December

On December 28, 2017, at about 5:00 PM, agents from the State Line Area Narcotics Team task force, assisted by Green County Sheriff’s Office deputies and K-9 unit, and Monroe Police Department officers, executed a search warrant at a residence in the 1200 block of 23rd Street. Suspected controlled substances and drug paraphernalia were seized. The person named in the search warrant was not found at home at the time. Subsequent to the search of the residence, officers and deputies went to the place of employment of that person, and the person fled this location on foot. After a search of that area, Dustin W. Smith (32), Monroe, the person sought, was arrested in the 200 block of 4th Avenue. Smith was confined in the Green County Jail pending a court appearance. Smith’s charges include: • Possession of heroin with the intent to deliver • Possession of drug paraphernalia • Possession of a controlled substance (Suboxone) without a prescription • Resisting arrest • Arrest warrant for the delivery of heroin in prior incidents This action was part of a long term investigation by the SLANT Task Force into heroin trafficking in the State Line area. SLANT consists of law enforcement personnel from the Green County Sheriff’s Office, Monroe Police Department, Lafayette County Sheriff’s Office, all in Wisconsin, and the Illinois State Police, Freeport Police Department, Loves Park Police Department, Rockford Police Department, Ogle County Sheriff’s Office, Rochelle Police Department, and Jo Davies County Sheriff’s Office, all in Illinois.
On December 28, 2017, at 6:24 AM, officers arrested Cody J. Ott (25), Monroe, after being called to check on a person who had collapsed at a business in the 300 block of 21st Street. Ott was charged with possession of heroin, possession of drug paraphernalia and a probation violation, and was later confined. On December 28, 2017, at 9:51 AM, officers were called to a two vehicle accident with no injuries in the 900 block of 8th Street. Investigation indicated that a vehicle operated by Ronald J. Stearns (81), Monroe, collided with a vehicle operated by a 41 year old Monroe man. There were moderate vehicle damages. Stearns was cited for inattentive driving and released pending a court appearance.
On December 26, 2017, at 2:25 PM, officers were called to a complaint of an unwanted person in a residence in the 700 block of 17th Street. Investigation led to the arrest of Cesar Mario Montero Adorno (26), Monroe, on charges of disorderly conduct and criminal damage to property under Wisconsin’s Domestic Violence Laws. Cesar Mario Montero Adorno was later released pending a court appearance, after posting a cash bail.
On December 25, 2017, at 3:23 AM, officers arrested Scott W. Bartosik (59), Monroe, following a traffic stop in the 100 block of Old Argyle Road. Bartosik was wanted on a warrant issued by the Wisconsin Department of Corrections, and was confined in the Green County Jail pending further proceedings.
On December 24, 2017, at 10:57 AM, officers were called to a two vehicle accident with no reported injuries at 21st Avenue and 13th Street. Investigation indicated that a vehicle operated by Bernard L. Statz (75), Monroe, collided with a vehicle operated by a 75 year old Monroe man. There were no injuries reported and the vehicles sustained moderate to extensive damages, with one vehicle having to be towed. Statz was cited for failure to yield right of way from a stop sign and was released pending a court appearance.
On December 23, 2017, at 12:04 AM, officers arrested Colton P. Long (20), Mineral Point, following a traffic stop in the 1300 block of 14th Street. Long was charged with operating while intoxicated-1st offense, and was released to a responsible person pending a court appearance.
On December 22, 2017, at 12:03 AM, officers arrested Christopher L. Sibley (31), Monroe, following a domestic disturbance call in the 1300 block of 16th Street. Sibley was charged with Battery, false imprisonment, intimidation of a victim, criminal damage to property and disorderly conduct under Wisconsin’s Domestic Violence Laws, and was confined in the Green County Jail pending a court appearance.
On December 20, 2017, at 5:12 AM, officers cited Katie L. Reynolds (29), Warren, IL, following a traffic stop in the W6000 block of STH 11, with possession of marijuana and possession of drug paraphernalia. Reynolds was released pending a court appearance. On December 20, 2017, at 10:38 PM, officers arrested Andrew J. Turpin (21), Orangeville, IL, following a traffic stop in the 700 block of 8th Street. Turpin was cited for excessive acceleration (tire squealing) and operating while suspended. Turpin was also arrested on two outstanding arrest warrants, one from the Darlington Police Department, and the other from the Dubuque, IA Police Department. Turpin was confined in the Green County Jail pending further proceedings.
On December 19, 2017, at 4:12 AM, officers were called to a two vehicle collision with no reported injuries at 2nd Street and STH 69. Investigation indicated that a vehicle operated by Duane A. Carpenter (59), Monroe, collided with a vehicle operated by a 65 year old Monroe man. Carpenter was cited for unsafe deviation from a designated lane, and was released pending a court appearance. On December 19, 2017, at 3:45 PM, officers arrested Joshua W. Golackson (34), Monroe, following a report of a domestic dispute in the 1700 block of 8th Street. Golackson was charged with substantial battery, criminal damage to property and disorderly conduct, all under Wisconsin’s Domestic Violence Laws, and was confined in the Green County Jail pending a court appearance.
On December 18, 2017, at 1:55 PM, officers arrested David S. Eldred (53) Monroe, following a call to check the welfare of an intoxicated person in Twining Park. Investigation indicated that Eldred was on probation and restricted from the use of alcohol. The Wisconsin Department of Corrections placed an apprehension request on Eldred, and Eldred was confined in the Green County Jail pending further proceedings.
On December 9, 2017, at 3:25 AM, officers were called to a single vehicle accident with no injuries in the 800 block of STH 69. Investigation indicated that a vehicle operated by Coty K. Knudtson (21), Juda, collided with a traffic signal pole, causing minor vehicle damage, and damages to the traffic signal pole. Knudtson was cited for driving too fast for conditions, and released pending a court appearance. On December 9, 2017, at 6:10 PM, officers were called to a business in the 500 block of 6th Street for a disturbance. Subsequent investigation led to Jesus A. Portillo Nassi (53), El Paso, TX, being cited for disorderly conduct. Portillo Nassi was released pending a court appearance.
On December 8, 2017, at 1:19 AM, officers arrested Daniel P. Lincicum (31) Monroe, following a traffic stop in the 1300 block of 16 ½ Street. Lincicum was charged with operating a motor vehicle while intoxicated-1st offense, obstructing an officer and possession of cocaine. Additionally, Lincicum was cited for non-registered vehicle, operating while suspended and open intoxicants. Lincicum was booked at the police department and released pending a court appearance. On December 8, 2017, at 8:24 AM, officers were called to a two vehicle accident in the 500 block of 8th Street with no reported injuries. Investigation indicated that a vehicle operated by Sara J. Patterson (40), Monroe, entered 8th Street from a business drive and collided with a vehicle operated by Tammy S. Gentry (20), Monroe. There were moderate vehicle damages. Patterson was cited for failure to yield right of way while making a left turn, and was released pending a court appearance. Gentry was cited for operating a motor vehicle by a permit holder without an authorized person over 21 years being present, and for having no insurance. Gentry was released pending a court appearance.
On December 6, 2017, at 4:24 PM, officers were called to a two vehicle accident with no injuries in the parking lot of a business in the 400 block of 8th Street. Investigation revealed that a vehicle operated by Cecelia Zepeda (23), Monroe, collided with a vehicle operated by a 29 year old Monroe woman in the drive through lane. There were minor vehicle damages. The investigation also led to two persons involved in the incident being cited for obstructing an officer. Zepeda, and her passenger, Lisa M. Santoro (45), Monroe, initially told officers that Santoro had been the driver because Zepeda had no valid driver’s license. Both were cited and released pending a court appearance. The incident remains under investigation.
On December 5, 2017, at 4:41 PM, officers arrested Lisa M. Valentin (43), Monroe, following a call to check on a person possibly sleeping in a vehicle which was parked with the engine running in a parking lot in the 900 block of 20th Avenue. Investigation revealed that Valentin was on bail from a prior case with conditions that she not operate a vehicle. Valentin was charged with bail jumping for the violation, and was also cited for operating a motor vehicle after revocation-3rd offense. Valentin was confined in the Green County Jail pending further proceedings.
On December 2, 2017, at 8:58 AM, officers arrested Chad O. Osbaugh (35), Monroe, in the 1300 block of 17th Street, on an apprehension request from the Wisconsin Department of Corrections. Osbaugh was confined in the Green County Jail pending further proceedings.
On December 1, 2017, at 5:15 AM, officers arrested Matthew D. Gilbertson (34), Monticello, following a traffic stop in the 400 block of 22nd Avenue. Gilbertson was cited for operating a motor vehicle while suspended, non-registration of a motor vehicle, display of an unauthorized registration plate, and operating with no insurance. Gilbertson was also charged with possession of cocaine after a K-9 alerted to the vehicle during the stop and the vehicle was searched. Gilbertson was confined in the Green County Jail pending a court appearance.

