On December 24, 2018, at 11:14 AM, officers arrested Travis J. Runke (46), Monroe, following an investigation into a domestic dispute in the 500 block of West 21st Street. Runke was charged with disorderly conduct under Wisconsin’s Domestic Violence Law and was confined in the Green County Jail pending a court appearance.
On December 23, 2018, at 2:12 AM, officers arrested Shawn M. Hopkins (28), Monroe, following officers observing Hopkins being in a tavern in the 1300 block of 17th Street in violation of court ordered bail conditions from a prior case prohibiting this. Hopkins was charged with felony bail jumping and confined in the Green County Jail pending a court appearance.
On December 21, 2018, at 9:13 PM, officers arrested Shaun M. Kelley (25), Monroe, in the 2600 block of 3rd Avenue on an arrest warrant issued by the Winnebago County Illinois Sheriff’s Office for failure to appear in court on a prior operating while intoxicated charge. Kelley was confined in the Green County Jail pending extradition.
On December 19, 2018, at 2:04 PM, officers arrested Justin W. Wenger (36), Monticello, following a traffic stop for a registration violation in the 700 block of 8th Avenue. Wenger was cited for operating an unregistered vehicle and operating after revocation. In addition, Wenger was found to have consumed alcohol in violation of terms of probation and was then arrested on an apprehension request from the Wisconsin Department of Corrections. Wenger was confined in the Green County Jail pending further proceedings.
On December 17, 2018, at 11:01 AM, officers were called to the Monroe High School by school authorities as a referral for charges from an altercation between two students that had occurred just prior. Investigation indicated that a 15 year old male student had struck a 17 year old male student. The 15 year old was cited for battery and released to a parent pending a court appearance. On December 17, 2018, at 7:59 PM, officers were called to an apartment common hallway in the 1100 block of 16th Avenue to investigate an odor of suspected marijuana. Investigation led to a citation being issued to a male found in the area. Kaleb J. Herman (20), Monroe, was cited for possession of drug paraphernalia and released pending a court appearance.
On December 13, 2018, at 3:40 PM, officers were called to 21st Street and 15th Avenue for a two vehicle crash with no injuries reported. Investigation indicated that a vehicle operated by Victor E. Gonzales (18), Monroe, collided with a vehicle operated by a 17 year old Monroe youth. Both vehicle sustained severe damages and were towed. Gonzales was cited for operating without a valid license and for following too closely, and was released pending a court appearance. On December 12, 2018, at 4:47 PM, officers cited Debra L. Pendray (62), Monroe for retail theft, following an investigation into a shoplifting complaint at a business in the 600 block of 4th Avenue. Pendray was released pending a court appearance.
On December 12, 2018, at 7:53 AM, officers were called to a two vehicle crash in the 900 block of 4th Street with no reported injuries. Investigation indicated that a vehicle operated by Maha M. Mustafa (17), Monroe, collided with a vehicle operated by Elizabeth A. Burkhalter (60), South Wayne. Mustafa was cited for inattentive driving and released pending a court appearance. On December 12, 2018, at 11:13 AM, officers were called to the 2100 block of 4th Street to investigate an assault which had occurred earlier. The investigation indicated that the assault had occurred at a residence in the 200 block of 4th Avenue, and led to the arrest of Amy M. Holst (29), Monroe. Holst was charged with substantial battery, disorderly conduct and with resisting arrest. Holst was confined in the Green County Jail pending a court appearance. On December 12, 2018, at 3:29 PM, officers arrested Jesse A. Partridge (26), Monroe, in the 700 block of 18th Avenue, on an arrest warrant issued by the Monroe Police Department for felony bail jumping. Partridge was confined in the Green County Jail pending a court appearance. On December 12, 2018, at 9:08 PM, officers assisted the Monroe Fire Department with a vehicle fire at STH 69 and 11th Street. Investigation indicated that a vehicle which was being operated by a 17 year old Monroe girl, began to smoke while being driven. The driver stopped the vehicle and the vehicle became fully engulfed shortly after. The Fire Department was able to extinguish the fire, and no injuries were reported. Based upon initial investigation, the cause of the fire is believed to be mechanical in nature. The vehicle was severely damaged and had to be towed. On December 12, 2018, at 11:20 PM, officers arrested Guadalupe S. Gomez (21), Monroe, on an arrest warrant issued by the Wisconsin Department of Corrections. Gomez was confined in the Green County Jail pending a court appearance.
On December 11, 2018, at 8:26 AM, officers were called to a two vehicle crash at STH 69 and CTH DR, with reported minor injuries. Investigation indicated that a vehicle towing a trailer, operated by Brian L. Crull (55), Juda, was stopped, facing east on Aebly Road. Crull attempted to cross STH 69 to travel east on CTH DR, and while doing so crossed into the path of a vehicle operated by a 19 year old Monticello woman, which was traveling north on STH 69. The northbound vehicle struck the trailer which was being towed by the Crull vehicle. There were minor injuries reported by the Monticello woman and a child passenger in her vehicle. The woman was transported by Green County EMS. There were moderate damages to the trailer, and substantial damages to the Monticello woman’s vehicle. Crull was cited for failure to yield the right of way from a stop sign, and released pending a court appearance.
On December 10, 2018, at 1:36 PM, officers arrested David A. Ethridge (53), Monroe, in the 500 block of 22nd Avenue on an extraditable warrant issued by the Stephenson County, Illinois, Sheriff’s Office, for failure to comply with a court order. Ethridge was confined in the Green County Jail pending an extradition hearing.
On December 10, 2018, at 1:11 AM, officers arrested Derek E. Gobeli (32), Monroe, following a traffic stop in the 900 block of 12th Street, where the driver fled the scene and was arrested after a short foot pursuit in the 900 block of 11th Street. Gobeli was charged with operating a motor vehicle while intoxicated0-2nd offense, operating after revocation-5th offense, and with obstructing an officer. Gobeli was later booked and released pending a court appearance.
On December 9, 2018, at 11:47 PM, officers arrested Thomas P. Oates (69), Monroe, after an investigation into a domestic disturbance in the 1700 block of 17th Street. Oates was charged with disorderly conduct under Wisconsin’s Domestic Violence Laws, and was confined in the Green County Jail pending a court appearance. On December 9, 2018, at 1:31 PM, officers arrested a 16 year old Monroe female following a call for assistance for a juvenile out of control in the 2000 block of 10th Street. An investigation into the incident led to the girl being referred to juvenile court for charges of criminal damage to property and disorderly conduct. Additional charges of resisting arrest and two counts of battery to a law enforcement officer were also referred. The girl was held in secure detention until a later court appearance.
On December 1, 2018, at 2:48 AM, officers arrested Raul Morelos Campos (25), Brodhead, following a traffic stop at 18th Avenue and 6th Street. Morelos Campos was charged with operating a motor vehicle while intoxicated-1st offense. Morelos Campos was unable to locate a responsible person to be released to, and was held at the Green County Jail until no longer intoxicated, as required by Wisconsin law. Morelos Campos was released after the required time period pending a court appearance. On December 1, 2018, at 8:24 PM, officers were called to a domestic disturbance at a residence in the 2500 block of 6th Street. A male suspect attempted to leave the scene but was stopped in a traffic stop in the 2100 block of 7th Street. The traffic stop led to the arrest of the driver, and suspect from the domestic disturbance, Christopher P. Tackett (33), Monroe, on charges of operating a motor vehicle while intoxicated, and with operating with a prohibited alcohol concentration. In addition, investigation into the domestic disturbance led to Tackett also being charged with battery and disorderly conduct under Wisconsin’s Domestic Violence Laws. Tackett was confined in the Green County Jail pending a court appearance.
On November 30, 2018, at 12:28 PM, officers arrested Robert P. Bennett (30), Monroe, after an investigation into a reported domestic disturbance at a residence in the 2000 block of 17th Avenue. The investigation led to Bennett being charged with bail jumping due to a violation of court ordered bail conditions from a previous case prohibiting contact at the residence by Bennett. Bennett was booked and released after posting cash bail, pending a court appearance.

On November 24, 2018, at 4:11 AM, officers and Green County EMS were called to a disturbance at a residence in the 500 block of West 21st Street. Investigation into the incident resulted in the arrest of Roger M. Blum (49), Monroe, on a charge of misdemeanor bail jumping, due to a violation of bail conditions from prior cases prohibiting contact. Blum was confined in the Green County Jail pending a court appearance.
On November 18, 2018, at 12:18 AM, officers arrested Dennis E. Beutel (48), Monroe, in the 1400 block of 17th Street, after investigating a complaint that a person in a business there was violating conditions of bail. Beutel was charged with felony bail jumping due to his violation of bail conditions from a prior felony case, the conditions prohibiting being in a place that sells alcohol and consuming alcohol. Beutel was confined in the Green County Jail pending a court appearance.
On November 17, 2018, at 12:32 AM, officers were called to a residence in the 2800 block of 13th Street for an intoxicated person out of control. The investigation led to the arrest of Jeffery K. Norton (32), Monroe, on charges of disorderly conduct and resisting arrest. Norton was confined in the Green County Jail pending a court appearance. On November 17, 2018, at 3:33 AM, officers were called to a single vehicle versus a retaining wall crash in the 500 block of 10th Avenue, where the offending vehicle left the scene. A short time later the vehicle was located in the 2200 block of 1st Street. The driver was identified as Ginger E. Goudy (32), Monroe, who admitted to the earlier crash. Goudy’s vehicle sustained moderate damage, and there was moderate damage to the retaining wall. Goudy was cited for hit and run to property adjacent to the roadway, failure to report an accident, driving too fast for conditions and operating a motor vehicle without insurance. She was released pending a court appearance. On November 17, 2018, at 5;54 AM, officers were requested by the Wisconsin Department of Corrections to take an individual into custody in the 1300 block of 17th Street on a probation violation. Guadalupe S. Gomez (20), Monroe was arrested subsequent to the request and confined in the Green County Jail pending further action.
On November 16, 2018, at 8:59 PM, officers arrested Robert P. Bennett (30), Monroe, after being called to check the welfare of a person in the 2000 block of 17th Avenue. While checking it was determined that a domestic dispute had occurred. Bennett was subsequently arrested and charged with battery and disorderly conduct under Wisconsin’s Domestic Violence Law. Bennett was later released after posting bail, pending a court appearance. On November 16, 2018, at 11:59 PM, officers were called back to the 2000 block of 17th Avenue on a report that the person that had been arrested in the earlier incident had returned to the residence in violation of the 72 hour no contact prohibition. Robert P. Bennett (30), Monroe was shortly after placed under arrest for the violation and confined in the Green County Jail pending further proceedings.
On November 15, 2018, at 11:13 PM, officers arrested Shawn W. Boss (19), Monticello, pursuant to an investigation of suspicious persons in the 500 block of West 21st Street. While checking the persons it was determined that Boss was wanted on a warrant from the Wisconsin Department of Corrections. While searching Boss incident to the arrest, officers located marijuana on his person. Boss was cited for the marijuana, and confined in the Green County Jail on the warrant, pending further proceedings.
