pending a court appearance.
On July 20, 2019, at 12:34 AM, officers arrested Robert L. Wedig (54), Monroe following an investigation into an intoxicated person in the 1000 block of 16th Avenue. The investigation indicated that Wedig had violated conditions of bail on prior cases, prohibiting the consumption of alcohol, and Wedig was charged with two counts of misdemeanor bail jumping. Wedig was confined in the Green County Jail pending a court appearance. On July 20, 2019, at 6:03 PM, officers arrested Thomas C. Ekena (50), Monroe, following a report of a person trespassing at a business in the 1700 block of 6th Avenue. Ekena was charged with misdemeanor bail jumping due to a violation of bail conditions from a prior case prohibiting the consumption of alcohol. The Wisconsin Department of Corrections-Probation and Parole also issued an arrest warrant for Ekena for a violation of probation rules. Ekena was confined in the Green County Jail pending a court appearance.
On July 19, 2019, at 6:20 PM, officers were called to a residence in the 2300 block of 5th Avenue for a report that a person wanted on a warrant was at that location. Investigation led to the arrest of Dan M. Hansen (35), Verona, on a felony arrest warrant issued the Wisconsin Department of Corrections-Probation and Parole. Hansen was confined in the Green County Jail pending a court appearance.
On July 18, 2019, at 7:59 PM, officers were called to a report of a fight in the street in the 700 block of 8th Street. Investigation led to the arrest of David J. Oliver (19), Monroe, on a charge of disorderly conduct. According to the report, Oliver allegedly saw a person walking down the sidewalk that Olver had bad feelings for, and confronted the person, causing a disturbance. Oliver was booked and released after posting bail, pending a court appearance. On July 18, 2019, at 10:45 PM, officers arrested Kyle L. Gilbertson (18), Monroe in the 2600 block of 10th Street following an investigation into an incident at the same location which had occurred about two (2) hours earlier. The incident allegedly involved a disturbance caused by Gilbertson which caused minor injuries to a 16 year old Monroe female, and to a 16 year old Monroe male. Gilbertson was charged with two counts of physical abuse to a child and two counts of disorderly conduct, and was confined in the Green County Jail pending a court appearance.
On July 17, 2019, at 11:17 PM, officers were called to a residence in the 2000 block of 14th Avenue for a domestic disturbance. Investigation led to the arrest of Olivia G. Schumacher-Griseta (31), Monroe, on a charge of battery and disorderly conduct under Wisconsin’s Domestic Violence Law. Schumacher-Griseta was confined in the Green County Jail pending a court appearance. Minor injuries reported by 43 year old Monroe man.
On July 16, 2019, at 7:36 PM, officers were called to a residence in the 400 block of 26th Avenue on a report of an out of control adult male family member. Investigation led to the arrest of Dustin N. Deyo (27), Monroe, on a charge of disorderly conduct under Wisconsin’s Domestic Violence laws. Deyo was confined in the Green County Jail pending a court appearance.
On July 14, 2019, at 2:01 AM, officers were called to a report of an intoxicated woman walking around causing a disturbance in the 1700 block of 16th Street. Investigation led to the arrest of Tonya T. Kinney (41), Monroe, on a charge of disorderly conduct. Kinney was confined in the Green County Jail pending a court appearance. On July 14, 2019, at 6:44 PM, officers arrested Dennis E. Beutel (48), Monroe, on a warrant issued by the Wisconsin Department of Corrections- Probation and Parole, for a violation of probation conditions. Beutel was confined in the Green County Jail pending a court appearance.
On July 13, 2019, at 7:45 PM, officers were called to a domestic altercation involving a knife at a residence in the 900 block of 15th Avenue. Investigation led to the arrest of Marisa R. Reyes (25), Monroe, on charges of disorderly conduct under Wisconsin’s Domestic Violence laws and possession of drug paraphernalia, and to the arrest of Jacqueline A. Reyes (22), Monroe, on a charge of disorderly conduct under Wisconsin’s Domestic Violence laws. Both persons were booked and released pending a court appearance.
On July 11, 2019, at 11:51 PM, officers were called to a two vehicle accident with reported minor injuries at 6th Street and 22nd Avenue. Investigation indicated that failing to stop for a stop sign caused a vehicle operated by Edith K. McCollough (68), Brodhead, to collide with a vehicle operated by a 61 year old Monroe woman. Both vehicle sustained moderate damages. McCollough was cited for failure to yield the right of way from a stop sign, and released pending a court appearance.
On July 6, 2019, at 2:50 AM, officers arrested Robert J. Field (62), Monroe, following a traffic stop for a traffic violation which occurred in the 700 block of 8th Street. Field was charged with operating a motor vehicle while intoxicated-7th offense, a felony. Field was also cited for making an unsafe lane deviation. Field was confined in the Green County Jail on the felony charge pending a court appearance. On July 6, 2019, at 4:25 PM, officers arrested Clayton A. Ostby (56), Monroe, following a request to check the welfare of a person in the 500 block of West 21st Street. Ostby was found to be wanted on a warrant issued by the Wisconsin Department of Corrections-Probation & Parole, and was confined in the Green County Jail pending a court appearance.
On July 4, 2019, at 7:31 PM, officers were called to a two vehicle accident with reported injuries at 13th Avenue and 19th Street. Investigation indicated that a northbound vehicle on 13th Avenue, operated by Bryan T. Schroeder (24), Monroe, collided with a westbound vehicle on 19th Street, operated by Travis J. Smith (43), Monroe. A passenger in Smith’s vehicle reported injuries and was transported to the Monroe Clinic Hospital by Green County EMS. Both vehicles sustained major damages and were towed. Schroeder was cited for failure to yield the right of way from a stop sign, and released pending a court appearance. Smith was also arrested on a charge of operating a motor vehicle while intoxicated-3rd offense. Smith was booked and released to a responsible person pending a court appearance. On July 4, 2019, at 9:26 PM, officers arrested Guadalupe S. Gomez (21), Monroe, in the 1100 block of 16th Avenue, on a warrant issued by the Wisconsin Department of Corrections-Probation & Parole. Gomez was confined in the Green County Jail, pending a court appearance.