On November 29, 2017, at 8:35 AM, officers were called to a business in the 300 block of 6th Avenue West to check the welfare of a person acting suspiciously on the sidewalk in front of the business. The investigation led to the arrest of Austin D. Flood (22), Albany, on a charge of abusing a hazardous substance (huffing). Cans containing aerosol substances were seized. Flood was also charged with felony bail jumping due to a violation of court ordered bail conditions on a prior felony case. Flood was confined in the Green County Jail pending a court appearance.
On November 27, 2017, at 9:30 PM, officers were called to a domestic altercation at a residence in the 900 block of 10th Street. Investigation resulted in the arrest of Todd C. Coy (30), Monroe, on a charge of disorderly conduct under Wisconsin’s Domestic Violence Laws. Coy was released after posting cash bail, pending a court appearance.
On November 26, 2017, officers arrested Christopher M. Arn (32), Monroe, on an outstanding arrest warrant from the Monroe Police Department for failure to appear on a prior disorderly conduct charge. Arn was confined in the Green County Jail pending a court appearance.
On November 25, 2017, at 1:36 PM, officers were called to a two vehicle accident with no injuries at North 18th Avenue and STH 11/81. Investigation indicated that Nicholas A. Waelti (27), Monroe, turned north on to North 18th Avenue from the STH 11/81 off ramp, and collided with a vehicle operated by a 93 year old Monroe man. There were no reported injuries, and minor to moderate vehicle damages. Waelti was cited for an improper left had turn, and was released pending a court appearance.
On November 23, 2017, at 1:14 AM, officers were called to a motor vehicle accident involving a parked vehicle being struck in the 2200 block of 14th Avenue. Investigation resulted in the arrest of Danielle M. Jones (30), Monroe, on charges of disorderly conduct and obstructing an officer. Jones was also charged with hit and run to a vehicle under Wisconsin’s vehicle owner liability law, and was released pending a court appearance.
On November 18, 2017, at 10:55 AM, officers were called to a domestic disturbance in the 300 block of 4th Street. An investigation indicated that a suspect had left the location, and that person was located in the 300 block of 8th Street. Antoine J. West (34), Chicago, IL, was arrested and charged with disorderly conduct under Wisconsin’s Domestic Violence Laws, and also with resisting arrest. West was confined in the Green County Jail pending a court appearance.
On November 17, 2017, at 11:38 AM, an officer checking a suspicious vehicle in the 400 block of West 8th Street arrested Henry Ty Nelson (45), Monroe, on two active warrants. One warrant was through the Winnebago County, IL, Sheriff’s Office, and the other warrant was from the Arkansas Board of Parole for parole violations. Nelson was confined in the Green County Jail pending further proceedings.
On November 11, 2017, at 4:30 PM, officers were dispatched to a residence in the 2700 block of 8 ½ Street to investigate a 911 call where the caller had hung up during the call. The investigation led to the arrest of Diane L. Garrison (48), Monroe, on a charge of disorderly conduct under Wisconsin’s Domestic Violence Laws. Garrison was confined in the Green County Jail pending a court appearance.
The Monroe Police Department, in conjunction with the Monroe Street Department, reminds all persons that Calendar Parking regulations for the City of Monroe will begin at 12:01 AM on November 15, 2017 and will continue through March 31, 2018. Persons must park on the even side of streets and avenues on even numbered dates and the odd side on odd numbered dates. The ordinance is enforced from 12:00 AM to 7:00 AM each day. Persons should park their vehicles at night on the side of the street or avenue that will be in effect after 12:00 AM. A quick method to determine if you live on the odd or even side is to look at your house address number, and then park accordingly. Citations for violation of the ordinance begin at $20.00 and increase for multiple offenses. Nearly all areas in the City are covered by these regulations, with the exception of the Downtown Square and two blocks in any direction of the Square. The City also has areas, in the downtown and in the Smoky Row area, which are snow routes. If there is a snowfall of more than two (2) inches, all vehicles must be removed from the street for snow removal. These areas are marked with signs indicating the snow route area. Finally, persons are also reminded that snow and ice must be removed from sidewalks as soon as possible following a snowfall, for safety purposes. It is a violation of City ordinances to shovel, blow, throw or plow snow from private property into the street or onto the property of another. The Police and Street Departments ask for the cooperation and patience of everyone during this upcoming season, and point out that if everyone pays attention to parking and snow removal ordinances, it is much easier to remove snow.
On November 7, 2017, at 2:53 PM, officers were called to investigate a neighborhood dispute in the 500 block of West 21st Street. Investigation indicated that a neighbor caused a disturbance with construction workers on an adjoining property , including allegedly pointing a BB air rifle at the workers. Subsequently, officers arrested Dawn L. Dean (46), Monroe, charging her with disorderly conduct. Dean was released pending a court appearance.
On November 5, 2017, at 12:48 AM, officers arrested Alexander K. Schneeberger (17), Monroe, in the 800 block of 5th Avenue, following a traffic stop. Schneeberger was charged with possession of a controlled substance, and was later released to a responsible party pending a court appearance. During the same incident, officers also arrested Donald G. Bornemeier (37), Browntown, on an apprehension request from the Wisconsin Department of Corrections for a probation violation. Bornemeier was confined in the Green County Jail pending further proceedings and was also cited for operating a motor vehicle while suspended. Haley A. Pick (18), Monroe, was cited for open intoxicants in a motor vehicle and underage consumption of alcohol. Pick was released pending a court appearance. On November 5, 2017, at 4:51 PM, officers were called to investigate a reported domestic dispute in the 1100 block of 14th Avenue. Subsequently, officers arrested Justin T. Kunz (27), Monroe, for disorderly conduct and physical abuse of a child, both under Wisconsin’s Domestic Violence Laws. Kunz was confined in the Green County Jail pending a court appearance.
On November 3, 2017, at 11:33 PM, officers arrested Mark A. Lang (30), Monroe, in the 1300 block of 17th Street, on an apprehension request from the Wisconsin Department of Corrections for a probation violation. Lang was confined in the Green County Jail pending further proceedings.
On October 31, 2017, at 11:15 AM, following an investigation into suspicious activity, officers arrested Cloyde A. Kyle (48), Guthrie, OK, in the 1600 block of 10th Street. Kyle was arrested on a warrant from Dallas, TX for the unlawful exploitation of the elderly, and also on a warrant from Lafayette, LA for theft. Kyle was confined in the Green County Jail pending further proceedings.
On October 31, 2017, at 12:44 AM, officers stopped a vehicle for traffic violations in the 100 block of North 18th Avenue. Subsequent investigation led to a K-9 search of the vehicle and the seizure of drugs and drug paraphernalia. The seizures led to the arrest of the driver, Shayna N. Krebs (20), Brodhead, who was charged with possession of methamphetamine and possession of drug paraphernalia. Krebs was also cited for operating a motor vehicle while suspended. Krebs was confined in the Green County Jail pending a court appearance. The seizures also led to the arrest of a passenger, Kyrene R. Trevino (32), Monroe, who was charged with possession of methamphetamine, possession of drug paraphernalia, possession of methamphetamine waste, and bail jumping due to a violation of court ordered bail conditions from a prior case. Trevino was also taken into custody on an apprehension request from the Wisconsin Department of Corrections. Trevino was also confined in the Green County Jail pending a court appearance. On October 31, 2017, at 7:45 AM, Monroe officers, Green County deputies and agents of the State Line Area Narcotics Team (SLANT), executed a search warrant at a residence in the 1700 block of 11th Street, in Monroe’s downtown. This search warrant stemmed from an earlier investigation into drugs found in the search of a vehicle. During the search warrant execution, law enforcement officers located an alleged clandestine methamphetamine lab, including the precursor chemicals to manufacture methamphetamine, methamphetamine waste and other drug paraphernalia related to the manufacture of drugs. At the scene, officers arrested Richard D. Hauser (36), Brodhead, and Sheena L. Mclemore (32), Madison, charging both tentatively with manufacturing methamphetamine, possession of methamphetamine waste, possession of methamphetamine precursors, possession of drug paraphernalia, and burglary. Both were confined in the Green County Jail pending court appearances. Hauser was also wanted on a warrant from the Rock County Sheriff’s Office for failure to appear, and Mclemore was also taken into custody on an apprehension request from the Wisconsin Department of Corrections. The case remains under investigation with more charges likely to be made, and other individuals also to be charged.

On October 30, 2017, at 4:10 PM, officers arrested Shawn W. Boss (17), Monroe, in the 2200 block of 8th Avenue, following an investigation into a complaint about annoying calls. Boss was charged with bail jumping due to a violation of court ordered bail conditions on a prior case which prohibited the consumption of alcohol, and was also placed on a hold by the Wisconsin Department of Corrections. Boss was confined in the Green County Jail pending a court appearance.
On October 29, 2017, at 2:26 AM, an officer on patrol observed a disturbance in the 1300 block of 17th Street. Investigation led to the arrest of Christopher M. Arn (24), Monroe on charges of disorderly conduct, resisting arrest and possession of marijuana. Arn was also found to be wanted on an outstanding warrant from the Walworth County Sheriff’s Officer for failure to appear. Arn was confined in the Green County Jail pending a court appearance. Officers also cited Tyler J. Guth (24), Monroe, and Shari J. Guth (43), Monroe, for disorderly conduct stemming from the same incident. Both were released pending a court appearance.
On October 26, 2017, at 9:01 PM, officers responded to the 2000 block of 4th Street to investigate a report that the driver of a vehicle was sleeping behind the wheel while stopped in the middle of the roadway. The result of the investigation was the arrest of Randy S. Norris (51), Monroe, for operating a motor vehicle while intoxicated-3rd offense. Norris was confined in the Green County Jail pending a court appearance.
On October 24, 2017, at 10:00 AM, a bicycle was found in the 400 block of 27th Street, and may be claimed at the Monroe Police Department. On October 24, 2017, at 10:38 AM, officers arrested Chad E. Pehl (44), Davis, IL, in the 500 block of 6th Street, on an apprehension request from the Wisconsin Department of Corrections. Pehl was confined in the Green County Jail pending further proceedings. On October 24, 2017, at 10:46 AM, officers arrested Cody J. Ott (25), Monroe, in the 2000 block of 4th Street, on an apprehension request from the Wisconsin Department of Corrections. Ott was confined in the Green County Jail pending further proceedings.
On October 22, 2017, at 1:21 AM, officers were sent to a check the welfare of a person in the 2200 block of 8th Avenue after witnesses heard a woman screaming and sounds of an altercation. Investigation led to charges against two persons. Andrew J. Swanston (26), Monroe, was charged with disorderly conduct and obstructing an officer. Swanston was released pending a court appearance. Meghan C. F. Sampson (21), Monroe, was cited for possession of marijuana and possession of drug paraphernalia, and also released pending a court appearance.
On October 19, 2017, at 3:13 PM, officers arrested David J. Winkler (44), Monroe, in the 600 block of 16th Avenue, on an arrest warrant from the Monroe Police Department for failure to appear. Winkler was confined in the Green County Jail pending a court appearance. On October 19, 2017, at 11:16 PM, officers were called to a report of harassment in the 1100 block of 16th Avenue. Subsequent investigation resulted in the arrest of Connor J. Brauer (19), Monroe, for disorderly conduct under Wisconsin’s Domestic Violence Laws. Brauer was later able to post bail and was released pending a court appearance.
On October 17, 2017, at 4:26 AM, officers were called to a disturbance at a business in the 1600 block of 4th Avenue West. Subsequent investigation led to the arrest of Ricky A. Erving (30), Monroe. Erving was charged with disorderly conduct in connection with the incident, and was also charged with bail jumping due to a violation of court ordered bail conditions from a prior case. Erving was confined in the Green County Jail pending a court appearance.
On October 16, 2017, at 4:23 PM, officers were called to a two vehicle accident with no reported injuries in the 1600 block of 10th Street. Investigation indicated that a vehicle operated by Korene K. Olson (63), Monroe, backed out of a parking stall and struck another vehicle driving by, which was operated by a 60 year old Freeport man. There were moderate damages to both vehicles. Olson was cited for unsafe backing of a vehicle and was released pending a court appearance.
On October 15, 2017, at 12:23 AM, officers arrested William E. King (36), Monroe, following a traffic stop in the 2400 block of 8th Street. King was charged with operating a motor vehicle while intoxicated – 1st Offense, and was also cited for operating with a prohibited alcohol content and failure to stop for a stop sign. King was released to a responsible person pending a court appearance. On October 15, 2017, at 2:33 AM, officers were called to the 2300 block of 16th Avenue for a motor vehicle accident. Investigation indicated that the driver of a vehicle struck a parked vehicle, abandoned the offending vehicle, and then fled from the scene on foot. The owner of the offending vehicle, Zackery D. Hagen (23), South Wayne, was found in the passenger side of the vehicle and was later cited for hit and run under Wisconsin’s owner liability law, after admitting to being a passenger in the vehicle but refusing to identify the driver. Both vehicles sustained moderate to severe damages, and the offending vehicle was towed. Hagen reported a non-life threatening injury. Hagen was cited and released pending a court appearance. On October 15, 2017, at 11:41 AM, officers were called to a two vehicle accident with a minor injury on 13th Avenue at 11th Street. Investigation indicated that a vehicle operated by Jonas J. Haugen (18), Forreston, IL, collided with a vehicle operated by a 40 year old Monroe man. The vehicles sustained severe damages and were towed. Haugen reported a minor injury but declined transport. Haugen was cited for failure to yield right of way while making a left turn, and was released pending a court appearance. On October 15, 2017, at 9:55 PM, Green County Sheriff Deputies arrested Kyle L. McNett (31) Monroe, and turned McNett over to Monroe officers subsequent to an investigation into an October 5, 2017 domestic disturbance in the 2700 block of 8 ½ Street. McNett was charged with battery, strangulation/suffocation, intimidation of a victim and disorderly conduct under Wisconsin’s Domestic Violence Laws. McNett was also charged with five counts of bail jumping due to violation of court ordered bail conditions on a previous case(s). McNett was confined in the Green County Jail pending a court appearance.
On October 14, 2017, at 1:59 AM, officers were called to a report of a vehicle in the ditch in the 100 block of North 18th Avenue. Investigation resulted in the vehicle owner, Dennis E. Beutel (47), Monroe, being later cited for failure to notify police of an accident. The vehicle was impounded by officers subsequent to further investigation into suspicion that the vehicle had been involved in other accidents prior to its being found. Beutel was cited and released pending a court appearance. On October 14, 2017, at 7:50 PM, officers arrested Shane A. Chesebro (36), Monroe, in the 900 block of 12th Street, on an arrest warrant from the Monroe Police Department charging Chesebro with manufacturing or delivering cocaine. Chesebro was confined in the Green County Jail pending a court appearance.
On October 13, 2017, at 3:39 PM, officers arrested John K. Queen (27), Monroe, following an investigation into a domestic disturbance in the 1800 block of 9th Street. Queen was charged with battery and disorderly conduct under Wisconsin’s Domestic Violence Law, and was confined in the Green County Jail pending a court appearance. On October 13, 2017, at 11:50 PM, officers arrested Justin D. Brown (34), Monroe, in the 2700 block of 8 ½ Street, on an arrest warrant issued by the Monroe Police Department charging Brown with manufacturing or delivering cocaine. Brown was confined in the Green County Jail pending a court appearance.
On October 7, 2017, at 8:03 PM, officers were called to North 18th Avenue and STH 11 for a two vehicle accident with minor injuries. Investigation indicated that a vehicle operated by Thomas J. Keen (66), Argyle, collided with a vehicle operated by a 34 year old Monroe woman. A passenger in the woman’s vehicle reported a minor non-life threatening injury, but declined medical treatment. Both vehicle sustained moderate damages and were towed. Keen was cited for failure to yeidl right of way while making a left turn, and was released pending a court appearance.
On October 6, 2017, at 12:59 AM, officers arrested Raelene K. Bieszk (32), Argyle, in the 1900 block of 10th Avenue, following an investigation. Bieszk was taken into custody on an apprehension request from the Wisconsin Department of Corrections, and confined in the Green County Jail pending a court appearance. On October 6, 2017, at 1:40 AM, officers were called to a two vehicle accident with no reported injuries at 4th Avenue West and 10th Street. Investigation indicated that a vehicle operated by Eric T. Reed (38), Monroe, collided with a vehicle operated by a 34 year old Monroe woman. There were moderate vehicle damages. Reed was cited for failure to yield right of way from a stop sign, and released pending a court appearance.
On October 1, 2017, at 7:46 PM, officers arrested Robyn N. Flannery (34), Monroe, in the 1300 block of 17th Street, after it was determined that Flannery had violated rules of probation. Flannery was taken into custody on a Wisconsin Department of Corrections apprehension request, and was confined in the Green County Jail pending a court appearance.
On September 30, 2017, at 7:58 AM, officers were called to a two vehicle accident with no reported injuries at the intersection of STH 69 and 21st Street. Investigation indicated that a vehicle operated by Lukas A. Bennett (23), Monroe, collided with a vehicle operated by a 31 year old Monroe woman. Minor to moderate damages were reported to the vehicles. Bennett was cited for following too closely, and was released pending a court appearance. On September 30, 2017, at 8:15 AM, officers were called to a two vehicle accident with no reported injuries at the intersection of 7th Street and 16th Avenue. Investigation indicated that a vehicle operated by Phebe R. Christen (18), Monroe, collided with a vehicle operated by a 55 year old Monroe man. Both vehicles sustained moderate damages. Christen was cited for failure to yield right of way from a stop sign, and was released pending a court appearance.