On November 14, 2018, at 12:18 PM, officers were called to a two vehicle crash with no reported injuries at STH 69 and 8th Street. Investigation indicated that a vehicle operated by Cali S. Schliem (38), Browntown, northbound on STH 69, collided with a vehicle operated by a 58 year old Monroe man, after Schliem accelerated for the turn signal for another lane. Both vehicles sustained moderate damages. Schliem was cited for inattentive driving and released pending a court appearance. On November 14, 2018, at 5:50 PM, officers were called to a two vehicle crash with no reported injuries in the 900 block of 12th Street. Investigation indicated that a vehicle operated by Shane A. Chesebro (37), Monroe, was conducting a backing maneuver and collided with a legally parked vehicle. There were minor damages to the vehicles. Chesebro was cited for unsafe backing, and was released pending a court appearance. On November 14, 2018, at 8:55 PM, officers were called to investigate a suspicious person in the 900 block of 11th Street.. The investigation resulted in the arrest of David J. Oliver (18), Monroe, on a charge of underage consumption of alcohol. Oliver was also found to be wanted on two warrants issued by the Lafayette County Sheriff’s Office. Oliver was confined in the Green County Jail pending further action.
On November 11, 2018, at 1:28 AM, officers were called to a residence in the 200 block of 4th Avenue on a report of an unwanted person refusing to leave. Investigation resulted in the arrest of Howard M. Glenn Jr. (21), Monroe, on a charge of disorderly conduct. Glenn was booked and released pending a court appearance.
On November 10, 2018, at 9:16 AM, officers were called to a two vehicle crash with no reported injuries at 13th Street and 22nd Avenue. Investigation indicated that a vehicle operated by Brittany M. Blum (31), Monticello, traveling west on 13th Street, rear-ended a vehicle operated by a 17 year old Monroe girl, which was stopped in traffic waiting to turn. There were major damages to the vehicles, with Blum’s vehicle being towed. Blum was cited for inattentive driving, and was released pending a court appearance.
On November 8, 2018, at 5:16 PM, officers arrested Roger M. Blum (49), Monroe, in the 500 block of West 21st Street, following an investigation into a domestic disturbance. Blum was charged with battery and disorderly conduct under Wisconsin’s Domestic Violence Laws, and was also charged with bail jumping due to a violation of bail conditions from a prior case. Blum was confined in the Green County Jail pending a court appearance.
On November 6, 2018, at 1:27 PM, officers were called to a two vehicle crash with no reported injuries in the 200 block of 8th Street. Investigation indicated that a vehicle operated by Alicia D. Amundson (23), Janesville, travelling east on 8th Street, attempted to change lanes and collided with a second vehicle operated by a 42 year old Madison woman, which was also east bound on 8th Street in another lane. Both vehicle sustained minor damages. Amundson was cited for an unsafe lane deviation and released pending a court appearance.
On November 3, 2018, at 11:31 PM, officers responded to a report of a vehicle which had travelled beyond the end of a dead end street and private drive, and had become stuck in the railroad right of way in the 1700 block of 8th Avenue. Investigation led to the arrest of Timothy J. Oxley (58), Lena, IL, on a charge of operating a motor vehicle while intoxicated-1st offense, and operating with a prohibited alcohol concentration greater than .15 PAC. Oxley was confined in the Green County Jail pending a court appearance.
On November 2, 2018, at 3:40 PM, officers were called to a domestic disturbance in the 500 block of 18th Avenue, where the suspect fled the scene. Investigation led to the later arrest of Danielle J. Zimmerman (37), Monroe at about 4:45 PM in the 1900 block of 12th Avenue. Zimmerman is facing charges of 1st degree recklessly endangering safety, disorderly conduct and battery under Wisconsin’s Domestic Violence Laws, along with additional counts of disorderly conduct and resisting arrest. Zimmerman was confined in the Green County Jail pending a court appearance.
On October 31, 2018, at 2:49 PM, officers were called to a two vehicle crash with no reported injuries at 8th Avenue and 8th Street. Investigation indicated that a vehicle operated by Kay L. Johnson (66), Monroe, collided with a vehicle operated by a 16 year old Brodhead man. Both vehicles sustained minor damages. Johnson was cited for failure to yield right of way from a stop sign, and released pending a court appearance.

On October 30, 2018, at 12:15 AM, officers arrested Dennis E. Beutel (48), Monroe, in the 1300 block of 15th Avenue, following an investigation into an intoxicated person. Beutel was charged with bail jumping due to a violation of court ordered bail conditions prohibiting intoxication, and was confined in the Green County Jail pending a court appearance.
On October 28, 2018, at 2:12 AM, officers were summoned to a business in the 1300 block of 17th Street to investigate a report that a person was refusing to leave after being directed to by staff. The investigation led to the arrest of Shawn M. Hopkins (28), Monticello, on a charge of disorderly conduct. Hopkins was also charged with additional counts of disorderly conduct and resisting arrest charges for his actions during a medical clearance and jail booking process. Hopkins was confined in the Green County Jail pending a court appearance.
On October 27, 2018, at 12:40 AM, officers arrested Gary L. Hanson (54), Monroe, at 21st Street and STH 69, following an investigation into a traffic complaint. Hanson was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for failing to maintain control of a vehicle, operating an unregistered vehicle and operating after revocation. Hanson was processed and released to a responsible person pending a court appearance. On October 27, 2018, at 1:15 PM, officers were called to a single vehicle vs mailboxes crash with no reported injuries in the 2000 block of Ridgeway Road. Investigation indicated that a vehicle operated by Elise M. Lincicum (27), Monroe, was west bound on Ridgeway Road when the driver attempted to pick up something from the passenger side floorboard causing the driver to lose control of the vehicle. The vehicle then left the roadway and collided with several mailboxes causing damage. There were moderate damages to the vehicle. Lincicum was cited for inattentive driving and released pending a court appearance.
On October 23, 2018, at 7:55 PM, officers arrested Matthew W. Schmid (38), Monroe, on an arrest warrant issued by the Wisconsin Department of Corrections for a probation violation. Schmid was confined in the Green County Jail pending further action.
On October 21, 2018, at 2:27 AM, officers arrested Joseph A. Wallgren (28), Argyle, following a traffic stop of a vehicle being operated with no headlights at 13th Avenue and 16th Street. Wallgren was charged with operating a motor vehicle while intoxicated-1st offense, and with operating with a prohibited alcohol concentration. Wallgren was released to a responsible person pending a court appearance. On October 21, 2018, at 3:10 AM, officers arrested Markus A. Wallgren (30), Argyle, during the course of a vehicle stop at 13th Avenue and 16th Street in which he was a passenger. Wallgren was found to be wanted on an arrest warrant from the Lafayette County Sheriff’s Office. In addition, a search incident to Wallgren’s arrest on the warrant led to locating suspected contraband on Wallgren’s person. Wallgren was subsequently charged with possession of tetrahydrocannabinols (THC) and possession of drug paraphernalia, and was confined in the Green County Jail pending a court appearance. On October 21, 2018, at 3:31 AM, officers were called to a domestic disturbance in the 1600 block of 6th Street. The investigation led to the arrest of Michael S. Cooter (30, Monroe, on a charge of disorderly conduct under Wisconsin’s Domestic Violence Law. Cooter was confined in the Green County Jail pending a court appearance.
On October 19, 2018, at 8:51 PM, officers arrested Shane A. Chesebro (37), Monroe, following a traffic stop at 8th Street and 1st Avenue. Chesebro was charged with operating a motor vehicle while intoxicated-1st offense, and with operating with a prohibited alcohol concentration. Chesebro was also cited for unreasonable and imprudent speed, and was released to a responsible person pending a court appearance. On October 19, 2018, at 11:40 PM, officers were called to a two vehicle crash with no reported injuries at STH 69 and 21st Street. Investigation indicated that a vehicle operated by Steven R. Broge (61), Monroe, eastbound on 21st Street, collided with a vehicle operated by a 36 year old Monroe man which was northbound on STH 69. There were no reported injuries and moderate vehicle damages. Broge was cited for failure the right of way, and released pending a court appearance.
On October 18, 2018, at about 2:24 AM, officers arrested Kasey C. Genthe (25), Monroe, following a check of an occupied vehicle parked near closed businesses in the 900 block of 16th Avenue. The investigation led to Genthe’s arrest for operating a motor vehicle while under the influence-2nd offense, possession of cocaine and possession of drug paraphernalia. Genthe was confined in the Green County Jail pending a court appearance, and later released after posting bail. On October 18, 2018, at 5:30 AM, Monroe Police, Monroe Fire and Green County EMS were called to a two vehicle crash with reported injuries at STH 69 and 8th Street. Investigation indicated that a vehicle operated by Delbert E. Rosenstiel (75), rural Monroe, was east bound on 8th Street and collided with a vehicle which was north bound on STH 69, operated by a 32 year old Monroe woman. The operator of the north bound vehicle was transported by Green County EMS with non-life threatening injuries. Neither Rosenstiel nor his passenger requested treatment. Both vehicles sustained heavy damages and were towed. Rosenstiel was cited for failure to yield right of way from a flashing red signal, and was released pending a court appearance. On October 18, 2018, at 10:50 AM, officers arrested John W. Mitchell (33), Monroe, in the 600 block of 2nd Street, on an outstanding arrest warrant charging smuggling contraband into a correctional facility, issued by the DeKalb County, Alabama Sheriff’s Office. Mitchell was confined in the Green County Jail pending extradition proceedings.
On October 16, 2018, at about 1:05 PM, officers arrested Austin D. Flood (23), Monroe, following a call to check the welfare of an unconscious person near a business in the 400 block of 8th Street. The investigation led to Flood’s arrest for bail jumping, after it was determined that there was a violation of court ordered bail conditions prohibiting intoxication, and after the Wisconsin Department of Corrections also made an apprehension request. Flood was confined in the Green County Jail pending further proceedings. On October 16, 2018, at 2:52 PM, officers investigated a neighborhood dispute in the 1600 block of 14th Avenue, which led to the arrest of Jean E. Justice (24) on a charge of disorderly conduct. Justice was cited and released pending a court appearance. On October 16, 2018, at 7:20 PM, officers responded to a two vehicle crash with reported injuries at 20th Avenue and 9th Street. Investigation indicated that a vehicle operated by Efrain Gonzalez-Ojeda (27), Monroe, northbound on 20th Avenue, left the stop sign at 9th Street and collided with a vehicle operated by a 54 year old Monroe man which was westbound on 9th Street in the intersection. There were minor injuries reported in both vehicles, with no one being transported by EMS, and moderate vehicle damages. Gonzalez-Ojeda was cited for failure to yield right of way from a stop sign, and released pending a court appearance.
On October 13, 2018, at about 9:30 PM, officers arrested Austin J. Bates (20), Juda, following a traffic stop in the 700 block of 21st Street. Bates was charged with bail jumping due a violation of court ordered bail conditions prohibiting operating a motor vehicle without a valid driver’s license. Bates was also cited for operating a motor vehicle after revocation. Bates was confined in the Green County Jail pending further proceedings.
On October 10, 2018, at about 6:29 PM, officers were called to a two vehicle crash with a reported minor injury in the 2800 block of 6th Street. Investigation indicated that a vehicle operated by Virginie H. Wiesman (49), Monroe, attempted to pass another vehicle on the right, and collided with the vehicle, which was operated by a 72 year old Monroe woman, when the woman turned into a driveway. There was a minor injury reported but EMS transport was declined. Both vehicles sustained moderate to severe damages. Wiesman was cited for illegally passing on the right.