On July 3, 2019, at 4:28 PM, officers arrested Timothy D. Kennedy (37), Monroe, following a traffic stop in the 700 block of 21st Street. Kennedy was cited for operating a motor vehicle after revocation-OWI related and for failure to install an ignition interlock device. Kennedy was also subsequently arrested on a hold issued by the Wisconsin Department of Corrections-Probation & Parole for a violation of probation terms. Kennedy was confined in the Green County Jail pending a court appearance. On July 3, 2019, at 8:05 PM, officers arrested Olivia G. Schumacher-Griseta (31), Monroe, following a call regarding a disturbance in the 2200 block of 14th Avenue. Schumacher-Griseta was charged with disorderly conduct under Wisconsin’s Domestic Abuse laws, and was confined in the Green County Jail pending a court appearance.
On June 30, 2019, at 12:48 AM, officers were called to a domestic disturbance in the 1000 block of 4th Avenue West. An investigation led to the arrest of Kaitlin M. Whiteaker (22), Monroe, on a charge of disorderly conduct under Wisconsin’s Domestic Violence Laws. Whiteaker was booked and released on bail, pending a court appearance. On June 30, 2019, at 11:42 AM, officers conducted a stop on a vehicle following a traffic complaint in the 700 block of 30th Street. Subsequent investigation led to the arrest of Suad Arifovic (62), Bensenville, IL on a charge of operating while intoxicated-2nd offense. Arifovic was also cited for having open intoxicants in the vehicle, and was released to a responsible person pending a court appearance.
On June 29, 2019, at 1:23 AM, officers arrested Mauricio Pina (44), Monroe, following a traffic stop in the 800 block of 21st Street. Pina was cited for operating without a valid license-3rd offense, and was also arrested for bail jumping, due to a violation of bail conditions from a prior charge. Pina was confined in the Green County Jail pending a court appearance. On June 29, 2019, at 8:19 PM, officers arrested Troy J. Gordee Sr. (37), Monroe, after a call to check a person in the 1100 block of 30th Street. Gordee was arrested on a warrant issued by the Wisconsin Department of Corrections-Probation and Parole, and confined in the Green County Jail pending a court appearance.
On June 27, 2019, at 12:47 AM, officers arrested Ciera A. E. Martin (18), Monroe, after a contact in the 2100 block of 8th Avenue. Martin was cited and released to a responsible person pending a court appearance. On June 27, 2019, at 3:58 PM, officers were called to a two vehicle accident with no reported injuries on 18th Avenue at Mansion Drive. Investigation indicated that a north bound vehicle operated by Natalee M. Vavra (18), Juda, struck the rear of another north bound vehicle which was stopped in traffic waiting to turn left on Mansion Drive. Vavra’s vehicle sustained severe damages and was towed, the second vehicle sustained minor damages. Vavra was cited for inattentive driving and released pending a court appearance. On June 27, 2019, at 10:31 PM, officers were called to a report of an occupied vehicle parked in the middle of the street at 30th Avenue and 10th Street. Investigation into the call resulted in the arrest of Randal H. DeNure (54), Monroe, for operating while intoxicated-1st offense. DeNure was also cited for operating with a prohibited alcohol concentration, and was confined in the Green County Jail as per Wisconsin Law pending a release to a responsible person or 12 hours passage.

June

On June 9, 2019, at 1:30 AM, officers arrested Demetio Melgarejo-Alvarez (23), Monroe, following a traffic stop in the 2500 block of 13th Street. Melgarejo-Alvarez was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration, operating left of center, having no vehicle insurance and operating with no valid driver’s license. Melgarejo-Alvarez was confined in the Green County Jail pending a court appearance. On June 9, 2019, at 5:30 AM, officers cited Tyesean L. Johnson (21), Freeport, IL, following a traffic stop in the 3000 block of STH 69. Johnson was cited for possession of marijuana and speeding, and was released pending a court appearance.
On June 7, 2019, at 11:29 AM, officers were called to a report of a person discharging a firearm into the ground in the 100 block of 10 ½ Street. Investigation revealed that the incident involved a property dispute, and led to the arrest of Eric J. Jerdee (34), Browntown. Jerdee was charged with disorderly conduct while armed, and was released after posting bail, pending a court appearance.
On June 2, 2019, at 5:20 PM, officers arrested Chelsea R. Knell (29), Monroe, following a traffic stop in the 400 block of 22nd Avenue. Knell was charged with operating a motor vehicle while suspended, and was also charged with bail jumping due to a violation of court ordered bail conditions from another case. Knell was confined in the Green County Jail pending a court appearance.
On June 1, 2019, at 6:11 AM, officers were called to check on the welfare of possibly unconscious persons in a parked vehicle, which was located in the 900 block of 14th Avenue. Upon the arrival of the officers, the vehicle began to drive away, and was stopped in the 800 block of 14th Avenue. Investigation led to the arrest of the operator, Christopher A. Chaddick (22), Browntown, on a charge of operating while under the influence-2nd offense. Chaddick was booked and later released pending a court appearance. A passenger in the same vehicle, James R. Schilz (21), Monroe, was cited for possession of tetrahydrocannabinols (THC), and was released pending a court appearance.

May

On May 30, 2019, at 12:10 AM, officers arrested Adam J. Miller (30), Monroe, following a call to a domestic disturbance in the 800 block of 6th Street. Miller was charged with disorderly conduct under Wisconsin’s Domestic Violence Laws, was booked and released after posting bail, pending a court appearance. On May 30, 2019, at 2:07 AM, officers arrested Scott W. Bartosik (61), Monroe, at a residence in the 700 block of 16th Avenue. Bartosik was wanted on a warrant issued by the Wisconsin Department of Corrections-Probation & Parole, and was confined in the Green County Jail pending a court appearance. On May 30, 2019, at 3:22 PM, officers were called to a two vehicle crash with reported injuries on STH 69 (north)/18th Avenue, at the STH 11 off ramp to 18th Avenue. Investigation indicated that a vehicle operated by Joseph A. Ruppecht (86), Monroe, turning south on to 18th Avenue from the ramp, collided with a south bound vehicle on 18th Avenue operated by a 32 year old Belleville woman. Both drivers reported minor injuries but declined medical transport. Both vehicle sustained severe damages and were towed. Ruppecht was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance.