~~On September 11, 2017, at 11:05 PM, officers were called to a motorcycle versus parked vehicle accident with reported injuries in the 2500 block of 9th Street.  Investigation indicated that a motorcycle operated by Bradley D. Brausen (20), Monroe, was traveling west on 9th Street in the 2500 block, and struck a legally parked vehicle.  Brausen was transported to the Monroe Clinic Hospital by Green County EMS with non-life threatening injuries.  Brausen was arrested for operating a motor vehicle while intoxicated-2nd offense, and later released pending a court appearance.  Both vehicles sustained moderate damages, and the motorcycle was towed from the scene.

~~On August 30, 2017, at 1:18 AM, officers arrested Heather M. Gabriel (36), Monroe, following a domestic disturbance in the 2700 block of 8 ½ Street.  Gabriel was charged with battery and disorderly conduct under Wisconsin’s Domestic Violence Law, and was confined in the Green County Jail pending a court appearance.

~~On August 22, 2017, at 7:59 AM, officers arrested Alexander J. Clark (29), Brodhead, in the 600 block of 26th Street following a traffic stop.  Clark was wanted on an arrest warrant issued by the Rock County Sheriff’s Office for failure to pay a fine, and was confined in the Green County Jail pending a court appearance.

On August 22, 2017, at 1:28 PM, officers arrested Caleb J. Goodman (22), Minnetonka, MN, following a call of a suspicious person at a business in the 100 block of 7 ½ Street.  Goodman was wanted on an arrest warrant issued by the Albany Police Department for failure to appear in court on a prior charge, and was released after posting the required bond.

 

~~On August 20, 2017, at 9:29 PM, officers were called to a disturbance between family members in the 2500 block of 10th Street.  Officers arrested Cody A. Rackow (21), Orangeville, IL, and charged him with physical abuse of a child and disorderly conduct.  Rackow was confined in the Green County Jail pending a court appearance.

~~On August 19, 2017, at 12:50 AM, officers arrested Kayla R. Solberger (31), Monroe, in the 1000 block of 4th Avenue West following repeated calls about a disturbance.  Solberger was charged with bail jumping due to a violation of court ordered bail conditions, and was confined in the Green County Jail pending a court appearance.

On August 19, 2017, at 10:36 PM, officers cited Trever L. Martin (24) , Monroe, with two separate violations of illegally using fireworks after repeated complaints of a large amount of fireworks being used in the 400 block of 21st Street.  According to the investigation, Martin fled after each incident, but was identified.  A court appearance was set.

~~On August 13, 2017, at 12:37 AM, officers cited Kayla R. Solberger (31), Monroe, with a disorderly house in the 1000 block of 4th Avenue West following several noise disturbance calls in the evening where Solberger refused to turn down and continued to play, loud music, which disturbed other tenants.  Shortly after officers were again called to investigate a disturbance at the same location and arrested Solberger after Solberger again created a disturbance.  Solberger was charged with disorderly conduct and was confined in the Green County Jail pending a court appearance.

~~On August 12, 2017, at 11:38 PM, officers arrested Jakob J. Groebner (35), Brodhead, following a traffic stop in the 400 block of STH 69.  Groebner was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol content and non-registration of a motor vehicle.  Groebner was released to a responsible person pending a court appearance.  During the same traffic stop, officers cited Heather L. Detra (32), Brodhead, and Bryan L. Strommen (43), Monroe, with open intoxicants in a motor vehicle as passengers.  Both were released pending a court appearance.

~~On August 11, 2017, at 2:48 AM, officers arrested Jesse A. Partridge (25), Albany, in the 500 block of 11th Street following a traffic stop.  Partridge was wanted on a warrant from the Monroe Police Department for possession of dangerous drugs, and was also wanted on an apprehension request from the Wisconsin Department of Corrections.  Partridge was confined in the Green County Jail pending a court appearance.

~~On August 10, 2017, at 2:48 AM, officers arrested Brandon L. Lohaus (42), Monroe, in the 2500 block of 12th Avenue following a traffic stop.  Lohaus was charged with possession of methamphetamine, possession of drug paraphernalia and two counts of felony bail jumping due to a violation of court ordered bail conditions from prior cases.  Lohaus was confined in the Green County Jail pending a court appearance.

On August 10, 2017, at 12:12 PM, officers were called to a two vehicle crash at 10th Street and 15th Avenue.  Investigation indicated that a vehicle operated by Patsy L. Huseman (55), Monroe, collided with a vehicle operated by a 27 year old Monroe woman.  Huseman was cited for failure to yield right of way and released pending a court appearance.

~~On August 9, 2017, at 3:17 AM, officers arrested Melissa J. Rebout (30), South Wayne, on West 8th Street at 6th Avenue West following a traffic stop.  Rebout was charged with operating a motor vehicle while under the influence of a controlled substance and operating a motor vehicle while suspended.  Rebout was confined in the Green County Jail pending a court appearance.

On August 9, 2017, at 9:50 AM, officers arrested Robyn N. Flannery (33), Juda, in the 500 block of 8th Avenue on an apprehension request from the Wisconsin Department of Corrections for a probation violation.  Flannery was confined in the Green County Jail pending further proceedings.

On August 9, 2017, at 4:23 PM, officers arrested Tyler P. McCabe (29), Monroe, in the 1100 block of 20th Avenue on an apprehension request from the Wisconsin Department of Corrections for a probation violation.  McCabe was confined in the Green County Jail pending further proceedings.

On August 9, 2017, at 11:45 PM, officers cited Aubrey W. Green (20), Monroe, and Desiree N. Jackson (21), Freeport, IL, following a traffic stop in the 2100 block of STH 69 where the odor of suspected marijuana inside the vehicle prompted a canine search.  Green, the driver, was cited for excessive speed and for possession of marijuana and was released pending a court appearance.  Jackson, the passenger, was cited for possession of marijuana and was released pending a court appearance.

 

~~On August 8, 2017, at 4:25 AM, officers arrested Paul H. Nielsen (54), Monroe, in the 2000 block of 2nd Street on an apprehension request from the Wisconsin Department of Corrections for a probation violation.  Nielsen was confined in the Green County Jail pending further proceedings.

On August 8, 2017, at 2:09 PM, officers arrested Mark A. Lang (30), Monroe, in the 2000 block of 4th Street on an apprehension request from the Wisconsin Department of Corrections for a probation violation.  Lang was confined in the Green County Jail pending further proceedings.

Dean (28), Monroe, following a call to remove an unwanted person at a residence in the 1400 block of 19th Street.  Dean was taken into custody on an apprehension request from the Wisconsin Department of Corrections for a probation violation, and was confined in the Green County Jail pending further proceedings.

Klapper-Kaderly (46), Monroe, in the 2500 block of 9th Street on an apprehension request from the Wisconsin Department of Corrections for a probation violation.  Klapper-Kaderly was confined in the Green County Jail pending further proceedings.

~~On July 26, 2017, at 9:03 PM, officers were called to investigate a motor vehicle versus a tree accident in the 600 block of 16th Avenue, with a report that the vehicle had fled from the scene.  Officer stopped a vehicle matching the description of the hit and run vehicle, and arrested Mathew T. Daly  (27), Monroe, in the 500 block of 16th Avenue.  Daly was charged with operating a motor vehicle while intoxicated-3rd Offense and bail jumping due to a violation of court ordered bail conditions.  Daly was also cited for hit and run to property adjacent to the highway and operating after revocation.  Daly was confined in the Green County Jail pending a court appearance.

~~On July 24, 2017, at 1:25 PM, officers arrested Chad E. Pehl (43), Davis, IL, following a complaint of a person trespassing in the 300 block of 4th Street.  Pehl was charged with three counts of bail jumping due to violations of court ordered bail conditions.  Pehl was confined in the Green County Jail pending a court appearance.

On July 24, 2017, at 6:05 PM, officers arrested David S. Eldred (53), Monroe, after investigating a trespassing complaint in the 2200 block of 10th Street.  Eldred was charged with trespass, and was also taken into custody on a Wisconsin Department of Corrections apprehension request, and was confined in the Green County jail pending a court appearance.