On October 7, 2018, at about 6:45 PM, officers were called to a two vehicle crash with minor injuries at 6th Street and 8th Avenue, where one of the vehicles left the scene. The second vehicle was located by officers at 9th Street and 13th Avenue, after it also collided with two utility poles. Investigation indicated that a vehicle operated by Ronald B. Babler (76), Monroe, struck a vehicle operated by a 48 year old Darlington woman at 8th Avenue and 6th Street, and left the scene. Babler’s vehicle then collided with a utility pole at 8th Avenue and 8th Street, and then left that scene. Finally, Babler’s vehicle collided with a utility pole at 13th Avenue and 9th Street, where Babler was taken into custody by officers. The 48 year old Darlington woman reported minor injuries and was transported by Green County EMS. There were moderate damages to her vehicle. There were severe damages to Babler’s vehicle. Damage to the utility pole near 8th Avenue and 8th Street did cause local power outages nearby. Babler was arrested at 13th Avenue and 9th Street by officers and charged with operating while intoxicated-1st Offense and with operating while intoxicated causing injury. Babler was also cited for hit and run offenses and having open intoxicants in a vehicle. Babler was confined in the Green County Jail pending a court appearance.
On October 2, 2018, at about 7:37 PM, as a result of an investigation into a separate matter, Monroe police and agents from the State Line Area Narcotics Team (SLANT) executed a search warrant at a residence located at 614 14th Avenue, on Monroe’s near west side. During the search warrant execution, two marijuana plants, one live and one harvested, were located, as well as packaged marijuana, cocaine, psilocybin mushrooms, and multiple items of paraphernalia such as growing equipment, scales and smoking devices. The search warranty action led to the arrest of Joshua J. Mueller (38), Monroe, on charges of felony manufacturing tetrahydrocannabinols, felony possession of tetrahydrocannabinols with intent to deliver, possession of psilocybin, possession of cocaine, and possession of drug paraphernalia. Mueller was confined in the Green County Jail pending a court appearance. The State Line Area Narcotics Team (SLANT) Task Force consists of law enforcement personnel from the Illinois State Police, Ogle County IL Sheriff’s Office, Rockford IL Police Department, Freeport IL Police Department, Loves Park IL Police Department, Green County WI Sheriff’s Office, Lafayette County WI Sheriff’s Office, and the Monroe WI Police Department.
On September 29, 2018, at 6:30 PM, officers arrested Louis R. Mendonca (75), Monroe, in the 400 block of 21st Street, on a warrant issued by the Wisconsin Department of Corrections. Mendonca was confined in the Green County Jail pending further proceedings.
On September 28, 2018, at 6:10 AM, officers were called to a vehicle crash with no reported injuries at STH 69 and 8th Street. Investigation indicated that a vehicle operated by Blake R. Martin (28), Hazel Green, collided with a vehicle operated by a 46 year old Browntown man. Both vehicles sustained severe damages and were towed. Martin was cited for failure to obey a traffic sign or signal, and was released pending a court appearance. On September 28, 2018, at 11:33 PM, officers arrested William J. Schneider (63), Monroe, following an investigation into a domestic dispute in the 1400 block of 22nd Avenue. Schneider was charged with disorderly conduct under Wisconsin’s Domestic Violence Laws, and was later released after posting cash bail pending a court appearance.

On September 22, 2018, at 7:11 AM, officers were called to a motor vehicle crash with no reported injuries in the 700 block of 17th Street. Investigation indicated that a vehicle operated by Leticia Castellanos (30), Monroe, collided with a legally parked vehicle. There were no injuries reported and both vehicle sustained functional damages. Castellanos was cited for operating a motor vehicle without a valid driver’s license, and was released pending a court appearance.
On September 21, 2018, at 9:44 PM, officers were called to investigate the welfare of a person reported to be unresponsive in a parked vehicle, also containing a young child, in a business parking lot in the 300 block of 6th Avenue West. The investigation led to the arrest of Daria L. Beutel (25), Monroe, on charges of possession of drug paraphernalia and felony bail jumping due to a violation of court ordered bail conditions from a prior case. Beutel was confined in the Green County Jail pending a court appearance.
On September 20, 2018, at 5:59 PM, officers were called to investigate a report of a person throwing glass bottles in the street. This investigation led to the arrest of Bradley W. Deary (21) after officers saw Deary breaking a bottle in the street. Deary was charged with littering, and was, booked, cited and released, pending a court appearance. On September 20, 2018, at 11:24 PM, officers were called to a domestic disturbance involving broken furniture in the 1700 block of 8th Avenue. The investigation led to the arrest of a 16 year old Monroe male, on charges of disorderly conduct and criminal damage to property. The young man was released pending referral to juvenile authorities and court.
On September 19, 2018, at 1:25 PM, a tool box was found in the 1700 block of 8th Avenue. The tool box may be identified and claimed at the Monroe Police Department.
On September 15, 2018, at 12:15 AM, officers cited three individuals for underage drinking related charges following an investigation in the 1100 block of 17th Avenue. Noah J. Trumpy (18), Winslow, IL, Noah Ugalde (17), Lena, IL, and Trevor W Aurand (18), Lena, IL were all cited with underage possession and consumption of alcohol. Bottles and cans of alcohol were confiscated. Aurand was also cited for obstructing an officer after trying to give false information to the officers. All three were cited and released, either on their own or to a responsible adult, pending a court appearance. On September 15, 2018, at 11:44 PM, officers arrested Jamie S. Glowacki (34), Monroe, following a traffic stop in the 2100 block of 14th Avenue. Glowacki was charged with operating a motor vehicle while intoxicated-1st offense, and was released to a responsible person pending a court appearance.
On September 13, 2018, at 5:08 PM, officers were called to a minor two vehicle crash with no reported injuries, at 15th Avenue and 11th Street. Investigation indicated that a vehicle operated by Tracy L. McAfee (34), Monroe, southbound on 15th Avenue, collided with a vehicle operated by a 65 year old McConnell, IL, man, which was stopped at a stop sign. Minor damages, no injuries. McAfee was cited for inattentive driving, and released pending a court appearance. On September 13, 2018, at 10:55 PM, officers investigated a report of a suspicious vehicle being operated on a flat tire. The vehicle was located nearby, and subsequent to the investigation, officers arrested Karessa J. Patterson (35), Monroe, on a charge of bail jumping, due to a violation of court ordered bail conditions on a prior case prohibiting the consumption of alcohol.
On September 11, 2018, at 8:01 AM, officers were called to a two vehicle crash with reported injuries, in the 1600 block of 12th Street. Investigation indicated that a vehicle operated by Robert E. Severson (91), Monroe, pulled out from a parking lot into 12th Street and into the path of a westbound vehicle, operated by a 42 year old Monroe man. There were minor injuries reported, all of which were treated at the scene by EMS. The vehicles sustained moderate to severe damages. Severson was cited for failure to yield right of way, and was released pending a court appearance.
On September 9, 2018, at 121:46 AM, officers arrested Stacy N. Heitz (32), Janesville, in the 1300 block of 19th Street following a traffic stop. Heitz was charged with operating a motor vehicle-1st offense, and with operating a motor vehicle with a prohibited alcohol concentration. Heitz was released to a responsible person pending a court appearance. On September 9, 2018, at 2:25 AM, officers arrested Alicia D. Parr (27), Monroe, following an investigation into a disturbance at a business in the 700 block of 8th Avenue. Parr was charged with disorderly conduct and resisting arrest, and was confined in the Green County Jail pending a court appearance. On September 9, 2018, at 5:21 PM, officers cited Kenneth H. Kopplin (47), Monroe, following an investigation into a neighborhood disturbance in the 700 block of 12th Avenue. Kopplin was cited for disorderly conduct and released pending a court appearance.
On September 7, 2018, at 9:08 PM, officers arrested Genaro Vazquez Martinez (29), Monroe, following a call for a domestic disturbance in the 700 block of 17th Street. Vazquez Martinez was charged with battery and disorderly conduct under Wisconsin’s Domestic Violence Laws, and with bail jumping due to a violation of court ordered bail conditions on a prior case. Vazquez Martinez was confined in the Green County Jail pending a court appearance.
On September 3, 2018, at about 1:03 AM, Monroe Police officers were called to the Monroe Clinic Hospital emergency room to investigate a report of an alleged stabbing. The initial investigation indicates that a 42 year old man was stabbed by another person during an altercation between a group of men outside of a residence in the 2300 block of 12th Street. The incident took place a short time before the man was brought by a private party to the emergency room. The victim sustained non-life threatening injuries. The assailant is described as a Hispanic man, who has not at this time been positively identified. The incident remains under investigation.

August

On August 30, 2018, at 4:42 PM, officers were called to a motor vehicle crash with no reported injuries, at the intersection of 10th Street and 14th Avenue. Investigation indicated that a vehicle operated by Melinda A. Jacobson (48), Monroe, collided with a vehicle operated by a 56 year old Monroe woman. Both vehicles sustained moderate damage. Jacobson was cited for failure to stop for a stop sign, and was released pending a court appearance.
On August 28, 2018, at 1:06 AM, officers arrested Patrisha T. Johnson (26), Orfordville, following an investigation into a domestic disturbance in the 700 block of 17th Avenue. Johnson was charged with battery and disorderly conduct under Wisconsin’s Domestic Violence Laws, and was confined in the Green County Jail pending a court appearance.
On August 25, 2018, at 1:00 AM, officers were called to the report of an assault in the 1400 block of 17th Street. The investigation led to the arrest of Nathan K. Rufener (28), Monroe and Danielle M. Campi (32), Monroe. Rufener was charged with battery and disorderly conduct. Campi was charged with substantial battery and disorderly conduct. Both Rufener and Campi were confined in the Green County Jail pending a court appearance. On August 25, 2018, at 5:29 AM, officers were called to a domestic disturbance in the 1600 block of 14th Avenue. The investigation led to the arrest of Travis A. Vincent (28), Monroe, on charges of disorderly conduct under Wisconsin’s Domestic Violence Law, and resisting arrest. Vincent was confined in the Green County Jail pending a court appearance. On August 25, 2018, at 6:39 PM, officers arrested Gary L. Hanson (54), Monroe, following a traffic stop in the 100 block of STH 69. Hanson was charged with operating a motor vehicle while intoxicated-1st offense, and was later released to a responsible person pending a court appearance.
On August 23, 2018, at 4:46 PM, officers arrested Vincent M. Ott (28), Monroe, following a traffic stop in the 1500 block of 30th Avenue. Ott was arrested on an arrest warrant from the Wisconsin Department of Corrections for a probation violation. Ott was also cited for operating a motor vehicle while suspended and with possession of drug paraphernalia. Ott was confined in the Green County Jail pending a court appearance.
On August 22, 2018, at 8:39 PM, officers arrested Thomas C. Ekena (49), Monroe, in the 500 block of 8th Street, on an outstanding arrest warrant issued by the Monroe Police Department for failure to appear on a previous charge. Ekena was confined in the Green County Jail pending a court appearance. On August 22, 2018, at 10:02 PM, officers arrested Timothy Q. Warren (24), Stevens Point, following a traffic stop in the 2600 block of STH 69. Warren was cited for possession of drug paraphernalia and released pending a court appearance. On August 22, 2018, at 10:52 PM, officers were called to a disturbance in the 1600 block of 14th Street involving a knife being displayed. Investigation of the incident resulted in a 17 year old Monroe man being arrested and charged with disorderly conduct. The 17 year old man was later released after being booked pending a court appearance. The knife was reported as only displayed and there were no injuries.