On May 29, 2019, at 6:09 AM, officers arrested Kyle R. Neuenschwander (25), Monroe, at a residence in the 400 block of 21st Street, on an arrest warrant issued by the Wisconsin Department of Corrections-Probation & Parole. Neuenschwander was confined in the Green County Jail pending an appearance.in court.
On May 29, 2019, Monroe Police are updating the initial report from Tuesday’s motor vehicle crash involving a school bus at STH 69 and 8th Street in Monroe. Initially there was a report that there were three (3) minor injuries. This has now been updated. There are now eleven (11) students reported to have minor injuries. They are as follows: 13 year old girl 11 year old boy 10 year old girl 7 year old boy 5 year old boy 7 year old boy 10 year old boy 9 year old boy 6 year old boy 5 year old boy 15 year old boy According to reports, one five (5) year boy was transported in the Green County EMS ambulance, the remaining ten (10) reporting injuries were transported in a school bus which was brought to transport all of the students that had been on the damaged bus. All twenty six (26) students on the bus at the time of the accident were checked out, only eleven (11) reported any injuries.
On May 28, 2019, at about 3:52 PM, Monroe Police were notified of a four (4) vehicle accident involving a school bus at STH 69 and 8th Street on Monroe’s west side. Monroe Police, Monroe Fire and Green County EMS were all dispatched to the scene. Investigation indicated that a van operated by Monico Garcia-Mendez (55), Monroe, travelling south on STH 69, attempted to turn left on 8th Street, across the path of a north bound school bus, operated by Kerry A. Holland (56), Gratiot, which was carrying school children. The Garcia-Mendez van was struck by the school bus and propelled into two other vehicles, one operated by Craig A. Fuchs (61), Monroe, and the other operated by Dennis L. Meier (69), Monroe. Initial reports indicate that there were twenty six (26) students on the bus, elementary age through high school age. There were three (3) students with reported minor injuries, which were transported to the Monroe Clinic Hospital by Green County EMS. Names and ages of those students are not available at this time. Garcia-Mendez reported minor injuries but declined transport. No other injuries were reported. Monroe Fire assisted with maintaining the scene and first aid. The school bus and the van sustained severe damages and were towed from the scene. The other vehicles sustained minor damages and were drivable. The Monroe Street Department also assisted with barricading the scene for safety and traffic direction. The scene remained closed for about one (1) hour. Garcia-Mendez was cited for failure to yield right of way to oncoming traffic and having no valid driver’s license, and was released pending a court appearance.
On May 27, 2019, at 12:39 AM, officers were called to a report of an intoxicated person causing a disturbance at a residence in the 500 block of West 21st Street. The investigation led to the arrest of Travis J. Runke (46), Monroe, for disorderly conduct. Runke was confined in the Green County Jail pending a court appearance.
On May 26, 2019, at 11:43 PM, officers were called to a report of an intoxicated person causing a disturbance at a residence in the 2600 block of 15th Street, which led to the arrest of Jeffery K. Norton (32), Monroe. Norton was charged with disorderly conduct and two counts of bail jumping due to a violation of court ordered bail conditions from a prior case. Norton was also placed on a hold from the Wisconsin Department of Corrections, and was confined in the Green County Jail pending a court appearance.
On May 17, 2019, at 12:19 AM, officers arrested two persons following an investigation into an earlier domestic dispute in the 2200 block of 1st Street. Kory R. Costa (24), Monroe, was charged with disorderly conduct under Wisconsin’s Domestic Violence Laws, and was also arrested on a warrant from the Wisconsin Department of Corrections. Chelsea R. Knell (29), Monroe, was arrested and charged with disorderly conduct under Wisconsin’s Domestic Violence Laws and was also charged with resisting arrest. Both persons were confined in the Green County Jail pending a court appearance. On May 17, 2019, at 3:15 PM, officers arrested Robert L. Wedig (54), Monroe, in the 1100 block of 16th Avenue, on an arrest warrant from the Monroe Police Department. The warrant was for other incidents on different dates, charging two counts of misdemeanor disorderly conduct and two counts of misdemeanor bail jumping. Wedig was confined in the Green County Jail pending a court appearance.
On May 16, 2019, at 4:00 PM, officers arrested Samone N. Miller (29), Madison, in the 900 block of 21st Avenue following a traffic stop. Miller was cited for operating after revocation and operating with suspended vehicle registration. Miller was also wanted on a warrant from the Wisconsin Department of Corrections for a probation violation, and was confined in the Green County Jail pending a court appearance.
On May 12, 2019, at 3:10 AM, officers arrested Kara M. Williams (18), Juda, in the 700 block of 16th Avenue following a traffic stop. The investigation led to a charge of operating while intoxicated-1st offense. Williams was later released to a responsible person pending a court appearance.
On May 8, 2019, at 5:12 PM, officers arrested Jordan J. Knox (29), Monroe, in the 2900 block of 11th Avenue on a felony warrant issued by the Rock County Sheriff’s Office for failure to report to jail on a prior case. Knox was transported to the Green County Sheriff’s Office, which subsequently transported Knox to Rock County.
On May 6, 2019, at 6:25 PM, officers were called to check on a reported intoxicated person in the 600 block of 8th Avenue. Investigation resulted in the arrest of Dennis E. Beutel (48), Monroe, on a charge of felony bail jumping, due to a violation of court ordered bail conditions prohibiting alcohol consumption on a prior case, and resisting officers. Beutel was also held on a warrant issued by the Wisconsin Department of Corrections for a probation violation. Beutel was confined in the Green County Jail pending a court appearance.
On May 5, 2019, at 1:19 AM, officers arrested Mark J. Allen, (60), Monroe, following a traffic violation in the 800 block of 6th Street. Allen was charged with operating a motor vehicle while intoxicated-3rd offense, and was also cited for possession of marijuana. Allen was able to post the required bail and was released pending a court appearance.
