~~Monroe Police to Provide Texting Service for Non-Emergency Calls

New Monroe Police Service Enables Residents and Visitors to Text the Department Using its Existing and Familiar Phone Number

Thanks to a new partnership with Zipwhip, the world’s first text carrier, people in Monroe have a new but familiar way to contact police for non-emergency services or to simply ask a question.  They can now call or text the department at the same number they’ve been accustomed to using for years: 608-329-2400.  The text service also fills a critical need by enabling better access to non-emergency services for citizens who are speech or hearing impaired.

“We’re excited to announce that we are now able to receive and respond to text messages sent to our non-emergency phone number,” said Monroe Police Chief Fred Kelley.  “Our department always looks for ways to enhance communication with the public and make police services more accessible to everyone.  With this new service, the first in Green County, we think we’ll be able to do just that.”

While the Police Department is pleased to offer this valuable new service, it does come with an important note of caution.

“It’s important to remember that texting while driving in Wisconsin is unsafe and illegal.  This texting service is for non-emergency calls for service or questions only,” added Kelley.  “In an emergency, people should continue to make voice calls to 9-1-1.”

Some of the benefits that Monroe Police and residents can anticipate receiving from the new service include:

• Fewer time-consuming phone calls for things such as power outages, parade times and parking questions, freeing up limited resources to respond to more pressing matters
• Shorter ‘on-hold’ times for callers

• Increased citizen engagement
• Safer, silent way for citizens to report suspicious activities or provide information about an incident
• Ability for police to send a single outgoing message to a group of staff members – instead of contacting each staff member individually

These benefits, in addition to increasing access to citizens who are speech or hearing impaired, make the department confident that this new service will be successful.

A further evaluation will be conducted, and likely within the next 24 hours a decision will be made as to the man’s condition, and whether there will be further evaluation or charges will be referred to the Green County District Attorney.

A mindful citizen who had contact with the man earlier, had observed that the man had purchased supplies and ammunition, and had made concerning statements.  That citizen contacted police, and because they did, may have prevented a much more catastrophic incident.

Because the man is a patient, and has not been charged, his name cannot be released.

~~SCHOOL STARTS IN MONROE, POLICE CAUTION MOTORISTS

Thursday, September 1, 2016 begins the 2016-2017 School Year in Monroe.  Monroe Police ask all motorists to be especially cautious in the upcoming weeks, watching out for new and returning students.

Motorists should be especially wary in areas around schools, particularly elementary school areas.

There will be many students walking and on bicycles.  Not all areas may have crossing guards.  Motorists are reminded that adult crossing guards must be obeyed when indicating that vehicles must stop to allow pedestrians to cross.  Parents dropping off students around the schools are asked to be mindful of the extra traffic and to watch for no parking areas.

New this year is a law regarding school buses.  Buses will flash yellow lights to indicate that the bus will be stopping soon, and will then flash red lights to indicate the stop.  The stop arm is no longer necessary.  Buses in the City of Monroe will use the flashing light systems, regardless of whether they are stopping in the roadway, or alongside the curb.

Again, Monroe Police are reminding motorists that school has started, and to be mindful of the extra traffic this will bring.

August 19, 2016

PRESS RELEASE:

Late last week the Building Inspection Department received an odor complaint regarding the home located at 1106 19th Street.  Upon investigation it was quickly determined that the odor was being caused by a large amount of cats present at the residence.  On the morning of August 15th Monroe Building Inspector Ryan Lindsey along with the Monroe Police Department and the Monroe Fire Department entered the home with the consent of the owner.  The Building Inspector determined that the integrity and environment inside of the home was badly damaged and deteriorated.  The home was then placarded, deemed uninhabitable and not to be entered.

On the afternoon of Friday, August 19th Building Inspector Lindsey issued an Order to Raze Building at 1106 19th Street under Wisconsin State Statute Section 66.0413 and Monroe City Code 4-1-21 and 4-2-11.  The order was issued and delivered to owner Delores Marti.  The home is now required to be razed within 30 days.

The order states the home is so far badly damaged and deteriorated that the environment inside is dangerous, unsafe and unsanitary making it unfit for human habitation, occupancy or use.  Furthermore, the estimated cost of repairs exceeds fifty percent of the assessed value of the building and thus the repairs are deemed unreasonable by Wisconsin State Statute Section 66.0413(1)(c).  The total estimated costs of repairs is $63,500.  The assessed value of the home is $75,600.

Should the building and all debris, including the foundation not be removed within 30 days the City may raze the building with all costs incurred by the City to be assessed against the property as a special charge.

Any person affected by the Order may within 30 days apply to the Green County Circuit Court for an order restraining the City from razing the building.  The Court shall determine the reasonableness of the raze order.