On August 18, 2018, at 10:27 PM, officers arrested Stephanie R. Scott (29), Monroe, in the 1100 block of 29th Avenue, following a call about an unwanted person at a residence. Scott was charged with bail jumping due to a violation of court ordered bail conditions from a prior case prohibiting the use of alcohol. Scott was confined in the Green County Jail pending a court appearance.
On August 16, 2018, at 3:06 PM, officers arrested Chad E. Pehl (44), Monroe, in the 1600 block of 12th Street on an outstanding arrest warrant from the Wisconsin Department of Corrections. Pehl was confined in the Green County Jail pending a court appearance.
On August 15, 2018, at 7:19 PM, officers arrested Antwoyn L. Johnson (46), Monroe, in the 1000 block of 8th Street on an outstanding arrest warrant from the Monroe Police Department for failure to appear in court on a prior possession of drug paraphernalia case. Johnson was confined in the Green County Jail pending a court appearance.
On August 14, 2018, at 10:58 AM, officers arrested Ashley R. Hauser (28), Monroe, in the 1300 block of 17th Street on an outstanding arrest warrant from the Wisconsin Department of Corrections. Carpenter (25), Monroe, in the 1300 block of 17th Street on an outstanding arrest warrant from the Wisconsin Department of Corrections. Carpenter was confined in the Green County Jail pending a court appearance.
On August 12, 2018, at 3:22 AM, officers arrested Craig A. Wallace (37), Monroe, in the 1100 block of 31st Avenue, following a traffic incident in the 2800 block of 13th Street. Wallace was charged with operating a motor vehicle while intoxicated-1st offense, and was also cited for fleeing an officer and unreasonable/imprudent speed. Wallace was released to a responsible person pending a court appearance. On August 12, 2018, at 8:25 PM, officers arrested Kory R. Costa (23), Monroe, in the 1300 block of 21st Avenue on an outstanding arrest warrant from the Wisconsin Department of Corrections. Costa was confined in the Green County Jail pending a court appearance.
On August 11, 2018, at 3:53 AM, officers arrested Kevin L. Holton (27), Beloit, following a disturbance complaint at the Monroe Clinic Hospital emergency room. Holton was charged with disorderly conduct, and was confined in the Green County Jail pending a court appearance.
On August 10, 2018, at 4:29 PM, officers arrested Ashley S. Beaton (32), Monroe, in the 1700 block of 17th Street on an outstanding arrest warrant from the Wisconsin Department of Corrections. Beaton was confined in the Green County Jail pending a court appearance. On August 10, 2018, at 6:45 PM, officers arrested Thomas J. Dunican (26), Monroe, in the 200 block of 4th Avenue, following a disturbance complaint. Dunican was charged with disorderly conduct and was later released after posting cash bail pending a court appearance.
On August 7, 2018, at 9:33 AM, officers were called to a two vehicle crash with no reported injuries at 11th Street and 13th Avenue. Investigation indicated that a vehicle operated by Scarlett F. Dornbrook (39), McFarland, pulled out from a stop sign east bound on 11th Street, and collided with a vehicle operated by a 77 year old Monroe man which was north bound on 13th Avenue. The Dornbrook vehicle sustained moderate damages and was driven from the scene. The second vehicle sustained severe damages and was towed. Dornbrook was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance. On August 7, 2018, at 1:52 PM, officers arrested Neil P. Husom (27), Monroe, in the 300 block of 6th Avenue West, on outstanding arrest warrants from the Wisconsin Department of Corrections, Dane County Sheriff’s Office, Green County Sheriff’s Office, and the Monroe Police Department. During the arrest, officers also located and charged Husom with possession of drug paraphernalia. Husom was confined in the Green County Jail pending further proceedings.
On August 6, 2018, at 8:09 AM, officers were called to a two vehicle crash at 6th Street and 22nd Avenue. Investigation indicated that a westbound vehicle operated by Denise A. Selje-Dolinar (45), Mukwonago, pulled out from a stop sign on 6th Street and collided with a second vehicle that was turning north on to 22nd Avenue from 6th Street, operated by a 27 year old Freeport, IL, woman. Selje-Dolinar was cited for failure to yield right of way from a stop sign, and was released pending a court appearance. The Selje-Dolinar vehicle sustained disabling damage and was towed. On August 6, 2018, at 5:20 PM, officers were notified of a domestic dispute involving a knife injury, which had occurred sometime before in an apartment in the 2700 block of 8 ½ Street. Investigation indicated that the incident occurred the night before, and led to the arrest of Lisa M. Valentin (43), Monroe, on a charge of substantial battery under Wisconsin’s Domestic Violence Laws. Valentin was confined in the Green County Jail pending a court appearance. Officers transported the 47 year old Monroe male victim to the ER with minor injuries.
On August 3, 2018, officers arrested Lonnie D. Severson (50), Monroe, following a domestic disturbance where a door was damaged in the 1100 block of 16th Avenue. Severson was charged with disorderly conduct and criminal damage to property under Wisconsin’s Domestic Violence Laws, and was confined in the Green County Jail pending further proceedings.
On August 2, 2018, at 1:49 PM, officers were called to a motor vehicle accident with no reported injuries at 20th Avenue and 7th Street. Investigation indicated that a vehicle operated by Joseph M. Henning (38), Monroe, collided with a vehicle operated by a 19 year old Monroe woman. Henning was cited for unsafe backing, and released pending a court appearance. On August 2, 2018, at 11:18 PM, officers were called to a motor vehicle accident between two vehicles in the 2100 block of 13th Street. One vehicle was a parked vehicle and the other vehicle had left the scene. Officers were able to follow and locate the second vehicle within a few minutes in the N2300 block of Haddinger Road. The driver of the second vehicle, Joey M. Winters (48), Monroe, was arrested and charged with operating a motor vehicle while intoxicated-first offense. Winters was also cited for hit and run to an unattended vehicle, and was released to a responsible person pending a court appearance. Both vehicle sustained severe damage and were towed.

July

On July 29, 2018, at 11:51 AM, officers arrested Nicholas C. Powell (26), Monroe, following an investigation into a domestic disturbance in the 1900 block of 9th Street. Powell was charged with disorderly conduct and criminal damage to property under Wisconsin’s Domestic Violence Laws. Powell was released after posting cash bail, pending a court appearance. On July 29, 2018, at 2:24 PM, officers were called to a shoplifting complaint at a business in the 300 block of 6th Avenue West. Investigation resulted in the arrest of Alexis L. Furino (26), Brodhead, on a charge of felony retail theft (value of items taken is >$500). Furino was confined in the Green County Jail pending a court appearance. On July 29, 2018, at 3:00 PM, officers were called to a shoplifting complaint at a business in the 200 block of 8th Street. Investigation resulted in the arrest of Jasmine L. Usher (29), Fitchburg, on a charge of retail theft. Usher was released after posting cash bail pending a court appearance.
On July 27, 2018, at 9:19 PM, officers arrested Travis W. Ramsey (49), Monroe, following an investigation into a domestic dispute in the 500 block of 16th Avenue. Ramsey was charged with disorderly conduct under Wisconsin’s Domestic Violence Laws, and was released after posting cash bail pending a court appearance.
On July 24, 2018, at 2:26 PM, officers arrested Dylan C. McMahon (26), Rockford, IL, following an investigation into suspicious activity in the 700 block of 6th Avenue West. McMahon was found to be wanted on an outstanding arrest warrant from the Green County Sheriff’s Office for a prior case, and was taken into custody. McMahon was confined in the Green County Jail pending further proceedings. On July 24, 2018, at 3:30 PM, officers arrested Kole A. Figi (24), Monroe, in the 400 block of West 21st Street, on an apprehension request from the Wisconsin Department of Corrections. Figi was confined in the Green County Jail pending further action. On July 24, 2018, at 10:06 PM, officers were called to a domestic disturbance in the 1000 block of 17th Street. Subsequently, officers arrested Jenifer L. Kitelinger (35), Monroe, on charges of disorderly conduct, resisting officers, and two counts of battery to a police officer. One Monroe Police Officer sustained minor injuries. Kitelinger was confined in the Green County Jail pending a court appearance.
On July 21, 2018, at 1:36 AM, officers arrested Daria L. Beutel (25), Browntown, following a traffic stop in the 700 block of 8th Avenue. Beutel was cited for operating a motor vehicle after revocation. Beutel was also arrested and charged with bail jumping due to a violation of prior court ordered bail conditions prohibiting the operation of a vehicle without a valid driver’s license. Beutel was booked and released pending a court appearance. On July 21, 2018, at 9:25 PM, officers arrested Thomas J. Ott (51), La Crosse, following a traffic stop in the 1000 block of 9th Street. Ott was found to be wanted on an outstanding arrest warrant issued by the Beloit Police Department. Ott was confined in the Green County Jail pending further action.
On July 20, 2018 at 5:55 PM, officers were called to a two vehicle crash with no reported injuries, on 9th Street at 25th Avenue. Investigation indicated that a vehicle driven by Adrienne L. Webber (30), Janesville, was eastbound on 9th Street, pulled out from a stop sign at 25th Avenue and collided with a vehicle southbound on 25th Avenue, operated by Whitney N. Humphrey (30), Monroe. Both vehicles sustained moderate damages, but were able to be driven. Webber was cited for failure to yield the right of way from a stop sign, and was released pending a court appearance. Humphrey was cited for operating a motor vehicle with a suspended driver’s license, and was released pending a court appearance.
On July 19, 2018 at 12:08 AM, officers arrested Heath A. Bader (42), Monroe, in the 1600 block of 9th Street following contact with an officer on patrol. Bader was found to be wanted on an outstanding arrest warrant from the Dane County Sheriff’s Office for unpaid child support, and was confined in the Green County Jail. On July 19, 2018, at 8:12 PM, officers were called to a two vehicle crash with no reported injuries on 14th Avenue at 14th Street. Investigation indicated that a vehicle operated by Gregory E. Pursell (58), Cambridge, which was southbound on 14th Avenue, did not stop at a stop sign and collided with a vehicle operated by a 37 year old Lena, IL man. Both vehicles sustained moderate damage. Pursell was arrested and cited for operating a motor vehicle while intoxicated-1st offense, operating with a prohibited alcohol concentration, and failure to stop for a stop sign. Pursell was released to a responsible person pending a court appearance.
On July 16, 2018, at 2:41 PM, officers were called to a motor vehicle versus parked vehicle accident with no reported injuries in the 1200 block of 20th Avenue. Investigation indicated that a vehicle operated by Verla S. Rackow (84), Monroe, collided with a legally parked vehicle. Both vehicles sustained moderate damage. Rackow was cited for inattentive driving and was released pending a court appearance. On July 16, 2018 at 7:00 PM, officers arrested Andrew T. Herrera (35), Monroe, in the 800 block of 8th Street following a traffic stop. Herrera was found to be wanted on an outstanding arrest warrant from the Grant County Sheriff’s Office for unpaid child support. Herrera was able to post the required bail and was released.
On July 15, 2018, at 12:30 AM, officers were called to investigate a report of vandalism in the 1200 block of 17th Avenue. Investigation led to the arrest shortly after, of Tyler J. Peterson (22), South Wayne, in the 1300 block of 17th Street. Peterson was charged with criminal damage to property and littering. Peterson was cited, and released to a responsible person pending a court appearance. This incident remains under investigation.