On May 4, 2019, at 10:45 PM, officers were called to a residence in the 900 block of 11th Street for a complaint that an unwanted person was attempting to gain entry. Investigation led to the arrest of Thomas C. Ekena (49), Monroe on charges of trespassing and criminal damage to property. Ekena was also arrested on a warrant issued by the Wisconsin Department of Corrections for a probation violation. Ekena was confined in the Green County Jail pending a court appearance.
On May 3, 2019, at 12:41 AM, officers cited two individuals in conjunction with an investigation into suspicious activity observed by the management of a business in the 1300 block of 17th Street. Alexandra M. Aguilar-Chambers (19), Monroe, was cited for underage consumption of alcohol, and Derek J. Rose Jr. (25), Monroe, was cited for Contributing to Underage Drinking. Both persons were released pending a court appearance.
On May 1, 2019, at 7:05 AM, officers arrested Carl G. Huber (35), Monroe, in conjunction with an investigation into a reported domestic dispute in the 1400 block of 23rd Avenue. Huber was charged with false imprisonment and disorderly conduct under Wisconsin’s Domestic Violence Laws, and was confined in the Green County Jail pending a court appearance.

April

On April 22, 2019, at 4:42 PM, officers arrested Shane L. Manning (39), Monroe, in the 1700 block of 12th Street, on an outstanding warrant issued by the Wisconsin Department of Corrections. Manning was confined in the Green County Jail pending a court appearance. On April 22, 2019, at 5:19 PM, officers were called to a two vehicle accident with reported injuries in the 100 block of 18th Avenue. Investigation indicated that a vehicle operated by Kenneth Huber (49), Alpin, WI, rear-ended a vehicle operated by a 56 year old Monroe woman, which was stopped in traffic, waiting to turn. The 56 year old Monroe woman was transported by Green County EMS for non-life threatening injuries. Both vehicle sustained moderate damages. Huber was cited for inattentive driving, and was released pending a court appearance.
On April 21, 2019, at 2:44 AM, officers arrested Samantha E. Stoneback (27), Brodhead, following a traffic stop in the W5200 block of STH 11. Stoneback was charged with operating a motor vehicle while under the influence of intoxicants or drugs-1st offense. Stoneback was also cited for speeding. Stoneback was released top a responsible person pending a court appearance. A passenger in Stoneback’s vehicle, Scarlet L. Swenson-Nowotny (26), Barneveld, was arrested and charged with possession of tetrahydrocannibinols (THC) and possession of drug paraphernalia. Swenson-Nowotny was also processed and released pending a court appearance.
On April 20, 2019, at 2:53 AM, officers were asked to check on a man allegedly sleeping under a vehicle in the 1300 block of 17th Street. The investigation led to the arrest of Dennis E. Beutel (48), Monroe, after it was determined that Beutel was on bail from a prior case, and bail conditions prohibited Beutel from consuming alcohol. Beutel was charged with bail jumping and confined in the Green County Jail pending a court appearance.
On April 18, 2019, at 11:18 AM, officers were called to the Monroe Clinic Hospital emergency room, to investigate a report of a person injured earlier in an assault at a residence in the 2700 block of STH 69. As a result of the investigation, officers arrested Angela M. Johnson (44), Monroe, on a charge of substantial battery, after it was determined that Johnson physically assaulted a 47 year old Orangeville, IL woman. The victim was treated for injuries and Johnson was also treated at the emergency room. Johnson was confined in the Green County Jail pending a court appearance. On April 18, 2019, at 11:33 PM, officers were called to investigate a report of an allegedly intoxicated male causing a disturbance outside of an apartment in the 1100 block of 16th Avenue. As a result of the investigation, officers arrested Robert L. Wedig (54), Monroe, on charges of disorderly conduct and resisting/obstructing officers. Wedig was confined in the Green County Jail pending a court appearance.
On April 16, 2019, at 10:15 AM, officers were called to a three vehicle accident with reported injuries in the 100 block of North 18th Avenue. Investigation indicated that a vehicle operated by Harold C. Field (73), Monroe, was traveling south on North 18th Avenue, when Field collided with a southbound vehicle, operated by a 61 year old Monroe woman, which was stopped in traffic waiting for another vehicle to turn. The third vehicle was also southbound, operated by a 55 year old Monroe woman, and was stopped waiting to turn left on to 1st Street from North 18th Avenue. The second vehicle, after being collided with by Field’s vehicle, collided with the third vehicle. Both of the drivers of the other two vehicles reported injuries and were transported by Green County EMS to the Monroe Clinic Hospital. All of the vehicles sustained severe damages, with the first two being towed, and the third still being operable. Field was cited for inattentive driving and released pending a court appearance.
On April 14, 2019, at 1:27 AM, a Green County Sheriff’s Deputy located a motor vehicle accident with no reported injuries in the 3000 block of STH 69. Investigation indicated that a vehicle operated by Ronald W. Martz (53), Monticello, collided with a street lamp post, disabling the vehicle and knocking the post into the roadway. Martz was arrested by the Green County Deputy and charged with operating while intoxicated. Monroe PD officers cited Martz with failing to maintain control of the vehicle. The vehicle sustained severe front end damage and was towed from the scene. The street lamp sustained severe damage and will require extensive repairs.
On April 12, 2019, at 1:05 AM, officers arrested Samantha J. Goodman (18), Monroe, following a traffic stop in the 1900 block of 9th Street. Goodman was charged with operating a motor vehicle while under the influence of an intoxicant or drugs-1st offense, and also with possession of cocaine. Goodman was released to a responsible person pending a court appearance. On April 12, 2019, at 9:39 AM, officers were called to a motor vehicle accident with reported minor injuries in the 2200 block of 6th Street. Investigation indicated that a vehicle operated by Sarah R. Schilz (22), Monroe, collided with a legally parked motor vehicle. Schilz reported minor injuries and was transported to the Monroe Clinic Hospital by Green County EMS. Both vehicles sustained moderate to severe damages. Schilz was cited for inattentive driving and released pending a court appearance.