 

~~On July 23, 2017, at 12:12 AM, officers cited Patrick J. L. Burnett (18), Beloit, following a traffic stop in the W5900 block of STH 11.  Burnett was cited with possession of drug paraphernalia and released pending a court appearance.

On July 23, 2017, at 3:39 AM, officers arrested Braydon J. Collins (22), Brodhead, in the 1300 block of 18th Street subsequent to an investigation into an alleged stolen vehicle.  Collins was charged with bail jumping due to a violation of court ordered bail conditions prohibiting consuming alcohol.  Collins was confined in the Green County Jail pending a court appearance.

On July 23, 2017, at 11:01 PM, officers were called to a motor vehicle crash with no injuries in the 1000 block of 17th Avenue.  Investigation indicated that a vehicle operated by Nathaniel R. Hoiby (30), Monroe, collided with a legally parked unoccupied vehicle.  Both vehicle sustained moderate damages.  Hoiby was cited for intattentive driving and released pending a court appearance.

~~On July 22, 2017, at 6:11 PM, officers arrested Tiffany M. Swanston (27), Evansville, following a call for a domestic dispute in the 900 block of 26th Street.  Swanston was charged with disorderly conduct under Wisconsin’s Domestic Violence Law and was released after posting bail, pending a court appearance.

~~On July 21, 2017, at 11:40 AM, officers were called to a motor vehicle crash with no injuries in the 900 block of 11th Street.  Investigation indicated that a vehicle operated by Kira Y. Briggs (20), Monroe, collided with an unoccupied legally parked vehicle.  Both vehicles sustained moderate to severe damages.  Briggs was cited for failure to maintain control of vehicle and was released pending a court appearance.

~~On July 18, 2017, at 2:42 PM, officers were called to an apartment in the 2100 block of 1st Street, after firefighters were called to the same location for a stove fire.  Fire personnel observed suspicious items at the location.  A search warrant was obtained and executed for the apartment.  Laci R. Frauchiger (27), Monroe, was charged with possession of drug paraphernalia, and was released pending a court appearance.

~~On July 17, 2017, at 3:10 PM, officers were called to a motor vehicle crash with no injuries in the 1700 block of 9th Street.  Investigation indicated that a vehicle operated by Cody S. Hagemann (16), Monroe, rear-ended a vehicle operated by Jamie J. Walker (42), Monroe.  Hagemann was cited for inattentive driving and released pending a court appearance.

~~On July 15, 2017, at 7:26 PM, officers arrested Shawn M. Allen (26), Rockford, IL, after being called to a disturbance in the 1000 block of 16th Avenue.  Allen was charged with disorderly conduct and obstructing an officer, and was cited and released pending a court appearance.

On July 15, 2017, at 11:55 PM, officers arrested Darwin D. Williams (59), Monroe, following a call of a domestic disturbance in the 1400 block of 12th Avenue.  Williams was charged with battery and disorderly conduct under Wisconsin’s Domestic Violence Laws and confined in the Green County Jail pending a court appearance.

 

~~On July 14, 2017, at 8:01 AM, officers arrested Angela M. Graff (31), Monroe, in the 1900 block of 7th Street on an outstanding arrest warrant by Monroe Police for theft.  Graff was confined in the Green County Jail pending a court appearance.

~~On July 13, 2017, at 11:17 PM, officers arrested Justin G. Scott (26), Monroe, following a call for a domestic disturbance in the 1300 block of 19th Street.  Scott was charged with battery and disorderly conduct under Wisconsin’s Domestic Violence Laws, and was confined in the Green County Jail pending a court appearance.

On July 13, 2017, at 11:26 PM, officers were called to a possible drug overdose in a parking lot in the 2200 block of 1st Street.  After subsequent investigation, officers charged Benjamin E. Tackett (29), Monroe with possession of drug paraphernalia, and released him pending a court appearance.

 

~~On July 7, 2017, at 3:59 AM, officers arrested David M. Hardin (23), Monroe, in the 2300 block of 15th Avenue on an outstanding arrest warrant for child support from the Green County Sheriff’s Office.  Hardin was confined in the Green County Jail pending a court appearance.

~~On July 6, 2017, at 7:18 PM, officers arrested Louis R. Mendonca (74), Monroe, following a report of an unwanted person in the 400 block of 21st Street.  Mendonca was charged with multiple counts of bail jumping due to violations of bail conditions on prior cases which prohibit contact with a named person and with consuming alcohol, and was confined in the Green County Jail, pending a court appearance.

~~MONROE MAN ARRESTED AFTER ARMED THREATS DURING A DOMESTIC DISPUTE

On July 6, 2017, at 12:35 AM, officers were called to a domestic disturbance in the 1100 block of 17th Street.  The complainant was inside the residence and told the dispatcher that a person inside had a shotgun and was making threats of self- harm.  Upon arrival, officers did observe a man with a shotgun walk across the street from the residence and then return.  The man fled inside the residence after seeing officers.  Officers were able to help all of the occupants, other than the man seen earlier, out of the residence safely.  A shotgun was recovered near the residence.  After about 2 hours, the man came out of the residence and confronted officers across the street, who took the man into custody.  Gerald L. Brown (43), Monroe was arrested and charged with endangering safety by use of a dangerous weapon, disorderly conduct while armed, and disorderly conduct under Wisconsin’s Domestic Violence Laws.  Brown was confined in the Green County Jail pending a court appearance.

~~On July 5, 2017, at 3:44 AM, officers arrested Skylar J. Martin (23), Monroe, after being called to a domestic dispute in the 400 block of 14th Avenue.  Martin was charged with disorderly conduct, battery and strangulation under Wisconsin’s Domestic Violence Law.  Martin was confined in the Green County Jail pending a court appearance.

~~On July 4, 2017, at 10:13 AM, officers arrested Louis R. Mendonca (74), Monroe, following a call for an unwanted person in the 400 block of 21st Street.  Mendonca was charged with 3 counts of bail jumping due to violations of court ordered bail conditions prohibiting contact with a named person and the consumption of alcohol.  Mendonca was confined in the Green County Jail pending a court appearance.

~~On July 3, 2017, at 2:36 PM, officers arrested David S. Eldred (53), Monroe, in the 2200 block of 9th Street on an apprehension request from the Wisconsin Department of Corrections.  Eldred was confined in the Green County Jail pending further proceedings.

On July 3, 2017, at 5:07 PM, officers were called to a two vehicle crash with no injuries at STH 69 and 17th Street.  Investigation indicated that a vehicle operated by Eleanor M. Stalder (74), Monroe, collided with a vehicle operated by a 29 year old Monroe woman.  There were moderate to major vehicle damages.  Stalder was cited for inattentive driving and released pending a court appearance.

~~On July 2, 2017, at 2:00 AM, officers arrested Brady R. Whipple (29), Monroe, after Whipple was observed violating probation rules in the 1400 block of 17th Street.  Whipple was taken into custody on an apprehension request from the Wisconsin Department of Corrections, and was confined in the Green County Jail pending further proceedings.

On July 2, 2017, at 8:02 PM, officers arrested Preston J. Bevins (18), South Wayne, following a disturbance call in the 1600 block of 17th Avenue.  Bevins was cited for disorderly conduct and underage consumption of alcohol, and was released to a responsible person pending a court appearance.

 

~~On June 30, 2017, at 5:06 PM, officers were called to a two vehicle crash with no injuries at 11th Street and 16th Avenue.  Investigation indicated that a vehicle operated by Kenneth D. Wenger (73), Blanchardville, collided with a vehicle operated by a 45 year old Winslow, IL man.  Moderate vehicle damages were sustained.  Wenger was cited for intattentive driving and given a court appearance date.

~~On June 29, 2017, at 6:56 PM, officers arrested Joseph M. Knulty (60), Monroe, following a call for a disturbance in the 1000 block of 4th Avenue West.  Knulty was cited for disorderly conduct and released pending a court appearance.

~~On June 27, 2017, at 4:27 PM, officers arrested James Q. Best (44), Brodhead, following a traffic stop in the 400 block of 18th Avenue.  Best was charged with operating a motor vehicle while intoxicated, and was confined in the Green County Jail, pending a court appearance.

~~On June 26, 2017, at 12:24 AM, officers arrested Kyle L. McNett (30), Monroe, following a traffic stop in the 2200 block of 11th Street.  McNett was charged with operating after revocation, operating a motor vehicle while intoxicated-5th offense, bail jumping due to a violation of court ordered bail conditions, possession of marijuana, and possession of a schedule II controlled substance.  McNett was confined in the Green County Jail pending a court appearance.

 

~~On June 20, 2017, at 5:54 PM, officers were called to a two vehicle crash with no injuries at 19th Street and 17th Avenue.  Investigation indicated that a vehicle operated by Marie A. Lins (48), Spring Green, collided with a vehicle operated by a 63 year old Verona man.  The Lins vehicle also struck a tree on the terrace after the initial collision, and sustained moderate damages.  The Lins vehicle was towed from the scene.  The other vehicle sustained moderate damages and was operable.  Lins was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance.

 

~~On June 18, 2017, at 5:00 AM, officers arrested Heath A. Bader (41), Monroe, in the 1000 block of 17th Street on an arrest warrant issued by the Dane County Sheriff’s Office for child support.  Bader was confined in the Green County Jail pending further action.

On June 18, 2017, at 7:12 PM, officers arrested Justin D. Kainz (25), Monroe, in the 500 block of West 21st Street, on two counts of disorderly conduct under Wisconsin’s Domestic Violence Laws following a report of a disturbance at that location.  Kainz and another individual, Travis L. Schrader (30), Monroe, were also both cited for possession of drug paraphernalia.  Kainz was confined in the Green County Jail pending a court appearance, and Schrader was released pending a court appearance.

~~On June 16, 2017, at 9:24 PM, officers arrested Louis R. Mendonca (74), Monroe, in the 1800 block of 12th Street, following an investigation into a complaint of a violation of a court ordered bail condition.  Mendonca was charged with bail jumping due to a violation of bail conditions from a prior case and was confined in the Green County Jail pending a court appearance.

~~On June 15, 2017, at 2:28 PM, officers arrested Louis R. Mendonca (74), Monroe, in the 400 block of 21st  Street, following an investigation into a June 14, 2017 domestic disturbance.  Mendonca was charged with battery and disorderly conduct under Wisconsin’s Domestic Violence Laws, and also with bail jumping due to a violation of bail conditions from a prior case.  Mendonca was confined in the Green County Jail pending a court appearance.

~~On June 14, 2017, at 10:33 AM, officers arrested Joseph D. Ruegsegger (23), Monroe, in the 600 block of 17th Avenue, following a short pursuit which began near 16th Avenue and 6th Street.  Ruegsegger was charged with knowingly fleeing an officer, a felony.  Ruegsegger was also charged with bail jumping due to a violation of court ordered bail conditions from a prior case, and was cited for operating a motor vehicle while suspended.  Ruegsegger was confined in the Green County Jail pending a court appearance.

 

~~On June 13, 2017, at 10:36 AM, officers were dispatched to a motor vehicle accident with no injuries in the 2000 block of 16th Street.  Investigation indicated that a vehicle operated by Shirley M. Ruf (82), Monroe, collided with a legally parked car.  Both vehicles sustained moderate damages and were towed from the scene.  Ruf was cited for inattentive driving and released pending a court appearance.