On July 14, 2018 at 4:46 PM, officers were called to investigate a domestic disturbance in the 500 block of West 21st Street. The investigation led to the arrest of Matthew D. Cole (50), Monroe, following a traffic stop in the 1000 block of 19th Street a short time later. Cole was charged with disorderly conduct under Wisconsin’s Domestic Violence Laws, as well as possession of a firearm while intoxicated and operating a motor vehicle while intoxicated-6th Offense. Cole was confined in the Green County Jail pending a court appearance.
On July 13, 2018, at 5:58 pm, officers arrested Louis R. Mendonca (75), Monroe, on an apprehension request from the Wisconsin Department of Corrections. Mendonca was confined in the Green County Jail pending further proceedings.
On July 11, 2018, at about 1:00 AM, agents from the State Line Area Narcotics Team (SLANT) Task Force, along with officers from Monroe Police, executed a search warrant at 1517 21st Street, an apartment building on Monroe’s south side. During the search warrant execution, agents located a handgun and about 3 gram of suspected heroin. Two men were arrested at the scene. Maurice D. King (47), Monroe, was charged with being a felon in possession of a firearm, possession of heroin with intent to deliver as party to a crime, and with maintaining a drug dwelling. King was confined in the Green County Jail pending a court appearance. Fletcher J. Dahl (31), Monroe, was charged with possession of heroin with intent to deliver, and was also confined in the Green County Jail pending a court appearance. Both men were residents of the location. A third resident, Antowyn L. Johnson (46), Monroe, was stopped in the 1600 block of 9th Street, and was arrested. Johnson was charged with possession of drug paraphernalia, and was released pending a court appearance. The search warrant comes as part of an ongoing campaign against opiate trafficking. The State Line Area Narcotics Team consists of agents from the Illinois State Police, Freeport IL Police Department, Loves Park IL Police Department, Rockford IL Police Department, Ogle County IL Sheriff’s Office, Green County WI Sheriff’s Office, Lafayette County WI Sheriff’s Office, and the Monroe WI Police Department.
On July 10, 2018, at 12:50 AM, officers arrested Tammy L. Klapper-Kaderly (47), Monroe, on an apprehension request from the Wisconsin Department of Corrections. Klapper-Kaderly was confined in the Green County Jail pending further proceedings. On July 10, 2018 at 2:42 AM, officers arrested Jakeh D. Monroe (22), Dubuque, IA, subsequent to an investigation of an intoxicated person walking in the 1600 block of STH 69. Monroe was found to be wanted on an outstanding arrest warrant from Freeport IL Police and the Stephenson County IL Sheriff’s Office, and was confined in the Green County Jail pending a court appearance. On July 10, 2018, at 3:51 PM, officers were called to a one vehicle accident with no reported injuries at 20th Avenue and 18th Street. Investigation indicated that a vehicle operated by Cody S. Hageman (17), German Valley, IL, failed to negotiate a turn on to 18th Street from 20th Avenue, striking the curb. The vehicle sustained disabling damages and was towed. Hageman was cited for failure to maintain control of the vehicle, and was released pending a court appearance.
On July 9, 2018, at 5:16 PM, officers cited Natum T. Bevins (45), Monticello, for retail theft, following a shoplifting complaint in the 300 block of West 6th Avenue. Bevins was released pending a court appearance. On July 9, 2018 at 7:42 PM, officers arrested Matthew G. Peters (43), Monroe, following a disturbance call in the 500 block of St. Clare Court. Peters was charged with disorderly conduct and confined in the Green County Jail pending a court appearance. On July 9, 2018, at 8:17 PM, officers arrested Shawn W. Boss (18), Monroe, in the 500 block of West 21st Street, following an investigation into a disturbance. Boss was charged with disorderly conduct, resisting arrest and was also charged with bail jumping due to a violation of court ordered bail conditions prohibiting drinking. Boss was confined in the Green County Jail pending a court appearance.
On July 8, 2018, at 3:53 PM, officers arrested Roger M. Blum (49), Monroe, following a report of a domestic disturbance in the 500 block of 21st Street. Blum was charged with disorderly conduct under Wisconsin’s Domestic Violence Laws and was confined in the Green County Jail pending a court appearance.
On July 7, 2018, at 6:11 PM, officers arrested James M. Foster Jr. (26), Argyle, following an investigation into a traffic violation complaint in the 300 block of 4th Street, in which Foster was a passenger in a vehicle being stopped. Foster was charged with felony possession of a controlled substance with the intent to deliver, felony possession of tetrahydrocannabinols (THC), possession of drug paraphernalia, and disorderly conduct. Foster was confined in the Green County Jail pending a court appearance. The driver of the vehicle, Steven T. Croffoot (23), Freeport, IL, was cited for operating a motor vehicle without a valid driver’s license and was released pending a court appearance.
On July 6, 2018, at 7:50 PM, officers arrested David S. Eldred (54), Monroe, in the 900 block of 22nd Avenue, following an investigation into a complaint about an intoxicated person. Eldred was charged with bail jumping due to court ordered bail conditions prohibiting contact with alcohol. Eldred was confined in the Green County Jail pending a court appearance. On July 6, 2018 at 7:47 PM, officers arrested Chandler S. Robinson (28), Freeport, IL, on STH 69 at STH 11 following a traffic complaint of children not restrained in car seats or seat belts. Robinson was cited for operating without a valid driver’s license, a violation of seat belt requirements, and a violation of child restraint requirements. Robinson was also charged with felony possession of tetrahydrocannabinols (THC), and was found to be wanted on an outstanding arrest warrant for a prior THC charge. Robinson was confined in the Green County Jail pending a court appearance. On July 6, 2018, at 9:57 PM, officers arrested Terry R. Wallin (44), Monroe, following a contact in the 600 block of 17th Avenue, on an outstanding arrest warrant from the Wisconsin Department of Corrections. Wallin was confined in the Green County Jail pending further proceedings.
On July 5, 2018, at 12:04 AM, officers cited Jackson D.W. Massie (18), Orangeville, IL, in the 200 block of 3rd Avenue, following an investigation into a noise complaint. Massie was cited for possession of tetrahydrocannabinols and released pending a court appearance. On July 5, 2018 at 12:32 AM, officers arrested David S. Eldred (54), Monroe, in the 900 block of 22nd Avenue, following an investigation into a report of a person screaming in the park. Eldred was charged with bail jumping due to a violation of court ordered bail conditions prohibiting alcohol possession. Eldred was confined in the Green County Jail pending a court appearance.
On June 30, 2018, at 5:01 PM, officers cited Douglas A. Kaufman (50), Monroe, following a shoplifting complaint in the 300 block of 6th Avenue West. Kaufman was cited for retail theft and released pending a court appearance.

On June 18, 2018, at 11:52 AM, officers were called to a motor vehicle accident with reported injuries in the 400 block of 8th Street. Investigation indicated that a vehicle operated by Noah D. Becker (16), Monroe, collided with a vehicle operated by 41 year old Monroe man, who reported a minor injury but declined transport. Both vehicle sustained moderate dmaages. Becker was cited for failure to yield right of way while making a left turn, and was released pending a court appearance.
On June 17, 2018, at 12:11 AM, officers cited Sean C. Ellingson (20), Monroe, in the 1900 block of 15th Avenue, following an investigation into persons being in the park after hours. Ellingson was cited for possession of tetrahydrocannabinols and possession of drug paraphernalia, and was released pending a court appearance. On June 17, 2018, at 2:37 AM, officers arrested Ashley J. Hagerty (31), Monroe, in the 1700 block of 15th Avenue, following an investigation into a disturbance. Hagerty was charged with criminal damage to property, and was later released pending a court appearance. On June 17, 2018, at 7:32 AM, officers arrested Randall S. Zuber (40), Monticello, following a report that Zuber, a work release prisoner at the Green County Jail, had failed to report back to the jail as required the previous evening. An officer on patrol observed Zuber in the 800 block of 4th Avenue West, and Zuber attempted to flee on foot and resist attempts to take him into custody. Zuber was charged with resisting arrest and confined in the Green County Jail pending further proceedings. On June 17, 2018, at 11:46 AM, officers were dispatched to a motor vehicle accident with reported injuries in the 200 block of 8th Street. Investigation revealed that a vehicle operated by Nathan A. Knutsen (32), Juda, collided with a motorcycle operated by a 47 year old Monroe man. The motorcycle operator and passenger, a 49 year old Monroe woman, both reported non-life threatening injuries and were transported by Green County EMS. Both vehicles sustained substantial damages and were towed from the scene. Knutsen was cited for failure to yield right of way while making a left turn, and was released pending a court appearance.
On June 16, 2018, at 5;06 PM, officers were dispatched to a motor vehicle accident with no reported injuries in the 300 block of 6th Avenue West. Investigation indicated that a vehicle operated by Marilyn J. Blum (62), Monroe, collided with a vehicle operated by an 83 year old Monroe woman. Both vehicle sustained minor damages. Blum was cited for failure to yield right of way when making a left turn, and was released pending a court appearance.
On June 15, 2018, at 5:59 PM, officers were called to a motor vehicle accident with reported injuries in the 1300 block of 9th Street. Investigation indicated that a vehicle operated by Chase W. Schulte (19), Browntown, westbound on 9th Street, collided with a second vehicle, operated by a 45 year old Monroe man, which was stopped in traffic. That second vehicle was then propelled into a third vehicle, operated by a 25 year old Monroe man, which was also stopped in traffic. A passenger in the second vehicle reported non-life threatening injury and was transported by Green County EMS. There was severe damage to the Schulte vehicle, which was towed, and moderate damages to the other vehicles. Schulte was cited for inattentive driving and released pending a court appearance.
On June 12, 2018, at 2:22 PM, officers were called to a motor vehicle accident with no reported injuries at 13th Avenue and 20th Street. Investigation indicated that a vehicle operated by Joseph E. Hughes (86), Monroe, collided with a vehicle operated by a 26 year old Monroe woman. Both vehicles sustained moderate damages. Hughes was cited for failure to yield right of way from a yield sign. On June 12, 2018, at 3:21 PM, officers arrested Clayton A. Ostby (55), Monroe, following an investigation into a domestic dispute. Ostby was charged with disorderly conduct under Wisconsin’s Domestic Violence Laws, and was confined in the Green County Jail pending a court appearance. On June 12, 2018, at 8:33 PM, officers arrested Dennis L. Holcomb (45), Monroe, following a traffic stop at STH 69 and CTH DR. Holcomb was found to be wanted on three outstanding arrest warrants, was arrested and confined in the Green County Jail pending further proceedings.
On June 11, 2018, at 7:59 PM, officers were called to a motor vehicle versus a bicycle accident with reported minor injuries in the 1000 block of 8th Street. Investigation indicated that a vehicle turning into a private drive, operated by Jamie A. Carey (female) (54), Tampa, FL, collided with a bicycle being ridden by Phillip Bottigliero (41), Monroe, which was travelling on the sidewalk, crossing the drive. Bottigliero was transported by Green County EMS with non-life threatening injuries. Carey was cited for failure to yield right of way to a bicyclist and released pending a court appearance.
On June 10, 2018, at12:013 AM, officers were called to a two vehicle accident with no reported injuries at 14th Avenue and 16th Street. Investigation indicated that a vehicle operated by Scott A. Wilhite (41), Monroe, collided with a vehicle operated by a 56 year old Monroe woman. Both vehicles sustained moderate damages and were towed. Wilhite was cited for failure to yield right of way from a stop sign, and released pending a court appearance. On June 10, 2018, at 6:10 PM, officers arrested Matthew J. Teasdale (44), Monticello, IA, in the 200 block of 6th Street, on an outstanding arrest warrant issued by the Monroe Police Department for charges from a 2015 domestic disturbance incident. Teasdale was confined in the Green County Jail pending a court appearance.