On April 6, 2019, at 3:07 AM, officers were called to investigate a report of a person attempting to steal a vehicle from a garage in the 2300 block of 11th Avenue, and who had fled. Officers located a person matching the description nearbvy who was observed entering an unlocked vehicle which did not belong to the person. The person, identified as Jaron D. Neuenschwander-Luebke (23), Monroe, was arrested at the scene, and officers were also able to determine that he had entered several other unlocked vehicles in the area. Neuenschwander-Luebke was charged with burglary, theft, criminal damage to property, trespassing and prowking. He was confined in the Green County Jail pending a court appearance.
On April 4, 2019, at 10:08 AM, officers arrested Demetrius M. Jones (33), Monroe, following a domestic dispute complaint in the 1800 block of 7th Street. Jones was charged with battery, strangulation and disorderly conduct under Wisconsin’s Domestic Violence Laws. Jones was also charged with bail jumping due to a violation of bail conditions from a prior case. Jones was confined in the Green County Jail pending a court appearance.
On March 30, 2019, at 12:55 AM, officers were called to reported a fight outside of a business in the 1400 block of 17th Street. An investigation led to a citation being issued to Jason S. Smith (39, Juda, on a charge of disorderly conduct. Smith was released pending a court appearance. On March 30, 2019, at 5:40 PM, officers were called to a disturbance at a business in the 1000 block of 17th Avenue, where a male suspect was knocking over tables. Investigation led to citations for two persons in regards to the incident. Jason A. Rupnow (44), Rock City, IL, was cited for disorderly conduct and Kenalee McPeek (43), Rock City, IL, was cited for obstructing an officer. Both were given future court appearance dates.
On March 29, 2019, at 4:03 AM, officers made contact with a vehicle at a business in the 1600 block of 9th Street, which was being sought by the Green County Sheriff’s Office as part of a 911 call investigation. During the contact officers arrested Connar S. Koch (23), Monroe, on a charge of felony possession of marijuana. Koch was confined in the Green County Jail pending a court appearance. On March 29, 2019, at 4:23 PM, officers were called to a two vehicle accident with reported minor injuries at STH 69 and CTH DR. Investigation indicated that a vehicle operated by Ronald E. Massen (87), Brodhead, was attempting to turn south on to STH 69 from CTH DR, when it collided with a vehicle which was northbound on STH 69, and which was operated by a 28 year old Lena, IL woman. All of the parties refused EMS transport. There were severe damages to both vehicles, and both were towed from the scene. Massen was cited for failure to yield right of way from a stop sign, and was released pending a court appearance.

March

On March 28, 2019, at 5:02 PM, officers received a 911 call with screaming in the background at a residence in the 1400 block of 17th Avenue. Investigation led to the arrest of Peter J. Knutson (40), Monroe, on a charge of disorderly conduct under Wisconsin’s Domestic Violence Laws. Knutson was booked and released after posting bail.
On March 25, 2019, at 3:16 PM, officers arrested Chad O. Osbaugh (36), Monroe, in the 700 block of 3rd Avenue on an arrest warrant issued by the Wisconsin Department of Corrections. Osbaugh was confined in the Green County Jail pending a court appearance.
On March 24, 2019, at 12:49 PM, officers were called to a two vehicle accident with no reported injuries at STH 69 and 2nd Street. Investigation indicated that a vehicle operated by Eunice M. Bergum (85), South Wayne, collided with a vehicle operated by a 29 year old Madison man. Both vehicles sustained moderate damages. Bergum was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance.
On March 23, 2019, at 9:15 PM, officers arrested Thomas A. McLean (31), in the 1700 block of 30th Street, following a call to check the welfare of the individual. McLean was arrested on a warrant from the Wisconsin Department of Corrections for a probation violation, and was confined in the Green County Jail pending a court appearance.
On March 19, 2019, at 7:40 AM, officers were called to a two vehicle crash with no reported injuries on 15th Street at 14th Avenue. Investigation indicated that a vehicle operated by Daniel S. Holst (39), Monroe, left the stop sign on 15th Street to cross 14th Avenue, and collided with a vehicle operated by a 16 year old Monroe man. Both vehicles sustained moderate damages and remained operable. Holst was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance. On March 19, 2019, at 1:55 PM, officers were called to check the welfare of a person in a vehicle. Upon arrival, officers found an occupied vehicle, not lawfully parked, which was running and still in gear. After a short time passed, and after the vehicle began moving, nearly striking other vehicles, officers were able to secure the vehicle and driver. The investigation resulted in the arrest of Trey R. Leopold (24), Monroe, on a charge of operating while intoxicated-1st offense, and a citation for operating with a prohibited alcohol concentration. Leopold was released to a responsible person pending a court appearance.
On March 10, 2019, at 12:41 AM, officers arrested Zachary E. Gagliano (19), Monroe, following a stop for a traffic violation in the 1900 block of 11th Avenue. During the stop, a suspicion of the presence of drugs was detected, and after a police dog confirmed the suspicion, a search was conducted. Gagliano was charged with possession of tetrahydrocannabinols (THC) (marijuana), and possession of drug paraphernalia. Gagliano was booked and released pending a court appearance. On March 10, 2019, at 12:42 AM, officers located an intoxicated man in the 1300 block of 16 ½ Street and while trying to identify the man, the man resisted the officers and was arrested. The man was eventually identified as Eli C. Thurlby (23), Genoa, IL. Thurlby was charged with resisting officers and incarcerated in the Green County Jail. Eventually, Thurlby had bail posted and was released pending a court appearance. On March 10, 2019, at 11:18 PM, officers were called to a reported disturbance in an apartment complex in the 1100 block of 16th Avenue. Investigation led to the citing of Robert L. Wedig (54), Monroe, for allowing a disorderly house. Approximately 30 minutes later, officers were called back to the same location for the same activity involving the same person. Additional charges are being sought from the District Attorney.