 

~~On June 11, 2017, at 1:22 AM, officers arrested Tristan M. Rosenstiel (19), Monroe, following a shoplifting complaint from a business in the 300 block of 6th Avenue West.  Rosenstiel was cited for retail theft and released pending a court appearance.

On June 11, 2017, at 7:13 PM, officers were called to investigate a suspected intoxicated driver in the 100 block of West 8th Street.  The suspect vehicle was located and stopped in the 2100 block of 8th Avenue.  Catherine M. Ebbert-Seffrood (38), Monroe, was arrested and charged with operating a motor vehicle while intoxicated-2nd offense while having a passenger under 16 years of age in the vehicle, and was also cited for operating with a prohibited alcohol concentration.  Ebbert-Seffrood was released to a responsible person pending a court appearance.

~~On June 10, 2017, at 12:15 AM, officers were called to the 500 block of 16th Avenue on a report that a vehicle struck a parked vehicle and left the scene.  Investigation resulted in Jordan D. Hermanson (32), Monroe being cited for hit and run to an unattended vehicle and failure to notify police of an accident.  Hermanson was released pending a court appearance.

~~On June 9, 2017, at 11:13 PM, officers arrested Caleb J. Cherry (22), Monticello, following a traffic stop of a vehicle in the 100 block of North 18th Avenue leaving the scene of a disturbance in the 1500 block of 9th Street.  Cherry was charged with operating a motor vehicle while intoxicated-1st offense.  Cherry was also cited for operating with a prohibited alcohol concentration and for open intoxicants in a motor vehicle.  Cherry was released to a responsible person pending a court appearance.

On June 9, 2017, at 11:27 PM, officers were called to investigate a report of a person sleeping on the deck of a residence in the 1400 block of 10th Street.  The result was the arrest of Trevor R. Frie (26), Monroe on an apprehension request from the Wisconsin Department of Corrections for a probation violation.  Frie was also charged with criminal possession of marijuana, and was confined in the Green County Jail pending a court appearance.

~~Monroe Police are advising everyone that the Main Street Monroe Concerts on the Square series of events begins this Friday evening, June 9, 2017 on the West Side of Monroe’s Downtown Square.  These concerts bring a closing of the 1000 block of 16th Avenue, from 3:00 PM until about 10:30 PM.  This Friday’s event also will close the inner lane of the South Side of the Square, the 1600 block of 11th Street during the same time period.  The lanes to be closed will be posted with sandwich board barricades with signs ahead of time to give notice of the closing, but police ask for everyone to be aware of the upcoming event so as to avoid tickets and towing.  These event closings will occur twice a month through August.

~~On June 6, 2017, at 1:10 AM, officers were called to a motor vehicle accident with reported injuries in the 2000 block of 19th Street.  Investigation indicated that a vehicle operated by Justin D. Halvorson (28), Brodhead, collided with a legally parked vehicle at that location.  Halvorson was transported to the Monroe Clinic Hospital by EMS for non-life threatening injuries.  Both vehicles sustained severe damages and were towed.  Halvorson was arrested and charged with operating a motor vehicle while intoxicated, and was also cited for operating a motor vehicle after revocation.  Halvorson was released pending a court appearance.

~~On June 4, 2017, at 1:53 AM, officers on patrol cited four individuals with underage drinking following an investigation into suspicious activity in the 1500 block of 17th Street.  Joseph J. Dahmen (20, Monroe, Cody A. Wolf (20), Monroe, Cole A. Trumble (20), Darlington, and Kade K. Carey (20), Darlington, were all cited for underage consumption of alcohol and released pending a court appearance.

~~On June 3, 2017, at 1:15 AM, officers arrested Bryce W. Harmon (19), Monroe, following a report that citizens had captured a person entering another person’s vehicle without consent and taking items in the 2100 block of 7th Street.  The citizens detained the person until officers arrived.  Upon arrival, officers confirmed the report and took Harmon into custody.  Harmon was charged with four counts of theft, trespass to land, possession of marijuana, possession of drug paraphernalia and prowling.  Harmon was confined in the Green County Jail pending a court appearance.

~~On May 31, 2017, at 8:44 AM, a trailer hitch and tools were found in the 1600 block of 15th Avenue, and may be identified and claimed at the Police Department.

On May 31, 6:35 PM, a bicycle was found in the 1100 block of 17th Avenue, and may be identified and claimed at the Police Department.

 

~~The Monroe Police Department is warning the public that parking in Monroe’s downtown will be disrupted due to events on Friday, June 2, 2017 and Saturday, June 3, 2017.

There will be no parking on the entire Square after 3:00 PM on Friday, in order to hold Cars on the Square from 4:00 PM to 9:30 PM.

There will be no parking in the inner lanes of the south side of the Square and the east side of the Square on Saturday from 7:00 AM to 3:00 PM to hold the Main Street Monroe Summer Kick-Off event.  These restrictions are in addition to the normal Farmer’s Market in the inside lanes of the west and north sides of the Square.

Signs on orange and white A-frame barricades indicating the parking changes will be posted for each lane.  These events are just the beginning of several events during the next few months.  Motorists, especially those that live or work in or around the downtown Square are asked to pay attention to any barricades or signs posted regarding parking changes.  This way they can avoid the expense of a ticket, or ticket and tow, or at the least having to remove their vehicles immediately.

~~On May 28, 2017, at 1:17 AM, officers arrested Guadalupe Sarmiento Gomez (19), Monroe, following an investigation into a reported minor accident in the 3000 block of 6th Avenue.  Gomez was charged with a violation of absolute sobriety, and was also cited for operating without a valid driver’s license and failure to report an accident.  Gomez was released to a responsible person pending a court appearance.

On May 28, 2017, at 11:56 PM, officers arrested Seancody L. Anderson (22), Darlington, following a traffic stop in the 600 block of STH 69.  Anderson was the passenger in the stopped vehicle, and was wanted on an arrest warrant issued by the Lafayette County Sheriff’s Office for trespassing.  Anderson was also charged with possession of marijuana and possession of drug paraphernalia in conjunction with the traffic stop, and was confined in the Green County Jail pending further proceedings.  Officers also cited the driver of the stopped vehicle, Katelyn M. Herrington (23), Elizabeth, IL, with possession of marijuana, and released Herrington pending a court appearance.

~~On May 27, 2017, at 1:02 AM, officers arrested Nathan R. M. Sweet (25), Monroe, following a traffic complaint in the 1300 block of 9th Street.  Sweet was charged with operating a motor vehicle while intoxicated-2nd Offense, and was also cited for operating after revocation and operating with a prohibited alcohol concentration.  Sweet was released to a responsible person pending a court appearance.

~~On May 26, 2017, at 8:41 PM, officers arrested Aaron L. Busch (34), Monroe, following an incident in the 2300 block of 6th Avenue.  Busch was charged with operating a motor vehicle while intoxicated-6th Offense and was confined in the Green County Jail pending a court appearance.

~~On May 23, 2017, at 6:48 PM, officers arrested Jamie L. Rowe (30), Monroe, following a report of a disturbance in the 2200 block of 11th Street.  Rowe was charged with disorderly conduct under Wisconsin’s Domestic Violence Law, and was released on bail pending a court appearance.

~~On May 21, 2017, at 3:03 AM, officers arrested Kyrene R. Trevino (32), Monroe, in the 2300 block of 16th Avenue following a call for an unwanted person at a residence.  Trevino was taken into custody on an apprehension request from the Wisconsin Department of Corrections, and charged with a probation violation.  Trevino was also charged with possession of drug paraphernalia, and was confined in the Green County Jail pending a court appearance.

 

~~On May 20, 2017, at 4:04 PM, officers were called to a two vehicle accident with no reported injuries in the 700 block of 21st Street.  Investigation indicated that a vehicle operated by Anthony L. Demichele (63), Freeport, IL, collided with a vehicle operated by a 63 year old Monroe man.  Both vehicles sustained minor to moderate damages.  Demichele was cited for failure to yield right of way while making a left turn, and was released pending a court appearance.

~~On May 16, 2017, at 10:57 AM, officers were called to a two vehicle accident with minor reported injuries at 20th Avenue and 6th Street.  Investigation indicated that a vehicle operated by Erica N. Schmid (34), Juda, left a stop sign eastbound on 6th Street and collided with a vehicle operated by a 45 year old Davis, IL woman which was northbound on 20th Avenue.  The 45 year old Davis, IL woman reported a minor injury but declined transport.  The vehicle sustained minor to moderate damages.  Schmid was cited for failure to yield right of way from a stop sign and non-registration of vehicle, and was released pending a court appearance.

~~On May 15, 2017, at 6:16 AM, officers arrested Thomas C. Smith (65), Monroe, in the 2700 block of 8 ½ Street on a warrant issued by the Wisconsin Department of Corrections.  Smith was taken into custody on a probation violation and confined in the Green County Jail pending further proceedings.

~~On May 14, 2017, at 6:04 AM, officers arrested Trever L. Martin (21), Monroe, in the 1600 block of 9th Street on an arrest warrant from the Monroe Police Department charging Martin with three (3) counts of felony delivery of cocaine.  Martin was confined in the Green County Jail pending a court appearance.

~~On May 13, 2017, at 1:39 AM, officers arrested Tyler J. Peterson (23), Monroe, following a traffic stop near 19th Street and 14th Avenue.  Peterson was charged with operating a motor vehicle while intoxicated-1st offense, and was released to a responsible person pend a court appearance.

On May 13, 2017, at 5:25 PM, officers arrested Jason H. Stenulson (34), Janesville, following an investigation into a reported theft of a wallet at a business in the 400 block of 8th Street.  Stenulson was charged with theft, and was cited and released pending a court appearance.

~~On May 12, 2017, at 12:44 PM, officers arrested Jeffery K. Norton (30), Monroe, following a disturbance call in the 1400 block of 17th Avenue.  Norton was charged with bail jumping due to a violation of court ordered bail conditions prohibiting the consumption of alcohol.  Norton was confined in the Green County Jail pending a court appearance.

On May 12, 2017, at 9:36 PM, officers arrested Robert W. Allen (35), Monroe in the 1300 block of 17th Street on an apprehension request from the Wisconsin Department of Corrections.   Allen was taken into custody on a probation violation and confined in the Green County Jail pending further proceedings.

~~On May 10, 2017, at 12:49 AM, officers arrested Genaro Vazquez Martinez (28), Monroe, following a traffic stop in the 1000 block of 21st Street.  Vazquez Martinez was charged with operating a motor vehicle while intoxicated, operating without a valid driver’s license, and failure to stop at a stop sign.  Vazquez Martinez was also charged with possession of cocaine.  Vazquez Martinez was released to a responsible person pending a court appearance.

On May 10, 2017, at 3:18 PM, officers were called to a motor vehicle accident with no injuries at 17th Street and 13th Avenue.  Investigation indicated that a vehicle operated by Heather A. Hayden (39), Monroe, collided with a vehicle operated by a 40 year old Monroe man.  Both vehicles sustained minor to moderate damages.  Hayden was cited for inattentive driving, and was released pending a court appearance.

 

~~On May 6, 2017, at 3:40 PM, officers arrested Jamie R. Schrimpf (32), Monroe, in the 400 block of West 8th Street, following an investigation into an order of protection violation.  Schrimpf was charged with a violation of a restraining order and confined in the Green County Jail pending a court appearance.