On June 5, 2018, at12:05 AM, officers were called to a business in the 1300 block of 17th Street to remove a person causing a disturbance. The person was removed, but returned shortly after officers left and started a second disturbance. Adam T. Menehan (33), Brodhead, was cited for disorderly conduct and trespassing, and was released pending a court appearance.
On June 4, 2018, at 6:10 PM, officers were called to a residence in the 800 block of 6th Street to investigate a domestic related incident. Earlier in the day, at about 5:00 PM, officers had already had contact between two individuals arguing about their relationship. Officers now had to return to contact the same individuals because property had been damaged, and subsequently arrested Fernando De Jesus Valdes-Vera (25), Monroe. Valdes-Vera was charged with criminal damage to property and disorderly conduct under Wisconsin’s Domestic Violence Laws. Valdes-Vera was later released after posting cash bail, pending a court appearance. At about 9:06 PM, officers were again called to the same residence, after another disturbance occurred, the third disturbance within four and one half hours between the same two persons, at the same location. The persons were separated and that incident remains under investigation with possible charges pending.
On June 2, 2018, at 2:36 PM, officers were called to investigate an earlier disturbance involving an electric stun gun in Twining Park. The investigation resulted in the arrest of Exavier J. Harris (18), Monroe, on a charge of disorderly conduct. Harris was also placed on an apprehension request from the Wisconsin Department of Corrections, and was confined in the Green County Jail pending a court appearance.

MONROE MAN STABBED DURING FIGHT BETWEEN FAMILY MEMBERS On May 24, 2018, at 11:11 AM, Monroe Police were notified that a 45 year old Monroe man was seeking medical assistance at the Monroe Clinic emergency room for a wound which the man claimed was caused by being stabbed with a knife. Investigation indicated that just prior to the emergency room visit, the victim was having an argument with his son in an apartment in the 2700 block of 8 ½ Street on Monroe’s east side. The fight turned physical, and the son, identified as Zachary T. Hennessy (17), Monroe, allegedly stabbed the father with a knife. Zachary Hennessy was arrested shortly after at the apartment, and was charged initially with battery and disorderly conduct. Hennessy was confined in the Green County Jail pending a court appearance.
On May 23, 2018, at 5:29 PM, officers were called to a motor vehicle accident with minor injuries at 22nd Avenue and 10th Street. Investigation indicated that a vehicle operated by Shelley S. Welch (58) Neenah, collided with a vehicle operated by a 41 year old Monroe woman. The Monroe woman and her passenger, along with Welch, were all transported by Green County EMS with minor injuries. There were severe vehicle damages, and both vehicles were towed. Welch was cited for failure to stop for a stop sign, and released pending a court appearance.
On May 22, 2018, at 3:17 AM, officers arrested Nathan A. Knutsen (32), Juda, in the 300 block of West 6th Avenue following a traffic stop. Knutsen was wanted on an outstanding warrant from Lafayette County Sheriff’s Office, and was later released after posting the required bond pending a court appearance. On May 22, 2018, at 7:01 PM, officers arrested Zachary W. Meritt (28), Orangeville, IL, in the 500 block of West 21st Street, on an outstanding felony arrest warrant from the Stephenson County IL Sheriff’s Office for assault. Meritt was confined in the Green County Jail pending an extradition hearing.
CAR VERSUS BUILDING ACCIDENT IN MONROE On May 23, 2018, at 9:32 AM, Monroe Police were dispatched to a report of a building being struck by a vehicle at 404 West 10 ½ Street, on Monroe’s far west side. Initial reports indicate that a 1977 Chevrolet Corvette, operated by Larry R. Mann (69), Winslow, IL, somehow collided with the Onsrud Chiropractic Clinic, at 404 West 10 ½ Street. There were patients in the building, and some minor injuries, not reported in the initial call were reported to officers canvassing witnesses. The extent of the injuries are unknown at this time, about 30 minutes into the investigation. Mann was alone in the vehicle. There are extensive damages to the vehicle and to the building, and at this time, the Monroe Building Inspector is assisting in the assessment of damages to the structure. The incident remains under investigation.
RESIDENTS NOT TO MOW OR DEPOSIT GRASS CLIPPINGS IN STREET The Monroe Street Department has asked the Police Department to remind residents that it is unlawful to blow or mow grass clippings or other materials into the street, and not clean them up. This material ends up in the gutter and eventually into storm sewers. This can cause the sewers to be blocked. City Code 11-1-10 prohibits this activity, and violation could result in not only a citation but also could result in the Department of Public Works cleaning up the material and billing the person responsible, in addition to a citation. With the yard maintenance season now upon us, a little effort to avoid grass clippings being blown into the street can go a long way to avoiding other problems later.
On May 13, 2018, at 1:31 AM, officers arrested Alvaro J. Cifuentes Monzon (22), Monroe, in the 1300 block of 13th Avenue following a traffic stop. Cifuentes Monzon was charged with operating a motor vehicle while intoxicated-1st offense, and was later released to a responsible person pending a court appearance. On May 13, 2018, at 1:40 AM, officers arrested Kassandra L. Gonzales (25), Monroe, as part of an investigation into a report that a person refusing to leave a business in the 1300 block of 17th Street after being told to leave by management. Gonzales was charged with two counts of disorderly conduct and one count of resisting arrest, and was confined in the Green County Jail pending a court appearance.
On May 9, 2018, at 8:15 AM, officers were called to investigate a domestic disturbance in the 1100 block of 17th Street. The investigation resulted in the arrest of Gerald L. Brown (44), Monroe, on a charge of disorderly conduct under Wisconsin’s Domestic Violence Laws, and obstructing an officer. Brown was released pending a court appearance.
On May 10, 2018, at 10:55 PM, Monroe Police were called to investigate a complaint that persons in an apartment in the 200 block of 4th Avenue, on Monroe’s west side, had discovered that another person had installed a spy camera system which recorded them in a bathroom. Investigation indicated that a female resident of the apartment, and a female guest of the resident, found a spy camera system had been installed in the apartment bathroom without their consent by a second resident who is male. The recording system recorded these women without their knowledge or consent. Officers took possession of the recording system and recordings. Officers later made contact with the second resident, identified as Marcus T. Hendrickson (26), Monroe, who had arrived back at the residence, and arrested Hendrickson. Hendrickson was tentatively charged with Invasion of Privacy – Intent to Record Another Without Clothing, a Class I Felony charge. Hendrickson was confined in the Green County Jail pending a court appearance.
On May 8, 2018, at 8:47 PM, officers were called to investigate a domestic disturbance in the 2300 block of 15th Avenue. The investigation resulted in the arrest of Troy G. Pryce (46), Monroe, on a charge of disorderly conduct under Wisconsin’s Domestic Violence Laws. Pryce was released on bond pending a court appearance.
On May 7, 2018, at 3:02 PM, officers were called to a two vehicle crash with no injuries on 22nd Avenue at 8th Street. Investigation indicated that a vehicle operated by Verla S. Rackow (84), Monroe, collided with a vehicle operated by an 18 year old Monroe woman. There were moderate vehicle damages. Rackow was cited for failure to yield right of way from a stop sign, and was released pending a court appearance. On May 7, 2018, at 5:23 PM, officers were called to a two vehicle crash with no injuries in the 700 block of 8th Street. Investigation indicated that a vehicle operated by Angele A. Tranel (55), Monroe, collided with a vehicle operated by a 25 year old Monroe man. There were moderate vehicle damages. Tranel was cited for inattentive driving, operating a motor vehicle while suspended, and operating without insurance. Tranel was released pending a court appearance.
On May 5, 2018, at 1:19 AM, officers arrested Christopher G. Johnson (37), Monroe, in the 1600 block of 11th Street following an investigation. Johnson was charged with bail jumping due to a violation of court ordered bail conditions prohibiting being in certain locations. Johnson was confined in the Green County Jail pending a court appearance.
On May 4, 2018, at 6:20 PM, officers arrested Lucas S. Roesslein (39), Greeley, CO, in the 600 block of 3rd Avenue on an outstanding arrest warrant issued by the Monroe Police Department for failure to appear on a driving after revocation case. Roesslein was confined in the Green County Jail pending a court appearance.

On April 27, 2018, at 4:55 AM, officers arrested Jean E. Justice (23), Monroe, following an investigation into another complaint in the 400 block of West 21st Street. Justice was found to be wanted on an apprehension request from the Wisconsin Department of Corrections, and was confined in the Green County Jail pending further proceedings.
On April 24, 2018, at 7:24 PM, officers arrested Courtney J. Jackson (21), Monroe, in the 1000 block of 7th Avenue, following a complaint about a violation of a restraining order which took place a few hours before. Investigation indicated that prohibited contact had been made in violation of the order, so Jackson was charged with a restraining order violation and was confined in the Green County Jail pending a court appearance.
On April 23, 2018, at 2:41 AM, officers arrested Austin J. Bates (20), Monroe, following a traffic stop in the 600 block of 20th Avenue. Bates was charged with operating a motor vehicle while intoxicated-1st offense, bail jumping due to a violation of court ordered bail conditions and also a probation violation. Bates was confined in the Green County Jail pending a court appearance.
On April 18, 2018, at 5:23 PM, officers arrested Troy R. Stodola (40), Brooklyn, WI, following a traffic stop in the 3000 block of STH 69. Stodola was cited for no vehicle registration and operating while suspended, and was also wanted on an outstanding warrant from the Wisconsin Department of Corrections. Stodola was confined in the Green County Jail pending further proceedings. On April 18, 2018, at 9:57 PM, officers were called to a business in the 500 block of 6th Street to assist the management with a disturbance. Carlos Morales (22), Los Angeles, CA, was cited for possession of marijuana and released pending a court appearance.
On April 9, 2018, at 12:54 PM, a men’s ring was found in the 3000 block of 8 ½ Street and turned in to the Police Department. The ring may be identified and claimed there by the owner.
On April 7, 2018, at 12:03 PM, officers arrested Marcella N. Ingram (40), Orangeville, IL in the 1800 block of 12th Street, on an active warrant issued by the Monroe Police Department for failure to pay a fine on a prior case. Ingram was able to post the required bond and was released pending a court appearance.
On April 6, 2018, at 10:43 PM, officers arrested Brandon M. Triem (30), Monroe, in the 1100 block of 16th Avenue, following an investigation into a domestic related dispute. Triem was charged with disorderly conduct under Wisconsin’s Domestic Violence Laws and resisting arrest. Triem was confined in the Green County Jail pending a court appearance.
On April 4, 2018, at 9:23 PM, officers arrested Joshua S. Johnson (36), Darlington, following a traffic stop in the 800 block of 4th Avenue West. Johnson was charged with bail jumping due to a violation of court ordered bail conditions on a previous case prohibiting possessing alcohol. Johnson was also cited for failure to yield right of way, having open intoxicants in a motor vehicle, operating while suspended, and operating without insurance. Johnson was confined in the Green County Jail pending a court appearance.