On March 9, 2019, at 4:58 PM, officers were called to a motor vehicle crash with no reported injuries in the 700 block of 8th Street. Investigation indicated that a vehicle operated by Craig T. Coulthard (38), Monroe, collided with a vehicle operated by an 18 year old Monroe woman. There were moderate vehicle damages. Coulthard was cited for failure to yield the right of way while making a turn, and was released pending a court appearance. On March 9, 2019, at 10:47 PM, officers were called to a domestic disturbance at a business in the 500 block of 6th Street. Investigation led to the arrest of Marshall V. Paul (29), Rockford, on charges of battery and disorderly conduct under Wisconsin’s Domestic Violence laws. A 27 year old Rockford woman sustained a minor injury during the incident, but declined any treatment. Paul was booked and released after posting bail, pending a court appearance.
On March 8, 2019, at 7:29 PM, officers cited two Monroe women following a traffic stop in the 2500 block of 13th Street. Kristy J. McNett (63), Monroe, and Catherine I. Treuthardt (70), Monroe, were both cited for possession of tetrahydrocannabinols (THC) (marijuana), and possession of drug paraphernalia, and were both released pending a court appearance.
On March 9, 2019, at 10:30 PM, Monroe Police were called to a reported stabbing in an apartment at an apartment complex in the 1700 block of 30th Street. Investigation indicated that an argument had taken place between two men in the apartment, one man was a resident of the apartment, identified as Joseph R. Luethje (24), Monroe, the other was a boyfriend of a female resident of the apartment, a 37 year old Monroe man. The 37 year old man lived in another apartment in the same complex. Both men were intoxicated. Luethje was initially arguing with his resident girlfriend, and brandished a knife, threatening self harm. The other man tried to take the knife away from Luethje, and a struggle ensued. During the struggle, the second man was stabbed. The victim was transported by Green County EMS to the Monroe Clinic Hospital. The man sustained non-life threatening injuries, was treated and released. Luethje was charged with second degree recklessly endangering safety and disorderly conduct while armed. Luethje was confined in the Green County Jail pending a court appearance.
On March 7, 2019, at 10:26 PM, officers cited Angela M. Roush (45), Monroe, with possession of drug paraphernalia following a traffic stop at 1st Street and North 18th Avenue. Roush was released pending a court appearance.
On March 5, 2019, at 12:14 AM, officers attempted to make a traffic stop in the 1100 block of STH 69 of a vehicle, the driver of which was wanted by Stoughton Police for criminal offenses there, and also wanted on a warrant from the Wisconsin Department of Corrections. The vehicle did not stop and a pursuit ensued. Just south of the Monroe City Limits on STH 69, the vehicle still refused to stop and actually increased speed, so Green County deputies employed a tire deflation device, which deflated a tire, and the vehicle stopped near STH 69 and Advance Road. The driver, identified as Courtney J. Jackson, the person named in the warrant and wants, refused to get out of the vehicle. After phone negotiations failed and several minutes had passed, for the safety of the public, an officer broke a window on the vehicle and gained entry. Jackson was taken into custody, and in addition to the warrant from the Wisconsin Department of Corrections, Jackson was also charged with felony knowingly fleeing an officer. Jackson was confined in the Green County Jail pending a court appearance. On March 5, 2019, at 3:43 PM, officers were called to a minor two vehicle accident with no reported injuries in the 2500 block of 16th Avenue. Investigation indicated that a vehicle operated by a 16 year old Browntown girl, struck a legally parked vehicle, which was occupied by a 38 year old Monroe man. The two parties exchanged the required information, but the 16 year old left hurriedly prompting the other party to call police. Officers located the 16 year old at her residence. She was cited for operating a motor vehicle without a valid driver’s license, and for inattentive driving. The 16 year old was released to a parent pending a court appearance.

February

On February 27, 2019, at 10:30 AM, officers were called to a motor vehicle accident with no reported injuries in a business parking lot in the 300 block of 6th Avenue West, where one vehicle left the scene without the operator providing the required information. Investigation into the accident resulted in citations being issued to Charles A. Sulzer (61), Monroe, for hit and run to an attended vehicle, operating while suspended, failure to notify police of an accident, and operating without insurance. Sulzer was released pending a court appearance. On February 27, 2019, at 9:57 PM, officers arrested Ricky A. Erving (32), Freeport, IL, in the 1700 block of 12th Street on two arrest warrants issued by the Monroe Police Department, for failing to appear in court on a prior assault charge and a prior disorderly conduct charge. Erving was confined in the Green County Jail pending a court appearance. .
On February 24, 2019, at 1:22 AM, officers were called to a disturbance at a business in the 1400 block of 17th Street, and upon arrival, found that the alleged instigator had left. This person was located shortly after by Green County Sheriff’s Office deputies. The person, identified as Cody J. Martin (25), Brodhead, was charged with disorderly conduct, and was later released after posting bail, pending a court appearance. On February 24, 2019, at 10:26 PM, officers arrested Jeffery K. Norton (32), Monroe, following a call for a domestic disturbance at a residence in the 2800 block of 13th Street. Norton was charged with disorderly conduct under Wisconsin’s Domestic Violence laws, and with two counts of bail jumping due to a violation of court ordered bail conditions from a prior case, prohibiting Norton from consuming alcohol and also prohibiting becoming involved in other crimes. Norton was confined in the Green County Jail pending a court appearance.
On February 23, 2019, at 12:11 AM, officers arrested Tristan M. Rosenstiel (21), Monroe, following a traffic stop in the 1000 block of 19th Avenue. Rosenstiel was charged with possession of tetrahydrocannabinols (THC) and possession of drug paraphernalia. Rosenstiel was also cited for operating after revocation-4th offense and operating without insurance. Rosenstiel was released pending a court appearance. A passenger, Hannah M.K. Willis (20), Belmont, was arrested and charged with underage consumption of alcohol and also with obstructing an officer after Willis gave officers a false date of birth. Willis was also released pending a court appearance.