~~On May 5, 2017, at 9:30 AM, officers arrested Kole A. Figi (23), Monroe, following a check on a passenger in a vehicle involved in a traffic stop in the 1800 block of 12th Avenue.  Figi was wanted on two arrest warrants issued by the Lafayette County Sheriff’s Office, one for failure to appear in court and the second for contempt of court.  Figi was confined in the Green County Jail pending transport to Lafayette County.

~~On May 4, 2017, at 4:55 PM, officers were called to a two vehicle motor vehicle accident with no injuries at 16th Avenue and 6th Street.  Investigation indicated that a vehicle operated by Carl R. Montgomery (42), Monroe, collided with a vehicle operated by Katherine M. Risley (34), Monticello.  Both vehicles sustained moderate damages.  Risley was cited for failure to yield the right of way from a stop sign and was released pending a court appearance.  Montgomery was cited for operating a motor vehicle without insurance, and was released pending a court appearance.

On May 4, 2017, at 6:00 PM, officers arrested Matthew A. Fisher (35), Browntown, following a disturbance call in the 500 block of 19th Avenue.  Fisher was cited for disorderly conduct and released pending a court appearance.

On May 4, 2017, at 7:40 PM, officers arrested Hunter R. M. Goebel (20), Nekoosa, in the 2700 block of 8 ½ Street on an arrest warrant issued by the Lafayette County Sheriff’s Office.  Goebel was confined in the Green County Jail pending transfer to Lafayette County.

 

~~On April 30, 2017, at 1:59 AM, officers arrested Robert J. Koch (56), Monroe, in the 1500 block of 17th Street following a traffic stop.  Koch was charged with operating a motor vehicle while intoxicated-1st Offense, and was also cited for operating with a prohibited alcohol concentration and released to a responsible person pending a court appearance.

On April 30, 2017, at 3:40 AM, officers arrested Dakota C.J. Lorenz (24), Monroe, following a domestic dispute call in the 400 block of West 21st Street.  Lorenz was charged with battery, disorderly conduct and criminal damage to property under Wisconsin’s Domestic Violence Laws, and bail jumping due to a violation of court ordered bail conditions from a prior case.  Lorenz was confined in the Green County Jail pending a court appearance.

~~On April 27, 2017, at 6:32 AM, officers arrested Randall S. Zuber (39), Monticello, in the 2000 block of 4th Street following a call regarding a person causing a disturbance.  Zuber was charged with five (5) counts of bail jumping due to a violation of court ordered bail conditions on five open cases.  Zuber was confined in the Green County Jail pending a court appearance.

On April 27, 2017, at 6:21 PM, officers were called to a motor vehicle accident with minor injuries at 21st Street and 12th Avenue.  Investigation indicated that a vehicle operated by Sally A. Peters (63), New Glarus, collided with a vehicle operated by a 56 year old Monroe woman.  Peters reported a minor injury but declined EMS transport.  There were major damages to both vehicles.  Peters was cited for failing to yield right of way from a stop sign, and was released pending a court appearance.

 

~~On April 26, 2017, at 1:07 AM, officers arrested Daniel J. Kundert (26), rural Monroe, following a traffic stop in the 700 block of 6th Avenue West.  Kundert was charged with operating a motor vehicle while under the influence-1st Offense, and was also cited for improper stop at a stop sign and operating left of the center line.  Kundert was released to a responsible person pending a court appearance.

~~On April 26, 2017, at 1:23 PM, Monroe Police were called to a residence in the 1800 block of 8th Street for a report of a burglary in progress.  Responding officers located a man in the residence, who withdrew to an upstairs bedroom and told officers that he was armed.  Investigation revealed that the man was a relative of the homeowner, and had broken into the residence without consent while the homeowner was at work.  Surrounding residents were contacted by police to stay inside and away from windows for safety.

Officers were able to identify the man as Shane D. Riley (31), Monroe, and did obtain information that there were actually firearms and ammunition in the room where Riley was barricading himself.  Riley was believed to be under the influence of some type of intoxicant, and after about 3 hours of negotiations with officers, Riley surrendered without further incident.

Riley has been charged with criminal damage to property, criminal trespass to a dwelling and disorderly conduct, and was confined in the Green County Jail pending a court appearance.

~~On April 20, 2017, at 1:20 PM, officers arrested Randall S. Zuber (39), Monroe, following a call for a disturbance in the 900 block of 16th Avenue.  Zuber was charged with disorderly conduct, resisting arrest and bail jumping due to a violation of court ordered bail conditions.  Zuber was confined in the Green County Jail pending a court appearance.

~~On April 19, 2017, at 1:18 PM, officers were called to a motor vehicle accident with no injuries at 15th Avenue and 19th Street.  Investigation indicated that e vehicle operated by James J. Symanek III (37), Freeport, IL, left the stop sign southbound on 15th Avenue and collided with a vehicle operated by an 80 year old Monroe woman which was eastbound on 19th Street.  There were no injuries and moderate damages to both vehicles.  Symanek was cited for failure to yield right of way from a stop sign, and was released pending a court appearance.

~~On April 17, 2017, at 10:26 PM, officers arrested Jeffery K. Norton (30), Monroe, following a call for an unwanted person at a residence in the 1400 block of 17th Avenue.  Norton was charged with bail jumping for violating court ordered bail conditions, and was confined in the Green County Jail pending a court appearance.

~~On April 16, 2017, a set of keys found on the terrace at 15th Street and 20th Avenue may be identified and claimed at the Police Department.

~~On April 15, 2017, at 1:22 AM, officers arrested Derek J. Morgan (25), Monroe, following a traffic stop in the 400 block of 14th Avenue.  Morgan was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration and operating after revocation.  Morgan was released to a responsible person pending a court appearance.

On April 15, 2017, at 2:20 AM, officers arrested Richard W. Jarosz (48), Monroe, following a traffic stop at 17th Street and 14th Avenue.  Jarosz was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for operating with a prohibited alcohol concentration and failure to stop for a stop sign.  Jarosz was released to a responsible person pending a court appearance.

On April 15, 2017, at 8:51 PM, officers arrested Jay H. Gierhart (26), Monroe, following a domestic disturbance in the 1400 block of 15th Avenue.  Gierhart was charged with disorderly conduct and criminal damage to property under Wisconsin’s Domestic Violence Law, and was confined in the Green County Jail pending a court appearance.

~~On April 14, 2017, at 5:01 PM, officers were called to a motor vehicle accident with no injuries in the 900 block of 18th Avenue.  Investigation indicated that a vehicle operated by Christian A. Tobler (47), Davis, IL, collided with a legally parked vehicle.  Tobler’s vehicle sustained severe damages.  Tobler was cited for inattentive driving and he was released pending a court appearance.

On April 14, 2017, at 11:28 PM, officers arrested Joseph D. Ruegsegger (23), Monroe, following a traffic stop in the 1800 block of 6th Street.  Ruegsegger was charged with operating a motor vehicle while intoxicated-2nd offense, and was also cited for operating with a prohibited alcohol concentration.  Ruegsegger was released to a responsible person pending a court appearance.

~~On April 13, 2017, at 3:23 PM, officers arrested Randall S. Zuber (39), Monroe, in the 1700 block of 30th Street following a call about a disturbance.  Zuber was charged with disorderly conduct and also bail jumping for a violation of court ordered bail, and was confined in the Green County Jail pending further proceedings.

On April 13, 2017, at about 1:50 PM, Monroe Police were notified of a bank robbery which had just occurred at the Associated Bank, 1420 11th Street in Monroe’s downtown area.  Initial investigation indicated that a single male robber entered the bank and at the teller window demanded cash.  A weapon was inferred but not seen.  The suspect was described as a white male, 30’s, wearing all black clothing, including a black hip length parka type jacket with a hood, and sunglasses.  After obtaining cash, the robber fled north from the bank through residential yards.  An undisclosed amount of US Currency was taken, and no one was hurt.  Police remain on the scene.

~~On April 11, 2017, at 2:20 PM, officers were called to a three vehicle accident with minor injuries at STH 69 and 8th Street.  Initial investigation indicated that a vehicle operated by Mark F. Steinmann (65), Monroe, collided with a vehicle operated by John V. Utterbeck (66), Monticello in the intersection.  The Utterbeck vehicle was then pushed into a vehicle operated by Rebecca C. Hambley (63), Juda, which was stopped in traffic.  All three reported injuries, with Hambley and Utterbeck declining EMS transport, and Steinmann being transported by Green County EMS.  All three vehicles sustained serious damages, with all vehicles being towed.  The accident remains under investigation.

On April 11, 2017, at 8:20 PM, officers investigating a separate incident, arrested David A. Ethridge (52), Monroe, in the 2000 block of 15th Avenue, on an outstanding warrant issued by the Beloit Police Department.  Ethridge was able to post the required bail and was released.

~~On April 9, 2017, at 12:50 AM, officers were called to check on an intoxicated person in the 2000 block of 19th Street.  Investigation resulted in Anthony M. Arndt (18), Monroe, being charged with underage consumption of alcohol.  Arndt was cited and released to a responsible person pending a court appearance.

~~On April 8, 2017, at 6:59 AM, officers were called to an unconscious person lying in the grass in the 1800 block of 10th Street.  Investigation resulted in a 16 year old boy being cited for underage consumption of alcohol, who was then released to a guardian pending a court appearance.

On April 8, 2017, at 10:46 PM, officers were called to a disturbance at a business in the 1400 block of 17th Street.  As officers approached the business they observed individuals fleeing the area who refused to stop after being ordered to.  After a short foot pursuit, officers took Connor E. Hamilton (19), Monroe into custody.  Hamilton was charged with underage consumption of alcohol and with obstructing an officer.   Hamilton was cited and released to a responsible person pending a court appearance.

On April 8, 2017, at 11:16 PM, officers on patrol observed a disturbance in progress in the 1400 block of 17th Street.  Investigation resulted in Nathan G. Trickel (50), Monroe, being cited for disorderly conduct.  Trickel was released pending a court appearance.

~~On April 5, 2017, at 6:54 PM, officers arrested Kayla M. Geyer (19), Orfordville, in connection with an investigation into a domestic disturbance in the 1900 block of 11th Street.  Geyer was charged with disorderly conduct under Wisconsin’s Domestic Violence Law, and was also charged with felony bail jumping due to a violation of court ordered bail conditions on a prior case.  Geyer was confined in the Green County Jail pending a court appearance.

~~On March 26, 2017, at 6:14 PM, officers arrested Jeffery K. Norton (30), Monroe, following a call for an unwanted person at a residence in the 1400 block of 17th Avenue.  Norton was charged with bail jumping due to a violation of court ordered bail conditions prohibiting the consumption of alcohol, and was confined in the Green County Jail pending a court appearance.

On March 26, 2017, at 6:52 PM, officers arrested Faith A. Thompson (50), Freeport, IL, following a call for a domestic dispute in the 400 block of West 21st Street.  Thompson was charged with disorderly conduct and criminal damage to property under Wisconsin’s Domestic Violence Law.  Thompson was confined in the Green County Jail, and was later released after posting a cash bond pending a court appearance.

On March 26, 2017, at 9:14 PM, officers were called to a loud music complaint in the 500 block of West 21st Street.  During the investigation of that complaint, officers arrested McKenzie J. Greene (19), Monroe, and charged Greene with possession of marijuana.  Greene was cited and released pending a court appearance.

 

~~On March 23, 2017, at 2:12 PM, officers arrested Herbert S. Demanouske (85), Monroe, following a shoplifting complaint at a business in the 700 block of 8th Street.  Demanouske was cited for ritual theft and released pending a court appearance.