On April 2, 2018, at 6:27 PM, officers responded to a report that a person had displayed an alleged firearm to another person in the 2300 block of 18th Avenue. The person with the alleged firearm was stopped about 30 minutes later in a vehicle in the 2700 block of 18th Street. Subsequent investigation revealed that the firearm was actually a BB pistol. Courtney J. Jackson (21), Monroe, was charged with disorderly conduct, and was later booked and released pending a court appearance. On April 2, 2018, at 10:17 PM, officers arrested Seancody L. Anderson (23), Darlington, in the 300 block of 3rd Street on three (3) active warrants issued by the Lafayette County Sheriff’s Office. Anderson was unable to post a cash bond and was confined in the Green County Jail pending transport to Lafayette County.

On March 26, 2018, at 5:10 PM, an officer on patrol in Twining Park was approached by a man claiming to have been beaten up by a group of persons in the park. Investigation revealed that the man had been involved in a fight with another adult male, who was accompanied by a group of juvenile males. The victim, a 21 year old Monroe man, was struck with a stick during the fight, and sustained a minor injury. The investigation resulted in the arrest of Shawn W. Boss (18), Monroe, who was charged with battery and disorderly conduct. Boss was released pending a court appearance. The incident remains under investigation.
On March 21, 2018, at 3:14 PM, officers were called to STH 69 and 8th Street for a two vehicle accident with no reported injuries. Investigation indicated that a vehicle operated by Roland C. Young (74), Fennimore, collided with a vehicle operated by a 60 year old Freeport woman. Both vehicle sustained minor damages. Young was cited for an improper left turn, and released pending a court appearance.
On March 16, 2018, at 2:21 PM, officers were called to a two vehicle accident with no injuries at 4th Avenue West and West 10 ½ Street. Investigation indicated that a vehicle operated by Christine K. Treuthardt (68), Monroe, was stopped while westbound on 10 ½ Street. Treuthardt turned on to 4th Avenue West into the path of a vehicle driven by an 81 year old Monroe woman, which was northbound on 4th Avenue West. Both vehicle sustained moderate damages in the collision. Treuthardt was cited for failure to yield right of way from a stop sign, and was released pending a court appearance. On March 16, 2018, at 4:51 PM, a set of wedding rings was found in the 800 block of 10 ½ Street. The rings may be identified and claimed at the Monroe Police Department, 1811 12th Street.
On March 15, 2018, at 10:22 PM, officers arrested Zachary R. Ackerman (24), Monroe, following a report that two persons were fighting outside of a business in the 700 block of 8th Avenue, and that one subject had fled on foot. Ackerman was located in the 1100 block of 12th Street, cited for disorderly conduct and released pending a court appearance.
On March 11, 2018, at 12:11 AM, officers arrested Briana S. Smith (21), Freeport, IL, following a traffic stop in the 1300 block of 13th Avenue. Smith was charged with possession of marijuana and was also cited for operating without a valid driver’s license. Smith was released pending a court appearance. A passenger in the vehicle, Abigail R. Hake (20), Freeport, IL was also cited for underage possession of alcohol and open intoxicants in a motor vehicle. Hake was released pending a court appearance. On March 11, 2018, at 1:37 AM, officers arrested Kory R. Costa (23), Brooklyn, following an investigation into an officer observed fight in progress in the 1300 block of 17th Street. Costa was charged with disorderly conduct, resisting arrest, and two outstanding warrants for his arrest, one from Rock County Sheriff’s Office and one from the Wisconsin Department of Corrections. Costa was confined in the Green County Jail pending a court appearance. On March 11, 2018, at 8:10 PM, officers arrested Peter J. Knutson (39), Woodstock, IL, following a call about a disturbance at a business in the 500 block of 6th Street. Knutson was charged with disorderly conduct and resisting arrest, and was confined in the Green County Jail pending a court appearance.
On March 10, 2018, at 5:20 PM, officers arrested Andrea L. Wilson (23), Platteville, following an investigation into a hit and run accident near the 600 block of West 8th Street. Wilson was charged with operating while intoxicated-1st offense and was also cited for open intoxicants in a motor vehicle. Wilson was later released to a responsible person pending a court appearance.
On March 9, 2018, at 8:34 AM, officers arrested Justin D. Halvorson (29), Juda, in the 600 block of 30th Street following a traffic stop. Halvorson was wanted on two outstanding warrants, one from Dane County Sheriff’s Office for non-support, and the other from the Beloit Police Department for operating under the influence. Halvorson was also cited for operating after revocation. Halvorson was confined in the Green County Jail pending transportation.
On March 8, 2018, at 5:37 AM, officers arrested Juan Pablo Garcia Garcia (20), Monroe, in the W5400 block of STH 11 following a traffic stop. Pablo Garcia Garcia was cited for operating without a valid driver’s license-3rd offense and speeding. He was also charged with bail jumping due to a violation of court ordered bail conditions, and was confined in the Green County Jail pending further proceedings. On March 8, 2018, at 12:18 PM, officers, along with Green County EMS, were called to a two vehicle accident with reported injuries in the 400 block of 8th Street. Investigation indicated that a vehicle operated by Gwendolyn M. Jamison (16), Monroe, exited a business drive into the path of a vehicle operated by a 34 year old Oregon, WI, woman, causing a collision. Minor injuries were reported and severe vehicle damages. Jamison was cited for failure to yield the right of way while making a left turn, and for a violation of a graduated driver’s license restrictions. She was released pending a court appearance.
On March 8, 2018, at 1;48 PM, the Monroe Police Department received a complaint that several employees of a local business had received unsolicited emails on their work email addresses, indicating to be from a major delivery service some of which contained the employee’s social security number. Some emails had the employee’s date of birth, and some both. None of the employees had any reason to be contacted about a delivery so it is unlikely that the messages are legitimate. Other similar complaints were received from other businesses in the area. The Police Department has been in contact with Wisconsin Consumer Protection regarding the messages, and is working to try to track a source. The Police Department also cautions anyone who receives these types of emails not to open any attachments to the emails, nor any links on the messages. A copy may be made to show to their local police, but it is best to delete the message as soon as possible and again to not open any other parts of the message. Anyone in receipt of an email such as this should contact their local police.
On March 4, 2018, at 2:53 AM, officers attempted to stop a vehicle for a traffic violation on 22nd Avenue at 4th Street. The vehicle fled from officers north out of the City, and officers terminated the pursuit shortly after. At approximately 6:47 AM, officers identified and arrested Jacob A. Riley (21), Argyle as the driver from the earlier pursuit, after Riley was located at an accident scene near Argyle. Riley was charged with felony knowingly fleeing an officer and numerous traffic violations, and was confined in the Green County Jail pending a court appearance.
On March 2, 2018, at 5:54 AM, officers arrested Sheena L. McLemore (33), Monroe, in the 2000 block of Ridgeway Road on an apprehension request from the Wisconsin Department of Corrections. McLemore was confined in the Green County Jail pending further proceedings.
On February 28, 2018, at 3:54 PM, officers were called to a two vehicle accident with no injuries at 19th Street and 14th Avenue. Investigation indicated that a vehicle operated by Eric J. Kielty (16), Monroe, collided with a vehicle operated by a 49 year old Monroe woman. Both vehicle sustained severe damages and were towed. Kielty was cited for failure to yield right of way from a stop sign and released pending a court appearance.

On February 22, 2018, at 2:31 AM, officers arrested Amber R. Driscoll (24), Cascade, IA, in the 300 block of 6th Avenue West, following an investigation into a vehicle colliding with a street sign in the 300 block of 3rd Street, and then leaving the scene. Driscoll was charged with operating a motor vehicle while intoxicated-1st offense, and later released to a responsible person pending a court appearance. Driscoll was also cited for hit and run to property adjacent to a highway. No injuries, minor damages to the vehicle and the sign can be reinstalled. On February 22, 2018, at 11:43 PM, officers arrested Sabrina L. Herbst (18), South Wayne, in the 2100 block of 13th Street, following a traffic stop and K-9 search of the vehicle. Herbst was charged with possession of marijuana. A passenger in the same vehicle, Skyelar D. Hooper (19), Monroe, was also arrested, and was charged with possession of marijuana and possession of drug paraphernalia. Both Herbst and Hooper were cited and released pending a court appearance.
On February 21, 2018, at 8:48 PM, officers were called to a single vehicle accident with no injuries in the 200 block of STH 69. Investigation indicated that a vehicle operated by Kara R. Schulte (41), Browntown, had veered off of the roadway and collided with a street sign. Schulte’s vehicle sustained moderate damages. Schulte was cited for inattentive driving and released pending a court appearance. On February 21, 2018, at 9:26 PM, officers arrested Jeremy L. Hendrickson (48), Monroe, in the 2000 block of 4th Street, following an investigation into a possible disturbance. Hendrickson was charged with disorderly conduct and false imprisonment under Wisconsin’s Domestic Violence Laws from an earlier domestic disturbance, and was confined in the Green County Jail pending a court appearance.
On February 20, 2018, at 4:38 AM, officers arrested Michael B. Bowling (21), Monroe, while investigating a different matter in the 1300 block of 15th Avenue. Bowling was wanted on two active warrants issued by the Monroe Police Department, and was confined in the Green County Jail pending a court appearance.
On February 18, 2018, at 2:03 AM, officers arrested Anthony M. Arndt (19), Monroe, following an investigation into the welfare of persons sleeping in a vehicle while enforcing a parking violation in the 2100 block of 16th Avenue. Arndt was charged with possession of marijuana, possession of drug paraphernalia and underage consumption of alcohol. Arndt was later booked and released pending a court appearance. On February 18, 2018, at 8:06 PM, officers arrested Cole A. Farris (23), Monroe, following a call for a person in need of medical care at a business in the 900 block of 20th Avenue. Farris was charged with possession of marijuana, and was later booked and released pending a court appearance.
On February 9, 2018, at 3:37 AM, officers arrested Dustin M. Dean (29), Monroe, near STH 81 on STH 11, following a complaint about a possibly intoxicated driver in the 700 block of 8th Avenue. Dean was charged with operating a motor vehicle while intoxicated-1st offense. Dean was also taken into custody on an apprehension request from the Wisconsin Department of Corrections, and was held in the Green County Jail pending a court appearance. On February 9, 2018, at 7:40 AM, officers were called to a single vehicle versus sign post accident with no injuries, on the east bound off ramp from STH 11 to 6th Avenue West. Investigation indicated that a vehicle operated by Dawn L. Friedli (52), South Wayne, left the roadway and struck a sign post. Friedli was cited for inattentive driving and released pending a court appearance.
On February 7, 2018, at 12:28 AM, officers arrested Cory M. Segner (21), Monroe, following an investigation into a vehicle fleeing from an officer that was attempting to stop the vehicle for a traffic violation in the 800 block of 8th Street. After the pursuit, Segner was arrested in the 2600 block of 13th Avenue and charged with knowingly fleeing an officer, a Class I felony. Segner was also cited for unreasonable and imprudent speed, and was confined in the Green County Jail pending a court appearance.