On February 22, 2019, at 12:11 AM, officers responded to the 200 block of 11th Street for a report of a vehicle stuck in the ditch. Investigation indicated that a vehicle operated by Jeremy A. Rutledge (39), Monroe, failed to negotiate a turn from 17th Street to head east on 11th Street, went into the ditch and became stuck in snow. Rutledge was arrested and charged with operating a motor vehicle while intoxicated-5th offense. Rutledge was also cited for failure to maintain control of a vehicle. Rutledge was confined in the Green County Jail pending a court appearance. On February 22, 2019, at 4:17 PM, officers responded to a two vehicle crash with no reported injuries in the 1100 block of 13th Avenue. Investigation indicated that a northbound vehicle operated by William E. King (37), Monroe, rear ended a vehicle which had slowed to turn into a driveway, operated by a 49 year old Monroe man. Both vehicles sustained moderate damages. King was cited for following too closely.
On February 19, 2019, at 7:38 AM, officers were called to a two vehicle crash with no reported injuries on 21st Street at 15th Avenue. Investigation indicated that a vehicle operated by Noah D. Becker (17), Monroe, turned on to 21st Street from 15th Avenue and collided with a west bound vehicle on 21st Street operated by a 33 year old Monroe woman. Both vehicles sustained moderate damages but were operable. Becker was cited for failure to yield right of way from a stop sign, and was released pending a court appearance. On February 19, 2019, at 12:21 PM, officers arrested Austin D. Flood (23), Monroe, following a call to check the welfare of a person at a business in the 400 block of 4th Avenue. Flood was charged with bail jumping due to a violation of court ordered bail conditions prohibiting Flood’s possession of inhalants. Flood was confined in the Green County Jail pending a court appearance. .
On February 17, 2019, at 12:01 AM, officers were called to a domestic disturbance in the 800 block of 6th Street. An investigation led to the arrest of Ana J. Torres (31), Freeport, IL, on charges of battery and disorderly conduct under Wisconsin’s Domestic Violence Laws. Torres was booked and released after posting bail, pending a court appearance. On February 17, 2019, at 5:03 AM, officers responded to a one vehicle crash with no reported injuries in the W5400 block of STH 11. Investigation indicated that a vehicle operated by Filipe Moreno-Maguellal (56), Beloit, was traveling west on STH 11 when the vehicle left the roadway into the north ditch line and rolled over twice, coming to rest on its wheels. Moreno-Maguellal was arrested and charged with operating a motor vehicle while intoxicated-2nd offense. Moreno-Maguellal was also cited for operating after revocation, driving too fast for conditions, having no vehicle insurance and operating without the required ignition interlock device. Moreno-Maguellal was released to a responsible person pending a court appearance. .
On February 5, 2019, at 8:08 AM, officers were called to a two vehicle crash with no reported injuries on the STH 11/81 eastbound off ramp at North 18th Avenue. Investigation indicated that a vehicle operated by Tesla A. Davidson (27), Monroe, collided with a vehicle operated by a 42 year old Gratiot woman which was stopped at the stop sign. Both vehicles sustained moderate damages and were drivable. Davidson was cited for following too closely and for operating without a valid driver’s license. Davidson was released pending a court date.
On February 4, 2019, at 10:01 AM, officers were called to a two vehicle crash with no reported injuries on STH 69 at 11th Street. Investigation indicated that a vehicle operated by Mary J. Wedesky (71), Monroe, was turning south on to STH 69 and side-swiped another south bound vehicle on STH 69 operated by a 65 year old Verona man. There were moderate to serious vehicle damages, with the Wedesky vehicle being towed. Wedesky was cited for an improper right hand turn, and was released pending a court appearance .
On February 2, 2019, at 1:25 AM, officers arrested Ryan P. Simmons (37), Monroe, following a call for a disturbance in the 1700 block of 9th Street. Following an investigation, Simmons was charged with disorderly conduct, criminal damage to property and criminal trespass to a dwelling. Subsequent to the arrest, Simmons was also charged with possession of marijuana. Simmons was later released after bail was posted, pending a court appearance. On February 2, 2019, at 10:27 AM, officers were called to a vehicle versus a snowbank crash in the 900 block of 21st Street. Investigation indicated that a vehicle operated by Daniel J. Kundert (28), Monroe, collided with a snowbank. Kundert was found in the vehicle, running and in gear, at the scene, and was arrested and charged with operating a motor vehicle while intoxicated-2nd offense. Kundert was later released to a responsible person pending a court appearance.

January

On January 27, 2019, at 11:27 AM, officers were called to a two vehicle crash with no reported injuries at STH 69 and 2nd Street. Investigation indicated that a vehicle operated by Shawn J. Tracy (31), Monroe, collided with a semi-tractor and trailer unit operated by a 34 year old Mt. Carroll, IL, man. Both vehicles sustained moderate damages. Tracy was cited for operating a motor vehicle while suspended, operating with a suspended registration and operating with no insurance. Tracy was released pending a court appearance.
On January 26, 2019, at 1:23 AM, officers arrested Juan Cabrera-Guerra (48), Monroe, following a traffic stop in the 600 block of 16th Avenue. Cabrera-Guerra was charged with operating a motor vehicle while intoxicated-3rd offense, and in addition was cited for operating while revoked and operating with no insurance. Cabrera-Guerra was confined in the Green County Jail on the operating while intoxicated charge until a responsible person could take responsibility for him or the required time per law has passed. A court date was set for the other charges.
On January 22, 2019, at 3:33 PM, officers arrested Shawn W. Boss (19), Monticello, following a call about underage persons drinking on the street in the 700 block of 16th Avenue. Investigation confirmed that Boss was drinking, and Boss was charged with underage consumption of alcohol. In addition, the Wisconsin Department of Corrections-Probation and Parole placed a probation violation warrant on Boss. Boss was confined in the Green County Jail pending further proceedings.
On January 20, 2019, at 2:07 AM, officers arrested Karessa J. Patterson (35), Monroe, in the 2200 block of 2nd Avenue West following a call to check the welfare of persons parked in a motor vehicle. Patterson was charged with bail jumping after it was determined that she was violating court ordered bail conditions from a prior case prohibiting her consuming alcohol. Patterson was confined in the Green County Jail pending a court appearance. On January 20, 2019, at 3:20 AM, officers arrested Phillip A. Boyd (26), Monroe, in the 2800 block of 6th Street following a second contact with Boyd after Boyd had driven to that location. At an earlier call, officers had contact with Boyd at another location, and advised Boyd not to drive at that time. Boyd was cited for operating a motor vehicle while intoxicated-1st offense, and was confined in the Green County Jail until Boyd could be released to a responsible person or the required legal time period had passed.