~~On March 22, 2017, at 8:26 AM, officers were called to a two car motor vehicle accident with possible injuries at 12th Street and 13th Avenue, which caused traffic to be backed up for some length of time.  Investigation indicated that a vehicle operated by Bruce A. Webber (51), Monroe, failed to stop at a stop sign and collided with a vehicle operated by a 20 year old Monroe woman.  The drivers reported possible injuries, but declined transport by EMS which was at the scene.  There were severe damages to both vehicles.  Webber was cited for failure to stop at a stop sign and released pending a court appearance.

~~On March 20, 2017, at 7:19 PM, officers arrested Christopher P. Coveyou (23), Beloit, following a traffic stop in the 5800 block of STH 11.  Officers stopped Coveyou for a traffic violation, and after smelling an odor of marijuana coming from the vehicle, had the Green County Sheriff’s Office K-9 unit conduct a free air sniff of the vehicle.  Coveyou was charged with possession of approximately 1.4 grams of marijuana and possession of drug paraphernalia.  Coveyou was cited for the offenses and released pending a court appearance.

~~On March 19, 2017, at 2:02 PM, officers arrested Thomas J. Ott (50), Monroe, in the 2200 block of 5th Avenue.  Ott was charged with two counts of felony bail jumping due to violations of court ordered bail conditions for consumption of alcohol and contact with a prohibited person.  Ott was confined in the Green County Jail pending a court appearance.

~~On March 18, 2017, at 2:18 AM, officers arrested Ashley J. Lamp (30), Monticello, following a traffic stop in the 700 block of 8th Street.  Lamp was charged with operating a motor vehicle while intoxicated and operating with a suspended driver’s license.  Lamp was released to a responsible person pending a court appearance.

~~On March 15, 2017, at 1:26 PM, officers arrested Jamie L. Splinter (31), Monroe, in the 1000 block of 4th Avenue West on an outstanding warrant issued by the Green County Sheriff’s Office for non-payment of child support.  Splinter was confined in the Green County Jail pending further proceedings.

 

~~On March 14, 2017, at 4:09 PM, officers arrested David S. Eldred (52), Monroe, following a call of a disorderly person in the 1700 block of 11st Street.  Eldred was charged with disorderly conduct, resisting an officer and with bail jumping due to violating bail conditions from prior cases prohibiting alcohol consumption.  Eldred was confined in the Green County Jail pending further proceedings.

On March 14, 2017, at 5:23 PM, officers arrested Thomas J. Ott (50), Monroe, in the 500 block of West 21st Street following a call about a person violating a court order.  Ott was charged with felony bail jumping due to a violation of court ordered bail conditions from prior cases prohibiting alcohol consumption.  Ott was confined in the Green County Jail pending further proceedings.

~~On March 13, 2017, at 10:02 PM, officers arrested David M. Hardin (23), Monroe, following a traffic stop in the 700 block of 21st Street.  Hardin was wanted on an arrest warrant from the Green County Sheriff’s Office and one from the Rock County Sheriff’s Office, both for failure to pay child support.  Hardin was confined in the Green County Jail pending further proceedings.

On March 13, 2017, at 11:52 PM, officers arrested Tyler P. McCabe (28), Monroe, at a residence in the 2200 block of 1st Street on a warrant issued by the Wisconsin Department of Corrections for a probation violation.  McCabe was confined in the Green County Jail pending further proceedings.

 

~~On March 12, 2017, at 12:13 AM, officers were called to West 7th Street and Youth Cabin Road for a one vehicle roll-over accident with no injuries.  Joshua D. Pontius (27), Freeport, IL was arrested and charged with operating a motor vehicle while intoxicated-1st offense.  Pontius was also cited for driving too fast for conditions, unreasonable and imprudent speed, and operating with a prohibited alcohol concentration.  Pontius was released to a responsible person pending a court appearance.   The vehicle sustained severe damages and was towed.

On March 12, 2017, at 5:30 PM, officers were called to a hit and run accident in the 1000 block of 17th Avenue.  A witness followed the offending vehicle and observed a female operating the vehicle, and then also observed a male passenger switch with the female and operate the vehicle.  Shortly after, the vehicle was then stopped by officers in the 900 block of 8th Street.  The female operator, identified as Jillian R. Thomas (36), Darlington, was arrested and charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for hit and run to an unoccupied vehicle and operating with a prohibited alcohol concentration.  Thomas was later released to a responsible person pending a court appearance.  The male operator, identified as Luke S. Smetters (34), Monroe, was also arrested and charged with operating a motor vehicle while intoxicated-1st offense.  Smetters was also later released to a responsible person pending a court appearance.

~~On March 11, 2017, at 9:56 PM, officers arrested Jeffrey K. Norton (30), Monroe, following a disturbance in the 1300 block of 17th Street.  Norton was charged with disorderly conduct and resisting arrest, and was confined in the Green County Jail pending a court appearance.

On March 11, 2017, at 10:27 PM, officers arrested Kyle L. McNett (30), Monroe, following a traffic stop on a vehicle deviating from the traffic lane into the curb in the 1100 block of 25th Avenue.  McNett was charged with operating a motor vehicle while intoxicated-3rd offense, operating after revocation and two counts of bail jumping for violating court ordered bail conditions prohibiting the consumption of alcohol and operating without a valid driver’s license.  McNett was confined in the Green County Jail pending a court appearance.

~~On March 10, 2017, at 7:23 PM, officers arrested Thomas J. Ott (49), Monroe, following a call for an unwanted person in the 2200 block of 5th Avenue.  Ott was charged with two counts of bail jumping for violating court ordered bail conditions prohibiting alcohol consumption and contact with a named individual, and also with resisting arrest.  Ott was confined in the Green County Jail pending a court appearance.

~~Monroe Police have been able to identify the remaining suspects from the February 14, 2017 burglary at the Monroe Radio Shack.

The suspects are identified as Monte T. Brannon (20), Aurora, IL, Trejamario D. Cook (24), Oswego, IL, and Campanella L. Ford III (21), Oswego, IL.  Felony warrants have been issued for all charging them with burglary, criminal damage to property and obstructing an officer.

Campanella L. Ford III is currently in custody in Illinois on several unrelated charges, and it is likely to be some time before Ford would be extradited to Wisconsin to face the felony burglary, criminal damage to property and obstructing an officer charges from the Monroe Radio Shack incident.

Monte T. Brannon and Trejamario D. Cook are still both wanted on felony warrants and remain at large.

 

~~On March 5, 2017, at 2:30 AM, officers arrested Paul James Morris (28), Monroe, following a traffic stop in the 1300 block of 17th Street.  Morris was charged with operating a motor vehicle while intoxicated and operating with a prohibited alcohol concentration, and was confined in the Green County Jail pending a court appearance.

On March 5, 2017, at 3:39 AM, officers arrested David R. Raker (24), Monroe, following a disturbance in the 300 block of 4th Street.  Raker was charged with disorderly conduct.  Raker then caused another disturbance at the Monroe Clinic Hospital while being cleared for transport to the jail.  Raker was charged with a second count of disorderly conduct, obstructing an officer and with resisting arrest.  Raker was confined in the Green County Jail pending a court appearance.  The incident in the 300 block of 4th Street remains under investigation with charges pending against other individuals.

~~On March 1, 2017, at 1:41 PM, officers were called to a motor vehicle accident with no injuries at 19th Street and 13th Avenue.  Investigation indicated that a vehicle operated by Lawrence B. Townsend (36), Beloit, collided with a vehicle operated by a 60 year old man from Monroe.  Both vehicles sustained minor damages.  Townsend was cited for failure to yield right of way from a stop sign, and was released pending a court appearance.

February

~~On February 25, 2017, at 5:22 PM, officers were called to a motor vehicle accident with injuries at 8th Street and 3rd Avenue.  Investigation indicated that a vehicle operated by Grace M. Nicholson (19), Belleville, collided with a vehicle operated by a 64 year old man from Davis, IL.  The man from Davis complained of minor injuries but declined medical treatment.  Both vehicles sustained minor to moderate damages.  Nicholson was cited for inattentive driving, and was released pending a court appearance.

~~On February 20, 2017, at 1:19 PM, officers arrested Jamie R. Schrimpf (31), Monroe, in the 2800 block of 6th Street following an investigation of a domestic related incident.  Schrimpf was charged with a violation of a temporary restraining order, and was released pending a court appearance.

~~On Tuesday, February 14, 2017, at about 2:49 AM, Monroe Police were notified by a witness, that the Monroe Radio Shack, located at 301 6th Avenue West, on Monroe’s far west side, was being burglarized.

The witness had observed five (5) persons, all dressed in black with concealed faces, running out of the closed Radio Shack business carrying items, and saw them enter two vehicles.  The witness followed the vehicles, calling 911 on a cell phone, east on STH 11.  After about two miles, law enforcement vehicles from Monroe Police and Green County Sheriff’s Office caught up to the vehicles and began a pursuit.  The vehicles were a Jeep Grand Cherokee SUV (Vehicle #1) and a Kia Optima sedan (Vehicle #2).

The pursuit continued at high speeds east on STH 11, and near STH 11 and CTH OK, the Green County Sheriff’s Office deployed tire deflation devices to stop the vehicles.  Vehicle #1 (Jeep SUV) ran over the devices and tires were deflated.  This vehicle continued on flat tires for about a mile and finally stopped near STH 11 and CTH G.  At this location, the driver of the fleeing vehicle, later identified as Alexis Marylinn Beyer (18), Aurora, IL, was captured.  Three suspects fled from the vehicle south into farm fields, and remain at large.

Vehicle #2 (Kia sedan) continued to flee east on STH 11 through the City of Brodhead, pursued by Green County deputies and Brodhead Police, and into Rock County.  At one point, the occupants of this vehicle were observed throwing out a bag, which was recovered and contained cell phones taken from the Radio Shack in Monroe.  Attempts to stop the vehicle with tire deflation devices were made, and finally in the City of Janesville, law enforcement was successful in deflating the vehicle tires and the vehicle was stopped by Rock and Green County deputies, Janesville Police and Brodhead Police.  The driver, identified as Diamond Rikki Madison (21), Aurora, IL, along with passengers, identified as Michael Lavell Bush Jr. (25), Aurora, IL, Tynario Rashard Brown (21), Aurora, IL, and Kneirah V. Johnson (18), Montgomery, IL, were all captured.


All suspects were transported to, and currently remain in the Green County Jail in Monroe.  Thankfully, due to the actions of law enforcement, no one was injured in this incident.

From initial reports, about $90,000 in value of cell phones and equipment are reported to have been taken from the Radio Shack.  A large amount of this may been recovered.  The witness who called police is credited with being a large factor in this.

The incident remains under investigation at this time, and the search for the suspects still at large continues.  It is believed that court appearances for these suspects will most likely take place on Wednesday, February 14, 2017.  Contact the Clerk of Court for Green County to confirm this.

~~On January 26, 2017, at 8:18 PM, officers arrested Sara M. Lawrence (25), Monroe, in the 500 block of 16th Avenue following a stop.  Lawrence was taken into custody on an apprehension request from the Wisconsin Department of Corrections, and was also charged with resisting an officer and possession of drug paraphernalia.  Lawrence was confined in the Green County Jail pending a court appearance.

~~On January 25, 2017, at 4:45 PM, officers arrested Joshua J. Nielsen (31), Monroe, following an investigation into a January 23, 2017 domestic related incident in the 700 block of 12th Avenue.  Nielsen was charged with disorderly conduct and criminal damage to property under Wisconsin’s Domestic Violence Law, as well as felony bail jumping due to a violation of court ordered bail conditions from a prior case.  Nielsen was confined in the Green County Jail pending a court appearance.