On February 6, 2018, at 8:40 AM, Monroe officers were called to a three car motor vehicle accident with reported minor injuries at 21st Street and STH 69 on Monroe’s south side. Investigation indicated that a vehicle operated by Kathleen M. Goecks (60), Juda, southbound on STH 69, collided with a vehicle operated by a 48 year old Monticello man, which was eastbound on 21st Street, turning north. The second vehicle was then propelled into a vehicle operated by a 27 year old Monroe woman, which was eastbound on 21st Street. The Monticello man reported a minor injury but declined EMS. The first vehicle sustained severe damages and was towed. The other vehicles sustained moderate to minor damages. Goecks was cited for failure to obey a red traffic signal and released pending a court appearance. On February 6, 2018, at 6:08 PM, Monroe officers arrested Nicholas S. Thompson (22), Monroe, following an earlier shoplifting complaint at a business in the 1600 block of 9th Street. Thompson was later located during the investigation of the complaint at a residence in the 1300 block of 9th Street. Thompson was cited for retail theft and released pending a court appearance. On February 6, 2018, at 10:36 PM, Monroe officers arrested Ethan D. Studer (21), Monroe, following a traffic stop in the 400 block of 8th Street. Studer was charged with possession of drug paraphernalia and with bail jumping, due to a violation of court ordered bail conditions from a prior case. Studer was booked later released pending a court appearance.
On February 5, 2018, at about 11:00 AM, agents of the State Line Area Narcotics Team (SLANT) Task Force, agents of the Wisconsin Department of Justice-Division of Criminal Investigation (DCI), Green County Sheriff Deputies and Monroe Police Officers executed a search warrant at an apartment in the 300 block of 3rd Street, on Monroe’s west side. During the warrant execution, authorities located a small amount of suspected methamphetamine, along with the equipment and supplies to manufacture methamphetamine. Two local men were arrested at the scene. Trevor A. Smith (18), Monroe, was arrested and charged with possession of methamphetamine, manufacturing methamphetamine, possession of methamphetamine precursors, knowingly possessing methamphetamine waste and maintaining a drug trafficking place. Trevor Smith was confined in the Green County Jail pending a court appearance. Austin M. Smith (20), Monroe, was arrested and charged with manufacturing methamphetamine, possession of methamphetamine precursors, knowingly possessing methamphetamine waste and maintaining a drug trafficking place. Austin Smith was confined in the Green County Jail pending a court appearance. The operation took several hours to complete because of the hazardous waste which is produced by these clandestine labs. The scene was made safe, and persons involved were decontaminated at the end of the operation. The case remains under investigation. The State Line Area Narcotics Team (SLANT) Task Force consists of agents from the Illinois State Police, Ogle County and Jo Daviess County Sheriff Offices, the Rockford, Freeport and Loves Park Police Departments, all in Illinois, and the Green and Lafayette County Sheriff Offices and Monroe Police Department, all in Wisconsin.
On February 5, 2018, at 8:14 AM, officers were called to a two vehicle accident with no injuries at 16th Avenue and 15th Street. Investigation indicated that a vehicle operated by Brandon D. Broshous (25), Juda, collided with a vehicle operated by a 39 year old Monroe woman. Broshous was cited for failure to maintain control of a vehicle and released pending a court appearance. On February 5, 2018, at 6:20 PM, officers arrested Tammy L. Figi (50), Monroe, in the 400 block of 21st Street on an outstanding warrant issued by the Darlington Police Department for the issuance of worthless checks. Figi was confined in the Green County Jail pending transfer to Lafayette County.
On February 4, 2018, at 11:47 PM, officers arrested Lisa M. Valentin (47), Monroe, and David Valentin (46), Monroe, following an investigation into a shoplifting complaint in the 300 block of 6th Avenue. Lisa Valentin was charged with retail theft and three counts of bail jumping due to violating bail conditions for a prior criminal case, and was confined in the Green County jail pending a court appearance. David Valentin was charged with retail theft and released after posting cash bail pending a court appearance.
On February 2, 2018, at 7:57 PM, officers arrested Louis R. Mendonca (74), Monroe, following an investigation into a violation of probation in the 400 block of 21st Street. Mendonca was taken into custody on an apprehension request from the Wisconsin Department of Corrections and confined in the Green County Jail pending a court appearance. On February 2, 2018, at 7:58 PM, officers arrested Chad O. Osbaugh (35), Monroe, in the 1300 block of 17th Street on an outstanding warrant from the Wisconsin Department of Corrections. Osbaugh was confined in the Green County Jail pending a court appearance.

On January 28, 2018, at 12:34 AM, officers arrested Kenneth H. Kopplin (47), Monroe, in the 700 block of 12th Avenue following a call about a domestic dispute. Kopplin was charged with battery and disorderly conduct, and was confined in the Green County Jail pending a court appearance. There were minor injuries to a 33 year old female victim.
On January 27, 2018, officers were called to a vehicle versus parked vehicle hit and run accident in the 1600 block of 11th Street. The offending vehicle was located shortly after in the 1700 block of 8th Street. Investigation led to the arrest of Bobbi J. Tschumper (47, Monroe for operating a motor vehicle while intoxicated-1st offense. Tschumper was also cited for failure to yield right of way from a yield sign, hit and run to an unoccupied vehicle, and operating with a prohibited alcohol concentration. Tschumper was released to a responsible person pending a court appearance.
On January 26, 2018, at 12:20 AM, officers were called to a business in the 1300 block of 6th Avenue for a report that a man was making threats about another business. Further investigation led to the arrest of Dustin W. Johnson (31), Monticello. Johnson was charged with disorderly conduct for making the prank threat, and was confined in the Green County Jail pending a court appearance.
On January 25, 2018, at 3:33 PM, officers were called to a two vehicle accident with minor injuries at 13th Avenue and 20th Street. Investigation indicated that a vehicle operated by Tina K. Straws (54), Monroe, collided with a vehicle operated by a 50 year old Monroe man. Straws reported a minor injury but declined medical transport. Both vehicles sustained severe damages and were towed. Straws was cited for failure to yield right of way from a stop sign, and was released pending a court appearance. On January 25, 2018, at 4:51 PM, officers were called to a two vehicle accident with no injuries at 3rd Avenue and 10th Street. Investigation indicated that a vehicle operated by Donna M. Anderson (82), Monroe, collided with a vehicle operated by a 72 year old Monroe woman. The vehicles sustained minor to moderate damages. Anderson was cited for failure to yield right of way from a driveway, and was released pending a court appearance. On January 25, 2018, at 11:41 PM, officers arrested Trenity J. Wright (27), Monroe, following a domestic disturbance call in the 1700 block of 17th Street. Wright was charged with disorderly conduct while armed with a knife, resisting arrest, attempted battery to an officer, 3 counts of felony bail jumping due to offenses while on bail from a prior case, and criminal damage to property. Wright was also placed on a hold by the Wisconsin Department of Corrections. Wright was confined in the Green County Jail pending a court appearance.
On January 24, 2018, at 4:51 PM, officers arrested Taylor L. Veer (23), Monroe, in the 700 block of 8th Street on an outstanding arrest warrant for failure to pay child support. Veer was confined in the Green County Jail pending a court appearance.
On January 20, 2018, at 10:09 AM, officers were called to a two vehicle accident with no injuries at 12th Street and 16th Avenue. Investigation indicated that an eastbound vehicle on 12th Street, operated by Joshua E. Restivo (31), Brodhead, collided with a south bound vehicle on 16th Avenue, operated by an 18 year old Beloit man. There were moderate damages to both vehicles. Restivo was cited for failure to yield right of way from a stop sign, and was released pending a court appearance.
On January 16, 2018, at 10:15 AM, agents of the State Line Area Narcotics Team (SLANT) Task Force, along with Monroe Police, executed a search warrant at a residence in the 300 block of 3rd Street, on Monroe’s west side. During the search warrant execution, drug paraphernalia was seized. Richard D. Ward (26), Monroe, was arrested at the scene. Ward has been charged with the delivery of heroin, recklessly endangering safety, maintaining a drug trafficking place and possession of drug paraphernalia, and was confined in the Green County Jail pending a court appearance. The search warrant execution is part of a long term investigation into heroin trafficking in the area, and the investigation will continue. The State Line Area Narcotics Team (SLANT), is a task force of several area law enforcement agencies, including the Green County Sheriff’s Office, Lafayette County Sheriff’s Office and Monroe Police Department in Wisconsin, and the Illinois State Police, Freeport Police Department, Rockford Police Department, Rochelle Police Department, Ogle County Sheriff’s Office and Jo Daviess County Sheriff’s Office in Illinois.
On January 15, 2018, at 7:09 AM, officers were called to a two vehicle accident with no reported injuries at 18th Avenue and 4th Street. Investigation indicated that a vehicle operated by Robert A. Werren Jr. (28), Browntown, collided with a vehicle operated by a 40 year old Browntown woman. Werren was cited for driving too fast for conditions and released pending a court appearance. On January 15, 2018, at 3:43 PM, officers arrested Austin D. Flood (22), Monroe, following an investigation into a report of a suspicious person in the 900 block of 16th Avenue. Flood was charged with the abuse of a hazardous substance by inhaling chemicals, and with bail jumping due to a violation of bail conditions on a prior case. Flood was confined in the Green County Jail pending a court appearance.
On January 11, 2018, at 11:03 PM, officers cited two men following a complaint about the theft of money at a business in the 300 block of 6th Avenue West. Tyler A. Plath (25), Warren, IL, and Travis D. Pina (24), Gratiot, were both cited for theft, booked and released pending a court appearance.
On January 10, 2018, at 4:51 PM, officers cited Dawn M. Veer (45), Monroe, for retail theft following a shoplifting complaint at a business in the 700 block of 8th Street. Veer was released pending a court appearance. On January 10, 2018, at 7:24 PM, officers arrested David S. Eldred (53), Monroe, in the 1300 block of 17th Street. Eldred was wanted on an apprehension request from the Wisconsin Department of Corrections for a probation violation, and was confined in the Green County Jail pending further proceedings.
On January 5, 2018, at 5:04 PM, officers came upon the scene of a vehicle versus power pole accident in the 1200 block of 2nd Street. Investigation found that the vehicle, a minivan, was left running in gear unoccupied near the entrance to a nearby business. The van then rolled forward, still unoccupied, crossed the yard of the business, crossed 2nd Street, then collided with, and knocked over a utility pole. The collision caused a nearby power transformer to shut down, knocking out power to one residence. The power was restored by Alliant Energies about 50 minutes later. There was significant damage to the vehicle and power pole, and no injuries. The incident remains under investigation.

Eldred was wanted on an apprehension request from the Wisconsin Department of Corrections for a probation violation, and was confined in the Green County Jail pending further proceedings.
On January 4, 2018, at 12:43 AM, officers arrested Brandy A. Busjahn (35), Monroe, following a call for a disturbance at a residence in the 2200 block of 1st Street. Busjahn was charged with disorderly conduct and was later released pending court after posting a cash bail.
On January 3, 2018, at 7:49 AM, officers were called to a two vehicle accident with minor injuries at 13th Avenue and 19th Street. Investigation indicated that a vehicle operated by Bart A. Phillips (43), Monroe, collided with a vehicle operated by a 32 year old Monroe woman. There was heavy damage to both vehicles, and both were towed from the scene. Phillips was cited for failure to yield right of way from a stop sign, and released pending a court appearance. On January 3, 2018, at 1:23 PM, officers were called to a report of a fight in the parking lot of a business in the 700 block of 8th Avenue. Investigation led to the arrest of Shane D. Riley (31), McConnel, IL, and injuries to a 69 year old South Wayne man. The victim was transported by Green County EMS. Riley was charged with substantial battery and disorderly conduct. Riley was also wanted on a warrant for child support from the Green County Sheriff’s Office, and was taken into custody on an apprehension request from the Wisconsin Department of Corrections. Riley was confined in the Green County Jail pending further proceedings.