On January 19, 2019, at 8:21 PM, officers were called to investigate a report of a vehicle in the ditch in the 1600 block of 31st Avenue. Subsequent to the investigation, officers discovered that a passenger in the vehicle, Michael J. Muenchow (31), Beloit, was wanted on a warrant issued by the Beloit Police Department for failure to pay a fine on a prior drug paraphernalia citation. Muenchow was arrested and later released after posting the required bond.
On January 16, 2019, at 3:46 PM, officers arrested Richard D. Ward (27), Monroe, in the 2800 block of 6th Street, on a warrant issued by the Wisconsin Department of Corrections-Probation and Parole Bureau. Ward was confined in the Green County Jail pending further proceedings.
On January 15, 2019, at 8:50 AM, officers arrested Sara M. Lawrence (27), Monroe, in the 1700 block of 6th Street, on a warrant issued by the Wisconsin Department of Corrections-Probation and Parole Bureau. Lawrence was confined in the Green County Jail pending further proceedings.
On January 14, 2019, at 9:24 AM, officers arrested Konner D.J. Dadez (21), Freeport, IL, at a business in the 400 block of 4th Avenue, following an investigation. Dadez was charged with encouraging a violation of probation or parole, in this case an extended supervision of parole. Dadez was confined in the Green County Jail pending a court appearance.
On January 12, 2019, at 5:03 PM, officers were called to a two vehicle crash with no reported injuries in the W5400 block of STH 11. Investigation indicated that a vehicle operated by Kyle E. Wing (27), Dakota, IL, collided with a vehicle operated by a 57 year old Monroe woman. Wing was cited for driving too fast for conditions and released pending a court appearance.
On January 8, 2019, at 9:34 AM, officers arrested Chad M. Blaser (23), Freeport, IL, following an investigation into a report of a person damaging the vehicle of another person, in the 1200 block of 15th Street. When officers arrived on the scene and attempted to make contact with the alleged suspect, the person fled on foot. The suspect, identified as Blaser, was stopped in the 1200 block of 17th Street. Blaser was charged with felony criminal damage to property (due to the amount of damage caused) and disorderly conduct, both under Wisconsin’s Domestic Violence Law. Blaser was also charged with resisting arrest. Blaser was confined in the Green County Jail pending a court appearance.
On January 6, 2019, at 2:13 AM, officers arrested Jeffrey K. Norton (32), Monroe, in the 2500 block of 13th Street, following a call to check the welfare of a person. Norton was found to be wanted on a warrant issued by the Jefferson County Sheriff’s Office for non-support. In addition, Norton was charged with bail jumping due to a violation of court ordered bail conditions from a prior case which prohibited consuming alcohol. Norton was confined in the Green County Jail pending further proceedings.
On January 4, 2019, at 1:01 AM, officers arrested William B. Robison (25), Monroe, following a traffic stop in the 800 block of 10th Street. Robison was charged with operating a motor vehicle while intoxicated-1st offense, and with operating while suspended. Robison was processed and released to a responsible person pending a court appearance. On January 4, 2019, at 6:51 AM, officers were dispatched to a two vehicle crash with no reported injuries at 21st Street and 8th Avenue. Investigation indicated that a vehicle operated by Scott A. Golackson (44), Monroe, collided with a vehicle operated by a 37 year old Monroe woman. There were minor to moderate vehicle damages. Golackson was cited for failure to yield right of way from a stop sign, and was released pending a court appearance. On January 4, 2019, at 11:18 PM, officers arrested Dennis E. Beutel (48), Monroe, following an investigation into a vehicle found crashed into landscaping adjacent to a business parking lot in the 600 block of 30th Street. Beutel was charged with felony bail jumping due to a violation of court ordered bail conditions from a prior case which prohibited consuming alcohol, and was confined in the Green County Jail pending a court appearance.
On January 1, 2019, at 12:55 AM, officers arrested Savannah R. Topp (33), Monroe, following a traffic stop in the 1000 block of 30th Avenue. Topp was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for possession of marijuana and possession of drug paraphernalia. Topp was booked and released to a responsible person pending a court appearance.
On December 30, 2018, at 2:39 AM, officers arrested Amanda R. Meyer (40), Monroe, following a traffic stop in the 400 block of West 8th Street. Meyer was charged with operating a motor vehicle while intoxicated-1st offense, and was cited and released to a responsible person pending a court appearance. Meyer was also cited for an unsafe lane deviation. On December 30, 2018, at 6:15 PM, officers arrested Justin D. Nyman (27), Monroe, in the 2000 block of 4th Street, as part of an earlier investigation into illegal activity. Nyman was arrested on a warrant issued by the Wisconsin Department of Corrections, Probation & Parole. Nyman was confined in the Green County Jail pending further proceedings.
On December 29, 2018, at 1:32 AM, officers arrested Zackery T. Wedig (29), Monroe, after Wedig was observed by officers in a tavern in the 1300 block of 17th Street. Wedig was charged with bail jumping due to a violation of court ordered bail conditions prohibiting consuming alcohol and being in a tavern. Wedig was confined in the Green County Jail pending a court appearance. On December 29, 2018, at 10:38 PM, officers arrested Eulalio Pineda-Perez (44), Brooklyn, following a call to check the welfare of a person in the 500 block of 6th Street. Pineda-Perez was charged with one count of felony bail jumping and one count of misdemeanor bail jumping, both charges relating to violating bail conditions on open criminal cases prohibiting consuming alcohol. Pineda-Perez was confined in the Green County Jail pending a court appearance.
On December 28, 2018, at 8:28 PM, officers arrested Trevor R. Frie (27), Monroe, in the 1300 block of 10th Street following an investigation into an earlier call. Frie was found to be the subject of an active arrest warrant from the Green County Sheriff’s Office for non-support. During the arrest, officers also found drug paraphernalia on Frie’s person, and issued a citation for that offense. Frie was confined on the warrant in the Green County Jail pending a court appearance.