~~On January 24, 2017, at 9:26 PM, officers arrested Dustin L. Meier (27), Monroe, in the 900 block of 16th Avenue following a traffic stop.  Meier was cited for operating after revocation, driving too fast for conditions and having no insurance.  Meier was also taken into custody on an apprehension request from the Wisconsin Department of Corrections for a probation violation due to the traffic offenses, and was confined in the Green County Jail pending further proceedings.

On January 24, 2017, at 11:32 PM, officers arrested Joshua J. Nielsen (31), Monroe, in the 1700 block of 19th Street following a call to check the welfare of an individual.  Nielsen was charged with bail jumping due to a violation of bail conditions on a prior case prohibiting alcohol consumption, and was confined in the Green County Jail pending a court appearance.

 

~~On January 23, 2017, at 10:03 AM, officers arrested Hector M. Guerra (44), Monroe, in the 800 block of 6th Street on an outstanding warrant for non-payment of child support from the Green County Sheriff’s Office.  Guerra was confined in the Green County Jail pending a court appearance.

~~On January 22, 2017, at 3:18 PM, officers were called to a report of a man staggering in the street in the 800 block of STH 69.  Investigation led to the arrest of Chad E. Pehl (43), Monroe, for disorderly conduct under Wisconsin’s Domestic Violence law, and two counts of bail jumping due to a violation of court ordered bail conditions prohibiting consuming alcohol.  Pehl was confined in the Green County Jail pending a court appearance.

On January 22, 2017, at 11:26 PM, officers cited Joseph T. Klessinger (18), Juda, following a traffic stop in the 100 block of West 8th Street.  Klessinger was cited for operating a motor vehicle while suspended and violation of absolute sobriety.  Klessinger was released to a responsible person pending a court appearance.

~~On January 21, 2017, at about 12:18 AM, Monroe Police were contacted by a 22 year old Monroe man reporting that shortly before contacting police, he had been robbed by two men at gun point in the 2000 block of 16th Avenue, on Monroe’s near south side.  The man was approached by the two men while the victim was walking to a residence, a gun was pointed at the victim’s head, and the victim’s wallet was demanded.  The victim claimed that money, a cellular phone and other items were taken from him.  After taking the items, the men fled.  The victim claimed the men were concealing their faces.

During the investigation, officers went to the location to which the victim was walking to, and were able to ascertain that a female at this residence, acting as a confederate, enticed the victim to walk to this residence.  The two alleged robbers, one being an alleged boyfriend of the female, then conspired to rob the victim.  Officers located the alleged robbers at this residence, who were identified as Elijah L. Martin (18), Winslow, IL, and Demarco D. Owens (18), Winslow, IL.  A starter pistol which looked exactly like a fully functional pistol was recovered with the men, along with some of the missing items.  Martin and Owens were both arrested, charged initially with armed robbery and receiving stolen property, and both were confined in the Green County Jail pending a court appearance.

The incident remains under investigation.

~~On January 20, 2017, at 3:48 AM, officers arrested Brad A. Scott (38), Gratiot, in the 2000 block of 10th Avenue, following a traffic stop .  Scott was taken into custody on three outstanding warrants from the Green County Sheriff’s Office, and was confined in the Green County Jail pending a court appearance.

~~On January 17, 2017, at 5:50 PM, officers arrested David S. Eldred (52), Monroe, in the 1300 block of 16th Street, following a complaint of a person causing a disturbance at a business in the 1600 block of 9th Street earlier.  Eldred was charged with disorderly conduct and resisting an officer, and was also charged with bail jumping for violating court ordered bail conditions prohibiting alcohol consumption from a prior case.  Eldred was confined in the Green County Jail pending a court appearance.

On January 17, 2017, at 9:31 PM, officers were called to a report of a fight in progress outside of a residence in the 400 block of West 21st Street.  As a result of the investigation, officers cited Timothy S. Miller (30) for permitting underage consumption of alcohol, cited Shawn W. Boss (17) with underage consumption of alcohol, and cited Roberta M. Kiser (20) with underage consumption of alcohol.  All were released pending a court appearance.

~~On January 15, 2017, at 2:42 AM, officers arrested Dakota C. J. Lorenz (23), South Wayne, in the 1000 block of 9th Street following a call to check the welfare of a person.  Lorenz was arrested on an outstanding warrant from the Rock County Sheriff’s Office, and was also charged with four counts of bail jumping due to a violation of numerous conditions of bail on a prior charge.  Lorenz was confined in the Green County Jail pending further proceedings.

On January 15, 2017, at 2:42 AM, officers arrested Dustin L. Meier (27), Monroe, in the 1000 block of 9th Street, as part of another incident.  Meier was taken into custody on an apprehension request from the Wisconsin Department of Corrections on a probation violation, and was confined in the Green County Jail pending further proceedings.

~~On January 14, 2017, at 12:17 AM, officers arrested Pamela A. Wyss (49), St, Cloud, WI, following a complaint of a person causing a disturbance in a business in the 1300 block of 17th Street.  Wyss was charged with disorderly conduct and confined in the Green County Jail pending a court appearance.

~~On January 13, 2017, at 4:01 PM, officers were dispatched to a motor vehicle accident with no injuries  at 17th Street and 13th Avenue.  Investigation indicated that a vehicle operated by John J. Marean (71), Scioto Mills, IL, collided with a vehicle operated by a 17 year old Monroe girl.  Marean was cited for making an unsafe turn at an intersection and was released pending a court appearance.  There were moderate vehicle damages.

~~On January 11, 2017, at 1:01 PM, officers were dispatched to a hit and run accident in the 1200 block of 14th Avenue.  The suspect vehicle was reported to be a silver pickup, possibly Ford or Toyota, and should have passenger side damage.

On January 11, 2017, at 6:11 PM, officers arrested Nancy L. Pfaff (49), Monroe, in the 700 block of 18th Avenue following a report of a person violating bail conditions.  Pfaff was charged with two counts of bail jumping due to violating conditions of bail prohibiting drug offenses on a prior case, and with possession of drug paraphernalia.  Pfaff was confined in the Green County Jail pending a court appearance.

On January 11, 2017, at 6:14 PM, officers were dispatched to a motor vehicle crash at 8th Street and STH 69.  Investigation indicated no injuries, and the vehicle collided with a light pole.  Moderate damage to the vehicle and minor damage to the light pole.

~~On January 10, 2017, at 1:26 PM, officers arrested Thomas J. Ott (49), Monroe, following an investigation into a report that a person was violating bail conditions in the 2200 block of 5th Avenue.  Ott was charged with bail jumping, due to a violation of court ordered bail conditions from a prior case prohibiting the consumption of alcohol and contact with certain individuals.  Ott was confined in the Green County Jail pending further proceedings.

~~On January 6, 2017, at 10:37 AM, officers arrested Bailey J. Perez (17), Monroe, following an investigation into a controlled substance violation in the 1600 block of 26th Street.  Perez was issued a citation for possession of marijuana, and was released to a parent pending a court appearance.

 

~~On January 5, 2017, at 3:14 PM, officers arrested Demetrius White (20), Chicago, IL, in the 700 block of 8th Avenue, following an investigation into a report that a person was attempting to obtain prescription medication by fraudulent means.  White was charged with attempting to possess a controlled substance and attempting to obtain a prescription by fraud, and was confined in the Green County Jail pending a court appearance.

~~On January 4, 2017, at 12:20 AM, officers arrested Justin D. Kainz (24), Monroe, following a traffic stop at 9th Street and 11th Avenue.  Kainz was charged with operating a motor vehicle while intoxicated-2nd offense and operating after revocation.  Kainz was also taken into custody on a probation violation from the Wisconsin Department of Corrections.  Kainz was confined in the Green County Jail pending a court appearance.

On January 4, 2017, at 1:17 PM, officers were called to a report of a burglary to a residence in the 1600 block of 19th Street.  This remains under investigation.

On January 4, 2017, at 1:59 PM, officers were called to a report of an as of yet unrelated burglary to a residence in the 2400 block of 11th Avenue.  This remains under investigation.

~~January 4, 2017   2:00 PM   Monroe Police are releasing further information regarding the New Year’s Eve burglary which occurred at Precision Drive and Control, Inc. 504 11th Street in Monroe.

Monroe Police now believe that the business was forcibly entered.  A suspect vehicle, believed to be a Chevrolet Silverado pickup truck was observed, towing an approximately 12 feet long trailer. 

This burglary may also be related to a burglary in Iowa County (WI), where a similar pickup and trailer were also observed, along with two suspects, believed to be males.

~~BURGLARY TO MONROE BUSINESS


On January 3, 2017, at 6:15 AM, Monroe Police were notified of a burglary at Precision Drive and Control, Inc., 504 11th Street, on Monroe’s west side.

Investigation has indicated that there were no signs of forced entry.  A person or persons unknown gained entry, and stole over $50,000 worth of tools and equipment, including various new power tools, generators, electrical supplies and shipping items.  Police believe that the burglary occurred during the night time hours of New Year’s Eve, and that a larger vehicle was likely used to transport the stolen items.

There are leads that the police are following, but the public’s assistance is asked for.  Anyone having any information regarding this crime is encouraged to call the Monroe Police Department at 608-329-2400, or to call Green County Crimestoppers at 1-800-IC-CRIME (1-800-422-7463). Callers may remain anonymous and may be eligible for a cash reward for information leading to an arrest and conviction.

 

~~On January 2, 2017, at 10:50 AM, officers investigated a report of a domestic abuse complaint in the 1500 block of 16th Avenue.  The female complainant reported being struck by her husband, who had fled before officers arrived.  The male later surrendered himself at the Green County Jail.  Christopher M. Arn (32), Monroe, was charged with disorderly conduct under Wisconsin’s Domestic Violence Law, and also with bail jumping due to a violation of bail conditions from a prior case.  Arn was confined in the Green County Jail pending a court appearance.

~~On January 1, 2017, at 1:02 AM, officers arrested Justin D. Nyman (25), Monroe, following a complaint of a disturbance in the 400 block of 8th Street.  Nyman was charged with two counts of disorderly conduct, one from the original complaint, and another from Nyman’s later further creating a disturbance in the emergency room.  Nyman was further charged with four counts of resisting officers, based on his attempting to flee on foot from the original scene, with further fighting with officers at the scene, and later at the emergency room.  Green County Sheriff’s Office deputies also responded to the incident.  Nyman was confined in the Green County Jail on the charges and also on a probation hold from the Wisconsin Department of Corrections, pending further proceedings.

~~On December 31, 2016, at 1:24 AM, officers arrested Eric C. Larse (31), South Wayne, following a traffic stop in the 1300 block of 10th Street.  Larse was charged with operating while intoxicated-1st offense, and was also cited for driving the wrong way on a one way street and operating with a prohibited alcohol concentration.  Larse was released to a responsible person pending a court appearance.

~~On December 30, 2016, at 3:31 PM, officers arrested Jerry R. Davis Jr. (43), Monroe, following a traffic stop at 6th Street and 3rd Avenue.  Davis was cited for operating after revocation, and operating a motor vehicle without an ignition interlock device installed.  Davis was also charged with bail jumping due to a violation of bail restrictions on a prior case prohibiting the consumption of alcohol and operating without a valid driver’s license.  Davis was confined in the Green County Jail pending a court appearance.
